Alex Brower. Approval of Minutes of November 15, 2012 Meetinq By Commissioner Brower: Seconded by Commissioner Rogers RESOLVED, that the minutes of the November 15, 2012 Community Police Board meeting be approved as published. Carried Unanimously ADDroval of Minutes of the November 27. 2012 Special Meetin By Commissioner Rogers: Seconded by Commissioner DaGrossa RESOLVED, That the minutes of the November 27, 2012 Special Community Police Board meeting be approved as published. Carried Unanimously Approval of the 2011 Annual Report By Commissioner Kane: Seconded by Commissioner Rogers RESOLVED, That the 2011 Annual Report for the Community Police Board be approved as published. Carried Unanimously Discussion followed on the floor on the following topics: Commissioner Kane thanked Commissioner Levine for taking on the task of updating the Community Police Board Brochure. School Resource Officer for Ithaca High School. The mass shooting at Sandy Hook Elementary School in Newtown, CT. was discussed. Commissioners asked how the Community Police Board could support the Ithaca Police Department in preparing for incidents like that. Acting Chief Barber responded that Officers have visited each school in the district and that training of Officers for active shooters has been an ongoing event. Ithaca Police Department and the Tompkins County Sheriff's Department will be holding a gun buy -back program on January 5, 2013. They are hopeful that this will reduce the number of guns used in crimes. The Ithaca Police Department received fifteen compliment letters and one verbal for the following Officers: Officer Tomberelli, Officer Conrad, Investigator Huddle, Officer DuPay, An Unknown Officer who responded to the call, Officer Van Cleef, Sgt. Lawrence, Acting Chief Barber, Officer Banfield, Officer Schwartz, SWAT Team, two compliments for Office Slattery, and three letters for all of the members of the Ithaca Police Department. Commissioner Rogers would like to see training for the community (i.e. teaching kids how to interact with Police), and is interested in raising community awareness of all of the positive things the Police Department does. He would like to explore the possibility of allotting space in the Ithaca Journal and Ithaca times for the Community Police Board to share Officer Compliments and to provide updates. Media Response Policy Reminder: Commissioners should not respond to media individually. Refer all requests to the Board, and the Chairs will respond on behalf of the Board. The Board discussed the possibility of a face book page to raise awareness for the Community Police Board and the Police Department. The City Clerk reported that the City has a Social Media Policy that includes City affiliated Boards and Committees. Motion to Enter into Executive Session to Discuss Active Investigations By Commissioner Rogers: Seconded by DaGrossa Resolved, That the Community Police Board enter into Executive Session to discuss active investigations. Carried Unanimously Reconvene: By Commissioner Brower: Seconded by Baker The Board reconvened into regular session with one formal action taken to resolve case #14 -12. Discussion followed on the floor regarding the terms "founded" and "unfounded ", The Board decided to change the terminology to "Successfully Resolved ". The Board would like to invite Lt. Townsend to come in and give a brief training on how to conduct an investigation and develop "Findings and Conclusions ".
