LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Administrative Assistant: Randy Flynn received a provisional appointment to the position, effective 30 MAY 08. Financial Management Assistant, full time: Work to fill the full time financial management position is underway as of today. C) Fire Fighter Hiring Common Council approved moving the hire date forward for the two new fire fighter positions from 01 JUL, to 01 JUN. Additionally, the title of the temporary fire fighter position authorized to backfill the vacancy created by Lt. Tom Deis' deployment to Afghanistan was changed to contingent permanent. Ken Thompson, most recently a fire fighter with the Cortland (NY) Fire Department, and paramedic with Bangs' Ambulance, was appointed, effective 09 JUN 08. Three other fire fighter hires are in process. 2) Operating Budget Status a) Please review the balance and revenue reports provided by Office Manager Dianne McGrady. 3) County Communications and 911 Program a) Paging System: the new paging system is on line and in use. Pager conversion from low -band to the new UHF band pagers is in progress. [same as last month] b) 800 MHz System: IFD has received three new portables for testing purposes. [same as last month] C) Communications MOU between Tompkins County and the City of Ithaca: a meeting was held last week to review the MOU that was established at the time the city police dispatchers were absorbed into the county dispatch operation. Subsequent and more frequent meetings of a smaller group have been scheduled to allow more detailed discussion of specific issues. 4) Grants and Donations a) 2007 Grants: An application for a 2007 SAFER grant was submitted. The application requested four additional fire fighters. There has been no word on an award. [Same report as last month.] b) Child Safety Seat Grant: The grant was submitted last month and we are awaiting word on its status. [Same report as last month.] C) Carbon Monoxide Detectors: At their 28 MAY 08 meeting, the Ithaca Rotary Club awarded $1,000 to the Women's Fund of the Tompkins Community Foundation. The Women's Fund will secure carbon monoxide detectors for use with our smoke detector program, already in place. d) SWAT /CINT /CP Vehicle: Discussions continue on developing funding for this vehicle, but the City has not made a commitment to fund it as yet. [Same report as last month.] e) Assistance to Fire Fighter's Grant (AFG): As reported last month, an application was submitted for the 2008 AFG. Typically, award announcements do not start for a few months, so this report will stand until the next round of announcements start. f) SAFER grant 2008: The grant application period for the Staffing for Adequate Fire and Emergency Response (SAFER) opened 30 MAY 08, and will close 27 JUN 08. IFD has signed up for the mentoring program, and Dianne McGrady has been pulling together the numbers needed to support the grant application. g) CEDAP grants: The Commercial Equipment Direct Assistance Program ( CEDAP) grant application period is open now, and will close 30 JUN 08. AFC Schnurle and Lt Covert are currently developing our application. We have received grants of equipment from this program the last three years. 5) Strategic Funding for Firefighters (S4F) The S4F group will convene as soon as possible to approve a status report. [same report as last month.] Fire Chief's Report for June 2008 10 JUN 08 Page 3 of 5 6) City -Town Fire Contract Negotiation The next session will be held 12 JUN 08, at Central Fire Station. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of March. Safety Section 1) Protective Equipment Maintenance Standard Resolution At the March meeting, the Board requested clarification regarding various policy aspects of the proposed resolution. Unfortunately, I was unable to take any action on that resolution for the April meeting. At this point, a brief with clarifications will be provided at a future meeting. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date, and the seven -year summary of response data. 2) Emergency Management a) Emergency Management Exercise: No report. b) Pre - Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. [Same report as prior months.] C) FEMA deployments: Reimbursement in the amount of $17,813.92, for June -July 2006, deployments to Tioga and Broome Counties has been received. 3) Cayuga Waterfront Trail Initiative Fire Chief's Report for June 2008 10 JUN 08 Page 4 of 5 The Cayuga Waterfront Trail Working Group invited me to speak at their May meeting regarding the impact on fire department operations as a result of a proposed lane reduction on W. Buffalo Street and other aspects of the project. The attached memo outlines the position and opinions of fire department staff. 4) Hazardous Materials Joint Training Event Yesterday the Ithaca Fire Department participated with Chemung County in a multi - agency hazardous materials exercise in Van Etten. While DC Dorman will report more on this next month, the performance of IFD's HazMat Team was very positive. Equipment received via the CEDAP grant program, and which only Ithaca has in this area, was used very successfully. Support 1) See Deputy Chief Dorman's reports for APR 2008. 2) Training Center Reports — a) Usage report not available for this month. b) Training Center addition project: Additional funding to support this initiative has not been secured as yet. Training 1) See report from DC Dorman. VOLUNTEER SERVICES DIVISION Recruitment and Retention 1) Explorer Post: Efforts to determine interest and feasibility continue. Service 1) Summaries of Service Hours: In the face of many other and pressing priorities, the resolution to address the issue of service and training hours distributed for the Board to consider at the February meeting has not been sent to the eight volunteer companies and the Ithaca Veteran Volunteer Firemen's Association. Given that, I would recommend no action by the Board until there has been adequate time for their review. Fire Chief s Report for June 2008 2) Fire Police Deployment activities are underway. Chair Romanowski called the meeting to order at 1803 hrs. II. Persons wishing to speak to the Board of Fire Commissioners: Lyman Baker, Treasurer of the Veteran Volunteer Fireman's Association, read a letter to the Board members in reference to 2% funds. The letter also requested that the Companies and the Veteran Fireman be provided an annual accounting of what monies are received, what was spent and how much interest was earned. (see complete letter in the Minute Book) III. Correspondence: The Board received 2 emails from Chief Wilbur in regard to the SAFER Grant and the hiring of 4 new fire fighters. IV. Membership Changes: None V. Miscellaneous Reports: A. Fire Police: As per AC Dan Tier, the meeting will be held May 14, 2008. B. 2% Funds - Request for release of funds were put in the wrong fund and once the error was found, the situation was corrected and checks were issued that day. Reconciliation: In the past, records were kept if anyone has questions about that. The name of the recipient is kept confidential. A phone call was received from Patricia Dunn. She will send a formal ruling next week. BOFC has no authority in how the 2% checks are spent. VI. Department Reports: A. Chief's Report (see complete written report in the Minute Book) S.A.F.E.R. We continue to explore options of serving the youth of the community. - Fire Police — There will be a meeting tomorrow night at 7:00pm to clarify physical requirements. B. Deputy Chief Report (see complete report in the Minute Book) Deputy Chief Dorman offered highlights of his report and answered questions as follows: Personnel Staffing — Two fire fighters are on injury leave this month. The staff is helping out Lt. Deis' family with lawn mowing, etc. It was a busy month with mutual aid calls. DC Dorman expressed that he is always impressed by the speed and efficiency of the IFD staff. 933 is still in Pennsylvania getting the front of the bucket repaired. It may be returned early next week. 905 had a tank leak. The tank was pulled and had a complete upgrade. The tank will be going back in and it should be returned by the end of the week or early next week. Clinton St. Although the crew did an excellent job with all aspects of the fire operation, there was one fatality. of the exposure. SUPPORT 16 Vehicle work orders were written and 25 were closed. Wilbur Re: Ithaca Fire Department Staff Opinions on CWT Date: 10 JUN 08 Per your request, this memo is provided to detail the opinions of the Ithaca Fire Department staff officers regarding the potential impacts of the Cayuga Waterfront Trail on fire department operations. 1) The lane reduction proposed for the West Buffalo Street bridge over the Cayuga Inlet will have little or no impact on fire department operations. There are many other areas of our response district where much narrower roads or streets negatively impact us, so traveling through a lane restriction such as proposed over the Cayuga Inlet pales in comparison. Cliff Street, Highland Place, Dewitt Park Road, and many others are examples of streets that are narrow for the traffic they carry. In the area of the Cayuga Waterfront Trail, we note that one of the most difficult traffic corridors to move through in the emergency mode right now is the length of Fulton Street. 2) In previous statements, a traffic study of the entire west end corridor was suggested. Among other things, reviewing signal timing and the possibility of pre - emption systems for the traffic signals were suggested. Signal pre - emption would certainly be a significant tool for emergency services to use in moving through the intersections in this area. 3) Additionally, we have noted the turning movements coming into the intersection at Buffalo and Taughannock should be reviewed. As it is, when heading west on Buffalo, the vehicles waiting to turn left onto Taughannock create a significant backup on Buffalo as eastbound traffic on Buffalo clears the intersection. 4) West Hill traffic corridors in general are of concern to the fire department, and studying ways to reduce fire department response time to this area of our district would be very useful in the long term view. SAFER just announced today that the program will be as follows: 1St Year — 90% federal /10% local match 2nd Year — 80% federal /20% local match 3rd Year — 50% federal /50% local match 4th Year — 30% federal //70% local match 5th Year — 0% federal /0% local match Once hired, a fire fighter cannot be laid off for 5 years Bill Baker, President of Ithaca Vet Volunteer Firemen's Assoc. was notified that the Steamer will be going to Montour Falls for their parade. Montour Falls will provide the horses. Lieutenant Mahlon Irish will make the arrangements. The Fire Department continues to get the office staff in order. Once the Administrative Assistant position is filled, we will move on to filling the full time Financial Management Assistant position. On May 8, 2008, the Fire Fighter list was received. Currently there are 4 positions available: 2 existing vacancies and 2 new positions. Interviews have begun to be scheduled to fill the positions by July 1, 2008. In addition, there are a significant number of applicants for the most recent canvas. The written exam for those applicants will be June 14, 2008. Both the old and the new pager systems are up and running. There are some programming issues that need to be addressed. ie. Narrow vs. Wide Band. 800 MHz is up and running. New Business: Apparatus Committee — Has narrowed the bids down to 2 bidders. It will cost approximately $500,000 (or slightly more) for the new pumper. The Department expects to get 10 years front line service and 5 years reserve out of it. The City Attorney's ruling about the 2% money is as mentioned before. If the Companies don't start getting new members, they will end up dissolving. A resolution needs to be written to have a subcommittee meet with the volunteer companies to "review" what constitutes an "active department" — not what "determines ". A motion was made by Comm. Gilligan for someone from the IFD to meet with the Captains to determine and review. 2nd by Comm. Williams. Carried unanimously. Will report back in July. At 1915 hrs. the Board went into an Executive Session to discuss a personnel matter. At 1920 hrs. the Board resumed. IX. Hearing no other business, the meeting adjourned at 1922 hrs. Code I`,nforccment Division: The Codes I?nforcement Division received 28 complaints in file month May. lucre were 24 complaints closed out, and 19 complaints that still remain open for May and previous months. The Code l;nforcement Division performed 77 inspections or re- inspections. There were 209 violations that were cited. The Code I",nforccmcnt Division issued 19 operating permits for assembly occupancies, 7 ccrtilicatcs of'compliance for lire and property maintenance inspections, 5 fire alarm system certificates, and 2 fire sprinkler ccrtilicatcs. The Code Frilorcemcnt Division issued 18 parking violations: 1 I Fire Lane / Dire I lydrant Violations, 2 I landicap Parking Violations, and 4 Prohibited Areas Violation. Dire Investigation Unit: There were two fire investigations in the month of May. The investigations were for an electrical fire at 313 College Ave, and a structure fire at 506 -508 West Clinton Street. The NYS Office of Fire Prevention and Control, and the Ithaca Police Department assisted the Ithaca Fire Department with the fire Investigation at 506 -508 West Clinton Street.
