COMMUNITY POLICE BOARD MINUTES
Regular Meeting 3:30 p.m. April 25, 2013

APPROVAL OF MINUTES OF THE FEBRUARY 28. 2013 MINUTES
By Commissioner Brower; Seconded by Commissioner DaGrossa
RESOLVED, that the minutes of the February 28, 2013 Community Police Board
meeting be approved as published.

Comments from the Public
David Nutter, Bicycle Pedestrian Advisory Council addressed the Board on
behalf of an incident that took place recently between a bicyclist and a Police
Officer. He stated that he would like police to protect bicyclists riding in correct
lane.
Report from Common Council
Alderperson Kerslick reported that the 2014 Budget preparation has begun, and
a new process has been developed. Ithaca Police Department and the Fire
Department comprise a large part of the budget.
Commissioner Rogers wanted to know if the Community Police Board could
advise on the Ithaca Police Department's budget. Alderperson Kerslick
responded that input from the board and the community is welcome. Acting Chief
Barber will bring a draft of budget facts for his departmental budget to the May
meeting for review by the Community Police Board.
Report from the Police Department
Acting Chief Barber updated the board on the trial of Jamal Booker, the recent
Elm Street shooting incident, noise enforcement on East and South hills, and
continued patrol at the Library due to groups of people hanging around. He
further reported that the department received approval to hire one new police
officer.
Acting Chief Barber noted that he was interviewed for the Police Chief position.
The search committee has forwarded the top 3 finalists to the Mayor for his
review and consideration.
Report from Staff
Information Management Specialist Day reported that the City Clerk's Office,
Ithaca Police Department and GIAC all have the current complaint /compliment
forms on hand. Compliant /compliment forms were given to Commission Levine to
deliver to the office of Offender Aide and Restoration as well.
Old Businesss:
Resolution to change the Regular Meeting Date of the Community Police Board
By Commissioner Brower; Seconded Commissioner Rogers
RESOLVED, That the regular meeting date of the Community Police Board be
changed to the 4th Wednesday of the month at 3:30 p.m. in Common Council
Chambers.

_Approval of 2012 Annual Report
By Commissioner Kane; Seconded by Commissioner DaGrossa
RESOLVED, that the 2012 Annual Report for the Community Police Board
meeting be approved as published.

Report from Police Chief Search Committee
Commissioner Brower reported that the training for the Police Chief Search
Committee was very thorough, and the search process was fair & broad. Very
good candidates came forth and they believe the Mayor will make the best
choice for the City.
Community Police Board Logo Update
Commissioner DaGrossa reported that she talked with the New Roots Charter
School and they will get back to her regarding any interest in the art students
creating a logo for the Community Police Board Brochure.
Update on Communication with the Burmese Community
Acting Chief Barber reported that a meeting has been set up for Saturday April
27, 2013 at 11:00 am at the First Presbyterian Church with Sally Wesselson from
BOCES, some of the Burmese families and the Commons Officer. An update will
be given at the next Community Police Board Meeting.
New Business
• Training Sessions: Training sessions for new Commissioners will be held
during the monthly meetings.
• Explore concepts of electronically filing CPB Compliment /Complaint
forms: Commissioner Brower stated that a sworn statement and an
original signature are the foundation of a valid complaint form. Receiving a
complaint with no signature on it, would not give grounds to work on the
complaint.
Alderperson Kerslick stated that he would work on the creation of a fill -
able PDF form so a person can type on the form but would have to print it
out to sign and send in. He will follow up at the May meeting.
Youth Council: extend an invitation to Jennifer Handy — City of Ithaca
Youth Council Coordinator to discuss Youth Council Members working
with CPB.
Motion to enter into Executive Session to discuss active investigations;
By Commissioner Brower: Seconded Rogers
Resolved, That the Community Board enter into Executive Session to discuss
active investigations.

The Board reconvened into Regular Session with the recommendation of the
resolution of Case 03 -12

Resolved, That case 03 -12 is hereby closed.
