HomeMy WebLinkAboutMN-CPB-2013-05-22CITY OF ITHACA COMMUNITY POLICE BOARD MINUTES Regular Meeting 3:30 p.m. May 22, 2013 PRESENT: Commissioners (8) Kane, Rogers, Brower, DaGrossa, Levine, Baker, LaPadula, Bush OTHERS PRESENT Council Liason — Kerslick Acting Chief Barber Information Management Specialist Day CALL TO ORDER 3:30 p.m. COMMENTS FROM THE PUBLIC Alderperson Cynthia Brock, first ward, addressed the Board regarding Youth Commissioners. She suggested adding a Commissioner from the college population to the Board. She also voiced her support for the addition of one more Commissioner in order to keep Commissioner Bush on the Board, leaving the pending open slot available for the Mayor to appoint the candidate that was presented at the last Common Council Meeting. Aislyn Colgan with the Shawn Greenwood Working Group addressed the Board to express her concerns regarding the proposal to replace Commissioner Bush on the Community Police Board. Paula loanide, Ithaca College Professor addressed the Board to discuss the relationship between the board and the community and what the Community Police Board represents. Extensive discussion followed on the floor regarding the role of Community Police Board pursuant to the City Charter, it's working relationship with the Ithaca Police Department and the Community's needs. APPROVAL OF MINUTES By Commissioner Rogers; Seconded by Commissioner DaGrossa RESOLVED, that the minutes of the April 25, 2013 Community Police Board meeting be approved as published. Carried Unanimously REPORT FROM COMMON COUNCIL Alderperson Kerslick explained the Mayoral appointment process for the Board and Committee Members. The nomination of Mr. Wright was tabled at the last Common Council meeting. Common Council does not know what the Mayor will decide regarding the appointment, but the Board will need to be able to work with whoever gets appointed. REPORT FROM POLICE DEPARTMENT Acting Chief Barber reported that the police department had a busy month with the Ithaca College and Cornell University graduation celebrations. The department is hiring one new officer and will hopefully have a person hired next month. REPORT FROM STAFF Information Management Specialist Day reminded the Commissioners that e -mail correspondence should go to the Chairs and the Chairs would direct staff appropriately. Commissioners can copy staff, on correspondence but direction for action would still come from the Chairs. RIDE ALONG WITH IPD UPDATE Commissioner Lapadula reported that he completed his ride -along with Officer Hoyt and discovered that there was more than one "Jungle" in the City. He stated that he had a nice time and now has a deeper appreciation of the work that the Ithaca Police Department does. CPB LOGO UDATE Commissioner DaGrossa passed out a draft logo created by one of the New Roots students thru art class. After Consideration, it was decided to wait and if any other designs come in or to decide if modifications should be made to this design. The design of the bridge found by Commissioner Lavine will be used on the quarter cards for the upcoming tabling events. UPDATE ON MEETING WITH BURMESE COMMUNITY Acting Chief Barber met with Sally Wessels from BOCES along with members of the Burmese community to discuss cultural differences. The information was shared with officers during briefing at all 3 shitfs. TABLING AT GIAC AND SOUTHSIDE FESTIVALS UPDATE Commissioner Lavine made arrangements for the Community Police Board to table at the GIAC Festival and at Juneteenth, A half sheet brochure has been created to have on display along with complaint /compliment forms. CITY OF ITHACA YOUTH COUNCIL PARTICIPATION Jennifer Handy Youth Council Coordinator, discussed with the Board issues related to youth members serving on the Community Police Board and what role they serve. She reported that the start time of the monthly meeting does not coincide with students schedule; therefore, they would be late for each meeting. She also noted participation tends to increase if you appoint two youth members. It is difficult for youth to feel empowered and engaged if they are the only one in a group of adults. A suggestion was made to honor the youth member who served on the Community Police Board at their Graduation Ceremony. Alderperson Kerslick suggested that if the Board wanted the youth membership increased they should take the issue to the GPA Committee for legislative action. MOTION TO ENTER INTO EXECUTIVE SESSION TO DISCUSS ACTIVE INVESTIGATIONS By Commissioner Rogers Seconded by Commissioner Brower Resolved, That the Community Board enter into Executive Session to discuss active investigations.
