ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 14, 2008 MINUTES PRESENT: Commissioners Romanowski, Alexander and Gilligan Chair Romanowski called the meeting to order at 1807 minutes. II. Approval of Minutes: Chair Romanowski made a motion to approve the minutes of the September 9, 2008 meeting with a change on the last page. It should read "The Board has to declare it as surplus." III. Additions /Deletions to the Agenda: a. The November BOFC meeting has been moved from November 11, 2008 to November 18, 2008 due to the holiday. IV. Persons wishing to speak to the Board of Fire Commissioners: Jack Gould, Company 46, stated that since the Fire /Police is active, the Chief should set up a meeting with AC Dan Tier to go over equipment inventory to determine what is needed. The Chief stated that he has met with AC Tier and that they plan to meet again to discuss that situation. b. Dave Cornelius stated that Guthrie has said that the employee is responsible for setting up their physical appointment. Things were worked out and forms were sent for Fire /Police to fill out before appointments can be set. c. Rob Longo asked if there is a way for the Fire /Police to be notified if they are really needed so that they don't show up unnecessarily. Chief Wilbur explained that a First Call would signal the possibility that they would be needed. A Second Call would signal that they are definitely needed. A Full Response would mean that everyone is needed. Commissioner Alexander asked if there would be a change in the S.O.P.? Chief Wilbur replied "No." Chief Wilbur also noted that the radio issues should be resolved very soon. V. Membership Changes: None ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 14, 2008 PAGE 2 VI. Correspondence: The $70 bill for the Memorial Wreath should be put under New Business. The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $1,025.57 and the Rescue Squad account showed a balance of $1,327.49. VI. Miscellaneous Reports: Town of Ithaca — Given to Clerk Randy Flynn. Audit — Complete Fire Advisory Board — None VII. Department Reports A. Chief's Report (see complete written report in Minute Book). Joe Pellegrino has been hired to replace Dick Srnka. Dick will be available to do some work for us and also specialized training for Joe. Mayor Peterson restored some money in training and over time that was originally cut. We ended up with more than a 3% increase. 800 MHz System — All agencies, except IFD, are operating on the new system. There will be a ribbon cutting ceremony on October 24, 2008. The City has hired a temporary Attorney to replace Patricia Dunn who is very familiar with New York State Law. Grants: Child Safety Seat Grant — Awarded $4,500.00 SAFER Grant — No Word CEDAI' Grant - $28,000.00 NOMAD System awarded. City Town Fire Negotiation Meeting is set up for October 20, 2008. ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 14, 2008 PAGE 3 Two recruits are back for 1' /z weeks. After that, they will return to the Academy for their final 2 weeks. B. Deputy Chief s Report (see complete written report in Minute Book). 933 is still out of service. Waiting on a joystick. IFD recently took delivery of a white Ford Escape for FPB. This will replace the Tahoe. C. Fire Prevention Bureau (see complete written report in Minute book) DC Parsons met with Mayor Peterson to discuss how the City can help to remedy fire code violations. Fire Prevention had a busy month with Pub Ed's, fire drills and child /car seat inspections. VIII_ Old Business: The Board of Fire Commissioners is proposing the re- establishment of the Bunker Program. The target goal is to have 10 — 12 bunkers back in the program by Fall 2009. A good number of career staff at IFD have come from the Bunker Program. A proposal by Comm. Gilligan is still being worked on. One of the items is that the funds needed would be pulled from the current Over Time Fund ($19,000) for training purposes. The fee to the participant would be $600 to join of which $300 would be returned at the end of service. The Board supports Bunkers while supporting the need of 16 — 20 Career Fire Fighters. Comm. Gilligan stated that the proposal should be drawn from the Board of Fire Commissioners. ITHACA BOARD OF FIRE COMMISSIONER OCTOBER 14, 2008 PAGE 4 Chair Romanowski said that this might not be a good idea right now because the Mayor has already come up with the next year's budget. We could possibly pursue after the budget has been issued. Chief Wilbur added tat the Bunkers have provided a great benefit in the past, but lacked the training. We recently lost a training officer, etc. which is needed to have a successful program. So many factors are involved and it's not a small venture to take it on. Comm. Gilligan doesn't see money as the main factor. The universities need to see the stake they have in it. He doesn't see the Town or City funding any more funds to increase the workforce of IFD. Comm. Romanowski would like to send out letters to the universities proposing the plan. But, first IFD has to decide if they are in favor or not. Comm. Alexander asked Chief Wilbur his opinion on the draft letter. Chief Wilbur said that he had just received the draft and still needs to review it. Comm. Alexander said that we need more time to review the proposal. Chair Romanowski suggested that Chief Wilbur get a copy of the proposal as well as each Company. DC Parsons stated that he was around for the Bunker program. He feels that a lot of support and planning needs to be done. Also, he feels that how Bunkers are treated is also a concern. Fire /Police Resolution was signed by Chair Romanowski and voted on unanimously. A motion was made by Chair Romanowski to pay for the $70 Sympathy floral arrangement provided for the Memorial Ceremony out of the Board of Fire Commissioner Donation Account. Seconded by Comm. Gilligan and voted unanimously. Comm. Alexander thanked everyone involved in the Memorial Ceremony and also for the professionalism of everyone involved. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Financial Management Assistant, full time: Work to fill the full time financial management position is a work in progress. [same as last month] 2) Operating Budget Status a) Please see the updated account balances sheet for 2008. b) Common Council adopted the 2009 budget at their regular meeting of 05 NOV 08. There were no changes in the budget for the fire department from that proposed by Mayor Peterson on 01 OCT 08.. 3) County Communications and 911 Program a) 800 MHz System: Training on the new 800 MHz radio system is in progress. Portable radios have been received and base stations installed. Mobile radios have not been installed as yet, and may not be until the status button to CAD interface at the Department of Emergency Response Center has been resolved. b) Communications MOU between Tompkins County and the City of Ithaca: Meetings continue, with the next one scheduled for 19 NOV 08. 4) Grants and Donations a) SAFER grant 2008: The grant application for the Staffing for Adequate Fire and Emergency Response (SAFER) was submitted on 27 JUN 08. [same report as last month.] 6) City -Town Fire Contract Negotiation The next session will be held 25 NOV 08, at Central Fire Station. Work continues on issues remaining.. 7) Resource Recovery Legislation Attached please find a draft time -line for review and adoption of the resource recovery legislation Commissioner Romanowski has been working on. This is provided to support discussion on this item. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of October. Safety Section 1) Protective Equipment Maintenance Standard Resolution On hold pending receipt of additional information. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date. 2) Emergency Management a) Emergency Management Exercise: City EM planners, led by IFD, are developing a three -year exercise plan for adoption by the city. A tabletop exercise will be conducted in February 2009. [same report as last month] 3) American LaFrance Preservation Proposal At last month's meeting, FF Chris Hamilton proposed to acquire and preserve the 1985 American LaFrance (904) for use as a ceremonial piece by the Ithaca Fire Department. Mayor Peterson and I discussed the concept and she was guardedly supportive, asking for more information about current value and costs to the city. This was shared with FF Hamilton who is continuing to research the project and its feasibility. [same report as last month] 4) Banner request A request was received from the Family Reading Partnership to allow them to hang banners on front exterior walls of Stations 5 and 6. These banners have been affixed to many other public and private buildings in the Ithaca area and I am in favor of this request. I am asking the Board to consider this under new business. Training 1) See report from AFC Sheldon. VOLUNTEER SERVICES DIVISION Recruitment and Retention Fire Police Unit: Confusion regarding equipment issue and training requirements resulted in some questions raised regarding fire police. Assistant Chief s Sheldon and Tier have talked and a draft training plan is on its way to approval. To our knowledge, all fire police personnel who have filed the necessary paperwork have received equipment. Code Enforcement Division: The Codes Enforcement Division received 22 complaints in the month October. There were 21 complaints closed out, and 17 complaints remain open for October and previous months. The Code Enforcement Division performed 92 inspections or re- inspections. There were 101 violations cited. The Code Enforcement Division issued: 8 operating permits for assembly occupancies; 2 certificates of compliance for fire and property maintenance inspections; 1 alternative fire suppression system certificate of compliance; and 3 fire alarm system certificates of compliance. The Code Enforcement Division issued 5 handicap parking violations, 3 fire zone parking violations, and 3 prohibited parking zone violations. Fire Investigation Unit: There was one fire investigation in October for a Building Fire at 311 -313 S. Aurora St in the City of Ithaca. Public Education: There were 7 Public Education Details, 4 Fire Drills Witnessed, and 14 Child Car Seat Inspections in the month of October. "An Equal Opportunity Employer with a commitment to workforce diversification." two Fire Marshal's Report for October 2008— Page 2 This month I am bringing to the Board of Fire Commissioners a proposed fee schedule change for 2009. It has been over 2 years since we adjusted our fees for inspections and permits. Because of increased labor costs, we need to adjust the fees we charge for the services we provide. I propose that our hourly rate be increased from $40 to $44 per hour. This increase closely approximates the increase in salaries over the past 2 years and including the salary increases affective January Is', 2009. I am also proposing that the temporary propane permit process be restructured so that only one permit would be issued for activities that occur at more than one location. This restructuring of the permitting process used by food vendors would reduce our administrative costs, and provide a friendlier process for food vendors who regularly do business in the City of Ithaca. With the approval of the Board of Fire Commissioners, I will take this proposal to the City Administration Committee and to Common Council for consideration and approval. PETERSON, MAYOR Telephone: 607-274-6501 Email: mayor @cityofithaca.org Fax: 607 - 274 -6526 MEMORANDUM To: Department Heads ,� D From: Carolyn Peterson Date: November 3, 2008 Re: Hiring and spending freeze As you know, the outlook for the New York State budget, and its effect on local communities, is uncertain at best, damaging at worst. The city of Ithaca budget must be voted on at the November 5 Council meeting; the state legislature and governor are convening November 18 to discuss potential cuts of 1.5 billion for their current fiscal year, and over 12 billion for the 2009/10 year. These are drastic cuts reminiscent of the cuts to revenue sharing that the city received in 1991. Although the city has built up a healthy fund balance to protect ourselves for a "rainy" day, the following measures will also be instituted: • A hiring freeze is instituted immediately. The Vacancy Review Committee is hereby reactivated. The committee consists of Mayor Carolyn Peterson, HR Director Schelley Michell -Nunn, Controller Steve Thayer, and City Administration Chair Maria Coles. All vacancies will be reviewed no matter what stage the hiring process is in. Appointments will be set up as soon as possible after notification is given to Schelley. The committee will review what stage the hiring process is in, the immediate need for the position (is it mission critical), the issues that arise if the position is not filled, etc. Specifically, a vacant position may be approved 1.if the filling of that particular position is essential to the proper functioning of the City government and /or essential to the protection of life and safety of the residents of the City and those we serve and must be filled immediately or 2. that the department in which a vacant position exists proposes that the vacant position be filled and that another position(s) be vacated and left vacant and that the department has the means available to accomplish such action. Please use the vacancy request form found on the Q drive under HR. 2. Two times have been set aside for the vacancy review committee. They are Thursday, November 13 between 2 and 5 pm and Friday, November 21 between 8:30 and loam. Schelley will facilitate a meeting within these time slots. 3.Notification of the meeting result will be within 24 hours by phone or email. • A purchase freeze is instituted immediately. The controller's office will be reviewing all purchase requests (in the form of purchase orders) in excess of $500 (including purchases split into more than one purchase order). All equipment purchases regardless of value will be- subject to review. The controller will review your request and may ask for additional written documentation. If there is a disagreement between you and the controller regarding a purchase request, the mayor will be the final arbiter. Blanket orders will not be allowed. Of course it is hoped that the freeze can be lifted soon. It is likely that the freeze will extend into December or until Governor Paterson releases his budget. Once that budget is known, decisions about the length of the freeze into 2009 can be made. Thank you for your cooperation as individuals and as the leaders of your departments.
