MINUTES
PRESENT: Commissioners Romanowski, Williams, Gilligan and Farlow
I. Chair Romanowski called the meeting to order at 1600 hrs.
II. Approval of Minutes: Chair Romanowski made a motion to approve the
minutes of the June 10, 2008 meeting. Seconded by Comm. Williams.
Carried unanimously.

A. Comm. Williams nominated Bob Romanowski for Chairman. Seconded
by Comm. Gilligan.

Comm. Romanowski read excerpts from Lyman Baker's letter in reference to

IX. Department Reports
A. Chief s Report (see complete written report in Minute Book). DC Dorman
highlighted Chief Wilbur's report due to his absence and answered
questions as follows:
- Office Hiring — Work to fill the Financial Management position is a work
in progress.
- Fire Fighter Hiring — The Department is at full strength with 3 new
members. Two will be heading for fire fighter training on August 10,
2008.

- Fire Alarm Superintendent Richard Srnka submitted his intent to retire.
The Department is trying to hire someone to replace him. Richard's last
day is September 20, 2008.
- 800 MHz System and Paging System — Continuing to test.
- 2007 SAFER Grant — No word on a report.
- 2008 SAFER Grant — Submitted on June 27, 2008
- Child Safety Seat Grant — Received a check for $2,000.00.
- SWAT Vehicle — Discussions continue on developing funding.
- CEDAP Grant — Application was submitted June 30, 2008.
- City -Town Fire Contract Negotiations - Next meeting will be held July
21, 2008.
- Disaster Grant — Making progress.
- Explorer Post — Chief Wilbur is still working on it.
B. Fire Prevention Bureau (see complete written report in the Minute Book)
Deputy Chief Parsons offered highlights of his report and answered
questions as follows:
- Fire Prevention has been pretty busy while juggling vacations and shorter
staff.
C. Deputy Chief's Report (see complete written report in the Minute Book)
Deputy Chief Dorman offered highlights of his report and answered
questions as follows:
- With the exception of the part time Financial Management Clerk going to
a full time Financial Management Assistant, there are no open positions at
the Department.
- Pierce and 4 Guys Bids — City approved. Town has not.
- 942 awarded.

X. Old Business
Cost for Bunkers — Work in progress. AC Sheldon is still working on it.
If IFD taught the training, the price would cover up to 20 people. Comm.
Williams asked is we would accept someone from another area that has
training. DC Dorman thought that as long as the person had NY State
Certification that we would.
Comm. Romanowski asked if the IFD specific training would be outside
regular shifts. DC Dorman explained that it due to the number of calls,
that would prevent them from doing it during a regular shift.
The rate for training would be at an overtime rate of approximately $50 an
hour. This is the worst -case scenario.
Bunker training consists of 3 weeks of intensive training prior to bunking
(before school starts).
Comm. Gilligan asked what the maximum number of bunkers we could
accommodate is. DC Dorman thought it might be 28 bunkers.
DC Dorman and Dianne McGrady met to update the 2008 budget files.
The budget will tentatively be done by July 29, 2008 and a meeting will be
held at 6:00 pm on the same day.
Comm. Gilligan suggested making a request for funding for bunkers.
DC Dorman pointed out that raises need to be addressed.
Report on Fire /Police — Dept. of Labor started that Fire /Police would need
physicals.
Comm. Romanowski asked if a thank you note could be sent to FF Josh
Grant and Station 5 for their extra efforts to make the Fourth of July picnic
a success. Clerk Flynn will draw up the letter.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the Augus 12, 2008,
meeting.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
a) Deputy Chief Dorman is on vacation this week — his report is not included this
month.
b) Office Hiring
Financial Management Assistant, full time: Work to fill the full time financial
management position is a work in progress. [same as last month]
C) Fire Alarm Superintendent
Interviews are in progress to select a replacement for the retiring Fire Alarm
Superintendent.
2) Operating Budget Status
a) Please review the balance and revenue reports provided by Office Manager
Dianne McGrady.
b) The 2009 operating budget proposal was submitted to the City Controller on 01
AUG 08. Preliminary review indicates IFD will receive no capital project
funding in 2009, and 2009 operating budgets will be very tight.
3) County Communications and 911 Program
a) 800 MHz System: Discussions are continuing between IFD and the Department
of Emergency Response regarding the talk group and radio functionality
programming. As of this writing, IFD has not received 800 MHz radios for
deployment.
b) Communications MOU between Tompkins County and the City of Ithaca: our
meetings have been on hold due to vacations and such, but we continue to review

the MOU that was established at the time the city police dispatchers were
absorbed into the county dispatch operation.

4) Grants and Donations

a) 2007 Grants: An application for a 2007 SAFER grant was submitted. A review
of the SAFER Grant website reveals Ithaca did not receive an award for 2007.
b) Child Safety Seat Grant: The grant was submitted last month and we are awaiting
word on its status. [Same report as last month.]
C) SWAT /CINT /CP Vehicle: Discussions continue on developing funding for this
vehicle, but the City has not made a commitment to fund it as yet. [Same report as
last month.]
d) Assistance to Fire Fighter's Grant (AFG): As reported last month, an application
was submitted for the 2008 AFG. After three rounds of announcements, Ithaca
has not received an award. Additional announcements will be made.
e) SAFER grant 2008: The grant application for the Staffing for Adequate Fire and
Emergency Response (SAFER) was submitted on 27 JUN 08. Award
announcements have not started yet.
f) CEDAP grants: The Commercial Equipment Direct Assistance Program
( CEDAP) grant application was submitted on 30 JUN 08.
5) Strategic Funding for Firefighters (S4F)
The S4F group will convene as soon as possible to approve a status report. [same report
as last month.]
6) City -Town Fire Contract Negotiation
The next session will be held 11 AUG 08, at Central Fire Station.
Fire Prevention Bureau
1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the
month of March.
Safety Section
1) Protective Equipment Maintenance Standard Resolution
At the March meeting, the Board requested clarification regarding various policy aspects
of the proposed resolution. Unfortunately, I was unable to take any action on that
resolution for the April meeting. At this point, a brief with clarifications will be provided
at a future meeting.

2) Emergency Management
a) Emergency Management Exercise: Cornell University is sponsoring an exercise
at the Statler Hotel on Wednesday, 20 AUG 08. IFD and other City personnel
will be participating.
b) Pre - Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a
project to develop a pre- disaster mitigation plan. This plan is required to insure
eligibility for future mitigation grants. As of 04 JAN 07, we have been advised
the grant application has been submitted to FEMA for final review and action.
This is the last step for this grant and we are still waiting to hear what the decision
will be. [Same report as prior months.]
Support
1) Deputy Chief Dorman's reports will not be available this month.
2) Training Center Reports —
a) Usage report not available for this month.
b) Training Center addition project: Additional funding to support this initiative has
not been secured as yet.

In the face of many other and pressing priorities, the resolution to address the issue of
service and training hours distributed for the Board to consider at the February meeting
has not been sent to the eight volunteer companies and the Ithaca Veteran Volunteer
Firemen's Association. Given that, I would recommend no action by the Board until there
has been adequate time for their review.

Highlights of July 29, 2008 Special Meeting
1. First Resolution - Authorize the sale of copper wire.
Moved by Chair Romanowski. Seconded by Comm. Gilligan. After
minor corrections, the resolution passed unanimously.
2. Second Resolution - To award bid for (2) 2008 pumpers
Resolution passed unanimously.
Adopted resolution is pending approval from Town Meeting
effective July 20, 2008.
3. Discuss aspect of 2009 Ithaca Fire Department Operating Budget.
General discussion - explanation by DC Dorman and Chief Wilbur on
revenue and expense accounts. Questions were asked by individual
Board members.
4. Any additional items to be added to the budget will be submitted
by Comm. Alexander or Comm. Williams at a later date. The Board
of Fire Commissioners recommends that the Current Roster be
submitted to City Hall.
