I. Chair Romanowski called the meeting to order. (Welcome to new Board member William "Bill" Gilligan - appointed by Mayor Peterson as a representative of the Town of Ithaca). - Matters of Reorganization: Election of Chair and Vice Chair. Chair Romanowski called for nominations. Comm. Gilligan nominated Bob Romanowski as Chairperson and Paul Alexander as Vice Chair. Seconded by Comm. Williams. Carried unanimously. II. Chair Romanowski made a motion to approve the August 9, 2005 minutes as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: - Under New Business - Chair Romanowski added a discussion of a request from the Donation Fund from the Memorial Day Committee for $100 for a bagpiper to perform at the Memorial Service. - Under New Business - Chair Romanowski added a discussion of the possibility of a quarterly publicity report from the Ithaca Fire Department to the community - on October agenda to select a spokesman - possibly Lt. Burbank as the department's public information officer. The everyday fine work of the fire department gets lost and does not get proper recognition. Politicians need to understand the duties and responsibilities that come with the job at the fire department. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Miscellaneous Reports: - Town of Ithaca - Chair Romanowski provided a copy of his written report (see Minute Book). - Audit - Not available - Tompkins County Fire Advisory Board - available for review. VIII. Department Reports: A. Chief's Report (Chief Wilbur is on vacation) - see his complete written report in the Minute Book. Deputy Chief Dorman was available to review report and answer questions: - NYS Dept. of Health - Smoke Detector, Bicycle Helmets and Child Safety Seat Grant - Training Center Report - Fire prevention Bureau - Financial Reports B. Deputy Chief /Training (see complete written report in Minute Book). Deputy Chief Dorman was available to review his report and answer questions. - Deputy Chief Dorman reported he and the Chief met with the City Controller and the Mayor regarding the budget - only news is that the Mayor asked for two additional scenarios - besides the 3 we already submitted. He described the two requested - one that included an MTO and one that included an increase in the overtime budget and additional vehicle maintenance. The Mayor's recommended budget has not been released yet. Common Council Liaison Robin Korherr reviewed the schedule of budget meetings. IX. Old Business - None X. New Business - Chief Wilbur made a (written) request for reimbursement of $100 from the Donation Account for employee recognition gifts. Chair Romanowski made a motion to approve the request. Seconded by ITHACA BOARD OF FIRE COMMISSIONERS SEPTEMBER 13, 2005 - MINUTES PAGE 3 Comm. Gilligan. Carried unanimously. - Request from the Memorial Day Committee for $100 from the Donation Account to pay for a bagpiper for the annual Memorial Service to be held at the City Cemetery on October 8th, 2005 - Chair Romanowski made a motion to approve the request. Seconded by Comm. Alexander. Carried unanimously. - Chair Romanowski made a request for a discussion to be held at the October meeting for a department quarterly report for publicity purposes - to be provided to the City as well as the Town of Ithaca. (Note taker couldn't hear the majority of this discussion). Chair Romanowski made some suggestions of topics that could be covered ie hydrant testing, safety tips for newcomers, educating the public on what our resources are, what our imitations are, etc. The public and politicians need to be reeducated. Comm. Alexander asked Chair Romanowski what he envisions for this publicity - e -mail, etc. Chair Romanowski believes that Lt. Burbank will be asked to provide press releases to the newspapers, radio stations, or whatever media opportunity is available to reach the public. He would like to have widespread publicity. Deputy Chief Dorman reported that Lt. Burbank may not be available for this assignment as he is heavily involved in training - there could be others assigned. Robin suggested that the Fire Department make a presentation at the Community Services Committee, particularly as it relates to how the County dispatch center works - what happens when you call any of the particular phone numbers - October 12, 2005 at 7 PM. Chair Romanowski would like a Board member to be involved with this as well. - Chair Romanowski again welcomed Bill Gilligan to the Board - he brings a background of finance to the group; and mentioned the background of each of the Board of Fire Commissioners and their areas of expertise. The light project in rope tower is now complete with help from Tompkins County, $1000.00 donation, and assistance from FAS Srnka, FF Teeter, And FF Basher. WILBUR, FIRE CHIEF RE: REQUEST FOR DONATION ACCOUNT FUNDS DATE: September 13, 2005 This year the City of Ithaca is recognizing two employees of the Ithaca Fire Department for 30 years of service - Assistant Chief Guy VanBenschoten, and Fire Alarm Superintendent Richard Srnka. The City of Ithaca historically provides the department with $50 (per employee) to buy a gift; the Ithaca Fire Department historically has asked the Board of Fire Commissioners to match the $50 to allow a gift of $100 for each employee being recognized. Therefore, I respectfully request the Board of Fire Commissioners to provide a total of $100 ($50 per employee), for employee recognition. Whalen Executive Deputy Commissioner The New York State Department of Health ( NYSDOH) Bureau of Injury Prevention, as part of the New York State Maternal and Child Health Block Grant Safety Product Distribution Initiative will aid your community's efforts to reduce the incidence of fire- related injuries and mortality, increase the prevalence of functional smoke alarms, and promote fire - safety knowledge among residents. This project, with assistance from local agencies such as yours, will focus on the identification of neighborhoods and households at greatest risk for fire - related injury and in need of adequate, operational smoke alarms. Smoke alarms will be installed in identified households and residents will be provided with fire safety education. This Letter of Agreement is intended to solidify the relationship between the NYSDOH and your organization for the period of July 1, 2005 — December 31, 2005 and to facilitate the accomplishment of common goals and objectives concerning this project. NYSDOH agrees to do the following: A. Provide your organization with a minimum of 100 smoke alarms for distribution and installation in identified households. B. Provide any information, technical assistance or other resources that will facilitate the development and implementation of a smoke alarm distribution and installation project and corresponding educational programs. In exchange for these services provided by NYSDOH, your organization agrees to be responsible for the following: A. Adherence to the Statement of Work as illustrated within Attachment A. B. Adherence to the guidelines regarding the Smoke Alarm Application (Attachment B) and Waiver of Liability (Attachment Q. It is understood that no smoke alarms will be distributed until the Waiver of Liability has been completed, signed by both parties and is retained by the local agency. In addition, your organization agrees to indemnify and hold harmless NYSDOH and the State of New York from and against any and all claims of any third parties from damages and expenses of whatsoever nature arising from, growing out of, or related to your organization's performance or sole failure to perform during and pursuant to Attachment A. Codes Division: The Codes Division received 20 complaints in the month August. Of the 20 complaints, only 3 remain unresolved. All complaints from previous months have been resolved. The codes division performed 25 Assembly Permit Inspections, 6 Sprinkler Tests Inspections, 5 Fire Alarm Test Inspections, and 5 Hood System Test Inspections. The division issued 15 operating permits for assembly occupancies, and 10 fire protection system certificates There were 23 parking violation tickets issued in the month of August The fire prevention bureau staffed an engine or other apparatus so it could be in- service, for a total of 20.5 hours during the month of August Fire Investigation Unit: There was 1 fire investigation for a house fire in the Town of Ithaca, during the month of August Juvenile Fire Setters Program: There were no referrals to the program in the month August. Nearly all assembly occupancies, in the City of Ithaca, are current with their inspections and operating permits. During the month of September, we will be continuing with our annual inspections of assembly occupancies, and we will begin with annual inspections of other occupancies such as lumberyards, service stations, and manufacturing facilities using hazardous materials. The fire alarm superintendent, Dick Srnka, and his assistant, Dave Teeter, have been busy with 2 projects. The Fire Department and the County Department of Emergency Response have been involved with the installation and testing of a new alarm monitoring system for the city's municipal box alarm system. The monitoring system is an NFPA compliant system that retransmits box alarms received at Central Fire Station to the Tompkins County 911 Center. The fire alarm superintendent has also been busy installing a new municipal alarm service cable from the corner of Seneca and Tioga, to the corner of Seneca and Geneva. I have been attending meetings on several new projects that have either just begun construction, or are in the final planning stages prior to construction. Those projects include, Life Sciences Technology Building at Cornell, East Campus Research Facility at Cornell, Arthropod Research Facility at Cornell, West Campus Housing Project Phase III at Cornell, Physical Sciences Building at Cornell, Emergency and Surgical Department addition at Cayuga Medical Center, and the Cayuga Green II Project on E Green Street. I have been spending a certain amount of time reviewing each of these projects. Through the review process, I make recommendations on how to maximize the fire safety features within the scope of the Fire Code of New York State. My end objective is to obtain the best and most effective fire detection and protection system possible for the buildings being constructed in our response area.
