MINUTES
PRESENT: Commissioners Romanowski, Alexander, Williams and Gilligan; one
vacancy; Common Council Liaison Robin Holtham Korherr.
I. Chair Romanowski called the meeting to order at 1800 hrs.
II. Comm. Alexander made a motion to approve the November 15, 2005
meeting minutes as written. Seconded by Comm. Williams. Carried
unanimously.
III. Additions /Deletions to the agenda:
- Chair Romanowski - add to New Business: 2006 Planning Agenda
IV. Persons wishing to speak to Board of Fire Commissioners - None
V. Correspondence - two donations were received:
- $40.00 donation - gratuity from owner of 403 College Ave.
- $50.00 donation - appreciation for helping with a flooded basement
(Both deposited to the Donation Account)

VII. Miscellaneous Reports:
A. Town of ithaca - Chair Romanowski provided a written copy of his
report to the Town Board (see copy in the Minute Book)

Chief Wilbur offered highlights of his report and answered questions as
follows:

- Chief Wilbur reported that our Financial Clerk is home recuperating
and seems to be doing well - she is scheduled to come back in the
middle of January.
- Although budget balance spreadsheets are not available, the overtime
budget #'s are current - currently we have expended 159% of the
budgeted amount with 94% of the year behind us; projections fore the
full year are in the $330,000 range - which will be a record high.
$9,069 will be reimbursed for federal training expenses by the US
Dept. of Justice.
2006 Budget summary is not yet ready.
- Tompkins County
Communications Public
Safety
Committee has
approved Motorola
and Midstate contracts
for the
new communications
system - still needs
approval of the whole
County
legislature.
- IFD is applying (today) for a grant that would allow us to obtain a
Polaris Ranger all terrain vehicle - that would assist us in rescue
operations on trails, along gorges, etc.
- IFD personnel are involved in an on -going mapping project - GIS
locations along trains in gorges - something we really need!
- Strategic Planning - if all goes well, we will have money in 2006 budget
to reengage the process; also funding available for items like safety,
fitness, training, and staff meetings! This all assumes we have a
"normal" year incident -wise - if lots of money goes to fund
extraordinary events, these items will suffer once again. Chief Wilbur
and Deputy Chief Dorman will be allocating funds for each of these
items.
B. Deputy Chief /Training - (see complete written report in the Minute
Book). Deputy Chief Dorman was not at the meeting; Chief Wilbur
highlighted his report as follows:

- For the second month in a row, Bi shift quickly extinguished two fires.
In addition, A shift had what could have been a significant fire on
Catherine St. However, the apartment building was well maintained by
the owner - Gordon VanNederynen - which helped prevent the fire from
spreading beyond the basement apartment.
- DC Dorman's report also includes a personnel report, monthly training
hours and apparatus information.
C. Fire Prevention Bureau Report (see complete written report in the
Minute Book) - Assistant Chief Parsons' report included items from the
Codes Division, Fire Investigation Unit, Juvenile Firesetters Program,
and Public Education; as well as an update on various items - recent
installation of the fire alarm retransmitter equipment, major programs
at Cornell University and the change of personnel in the Fire Prevention
Bureau beginning in 2006.
IX. Old Business -
- Chair Romanowski said he reported to the Town of Ithaca Board
regarding the City's inability /unwillingness to fund a Municipal Training
Officer. Chief Wilbur was asked if the Town of Ithaca was in favor of
or would fund a portion of the MTO. Apparently the Mayor and
Supervisor Valentino had discussions and they may be in favor of a
position in 2007.
Requests to Town and City budgets would need to run parallel.
However, Robin Korherr reported that with several new Common
Council members beginning in 2006, it may be worth discussing prior to
the budget process. She will speak to Council about renewing
discussions after January 1st, 2006.
- Comm. Alexander asked if there had been any movement by the
Mayor to appoint another City representative. Chair Romanowski
reported the Mayor did not accept his recommendation. If anyone
knows of someone who might be interested, let him Robin Korherr, or
the Mayor know.

X. New Business -
- Chair Romanowski would like to assign topics or areas of interest to
Board members for agenda planning for 2006. Some ideas he had
were:
- Chair Romanowski and Comm. Williams - Resource Recovery -
this would include a resolution to Common Council and Town of
Ithaca for their attorneys to draft resolutions;
- Comm. Alexander - work with Strategic Planning;
- Comm. Gilligan - Volunteer program and MTO situation.
Chair Romanowski asked Board members and the Chief to suggest
topics as well.
- Chair Romanowski will send a Get Well card to Kimberly on behalf of
the Board.
XI. Hearing no other business, the meeting adjourned at 1830 hrs.

December 13, 2005, meeting.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) Operating Budget Status
a) See spreadsheets distributed. Note, overtime now projects to a total expenditure
of $336,700, based on weekly average. The four -week average projects to
$359,235, and the standard deviation low- and high- estimate range is $243,008 —
$430,392, respectively. At 94% into the year, we have expended 159%
($317,275) of our overtime budget. $9,069 of this is for federal training expense
and will be reimbursed from the US Department of Justice.
While we continue to have extraordinary incidents, we have not had the
administrative resources to summarize the expenses for each. As soon as we are
able, the individual events will be analyzed and the summary document updated
and distributed.
b) A working copy of the 2006 IFD budget will be distributed at the meeting
Tuesday evening.
3) County Communications and 911 Program

Assuming we do not have an extraordinary year like this one, funds are available in the
2006 budget to engage this effort. DC Dorman and I must allocate these funds to support
a variety of initiatives, including this one.

SELECTED CALLS —
For the second month in a row B Shift quickly extinguished two fires. The first was on
11/1/05 at 425 S. Titus Ave. where a room and contents fire was quickly extinguished
and a burn victim treated. The other fire was in a structure being remodeled on 11/17/05
at 101 Linn St.. This fire had the potential to rapidly spread but was brought under
control by the efficient actions of the Fire Fighters.
SUPPORT
47 Vehicle work orders were written and 19 were closed.

Dear Chief Wilbur,
The following is the activity report for the Fire Prevention Bureau for the month of
November 2005.
Codes Division:
The Codes Division received 19 complaints in the month November. Of the 19
complaints made in November, 4 remain open. There are 3 complaints from prior
months that still remain open
The codes division performed 26 Operating Permit Inspections, 1 sprinkler test
inspections, 1 hood suppression system test inspections, and 4 fire alarm test
inspections. The division issued 18 operating permits for assembly occupancies,
2 fire sprinkler system certificates, 1 hood suppression system certificate, and 5
fire alarm system certificates
The fire prevention bureau staffed an engine or other apparatus so it could be in-
service, for a total of 16 hours during the month of November
Fire Investigation Unit:
There were 2 fire investigations in the month November. The investigations were
for a house fire at 101 Linn St., and 107 Catherine St in the City of Ithaca.
Juvenile Fire Setters Program:
There were no referrals to the program in the month November.
Public Education:
There were 2 Public Education Details, 3 Child Car Seat Inspections, and 2 Fire
Drills witnessed in the month of November

In November and October, I reported that the Fire Alarm Superintendent would be testing
the Fire Alarm Reporting System that was installed between Central Fire Station and the
Tompkins County 911 Center. After the initial installation of the system, there were
problems identified with the system. The installer has made adjustments and changes in
the equipment, and I am happy to report that the system has been operating for the last
month without any problems. Final acceptance testing is nearly complete. The installer
has to come back and make some minor adjustments, but I am optimistic that all will be
completed soon
During the past several months, I have been meeting with representatives from Cornell
University to discuss a major project that is being proposed on East Ave. Cornell is
planning to construct a new Physical Sciences Building in the plaza between Baker Hall,
Rockefeller Hall, and Clark Hall. The new building will be attached to both Baker and
Clark Hall. The University is seeking a variance for some of the chemical uses in the
building. I have met numerous times with Project Design and Coordination Team. The
result of these meetings is that the University has agreed to add additional elements to the
new building to mitigate the increased hazard. The University is also proposing to add
fire sprinkler coverage to several areas of both Baker and Clark Hall. The amount of
coverage has yet to be finalized, but I believe that the addition of a fire sprinkler system
will significantly improve the safety of two existing buildings.
Finally, in January the Fire Prevention Bureau will see a change in personnel.
Firefighters Scott Eaton and Rob Doner will be returning to a line shift. Firefighters Otis
Jackson and Mike O'Halloran will be joining the Fire Prevention Bureau starting on
January 4th. Both Firefighter Jackson and Firefighter O'Halloran have been attending
code enforcement training over the last 2 months. They both have achieved certification
as a Code Compliance Technician (Fire Inspector). I look forward to having Firefighters
Jackson and O'Halloran join the Fire Prevention Bureau. I want to take this opportunity
to commend Firefighter Eaton and Firefighter Donor for the good work they put forward
while in the bureau. Their contribution to the bureau will surely be missed.
