ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 MINUTES PRESENT: Commissioners Romanowski, Alexander, and Williams; two vacancies; Common Council Liaison Robin Holtham Korherr. I. Chair Romanowski called the meeting to order at 1800 hrs. Matters of reorganization will be deferred for another month awaiting possible appointment(s) of new Board members. Chair Romanowski reported that he has talked with Pat Pryor who may be interested in serving on the Board as a City representative. Chair Romanowski will contact the Mayor. II. Chair Romanowski made a motion to approve the minutes of the June 14, 2005 meeting as written. Seconded by Comm. Williams. Carried unanimously. Chair Romanowski made a motion to approve the minutes of the July 12, 2005 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: - Chair Romanowski approved a request for a payment from the Donation Fund account for flowers for a funeral of an employee's family member. Seconded by Comm. Williams. Carried unanimously. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence - None VI. Membership Changes - None VII. Miscellaneous Reports: A. Town of Ithaca - Chair Romanowski provided a written copy of his report - see Minute Book. B. Chair Romanowski and Comm. Williams reviewed the audit. ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 - MINUTES PAGE 2 C. Tompkins County Fire Advisory Board - No report. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) Chief Wilbur highlighted his report and answered question as follows: The majority of the discussion of the Chief's Report was about the 2006 budget submittal. Items discussed were as follows: - Comm. Williams asked about the projection for overtime expenses - shouldn't the amount reflect what is real? Based on 2004 actual and 2005 projected amounts, the 2006 budget amount isn't realistic. Are the overtime expenses due to a shortage of staff? Chief Wilbur reported that numbers derived for the budget development are somewhat like playing a game - if we bring those numbers up to realistic amounts, the bottom line goes WAY u the Mayor or Common Council cover the overtime funds, or else a willlllose Positions right from the start. Comm. Williams feels that the local politicians need to recognize the fact that the City and Town are growing by leaps and bounds - expecting the realization of increased services in all areas. DC Dorman reiterated that if we used the real numbers, we could be forced to cut Positions as that is the only way to come up with that kind of money. Chief Wilbur expressed his frustration at the current situation of not being able to have staff meetings, strategic planning, etc. - all we can do is maintain minimum staffing and cover emergencies. At the end of the year, the Controller goes through and covers red accounts - that's how they carry on from year to year. Robin Korherr reported that City department budgets are routinely and intentionally underestimated as there is no way to predict emergencies ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 - MINUTES PAGE 3 and that it is a generally accepted accounting practice. Chief Wilbur indicated he evaluated all aspects and theories to try and figure out how to reduce overtime with additional positions, and there are not easy answers. Option I budget - includes the addition of 10 firefighters, a training officer and monies for staff meetings, etc.; this also would attempt to put an extra engine in service downtown and split up the response areas for engines 5 & 6; Option II - includes the addition of 4 firefighters - does not increase minimum staffing; 0% budget - would require the closing of a fire station (which would be Station 6) and the loss of 7 positions; Comm. Williams said that with a prediction of the addition of 100,000 more people on West Hill and 50,000 more on South Hill in the next 5 years this does not make any sense; Chief Wilbur said the story is the same every year and we still get cuts (in the form of no- growth budgets) - we are unraveling. And, it is unfair to the Town of Ithaca to increase the share and then consider closing a town fire house. Robin Korherr wanted to know if there were any vehicle replacements in the operating budget. Deputy Chief Dorman explained that these items move back and forth from the Capital budget to Operating budget, back to Capital, etc. - we include vehicle replacement in both spots hoping to ensure that one or the other gets approved. Vehicle replacement is way behind schedule; however, the Capital project team has recommended replacement of 941 (Fire Alarm Superintendent's truck). Discussion of Other Equipment - the items requested for the Fire Investigation team have been denied for 2 or three years - they are ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 - MINUTES PAGE 4 important, but not considered urgent at this time; Comm. Williams feels the Circuit Tracer item is a very critical piece of equipment for investigation purposes; Mannequin for PPA Evaluation - used in recruit and volunteer /bunker evaluations as well as rescue training; Telephone - the phones for the Haz Mat program relate to ability to access the internet from the field; Utilities - the difference that shows is if we were to close Station 6 (in the 0% and 3.5% budget); Clothing - required for contractual agreements and upgrading of gear - would include bunkers and volunteers if the Training Officer position is restored and funded; Gas & Oil - figures come from the Controller's Office so all departments are using the same percentages; Contractual Services (435) - Chair Romanowski asked if the amount shown for a fitness specialist, assessments, consultants (Option I and II) could be said is the worth of the Wellness and Fitness Program that had been funded by Ithaca College? ($41,615) Chief Wilbur said that could be a safe assumption. Bill Gilligan asked if IC would reconsider sponsorship of this program. Chief Wilbur said it would take much persuasion of the Mayor and Town Supervisor. Comm. Williams asked if IFD could take advantage of the new fitness facility being constructed in the West End. It's a possibility. Staff Development - Chief Wilbur expressed his frustration at not being able to attend seminars and meetings to expand his professional development; Equipment Maintenance - has increased substantially - old vehicles require lots of work and artificially low budgets over the years does ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 - MINUTES PAGE 5 not realistically reflect what is needed to keep the fleet afloat! Comm. Williams asked if the department had ever applied for a grant through Utica National Insurance - they provide vehicles pretty regularly and may be worth looking into. Deputy Chief Dorman described the budget development process; the Board discussed expense recovery and the fact that Council has not been (in the past) receptive to charging fees for things like emergency medical responses or false alarms (lots of factors involved) - Chair Romanowski said he would like to approach them again. It is his belief that charging is possible as they City of Troy does it, and Comm. Williams said the City of Utica does as well. IFD does receive expense recovery on occasion when courts impose restitution in cases where the party has been arrested - ie malicious false fire alarms, etc., trespassers who have to be rescued when trapped or injured in gorges - but this only happens when the court decides to impose a fine or restitution - it's not automatic. Personnel - contractual raises have been estimated at 3.25% - contract not yet finalized - if different the budget will need to be adjusted accordingly. Discussion followed regarding personnel issues - all budget scenarios except the Option I and Option II proposals call for personnel layoffs. Chief Wilbur discussed some research he did that showed the following: - IFD's absenteeism rate is 3.66% - well below the national average; - IFD's overtime rate is 5.82% - if we were to use overtime to cover all absences, it would be 11 %; - IFD probably knows where the money in the budget goes more than most City departments; - Chair Romanowskl wants people to know the dedication and successes of the department - this should count for something. It appears that some departments' budgets get bigger when they are trying to fix ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 9, 2005 - MINUTES PAGE 6 problems. Robin Korherr reported that last year Mayor Peterson presented a soft budget - not a huge impact - as this was the Mayor's first year. And there is a perception there is a lot of new money due to new development - this is just not true. She indicated she will support the Fire Department's request for additional staff; and suggests that the department needs to provide the emotional side of our cause along with the black and white numbers - Council needs to hear stories of what we encounter on a day -to -day basis - many of them might now have any idea of what the firefighters do. The Board reviewed a summary of incidents that cause extraordinary costs that was put together by our Financial Assistant Kimberly Spencer. Budget Schedule: - budget was actually due August 1st; department meetings with the Controller and Mayor; Mayor works the budget over - due to by Common Council September 1 st; - Council schedules hearings during the month of October; - Final budget vote to adopt in November. After further discussion of each budget option, Chair Romanowski made a motion that the Board of Fire Commissioners recommends Option I of the Ithaca Fire Department Budget for 2006 as the only option that: -will allow the department to operate in a safe, responsible manner; - takes into consideration years of no- growth budgets; - considers past, current and predictions of substantial growth both in the City of Ithaca and Town of Ithaca; - and the Board authorizes the Fire Chief to move forward and present Option I as the recommended budget for the Ithaca Fire Department for 2006. He asked Comm. Williams to assist in providing projections of Town of Ithaca growth as he spoke about earlier in the meeting to use in his presentation. B. Administration LIFE SAFETY DIVISION 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status a) See spreadsheets distributed. Note, overtime now projects to a total expenditure of $353,468, based on weekly average. The four -week average projects to $394,737, and the standard deviation low - and high- estimate range is $249,521- $457,416, respectively. At 60% into the year, we have expended 105% ($210,721) of our overtime budget. Extraordinary costs due to emergency operations continue to escalate as there seems no let up on the frequency of labor intensive demands for service. 3) County Communications and 911 Program a) Municipal Fire Alarm Retransmitter: The install date for the transmitter and receiver between Central Fire Station and the Emergency Communications Center at 92 Brown Road, was moved up to 05 AUG 05. Installation, testing, and utilization should be complete by the week of 08 AUG 05. b) Former Dispatch Space: We are soliciting quotations to deep clean the former dispatch space. This will be paid for by Tompkins County. When we authorize the work, Systems Supervisor Jack Crance will be on hand to move unused equipment out and assist with the cleaning operation. 5) Grants and Donations a) SAFER Grant: No word since last report. Fire Prevention Bureau See Assistant Fire Chief Parson's report, attached. Safety Section Stand Down for Fire Fighter Safety: As of 31 JUL 05, the stand downs have all been completed, and a final report will be issued. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed year -to -date report series for 2005. The final report for 2004 is still in the works. 2) Emergency Management a) The City Common Council adopted the Comprehensive Emergency Management Plan (CEMP) at their 03 AUG 05 meeting. b) The Executive Summary of the Wa1Mart incident has been drafted and will be ready for review later this month. Support 1) Deputy Chief Dorman's report will be provided at the meeting 2) Training Center report for July 2005, from Assistant Chief LaBuff, will be included in next month's report. 3) Marine Facility No report for this month. Codes Division: The Codes Division received 9 complaints in the month July. Of the 9 complaints, only 2 remains unresolved. All complaints from previous months have been resolved. The codes division performed 15 Assembly Permit Inspections, 14 Sprinkler Tests Inspections, 11 Fire Alarm Test Inspections, and 1 Hood System Test Inspections. The division issued 6 operating permits for assembly occupancies, and 16 fire protection system certificates There were no parking violation tickets issued in the month of July The fire prevention bureau staffed an engine or other apparatus so it could be in- service, for a total of 40 hours during the month of July Fire Investigation Unit: There was 1 fire investigation for a car fire in the Town of Ithaca, in the month of July Juvenile Fire Setters Program: There were no referrals to the program in the month July. CIO August 5, 2005, Fire Marshall's Report — Page 2 Public Education: There were 5 public education details performed by members of the department in the month of July. The Fire Prevention Bureau has been busy several construction projects that are either complete or near completion. The Ciminelli Building, also known as Seneca Place on the Commons is now open. The fire alarm, fire sprinkler, and standpipe systems have been tested and certified. Renovations and New Construction Projects at Cornell have been taking up a good share of our time this month. Gannett Health Center has a new addition that will be completed soon. The West Campus Dormitory Project is completing another phase, with the completion of the Carl Becker House. Hughes Hall is being renovated. It is now fully sprinklered, and has a new fire alarm system. There is a new addition to Schoellkopf Hall that is nearly completed. Several other projects are going to be starting up or have just started up, including the next phase of the Cornell West Campus Dormitory Project, Life Sciences Building, and the East Campus Research Facility which is in the Town of Ithaca. I have been meeting with Cornell University about a Physical Sciences Building that is being proposed to be constructed in the plaza in front of Baker, Clark, and Rockefeller Halls. This is quite a substantial laboratory building that has a potential significant impact on the fire department. We are meeting with Cornell to look at how to mitigate some of these impacts through different systems and designs. In closing, I anticipate that our fall construction season will be keeping us busy, and that Fire Prevention Bureau will also be busy with matters related to the return of the students starting at the end of this month.
