HomeMy WebLinkAboutMN-CPB-2013-11-20CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. November 20, 2013 Present: Commissioners (7) Kane, Rogers, Brower, DaGrossa, Levine, LaPadula, Wright OTHERS PRESENT: Chief Barber Information Management Specialist Day EXCUSED: Council Liaison — Kerslick Commissioner Baker CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES OF OCTOBER 23, 2013 By Commissioner Brower; Seconded by Commissioner Wright RESOLVED, That the Minutes of the October 23, 2013, Community Police Board meeting be approved as published. Carried Unanimously COMMENTS FROM THE PUBLIC: Officer Dana Haff, on behalf of the Ithaca Police Benevolent Association, introduced himself to the Board, noting that he was there to observe and to address questions they may have. REPORT FROM THE POLICE DEPARTMENT: Chief Barber reported that his budget request to hire additional Police Officers was not approved, but he will make the request again for the 2015 year budget. The Department has two upcoming retirements in January 2014, Jennifer Wilcox (purchasing), and Lt. Michael Watkins, a veteran of 20 years. The Vacancy Review Board hired Police Officer Christopher Cady, formerly from the Corning Police Department, and he will be starting in December. The funding request from Homeland Security was approved for the K -9 Unit, so Chief Barber will be assembling a team shortly to work on this initiative. The new Deputy Chief position was approved for the 2014 budget. In March, a group will be brought together to interview potential candidates. The Community Police Board addressed interest in having someone from the Board sit in on the interviews. Chief Barber further noted that the retirements and the new Deputy Chief's position will make many promotions available. November 20, 2013 Chief Barber received 6 commendation letters this month for the following Officers: M. Nelson, Hubbell, Nechepork, Amaro, Soderholm and Goldsberry. OLD BUSINESS: Commissioner DaGrossa reported that she completed her ride along with Officer Nelson. Officer Nelson was most informative, professional and explained what he was doing. Commissioner DaGrossa reported that the candidate from the New Roots School for the vacant youth position on the Board is not interested in serving. Information Management Specialist Day reported that 4 applications for the youth position for the Board have been submitted to the City Clerks Office; however, only two of the candidates live within the city limits. The two applications have been submitted to the Mayor for his review. Commissioner's Rogers, Wright, and Levine reported on their progress on the drafting of procedural guidelines for new, and existing, Commissioners to use as a reference tool. Commissioner Levine left the meeting at 4:05 pm. Commissioner DaGrossa and Chief Barber confirmed that no further action was needed with the Burmese Community as the meeting previously held helped to resolve the communication issues that existed. The new policy regarding the conduct of off -duty officers was distributed to the Commissioners to review. Chief Barber reported that this was an area where policies had been lacking so the clarification for on -duty and off -duty officers is helpful. Officer Haff said the policy is also something the CPB can refer to. NEW BUSINESS: Common Council approved the re- appointments of Commissioners Rogers, Wright, and Brower for a new term on the Community Police Board. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner DaGrossa RESOLVED, That the Community Police Board enter into Executive Session to discuss active investigations. RECONVENE: Carried Unanimously (6 -0) Commissioner Levine absent from vote. IF November 20, 2013 Resolution: By Commissioner Rogers: Seconded by Commissioner DaGrossa RESOLVED, That case 2013 -06 is hereby closed. A vote on the Resolution resulted as follows: Carried Unanimously (6 -0) Commissioner Levine absent from vote.
