HomeMy WebLinkAboutMN-CPB-2013-06-26CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. June 26, 2013 Present: Commissioners (5) Kane, Rogers, DaGrossa, LaPadula, Wright OTHERS PRESENT: Council Liason — Kerslick Acting Chief Barber Information Management Specialist Day EXCUSED: Commissioners (3) Levine, Brower, Baker CALL TO ORDER: 3:30 p.m. APPROVAL OF MINUTES: By Commissioner Kane: Seconded by Commissioner DaGrossa RESOLVED, That the minutes of the May 22, 2013 Community Police Board meeting be approved as published. Carried Unanimously INTRODUCTIONS: The Board made their introductions and welcomed new Commissioner Johnny Wright. REPORT FROM COMMON COUNCIL: Alderperson Kerslick explained the concerns that were raised by the community at the last two Common Council meetings. He noted that Council members will work to address them. He further stated that Common Council can help the Community Police Board (CPB) with outreach in various sectors of the community. REPORT FROM POLICE DEPARTMENT: Acting Chief Barber reported that the department has added a new Police Officer, Thomas DuPay, to the force. They now have 63 Officers on the roster; however, 4 are out on medical leave. The department is gearing up to support the fireworks event. They will be providing traffic control and security services. REPORT FROM STAFF: Information Management Specialist Day reminded the Commissioners that they are required to do a ride -along each year, and they should contact the Chief's Office to make those arrangements. June 26, 2013 CPB LOGO UPDATE: It was decided to continue to use the logo of the bridge until school resumes this Fall and the Board can decide if they would like additional logos to select from. Commissioner DaGrossa will thank the artist for the entry that was submitted. The tri -fold CPB brochure will be completed by Commissioner Levine. UPDATING ON TABLING AT GIAC & JUNETEENTH FESTIVALS: Commissioner DaGrossa reported that Commissioner Levine organized tabling opportunities at the GIAC Festival and the Juneteenth Festival at Southside Community Center. She noted that several people stop to ask questions, including former Commissioners, at the GIAC Festival. Commissioners Brower, DaGrossa, and Levine took turns working the Juneteenth Festival but there was little activity. She commented that both events were good outreach opportunities. DISCUSSION ON ITHACA POLICE DEPARTMENT 2014 BUDGET PROPOSAL: Acting Chief Barber reported that the Mayor has asked all departments put together 2014 budget proposals that include a 2% decrease. The Police Department has the largest departmental budget ($11 million) which not only includes the police officers but also the Community Service Officers, School Crossing Guards, and civilian staff. Additional budget information will be presented at next month's meeting. Commissioner Kane arrived at 4:20 p.m. DISCUSSION ON THE SERIES "RACE: THE POWER OF AN ILLUSION ": The film is shown in three sections that are each about an hour long. The Commissioners discussed to possibility of some of them watching the series along with members of the police department and having a discussion at the end. It was decided to bring back this idea back for additional discussion. E -MAIL PROTOCOL: The Co- Chairs requested that all Commissioners have an e -mail account to receive correspondence /mail in a timely manner. If a Commissioner does not have an e -mail address, all information will be sent to them via the US Postal system. The question was raised as to whether or not the Commissioners could e- mail /mail their findings on a case to the Board prior to the meeting, so the findings could be discussed and resolved during executive session. Information Management Specialist Day will consult with the City Attorney regarding this question. 1 June 26, 2013 Further discussion followed regarding investigations and the following was determined: Commissioners can take a vote on a final letter of decision and decide not accept it. If that occurs, the applicable Commissioner will be advised to gather more information and the issue will be brought back to the table for reconsideration. Commissioners can consult with the Co- Chairs when determining how the report should look. The Board does not have the power to reprimand an Officer; however, the final report will be sent to the Police Chief with the findings. MOTION TO ENTER INTO EXECUTIVE SESSIONTO DISCUSS ACTIVE INVESTIGATIONS: By Commissioner Rogers: Seconded by Commissioner Kane RESOLVED, That the Community Board enter into Executive Session to discuss active investigations. Carried Unanimously RECONVENE: The Board reconvened into Regular Session with the recommendation of the resolution of Case 2013 -1 RESOLUTION: By Commissioner Kane: Seconded by Commissioner DaGrossa RESOLVED, That case 2013 -1 is hereby closed.
