NEW BUSINESS XI. EXECUTION SESSION XII. ADJOURN BOARD OF FIRE COMMISSIONERS FEBRUARY 19, 2008 (delayed from 2/12/08) PRESENT: Commissioners Romanowski, Williams, Gilligan, Alexander and Farlow. Chair Romanowski called the meeting to order at 1802 hrs. II. Fire Chief Wilbur received the explanation of the payout of Town 2% monies. 8 checks were issued to vets and 8 were issued to the volunteer companies. There was no interest included in the payouts. This was due to the fact that the monies were not deposited into an interest bearing account since they didn't know when it would be distributed. III. Membership Changes — None IV. Tompkins County Fire Advisory Board has not received minutes from last month as of tonight. V. Department Reports A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: Human Resources is advertising for a Financial Management Assistant and accepting applications. City Advisory Committee meets next week. At that time, the 3 full time positions will be discussed. Two of the positions are new titles. Jan Phleiderer is elegible for both new positions and Randy Flynn has applied for the Administrative Assistant position. Human Resources is in the process of canvassing the fire fighter list. In the meantime, Fire Fighter Jim Crowley was promoted to the position of Lieutenant to cover temporarily for Lt. Tom Deis who is on military leave. Mid -State is nearly done with consoles and dispatch. The new paging system will not be brought online until the new consoles are done. The plan is to replace the 2Ghz microwave with 6Ghz which will maintain the backbone line of communication so that IFD remains connected to the County. SAFER Grant — There has been no word on an award. Child Safety Seat Grant — There has been no word on an award. ITHACA BOARD OF FIRE COMMISSIONERS February 19, 2008 —MINUTES PAGE 2 Fire Investigator Chris Hamilton is working with the County Chiefs to create a County Fire Investigators' Association. The purpose of this Association will be to share tips and techniques. There will be a meeting at the end of the month to discuss this further. Strategic Funding for Fire Fighters (S4F) — No meeting schedule at this time. City /Town Contract Meeting is scheduled for March 13, 2008. Carbon Monoxide Detectors — A proposal has been submitted and we are awaiting word on the funding. An inquiry has been made in reference to the high ration of false alarms. The Chief explained that this is due to the large amount of protected buildings in Ithaca. The Chief also stated that if we can insure that the alarms are installed properly from the beginning, the False Alarm Ordinance would allow us to charge for the false alarms. This may backfire if someone turns off their system in order to avoid false alarms and fines. More discussion will follow on this topic. Chair Romanowski stated that false alarms by someone deliberately setting off an alarm will be dealt with in the criminal court and the proper fines will be assessed. Chief Wilbur, DC Parsons, DC Dorman and AC Mike Schnurle met to discuss the relationship between IFD and Cornell EMS. Cornell EMS needs to change their dispatch and communication procedures and function as a full EMS agency. Comm. Gilligan asked if this would cost the Department or the tax payers. Chief Wilber: We don't fund them or support them. Comm. Gilligan: How do we record this? Chief Wilber: On a day -to -day basis and status buttons. We would have access to their info. Comm. Gilligan: Will this reduce the number of times we respond? ITHACA BOARD OF FIRE COMMISSIONERS February 19, 2008 PAGE 3 Chief Wilber: Yes. This way we would know if they are at a scene or not. VI. Pre - Disaster Grant — Nothing official. Still in the works. VII. Training Center: There is an initiative to build an addition. FF Tom Basher and Chief Wilbur are canvassing to raise funds ($70,000). At this point, there are no plans for the City to fund it. FF Patrick Sullivan continues to work on the Explorer Program. It is still being determined if there is a need for this program. FF Sullivan has met with various organizations to get the word out and to see if there is a need. Four or five would be needed to run a post and to be successful. The response has been positive from adults. Kids seem interested, but none have signed up at this time. VIII. New Business: Chair Romanowski added a bid for outfitting a new vehicle. B. Deputy Chief's Report (See complete written report in Minute Book). Deputy Dorman offered highlights of his report and answered questions as follows: Personnel Staffing: In January 1 recruit was appointed to a regular shift and another recruit was assigned to a shift in February. IFD has one temporary Lieutenant and one Lieutenant on Military leave. DC Dorman stated that the men and women on the Department did a superb job at the Handworks fire. They were able to get the fire under control in 10 minutes. Also, he commended their outstanding job on the Spencer Street fires. IFD has a new Suburban (965). There is a bid out for outfitting it. IX. Training: In January, IFD hosted a WMD Sampling Techniques and Guidelines class conducted by LSU. Several people attended and it received good reviews. IFD will be hosting another LSU Training in February. ITHACA BOARD OF FIRE COMMISSIONERS February 19, 2008 Page 4 DC Dorman reminded the Board of the Defensive Driving Training that is being conducted at IFD. There is no cost to Department members and a fee of $25 for their family members. It is a 6 hour course. C. Fire Marshall Report — Nothing to report. Chair Romanowski inquired about the nature of complaints. FM Parsons responded that most of the complaints were on duty shifts. For example; they were on a site and saw a violation. X. Old Business — Rescue Squad account has a balance of $1,223.56. Comm. Alexander reported on the Fire Police Meeting that was held on January 31, 2008 with AC Dan Tier. Six people attended and two others have responded with interest. Comm. Alexander feels confident that 7 would be active. Comm. Gilligan inquired if enough pagers had been ordered. DC Dorman replied that batteries had been ordered for the old ones. Motion to accept the bid from Admiral Specialty Vehicles for outfitting the 2008 Chevrolet Suburban (965) in the amount of $15,594.00 which is within the 2007 Operating Budget Account. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) Deputy Chief Dorman's report will be distributed at the meeting. b) The Human Resources Department (HRD) is advertising for Financial Management Assistant applications now. Once a list is provided, we will select a candidate for a provisional appointment. C) A delay occurred and so the Civil Service office of the HRD is still in the process of canvassing the fire fighter list; once the canvass is completed, Physical Performance Assessments (PPA) will be conducted so that an eligible list may be prepared. In the meantime, Fire Fighter James Crowley was promoted to the position of Lieutenant, effective 03 FEB 08. He has been assigned to 'D' Shift to replace Lt. Deis who is on military leave. 2) Operating Budget Status a) 2008 budget reports are not yet available from City Hall. The extraordinary incident cost summary process is still part of our backlog of administrative functions, and will be provided as soon as it is ready. 3) County Communications and 911 Program a) 800 MHz System: Work continues on the fixed installations. Motorola has agreed to permit the County to start moving systems on to the new 6 GHz microwave system. At the same time, the console conversions are well underway. At the time the consoles are ready to roll out, the fixed systems at the tower sites will likely be ready to start full -scale testing. This could occur as soon as the end • of this month. 4) Grants and Donations a) 2007 Grants: An application for a 2007 SAFER grant was submitted. The application requested four additional fire fighters. There has been no word on an award. [Same report as last month.] C) Carbon Monoxide Detectors: Discussions with Wa1Mart and with the Women's Fund of the Community Foundation have created the possibility of donations and funding that will allow us to include carbon monoxide detectors along with the smoke detector program. A proposal has been submitted and we are awaiting word on the funding that will be awarded as a result. [Same report as last two months]. e) SWAT /CINT /CP Vehicle: Discussions continue on developing funding for this vehicle, but the City has not made a commitment to fund it as yet. [Same report as last month.] f) Arson Investigation: Fire Investigator Chris Hamilton continues to work with the Tompkins County Fire and EMS Chief Officers' Association to advocate for the startup of a County Fire Investigators' Association. Two meetings have been held with potential members of such an association, and FI Hamilton is waiting to report back to the County Chiefs' organization to determine next steps. 5) Strategic Funding for Firefighters (S4F) The S4F group will convene as soon as possible to approve a status report. [same report as last month.] 6) City -Town Fire Contract Negotiation The next date for a meeting between the City and Town is 13 MAR 08. Fire Prevention Bureau 1) Assistant Fire Chief Parson's report of Fire Prevention Bureau activities for the month of January will be distributed at the meeting. 2) The Smoke Detector Program is still operating, but the original grant reported regarding CO detectors has not come through as yet. Another potential grant source has come forward and I believe they are considering whether or not to allocate funds for this purpose. 3) False Alarms: An inquiry was made regarding the Ithaca Fire Department's response to false alarms, particularly whether or not sufficient legislation was in place to aid in reducing unnecessary false alarms. The impact of false alarms on the fire department and the community is a frequent topic of discussion. Local ordinances and laws, and state codes, standards, and laws, exist that address in one form or another, the false alarm problem. Using existing codes, standards, and laws, our local effort is aimed first and Fire Chiefs Report for February 2008 08 FEB 08 Page 3 of 5 foremost at insuring existing and new systems are designed, installed and maintained properly. From there, the use of systems is addressed. When line personnel encounter a "problem" system, complaints are written and the Fire Prevention Bureau follows up with a one -on -one treatment to resolve the complaint. However, the call for additional legislation to assess fines or other penalties for "excessive" false alarms has been raised in Ithaca numerous times over the years. One of the concerns invoked as a result is that some people may be inclined to shut off, or otherwise defeat the function of the detection system so as to avoid a penalty for a false alarm. Our position has always been that we would rather deal with the false alarm problem than see a fire detection/alarm system removed from service in the hopes that a false alarm will be avoided. If the Board would like additional information on this complex topic, we would be happy to provide it, along with the discussion it needs to fully explore our options. Safety Section No report. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date. 2) Emergency Management a) Emergency Management Exercise: No report. b) Pre- Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. [Same report as prior months. c) FEMA deployments: Reimbursement for June -July 2006, deployments to Tioga and Broome Counties has not been received as yet. Fire Chief s Report for February 2008 08 FEB 08 Page 4 of 5 3) Cornell University Emergency Medical Services (CUEMS) Building on the 07 DEC 07 meeting, AFC Mike Schnurle continues to work with CU EMS and CU EH &S to improve the working relationship with CU EMS. [same report as last month] Support 1) See Deputy Chief Dorman's reports for DEC 2007. 2) Training Center Reports — Report not available for this month. a) FF Tom Basher is working on plans for an addition to the classroom to focus on SCBA usage. The intent is to involve both Ithaca and Tompkins County with Tompkins County funding the project. At this point, DOER Director Lee Shurtleff advises he has set aside $25,000 for this project. Total costs are anticipated in the $70,000 range. Training 1) See report from DC Dorman. VOLUNTEER SERVICES DIVISION Recruitment and Retention 1) Explorer Post: FF Sullivan and I met with the Union's Executive Board on 04 FEB 08. Our discussions with them are continuing. At the same time, District Executive Sean Butterworth, FF Sullivan and I met with the IDCS committee for Curriculum and Development on 07 FEB 08, for the purpose of obtaining eventual approval and endorsement of on- campus recruiting. On 08 FEB 08, FF Sullivan and I are meeting informally in an after - school meeting at IHS to continue gauging interest in the program. Service 1) Summaries of Service Hours: The current policy (770.1003.01) requires ten hours of standby duty per month and two in- service training events per month. Previous reports provided on volunteer activity demonstrate these minimums are not being met, and have not been for some time. The issue of service and training is significant, especially in light of the fact that career counterparts are providing service and participating in training all the time. It is my contention that the Board either needs to endorse or change the current policy. Endorsing it would mean placing members who do not meet the requirement in an Fire Chief's Report for February 2008 08 FEB 08 Page 5 of 5 inactive capacity, pending further action. In my opinion, changing it to be less demanding would further damage the standing between career and volunteer members, thus making the system that much more difficult to use. A resolution to address this issue will be prepared for the Board to consider at the meeting. 2) Foreign Fire Insurance: Chair Romanowski shared a letter he had received regarding requirements for direct deposit of foreign fire insurance receipts. Given the nature of our distribution process, itr appears the fiscal officers of both the City and the Town will need to identify the accounts to be use for this purpose. Great work was done by all involved. On 1/8/08, D Shift encountered a structure fire at 108 W. State St, the Handworks building. There was extensive fire on the third floor and in cockloft. An aggressive fire attack quickly knocked down the fire. On 1/30/08, B Shift had two structure fires in very large wood frame dwellings less than 10 feet apart. The two structures on Spencer St. had a large amount of fire showing upon arrival. Again, an aggressive fire attack quickly brought the fire under control. Codes Division: The Codes Division received 22 complaints in the month January. There were 16 complaints closed out, and 6 complaints that still remain open. The Codes Division performed 57 Inspections and issued 45 notices of violation. The division issued 24 operating permits for occupancies, 5 certificate of compliance letters, 1 sprinkler certificate, and 3 alternative fire suppression system certificates. The Codes Division issued 12 parking violations: 6 Fire Lane / Fire Hydrant Violations, 5 Handicap Parking Violations, and I Prohibited Areas Violation. Fire Investigation Unit: There were 2 fire investigations in the month of January 2008. The two Investigations were for structures fires at 102 West State Street, and 128 East Spencer Street in the City of Ithaca. Public Education: There was 1 Public Education Detail, 1 Fire Drill Observation, and 1 I Child Car Seat Inspections in the month of January. VA rr I j, AI_I IA /6 rl-te_ T - ,Pjgee.70L 4i, Ji�iJ,�l L �r� .4 t� iii ✓ �� H f. #4,1, Ski J45 iUf �SSooe) �A �/.i IOA0 l,C-c% r%,�A Cell �_S ,aki AAJil ejfArC> %�V I l�l�4��,c�C� <� 44,611' , Ithaca Fire Department Board of Fire Commissioners Volunteer Service and Training Resolution Whereas, all Ithaca Fire Department line personnel are required to meet a variety of minimum training standards and requirements; and, Whereas, the current policy (770.1003.0 1) governing Ithaca volunteer fire fighters requires ten hours per month of standby duty, and at least two in- service training sessions per month, or the actual number of in- service trainings provided per month; and, Whereas, there are active interior fire fighters who have not met the requirements for standby and/or in- service training requirements; and, Whereas, a failure to meet those requirements imposes potential civil, criminal, and financial liability risks should a loss occur; now, therefore be it Resolved, the Ithaca Board of Fire Commissioners hereby endorses the local service and training standards, as specified in policy 770.1003.01; and, be it further Resolved, the Board directs the Fire Chief to administer the standards uniformly and, prior to pursuing any other action, to serve notice of this directive to any volunteers whose service hours and/or training attendance does not meet minimum standards. 12 FEB 08
