NEW BUSINESS XI. EXECUTIVE SESSION XII. ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 18, 2008 MINUTES PRESENT: Commissioners Romanowski, Alexander and Gilligan I. Chair Romanowski called the meeting to order at 1800 hrs. II. Approval of Minutes: Chair Romanowski made a motion to approve the minutes of the October 14, 207 meeting. Seconded by Comm. Gilligan. Voted unanimously. III. Additions /Deletions to the Agenda: a. Add to Old Business the "recap" of tonight's meeting on the role of volunteers at Ithaca Fire Department. IV. Persons wishing to speak to the Board of Fire Commissioners: a. Lyman Baker, Treasurer asked if the City /Town Contract had been signed. Chair Romanowski stated that it should all be taken care of at the next meeting. b. Dave Cornelius said that he sent an email to Chair Romanowski describing the problems that people encountered when they inquired about Fire /Police. Apparently they were told different information than what was discussed at earlier meetings. It is his feeling that the information is not getting to IFD officers. Comm. Romanowski told Dave that his inquiry went to Chief Wilbur and that the Chief has referenced what he is concerned about. Lyle Neigh stated that he was appointed to the Advisory Board a year ago. As of today, there have been no meetings this year. There are plans to try and have a meeting next month. If they do meet, the Board will get a report. V. Correspondence; The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $1055.57. This balance reflects a recent purchase of a $70 memorial wreath. BOARD OF FIRE COMMISSIONERS NOVEMBER 18, 2008 PAGE 2 VI. Membership Change Chair Romanowski made a motion to accept Comm. Steve Williams' resignation. Seconded by Comm. Gilligan. Voted unanimously. VII. Miscellaneous Reports Town of Ithaca — Given to Clerk Randy Flynn Audit — Completed Tompkins County Fire Advisory Board - None VIII. Department Reports a. Chief's Report (see complete written report in Minute Book). Due to Chief Wilbur's absence, DC Parson read highlights from the report. The Financial Management position is still in the works. However, Mayor Peterson has issued a hiring and spending freeze. Operating Budget Status - Common Council has adopted the 2009 Budget. There are no changes from what was proposed in October 2008. 800MHz - A few glitches are being worked out. Communications MOU — Meetings continue. Grants: SAFER Grant — No word yet. Strategic Funding for Firefighters (S4F) — Waiting to approve a status report. City -Town Fire Contract Negotiation — Work continues on issues remaining. The next session will be held November 25, 2008. BOARD OF FIRE COMMISSIONERS NOVEMBER 18, 2008 PAGE 3 b. Fire Prevention Bureau (see complete written report in Minute Book). One item added to Agenda under New Business — Fee Adjustments. c. Deputy Chief's Report — Due to DC Dorman's absence, there was no report this month. America La France Preservation Proposal — See report for details Banner Request — Add to New Business Fire Police Unit — See report for details IX. New Business DC Parsons handed out the new Proposed Fire Schedule Changes. The Proposal included an increase in the Fire Inspection rate from $40 an hour to $44 an hour. Comm. Gilligan motioned. Comm. Alexander seconded. Voted unanimously. A request was made to allow banners to be hung from the 4 Fire Stations to encourage reading to children. Moved by Comm. Alexander. Seconded by Comm. Gilligan. Voted unanimously. Follow -up on Volunteer Meeting — All but two Companies were represented. The main focus was on the next steps for Fire /Police. The intent is to get the group together under the volunteer umbrella. Jack Gould will help to get the volunteers together to discuss their issues: - Status of physicals - Reflective equipment - Develop a draft of standard operating procedures Comm. Romanowski asked if Jack had set things up to cover for himself if he is unavailable. Comm. Gilligan answered that they haven't gotten that far yet. They will be looking at the overall benefit to the City for using volunteers. BOARD OF FIRE COMMISSIONERS NOVEMBER 18, 2008 PAGE 4 Comm. Romanowski stated that he was getting discouraged hearing people complain about pagers, equipment, etc. Comm. Alexander stated that SOP is a critical part that needs to be addressed. Comm. Romanowski asked if there was any information on the hiring and spending freeze. DC Parsons stated that Mayor Peterson is waiting to hear from Albany before any decisions are made. Chair Romanowski announced two new Board members: Tom Hoard and Maureen Kelly. Both new members attended a special meeting last week to discuss their role as Commissioners on the Board. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Financial Management Assistant, full time: Work to fill the full time financial management position is a work in progress. [same as last month] 2) Operating Budget Status a) Please see the updated account balances sheet for 2008. 3) County Communications and 911 Program a) 800 MHz System: Training on the new 800 MHz radio system is in progress. Portable radios have been received and base stations installed. Mobile radios have not been installed as yet, and will not be until the status button to CAD interface at the Department of Emergency Response Center has been resolved. b) Communications MOU between Tompkins County and the City of Ithaca: Meetings continue, with the next one scheduled for 17 NOV 08. 4) Grants and Donations a) SAFER grant 2008: The grant application for the Staffing for Adequate Fire and Emergency Response (SAFER) was submitted on 27 JUN 08. Award announcements have not started yet. 5) Strategic Funding for Firefighters (S4F) The S4F group will convene as soon as possible to approve a status report. Fire Chief's Report for December 2008 05 DEC 08 Page 2 of 4 The last session was held 25 NOV 08, at Central Fire Station. At that meeting Town Supervisor Engman reported that Town Attorney Susan Brock had reviewed the contract and had many areas of concern. Given that, it was left the city and town attorneys would meet prior to the next group meeting, and the MOU extending the current contract would be again extended for one year to allow a full review of all contract language. 7) Resource Recovery Legislation Due to illness, I was unable to draft the time -line for review and adoption of the resource recovery legislation Commissioner Romanowski has been working on. This will be provided at the meeting to support discussion on this item. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of October. Safety Section 1) Protective Equipment Maintenance Standard Resolution On hold pending receipt of additional information. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date. 2) Emergency Management a) Emergency Management Exercise: The County Exercise Development Team has been tasked with the job of developing a table top exercise for the City of Ithaca, to be held in February. The general scenario is mitigation and recovery phases of a significant flooding event in the City of Ithaca. b) City- Cornell Hazardous Materials MOU: A meeting was held 03 DEC 08, to review the current draft of a memorandum of understanding intended to defined the working relationship between the City of Ithaca Fire Department Hazardous Materials Team and Cornell University. Attempts to define this have been underway for at least 20 years, and a meeting with Cornell Vice President Rich Fire Chief's Report for December 2008 Support 05 DEC 08 Page 3 of 4 McDaniel in 2007 paved the way for the current effort. The next step is review by the City Attorney and the Cornell Legal Department and Risk Management. 1) See Deputy Chief Dorman's reports. 2) Training Center Reports a) A usage report from AFC -MTO Willis Sheldon is included in the report packet this month. b) Training Center addition project: Additional funding to support this initiative has not been secured as yet. [same report as last month] 3) American LaFrance Preservation Proposal At last month's meeting, FF Chris Hamilton proposed to acquire and preserve the 1985 American LaFrance (904) for use as a ceremonial piece by the Ithaca Fire Department. Mayor Peterson and I discussed the concept and she was guardedly supportive, asking for more information about current value and costs to the city. This was shared with FF Hamilton who is continuing to research the project and its feasibility. [same report as last month] Training 1) See report from AFC Sheldon. Recruitment and Retention No Report. Service VOLUNTEER SERVICES DIVISION 1) Summaries of Service Hours: Attached are reports showing volunteer interior fire fighter duty hours for 2008, and activity dates and times for November 2008, as entered in the logs. 2) Fire Police: A meeting was held 05 DEC 08, with Jack Gould (6), Dave Cornelius (1), Assistant Chief Tier and Fire Chief Wilbur, to discuss fire police operations. Questions on membership, medical exams, training requirements (state and local), equipment, operations, and Fire Chief s Report for December 2008 05 DEC 08 Page 4 of 4 communications were discussed. Jack Gould and Dave Cornelius have been selected to serve as co- unit leaders for the Fire Police Unit. There were 286 violations cited. The Code Enforcement Division issued: 11 operating permits for assembly occupancies; and 9 certificates of compliance for fire and property maintenance inspections. The three volunteer firemen that were killed 102 years ago at the Chi Psi fraternity house were remembered. Alfred S. Robinson of Tornado Hook and Ladder Company Three, Esty J. Landon of Eureka Hose Company Four and John C. Rumsey of Torrent Hose Company Five. Their names are on the Firefighters memorial stone, along with one other volunteer firemen who was killed in the line of duty. Four Cornell students were also killed December 7, 1906 in the Chi Psi fire. A short prayer was read, a wreath was laid and Taps was played. A remembrance speech was given by Raymond Wheaton. It was a snowy night and only three people attended, Lyle Neigh, Dave Putnam and Dave Cornelius along with the Deputy Coordinator Jessica Verfuss. We discussed By -Law changes, including changing the name to the Tompkins County Emergency Services Advisory Board, and ways to change the groups focus to encourage more member interest in the group. Since the County Chiefs Association has reformed the Advisory Board has lost most of its members and its influence with the Tompkins County Legislature. We were briefly updated on the progress of the new communications system and were told the City Fire Department is the last to go live with the new radios. We decided to try and meet quarterly instead of monthly so our next scheduled meeting is the last Monday in February.
