The Cable Access Oversight Committee (AOC) met at 4:45 pm on Tuesday, Apr. 13,
2010, in the PEGASYS studio, 612 W. Green St.
Present: AOC members Wayles Browne, Rich DePaolo, Wies van Leuken; studio
manager Lauren Stefanelli. Out of town: Mike Brutvan. Chairing another meeting:
Svante Myrick.
0) Notes by W. Browne as AOC secretary.
1) Rich DePaolo called the meeting to order.
2) The minutes of the Mar. 9, 2010 meeting were approved with slight changes.
3) Comments from members of the public: none.
4) Member reports:
a. Quarterly Franchise Fee Reports: not received from the City of Ithaca. DePaolo will
ask City Controller Steve Thayer Apr. 14. Town of Ithaca: DePaolo hopes to have the
updated report shortly. From the Village of Cayuga Heights: none received
b. Update on M. Brutvan's survey of producers: tabled till next meeting.
c. Re Time Warner Cable (TWC) response to resolutions passed at 8/4/09 and 9/8/09
meetings: the AOC continued to discuss the possibilities for installing an Internet
connection for producers to use in the studio.
L. Stefanelli: Funds in the AOC can be used as an equipment fund and can cover services
too if all parties agree. Since the AOC skipped one year in the budgeting process in an
effort to catch up with the timeline, there is over $20K extra funds. TWC doesn't have the
latest total (i.e. through the end of 2009) yet.
W. van Leuken requests an update urgently for the May meeting on revenues from the
15¢ -per- month -per- subscriber fee. This should cover the three municipalities over the
years since 2003.
Stefanelli: I can estimate the costs of items that have been received, but can't confirm
figures without info from TWC.
Van Leuken: the franchise requires capital purchase reports from TWC. This is in the
March meeting calendar for each year.
5) Studio Manager's report.
- Report on items in 2010 budget (three sheets attached).
- Recommendations for the 2011 budget: delayed for the moment because TWC plans to
shift to all- digital. This will require a new switcher (the heart of the whole broadcast
system). Stefanelli will send AOC a draft 2011 budget the week before the next meeting.
- She talked to the Ithaca College video teacher. We can invite him to the next meeting.
6) Next meeting: Tuesday, May 11, 2010, 4:30. Place: PEGASYS studio.

7) Meeting adjourned 6:04 (so that R. DePaolo could hold his workshop on audio for
producers).
