HomeMy WebLinkAboutMN-BFC-2008-01-08ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 8, 2008 MINUTES PRESENT: Commissioners Romanowski, Williams, Gilligan, Alexander and Farlow. I. Chair Romanowski called the meeting to order at 1800 hrs. Because Deputy Chief Parsons had to leave the meeting early, Chair Romanowski changed the order of the agenda. II. Department Reports: A. Fire Prevention Bureau (see complete written report in the Minute Book). Deputy Chief Parsons offered highlights of his report and answered questions as follows: - Deputy Chief Parsons reported that efforts are now being made to step up the rate of fire inspections. A new software program has been installed. This will increase volume rate. Currently at 40 — 50 inspections a month, this number will continue to rise. - Also noted is that with the increased efficiency, older buildings are being discovered that have never been inspected. IV. Correspondence: A. Ithaca Fire Department received raffle tickets for the Onondaga County Volunteer Fireman's Association's fund raiser. Chair Romanowski stated that the Department could not participate in raffles and that they would need to be returned. V. Membership Changes — None (Back to agenda order) Ithaca Board of Fire Commissioners January 8, 2008 Page 2 VI. Department Reports: A. Deputy Chief `s Report (see complete written report in Minute Book). Deputy Chief Dorman offered highlights of his report and answered questions as follows: DC Dorman announced that Dianne McGrady will be the new Office Manager for the Fire Department. Dianne has been working part time for Streets and Facilities in the morning and part time for the Fire Department in the afternoon. It is expected that she will be full time at the Fire Department next week. Authorization was granted to backfill for Lt. Tom Deis during his deployment to Afghanistan. Lt. Deis is expected to serve no more than 400 days. FF Jim Crowley will be promoted to Lt. Deis' position and FF Crowley's position will be filled by a temporary firefighter. Lt. Deis will be deployed out of Ft. Bragg on January 18, 2008. At this time, candidates to fill the temporary positions are being taken from the Civil Service List. The Department also has the authorization to hire 2 more people in July. Operating Budget Status — None VII. Old Business: - 800MHZ not much change. - Paging will be online soon. - Portables are still not here. - CEDAP Grant — 3 years running ($40,000 range for HazMat) - Emergency Management — Still waiting for the final approval on the grant. - Tom Basher is the lead person on getting funding for the new addition at the Training Center. Ithaca Board of Fire Commissioners January 8, 2008 Page 3 - The SCBA Training Center is in disrepair. The City will not contribute any funds. We will add "in kind" services. We will "outfit" the building. - Foreign Fire Insurance — Town of Ithaca has cut a check ($1,400 The check should be forthcoming and will be distributed. VIII. Training: A. Two new recruits (Josh Grant and Todd Wilber) have fire service back ground and are expected to be on full duty very rapidly. Possibly as early as February. B. Select Cause — It was a busy December with unusual circumstances. The shifts did an amazing job handling them. C. Courses are being offered on Sampling Techniques. Ithaca College is the host site. Commissioner Williams asked if there is anything that we can do to reduce response time since calls are increasing. He suggested adding another truck to aid with additional calls. He explained that as the Town expands, the runs get longer. When we have enough personnel, another truck is put in service. Also mentioned was that the new reporting system will show every truck in service. DC Dorman inquired about software for incidents. The current software is Firepoint and it will be replaced soon. Currently they are looking exclusively at all packages available based on multiple needs. Chair Romanowski inquired about Company 3 Training getting their equipment back. DC Dorman said that they would. He also added that they are working on preserving the historical door located upstairs at Central and relocating it to The Vets. Chair Romanowski announced that as of January 1, 2008, the new Town of Ithaca Superintendent is Herb Engeman. Ithaca Board of Fire Commissioners January 8, 2008 Page 4 Commissioner Alexander announced that he and AC Tier will be meeting concerning Fire/Police either January 30 or 31, 2008 for an organizational meeting. Physicals will be discussed at that meeting. Chair Romanowski mentioned that Local 737 IPF sent a holiday card to the Board of Fire Commissioners. IX. Volunteer Bunker Proposal - Commissioner Gilligan stated that he is not sure if they should continue the discussion. It is a long road and numerous issues need to be resolved. He also questioned whether the Board should continue with this endeavor. Commissioner Farlow added that he spoke to someone in Rochester who was a previous Bunker. He told Comm. Farlow that he was very happy with the program. Comm. Farlow is in favor of the program. Chair Romanowski added that budgetary concerns were the number one reason for fading out the program. There is a lot of training involved and that situation has changed now that we have a training officer. Also, the two local colleges would be able to participate and the Board would be in charge of the recruiting. Comm. Williams added that several volunteers should be trained at one time rather than one at a time, regardless of how many volunteers were needed. DC Dorman explained that the primary reason for the program closing was due to cost. Trainers have to be paid for the 120 of training that is required. The cost of this is approximately $10,000. In addition, funding is needed for turnout gear, ropes, pagers, etc. It is DC Dorman's opinion that Council would have to fund it. Comm. Gilliam stated that Council needs to be aware of the benefits not just the cost. DC Dorman responded by saying that corners cannot be cut when people are risking their lives. Ithaca Board of Fire Commissioners January 8, 2008 Page 5 Comm. Williams' opinion is that volunteer companies should take on the responsibility of recruitment, however, Comm. Alexander doesn't think that they will. Comm. Gilligan asked if there was anyone in the room who was interested in volunteering to do recruiting. Volunteer Firefighter Susan Beggs stated that since she had gone through training to recruit, she would be happy to share her experience. At 1850 hrs. DC Parsons left the meeting. The Bunker Program will be brought up again at next month's meeting. It was suggested that Ray Wheaton talk to the new Board members about the history of the Bunker program. Comm. Administration I ) Career Personnel Report 2) 3) 4) LIFE SAFETY DIVISION a) See report from Deputy Chief Dorman. b) Dianne McGrady will start work for us as our new Office Manager, replacing the Executive Assistant position held by Chris Wilbur until her retirement in August, 2007. C) Authorizations for temporary Fire Fighter and Temporary Fire Lieutenant's positions to replace Lt Tom Deis while he is on active duty have been completed. The Civil Service office is canvassing the fire fighter list now; once the canvass is completed, Physical Performance Assessments (PPA) will be conducted so that an eligible list may be prepared. Operating Budget Status a) Operating budget account distribution and balances as of 30 NOV 07, are included in the packet. The extraordinary incident cost summary is being brought up to date and will be ready for distribution at the next meeting. County Communications and 911 Program a) 800 MHz System: Work continues on the fixed installations. Subscriber equipment should start arriving in the near future. At that time, we will begin to verify equipment capabilities to insure the procedures written are compatible with equipment function. Grants and Donations a) CEDAP Grant: We received word last month the CEDAP grant was awarded for Sirius multigas detection equipment. b) 2007 Grants: An application for a 2007 SAFER grant was submitted. The application requested four additional fire fighters. There has been no word on an award. Fire Chief's Report for January 2008 04 JAN 08 Page 2 of 4 C) Child Safety Seat Grant: The grant was submitted last month and we are awaiting word on its status. [Same report as last month.] d) Carbon Monoxide Detectors: Discussions with WalMart and with the Women's Fund of the Community Foundation have created the possibility of donations and funding that will allow us to include carbon monoxide detectors along with the smoke detector program. A proposal has been submitted and we are awaiting word on the funding that will be awarded as a result. [Same report as last two months]. e) SWAT /LINT /CP Vehicle: Discussions continue on developing funding for this vehicle, but the City has not made a commitment to fund it as yet. [Same report as last month.] f) Arson Investigation: Fire Investigator Chris Hamilton is working with the Tompkins County Fire and EMS Chief Officers' Association to advocate for the startup of a County Fire Investigators' Association. He has met with the Chiefs' group, and is planning a meeting in January 2008, to gauge interest from around the county. [same report as last month] 5) Strategic Funding for Firefighters (S4F) The S4F group will convene as soon as possible to approve a status report. [same report as last month.] 6) City -Town Fire Contract Negotiation A date for the next negotiations session has not been set. We anticipate it will be in late January. Fire Prevention Bureau 1) Assistant Fire Chief Parson's report of Fire Prevention Bureau activities for the month of December will be distributed at the meeting. 2) The Smoke Detector Program is still operating, and we expect the combination smoke and carbon monoxide detector program we anticipate will reduce risks to the community even further. OPERATIONS DIVISION Fire Chief's Report for January 2008 04 JAN 08 Page 3 of 4 Response 1) Monthly Call Report See distributed reports for 2007, year -to -date. 2) Emergency Management a) Emergency Management Exercise: No report. b) Pre- Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. [Same report as prior months.] 3) Cornell University Emergency Medical Services (CUEMS) Building on the 07 DEC 07 meeting, AFC Mike Schnurle continues to work with CU EMS and CU EH &S to improve the working relationship with CU EMS. Support 1) See Deputy Chief Dorman's reports for DEC 2007. 2) Training Center Reports — Report not available for this month. a) FF Tom Basher is working on plans for an addition to the classroom to focus on SCBA usage. The intent is to involve both Ithaca and Tompkins County with Tompkins County funding the project. At this point, DOER Director Lee Shurtleff advises he has set aside $25,000 for this project. Total costs are anticipated in the $70,000 range. Training 1) See report from DC Dorman. VOLUNTEER SERVICES DIVISION Recruitment and Retention 1) Explorer Post: The Union will discuss this concept at their regular meeting on 07 JAN 08. After that, FF Patrick Sullivan will brief me and we will continue work on starting the Explorer Post. I will present information and a resolution for action next month. 2) Foreign Fire Insurance: The Cayuga Heights Fire Council adopted a resolution similar to that adopted by this Board last month. That is, the basis for distribution of the foreign fire insurance tax collected within the Town of Ithaca was set as the respective proportion of assessed valuation in each fire department's district. An email from Town Budget Officer Al Carvill confirmed he was doing calculations and would cut checks as soon as possible. Respectfully submitted, Brian H. Codes Division: The Codes Division received 18 complaints in the month December. There were 13 complaints closed out, and 5 complaints that still remain open. The Codes Division performed 41 Inspections and issued 47 notices of violation. The division issued 14 operating permits for occupancies, 6 certificate of compliance letters, 5 fire alarm system certificates, and 3 alternative fire suppression system certificates. The Codes Division issued 9 parking violations: 3 Fire Lane / Fire Hydrant Violations, 3 Handicap Parking Violations, and 3 Prohibited Areas Fire Investigation Unit: There were 6 fire investigations in the month of December 2007. Four Investigations were for structures fires at 517 First St, 126 Farm St, 101 Eddy St, and 509 W Clinton St in the City of Ithaca. There was one investigation for a vehicle fire at 805 Mitchell St and one investigation for an outdoor fire at a parking lot off of Hoy Rd adjacent to Phillips Hall on the Cornell Campus. Public Education: There were no Public Education Details, 5 Fire Drill Observation, and 11 Child Car Seat Inspections in the month of December. It was decided that there would be a January 2008 meeting and that the schedule for the rest of the year would 6e set at that time. 2) 2008 Budget (Lee Shurtleff) Lee noted that the County Legislature passed the 2008 budget last week. Budget requests from DoER were approved without problems. The County Administrator is planning on revenue from co- locators on the new towers in addition to monies from the NY5 wireless program; this revenue will be handled in a separate budget. No additional personnel will 6e added in 2008. It is hoped that the new communications system will decrease the overall workload for dispatchers, especially in the areas of cell phone location issues and law enforcement mobile data capabilities. 3) Communications System Update (Lee 56urtleff) Lee told the group that some testing of the new system began in October. The 10tl tower site is now operational and the microwave system is up and running. The Protts Road WHCU tower needed 1 more structural work than originally anticipated. Preliminary testing with portable radios Has not identified any "dead spots" yet; such testing Has also keen carried out 5 -10 miles in all surrounding counties. A full -blown acceptance test will be conducted in the spring when leaves are on the trees. Paging equipment Has keen installed at all sites with testing to ke carried out in December. All sukscriker equipment Has keen ordered; Midstate will develop a schedule for and install this equipment. base antennae will ke installed shortly at all fire stations. There will ke 10 pairs of frequencies with 70 -80 talk groups witkin them. Tkere Has keen discussion tkat mayke tke fire departments in the County would ke willing to take on some sort of fund raisingactivity. 5) Other 2 Lee noted that Jessica VerFuss has keen researching the workers compensation issues as they relate to forming County specialty teams. Another project is the revitalization and reorganization of this Advisory Board. The proklem is that we need a legal quorum to change the %y -Laws. Beth Harrington noted that EMS calls in the region have increased ky a6out ZO %. She is concerned akout NIMS compliance or lack thereof and how it will affect grant opportunities. Right now it is planned to conduct Fire and EMS agency surveys in conjunction with new radio equipment installation in order to develop a County resource inventory. 6) Recruitment Day Proposal (Ben Casket') Ben introduced a suggestion for a countywide program to increase fire and EMS recruitment. This has keen tried rather unsuccessfully in the past, kut certainly has merit. Codes Division: The Codes Division received 18 complaints in the month December. There were 13 complaints closed out, and 5 complaints that still remain open. The Codes Division performed 41 Inspections and issued 47 notices of violation. The division issued 14 operating permits for occupancies, 6 certificate of compliance letters, 5 fire alarm system certificates, and 3 alternative fire suppression system certificates. The Codes Division issued 9 parking violations: 3 Fire Lane / Fire Hydrant Violations, 3 Handicap Parking Violations, and 3 Prohibited Areas Fire Investigation Unit: There were 6 fire investigations in the month of December 2007. Four Investigations were for structures fires at 517 First St, 126 Farm St, 101 Eddy St, and 509 W Clinton St in the City of Ithaca. There was one investigation for a vehicle fire at 805 Mitchell St and one investigation for an outdoor fire at a parking lot off of Hoy Rd adjacent to Phillips Hall on the Cornell Campus. Public Education: There were no Public Education Details, 5 Fire Drill Observation, and 11 Child Car Seat Inspections in the month of December.
