COMMUNITY POLICE BOARD MEETING MINUTES

Call to Order:
Co -Chair Kane called the meeting to order at 3:32 p.m.
Approval of minutes:
Approval of the August 23, 2012 Community Police Board Meeting Minutes — Resolution
By Commissioner Kane; Seconded by Commissioner Bush
RESOLVED, That the minutes of the August 23, 2012 Community Police Board Meeting
Minutes be approved as published.

No comments were given.
Report from Common Council
Alderperson Kerslick addressed the Community Police Board regarding the presentation of the
Mayor's 2013 proposed budget. The Community Police Board noted the reduction in the funding
for the Board from $8,000 to $2,000, which covers two cell phones and the phone line in the
Clerks Office. He further noted that three background checks were being completed on
applicants and hopefully there will be more Commissioners appointed next month.
Discussion followed regarding the Community Police Board's loss of the office at GIAC. The
commissioners felt there was a more formal presence of the Board at the GIAC building and are
still opposed to losing that space.
Report from the Police Department
Deputy Chief Barber reported that two complimentary letters were received for Sergeant Robert
Brotherton and Investigator Jeffrey Huddle. He further discussed the Ithaca Police Department
budget noting that the budget hearing for the Police Department is on October 30, 2012. The
number of Officers on the Police force are smaller than that of 10 years ago and the department
has vacancies that are not filled. Law enforcement has been very busy with the bath salt
epidemic and drug trafficking.
Alderperson Kerslick noted the budget is effecting all departments and encouraged people to
send Council and Mayor an e-mail if they had any questions regarding the budget.
Report from Staff
Information Management Specialist Day reported that the background check form for new
members as been updated in order for the Police Department to have sufficient information to
conduct the checks.
Old Business
The Community Police Board would like to review the brochure "A Citizens' Guide to" and
update the information after the Mayor fills some of the vacancies.
New Business
None
Motion to move into Executive Session to Discuss complaint investigations:
On a motion by Commissioner Kane and seconded by Commissioner Rogers the Board
adjourned into executive session to discuss complaint investigations.
Reconvene:
The Board reconvened into regular session, and reported on the following;
Complaint #0212 closed — conclusion letter being sent out
Complaint #0312 open — need to research to see if final conclusion letter was written
Complaint #0812 closed — conclusion letter being sent out
Complaint #0912 open
Complaint #1012 open
Adjournment:
On a motion the meeting adjourned at 5:14 p.m.
