ADJOURN ITHACA BOARD OF FIRE COMMISSIONER JULY 8, 2008 MINUTES PRESENT: Commissioners Romanowski, Williams, Gilligan and Alexander I. Chair Romanowski called the meeting to order at 1600 hrs. II. Approval of Minutes: Chair Romanowski made a motion to approve the minutes of the June 10, 2008 meeting. Seconded by Comm. Williams. Carried unanimously. III. Additions /Deletions to the Agenda: A. Fire Police B. Bunker Costs Summary IV. Nominations A. Comm. Williams nominated Bob Romanowski for Chairman. Seconded by Comm. Gilligan. B. Comm. Romanowski nominated Bill Gilligan for Vice Chairman. Seconded by Comm. Williams. V. Persons wishing to speak to the Board of Fire Commissioners — None VI. Correspondence: Comm. Romanowski read excerpts from Lyman Baker's letter in reference to Senior Companies. (see entire letter in Minute Book) VII. Membership Changes: None VIII. Miscellaneous Reports: None IX. Department Reports A. Chief s Report (see complete written report in Minute Book). DC Dorman highlighted Chief Wilbur's report due to his absence and answered questions as follows: Office Hiring — Work to fill the Financial Management position is a work in progress. - Fire Fighter Hiring — The Department is at full strength with 3 new members. Two will be heading for fire fighter training on August 10, 2008. ITHACA BOARD OF FIRE COMMISSIONERS JULY 8, 2008 — MINUTES PAGE 2 - Fire Alarm Superintendent Richard Srnka submitted his intent to retire. The Department is trying to hire someone to replace him. Richard's last day is September 20, 2008. - 800 MHz System and Paging System — Continuing to test. - 2007 SAFER Grant — No word on a report. - 2008 SAFER Grant — Submitted on June 27, 2008 - Child Safety Seat Grant — Received a check for $2,000.00. - SWAT Vehicle — Discussions continue on developing funding. - CEDAP Grant — Application was submitted June 30, 2008. - City -Town Fire Contract Negotiations - Next meeting will be held July 21, 2008. - Disaster Grant — Making progress. - Explorer Post — Chief Wilbur is still working on it. B. Fire Prevention Bureau (see complete written report in the Minute Book) Deputy Chief Parsons offered highlights of his report and answered questions as follows: - Fire Prevention has been pretty busy while juggling vacations and shorter staff. C. Deputy Chief's Report (see complete written report in the Minute Book) Deputy Chief Dorman offered highlights of his report and answered questions as follows: - With the exception of the part time Financial Management Clerk going to a full time Financial Management Assistant, there are no open positions at the Department. - Pierce and 4 Guys Bids — City approved. Town has not. - 942 awarded. ITHACA BOARD OF FIRE COMMISSIONERS JULY 12, 2008 —MINUTES PAGE 3 X. Old Business Cost for Bunkers — Work in progress. AC Sheldon is still working on it. If IFD taught the training, the price would cover up to 20 people. Comm. Williams asked is we would accept someone from another area that has training. DC Dorman thought that as long as the person had NY State Certification that we would. Comm. Romanowski asked if the IFD specific training would be outside regular shifts. DC Dorman explained that it due to the number of calls, that would prevent them from doing it during a regular shift. The rate for training would be at an overtime rate of approximately $50 an hour. This is the worst -case scenario. Bunker training consists of 3 weeks of intensive training prior to bunking (before school starts). Comm. Gilligan asked what the maximum number of bunkers we could accommodate is. DC Dorman thought it might be 28 bunkers. DC Dorman and Dianne McGrady met to update the 2008 budget files. The budget will tentatively be done by July 29, 2008 and a meeting will be held at 6:00 pm on the same day. Comm. Gilligan suggested making a request for funding for bunkers. DC Dorman pointed out that raises need to be addressed. Report on Fire /Police — Dept. of Labor started that Fire /Police would need physicals. Comm. Romanowski asked if a thank you note could be sent to FF Josh Grant and Station 5 for their extra efforts to make the Fourth of July picnic a success. Clerk Flynn will draw up the letter. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Financial Management Assistant, full time: Work to fill the full time financial management position is a work in progress. c) Fire Fighter Hiring As noted in "allifd" emails to this effect, Richard Brown, Daryl Pace and Trevor Per us were hired effect 12 JUN 08 (Brown) and 23 JUN 08 (Pace and Peyus). d) Fire Alarm Superintendent Fire Alarm Superintendent Richard Srnka has announced his intent to retire, effective 20 SEP 08. He has held this position since 01 MAY 75, and his 33 + year career has been distinguished by, among many other fine traits, his expertise, initiative, and loyalty. The Human Resources Department is advertising for candidates to replace him. Our hope is to have an overlap period that will allow a smooth transition. 2) Operating Budget Status a) Please review the balance and revenue reports provided by Office Manager Dianne McGrady. I) County Communications and 911 Program a) 800 MHz System: IFD now has four new portables and two different styles of remote microphones for testing purposes. Upon completion of the testing, we will finalize our 'A' bank talk group scheme and submit to the DOER so the radios An Equal Opportunity Employer with a commitment to workforce diversification." 1* Fire Chief s Report for July 2008 03 JUL 08 Page 2 of 4 assigned to the Ithaca Fire Department can be programmed and del ivered /insstalled. b) Communications MOU between Tompkins County and the City of Ithaca: our meetings continue as we review the MOU that was established at the time the city police dispatchers were absorbed into the county dispatch operation. 4) Grants and Donations a) 2007 Grants: An application for a 2007 SAFER grant was submitted. The application requested four additional fire fighters. There has been no word on an award. [Same report as last month.] b) Child Safety Seat Grant: The grant was submitted last month and we are awaiting word on its status. [Same report as last month.] C) SWAT /CINT /CP Vehicle: Discussions continue on developing funding for this vehicle, but the City has not made a commitment to fund it as yet. [Same report as last month.] d) Assistance to Fire Fighter's Grant (AFG): As reported last month, an application was submitted for the 2008 AFG. Typically, award announcements do not start for a few months, so this report will stand until the next round of announcements start. e) SAFER grant 2008: The grant application for the Staffing for Adequate Fire and Emergency Response (SAFER) was submitted on 27 JUN 08. i) CEDAP grants: The Commercial Equipment Direct Assistance Program (CEDAP) grant application was submitted on 30 JUN 08. 5) Strategic Funding for Firefighters (S4F) The S4F group will convene as soon as possible to approve a status report. [same report as last month.] 6) City -Town Fire Contract Negotiation The next session will be held 21 JUL 08, at Central Fire Station. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of March. Fire Chiefs Report for July 2008 03 JUL 08 Page 3 of 4 Safety Section 1) Protective Equipment Maintenance Standard Resolution At the March meeting, the Board requested clarification regarding various policy aspects of the proposed resolution. Unfortunately, I was unable to take any action on that resolution for the April meeting. At this point, a brief with clarifications will be provided at a future meeting. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date, and the seven -year summary of response data. 2) Emergency Management a) Emergency Management Exercise: No report. b) Pre - Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. Fire Chief s Report for July 2008 VOLUNTEER SERVICES DIVISION Recruitment and Retention 1) Explorer Post: Efforts to determine interest and feasibility continue. Service 1) Summaries of Service Hours: 03 JUL 08 Page 4 of 4 In the face of many other and pressing priorities, the resolution to address the issue of service and training hours distributed for the Board to consider at the February meeting has not been sent to the eight volunteer companies and the Ithaca Veteran Volunteer Firemen's Association. Code Enforcement Division: The Codes Enforcement Division received 28 complaints in the month July. There were 30 complaints closed out, and 19 complaints remain open for July and previous months. The Code Enforcement Division performed 60 inspections or re- inspections. There were 63 violations cited. The Code Enforcement Division issued: 8 operating permits for assembly occupancies; 6 certificates of compliance for fire and property maintenance inspections; 5 fire alarm system certificates; 1 fire sprinkler certificate; and 5 Installation Permits for Fire Protection Systems. The Code Enforcement Division issued 2 Handicap Parking Violations Fire Investigation Unit: There were no fire investigations in July. Public Education: There were 3 Public Education Details, I Fire Drill Witnessed, and 13 Child Car Seat Inspections in the month of July. June 16, 2008 Dear Bob, It is quite obvious to me that Steve Williams, a social member of Rescue Steamer & Chemical Co. No. 2, and an Ithaca Board of Fire Commissioner member, does not care about Ithaca Fire Department proud past, sacrifice made, time spent away from loved ones, in Winter cold, rain/ lighting storms and those who were doing volunteer firefighting long before he was born. Steve does not know or care how the "Old- timers " had to ride on the tail board of a fast moving fire engine, grab a rubber coat, put on boots that were to small for your feet, if you were lucky to find a pair, force you way into a burning building, lay on the floor, and crawl looking for the fire while dragging a hose line, your only way to safety. The smoke leaving a few inches above your head to maybe see the fire or perhaps a body. Steve does not know or care how the "old- timers" raised straight ladders to burning buildings and vented for fresh air in order for the firemen inside to breathe. And how we stayed until the fire was out to pick up, roll hose, even being soaked to the bone and rubber boots filled with water. Steve does not know or care how the "Old- timers" trained at the training facility, burning toxic fuel, bales of hay, breathing smoke that would make your eyes burn, nose run like a water falls. One volunteer from Co. 2 spent 14 days in Intensive care due to being trapped in the training tower, he still serves our company. Steve does not know or care that the West wall of Fire Central has numerous oak/ brass plaques that have names of volunteer firemen who gave numerous hours of time for the Ithaca Community. Most of those dedicated volunteer firemen are now "Old- timers " and according to Steve are worthless to the Ithaca Fire Department because we cannot enter a burning structure. The Ithaca Fire Department senior members deserve respect for all we have done and continue to do. Many things change, but out tradition should not.
