MINUTES
PRESENT: Commissioners Romanowski, Alexander, Kirkpatrick and Williams;
one vacancy.
I. Chair Romanowski called the meeting to order at 1800 hrs.
II. Chair Romanowski made a motion to approve the minutes of the April
12, 2005 with one typographical error noted (p. 1 - change Roles to
Rolls). Seconded by Comm. Kirkpatrick. Carried unanimously.
III. Additions /Deletions to the Agenda: None
IV. Persons wishing to speak to Board of Fire Commissioners: None
V. Correspondence: None
VI. Membership Changes:
The Board unanimously approved the following new members:
- Add Ophir Degany (Bunker) to Co. #5
- Add John Schleiermacher (Bunker) to Co. #5
VII. Miscellaneous Reports:
A. Chair Romanowski provided a written copy of his report to the Town
of Ithaca (see copy in the Minute Book).
B. The Board reviewed and approved the audit.
C. Tompkins County Fire advisory Report - no report.
D. Chair Romanowski also provided a report of his attendance at the
Cayuga Medical Center Annual Meeting.

Wilbur highlighted his report and answered question as follows:
- The Chief reported that as of May 1, 2005 (34% into the year), we
have expended 50% of our overtime line and current projections
indicate we will exceed our total OT budget by about $90,000. The OT
expenditures are due to several significant incidences since the
beginning of the year; the impact is there will be no other activities,
such as staff meetings, only to cover minimum staffing and
emergencies.
- MidState Communications has been contracted (by Tompkins County)
to modify the equipment for the former dispatch space at Central Fire
Station - despite ongoing promises and predictions of their arrival - we
really have no idea when that space will be available for IFD's use.
- Mayor Peterson has authorized IFD to apply for a SAFER grant
application - Federal monies to provide staffing - if approved, the City
and Town of Ithaca would both need to approve and provide matching
fund that increases over a period of 4 years. This is a program that is
similar to a grant that IPD received a few years ago that was targeted
to police departments.
- Another grant was applied for - to NYS DEC - that would provide
equipment to be used primarily in more rural areas of the district.
- Two firefighters who have been on extended injury leaves, are now
back at work;
- The training Center continues to be busy utilizing live burns;
- We are still in possession of our old boat (Caroline Skiff) - will re-
advertise - minimum bid is $5,000.
- The bid resolution for uniforms is provided and will be considered
under New Business.

- The front entrance of IFD on W. Green St. has been made handicapped
accessible with a new sidewalk and entry way; as well as the addition
of awnings over both front and back entrances are both nice
improvements. This project was done under the direction of the City
Engineering Department.
- Other facility changes in the old dispatch center space remain on hold
as the County still has not finished removing their equipment.
- Chief Wilbur discussed his reaction to the Volunteer Training Proposal
that was presented at last month's meeting (see complete report in
Minute Book).
Questions and discussion regarding the proposal and Chief's report
were as follows:
- Comm. Williams inquired about the flow chart. Chief Wilbur reported
the items that are circled all need to be done by someone other than
administrative staff. Currently most are being done by the
Administrative Secretary - all these items were previously done by the
Volunteer Coordinator. Comm. Williams inquired why the Human
Resources Department didn't or couldn't perform any of the items.
The Chief indicated they have never been involved or necessarily
interested in this aspect of our organization.
- Comm. Alexander reported it's not the Board's intent to shuffle this
work back to the staff.
- Board members discussed the training schedule that was provided by
Bill Gilligan; a FF I class starts in October; no charge for County
courses; no one currently waiting to be trained.
- Chair Romanowski asked if it was appropriate to use the donation
account funds for advertising? DC Dorman indicated a process needs
to be in place before we do any advertising.

- Chair Romanowski indicated that maybe the Human Resources
Department and volunteer company members need to get involved in
the process; or the IFVU could take over some of the responsibilities.
- Comm. Williams asked if volunteers could do part of the County
training prior to FF I. No, the trainers need to be NYS Fire Instructors
- it's a liability issue.
- Chief Wilbur indicated that years ago, volunteer companies managed a
large share of what's covered on the flow chart - the recruitment and
application process; then the department hired a Volunteer
Coordinator who managed most of the items; then the Volunteer
Coordinator position was cut out of the budget, the volunteer
companies did not pick up the load; now the admin. staff has been
trying to add that work to an already overloaded work schedule and it
doesn't work!
- Comm. Alexander feels this issue needs to be worked out through the
IVFU and the Chief - the Board is not the forum to hash out these
details.
- Chief Wilbur indicated that his Strategic Planning project would have
addressed these issues; however, due to funding limitations this
project is on hold. There are initiatives statewide and nationally that
are addressing the issues of volunteerism and incentives to entice and
keep volunteers in the fire service - the problem is not just a local
issue.
- Bill Gilligan will report back next month on his progress of finding
training opportunities; Chair Romanowski will send a letter to volunteer
companies to ask for their assistance.
- Comm. Alexander noted in the Chief's Report the section about
Member Recognition, Observations ... Chief Wilbur reported on the
number of banquets he attends and the types of recognitions given to
personnel in outlying volunteer departments. This is all (or mostly)

done with 2% monies - very nice affairs - semi - formal - spouses
included, invited guests, etc. - very nicely done. He wishes IFD's 2%
monies could go directly to those providing service, and to have the
ability to appropriately recognize their service.
B. Deputy Chief /Training (see complete written report in Minute Book).
Deputy Chief Dorman highlighted items and answered questions as
follows:
- FF Teeter is back to work - on light duty - assisting the Fire Alarm
Superintendent; the department will almost be at full strength by next
month; two recruit firefighters will graduate from basic training on
May 26, 2005.
C. Fire Prevention Bureau Report (see complete written report in the
Minute Book)
IX. Old Business:
- Strategic Planning - Chair Romanowski asked the following questions:
- Has the Chief received any approvals from the Mayor to fund any
Strategic Planning items? Chief Wilbur reported nothing has been
formalized;
- Has the department developed a wish list? Not yet.
- What will be the affect of the Fall elections (new Council people) have
on our financial problems? Not much affect because the 2006 budget
will be put together by the current Council.
Chair Romanowski indicated that the #1 budget priority should be the
addition of a Municipal Training Officer - to accommodate needs for the
whole department, career and potential new volunteers. He also talked
about a questionnaire that could be developed to assist in establishing
priorities for the budget process.

- Comm. Kirkpatrick feels that the department has gone backwards
even from the 1984 Strategic Plan;
- Chair Romanowski reported there were 44 Firefighters in 1984; there
are 47 in 2005;
- Chief Wilbur reported the increase in number of calls, and the
increase in response responsibility - new buildings - both residential as
well as commercial - the City and Town have not kept up
correspondingly in the IFD budget process.
- Comm. Kirkpatrick would like the Board to meet with the Mayor and
Town Supervisor to talk about the fact that we have less than before!
X. New Business:
- Chair Romanowski made a motion to authorize the Bid for Work
Uniforms and Accessories be awarded to United Uniform Co., Inc. of
Buffalo, NY 14228 (see attached Resolution that was authorized by
the Fire Chief upon the recommendation of the clothing officer, Lt.
Thomas Deis). Seconded by Comm. Alexander. Carried unanimously.
- Chair Romanowski reminded Board members that the Reorganization
Meeting, Elections of Officers, will be held at the July meeting.
XI. Hearing no other business, the meeting adjourned at 1855 hrs.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the May 2005,
meeting.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) Operating Budget Status
See attached spreadsheet. Of continued note, and as of the pay week ending 01 MAY 05,
which is 34% into the year, we have expended 50% of our overtime line. We currently
project expenditures in the area of $290,123, which exceeds the $200,000 appropriated
for this line. In one week alone during the past month, there were two gorge rescues (Six
Mile Creek and Taughannock Falls), and a fire (Lansing), with the overtime expenses for
the week amounting to nearly $9,000.
Accounts receivable items. Billing for master box fees is complete. This is significant
because the billing was done for the first time using the City's new "Govern" software,
which is a function of the Chamberlain's Office. Also, Kimberly Spencer has succeeded in
collecting several very old past due accounts which brings in many hundreds of dollars
and makes us current with accounts receivables. This was no small effort.
3) County Communications and 911 Program
A meeting was held on 04 MAY 05, to coordinate the installation of the new fire alarm
re- transmitter from Central Fire Station to the new County Communications Center at 92
Brown Road. The equipment is still four to six weeks out on order, and so the work has
not been scheduled.
The contract has been let to MidState Communications to modify the equipment in the
former dispatch space at Central Fire Station. Despite ongoing promises and predictions
of their arrival here, we really have no idea when they will show up to do the work.

a) Mayor Peterson has authorized us to complete a SAFER grant application. The
application period is 31 MAY — 28 JUN 05. A SAFER grant is part of the 2005
Assistance to Fire Fighters Grant (AFG) program.
• SAFER (Staffing for Adequate Fire and Emergency Response) Act
• new program
• first program to fund staffing
• increasing local matching share of 10, 20, 50, 70 percent of total, increasing
annually through the first four years of the grant
• new hires must be retained at least one year after following conclusion of
federal funding
• an opportunity to diversify the workforce
b) AC VanBenschoten and FF Pendell developed and submitted an application for
equipment that would be used primarily in more rural areas of the district. This was
for soft pack back pumps, and forestry hose It was submitted to the NYS
Department of Environmental Conservation in the amount of $888.00.
6) Personnel Actions
FF David Teeter will return to work in a light duty capacity on 09 MAY 05.

Under the direction of the City Engineering Department, a new sidewalk and entry way
was formed and poured. As a result, the Green Street entry is now handicapped
accessible. Awnings over both entries provide protection from the elements while
negotiating access.
Training

VOLUNTEER SERVICES DIVISION
Recruitment and Retention
1) Volunteer training proposal
The proposal made at last month's meeting to train new volunteers using New York State
field courses is not a new one. The last time it was done was when we had a volunteer
coordinator to facilitate the process. One of the primary difficulties with that method
was related to the scheduling conflicts that existed and the inability of new members to
actually complete the training as a result. This was exacerbated in part by the fact that
New York State field training at that time was usually organized around non - student
schedules. A copy of the current New York State field fire training schedule is included in
the packet.
In addition, I have enclosed a copy of the volunteer membership process flowchart from
06 MAR 02. The was re -done in the aftermath of losing the volunteer coordinator
position. As we tried to figure out how to accomplish the tasks, many of them were
assigned to the administrative staff. Most of the membership tasks had always been done
by the Volunteer Companies. The Volunteer Coordinator took may of those tasks over
when that job function was added. A new version, dated 05 MAY 06, is offered to
demonstrate the shift of tasks that would be required to consider this.
The continual and long standing erosion of administrative capacity has taken its toll. A
fire department lives or dies on training. That is more true today than it ever was. We are
a fire department with no training officer, and it is clear to me we cannot compensate for
that shortage.
2) Member recognition, some observations
Particularly in January, February, and again in April, we are invited to various county fire
department banquets. Typically these affairs are semi - formal, sit -down dinners, with
many invited guests, joining the members of the host department and their spouses or

significant others, for an evening of relaxation and recognition. Awards and other
recognitions, covering a variety of categories of activity and accomplishment, are
presented. Department officers and members have a opportunity to speak to the
membership and guests, offering thanks for services rendered, and hope for the year
ahead. New officers are sworn in, and the evening is usually capped off by music and
dancing.
In Ithaca, we do not have the budget for such events. We have an annual memorial and
medal day, but that is very different from these banquets. In those few years when Ithaca
held an annual department -wide banquet, the funds to make it happen were donations
solicited from Cornell and Ithaca College. There was no budget for this then, and there is
not now.
The point is that here is one more important program element to support people
providing service, but it is not available to those providing service in Ithaca.

Resolution to Award the Contract for
Work Uniforms and Accessories
WHEREAS, the contract for providing work uniforms and accessories exprired the end of 2004;
and,
WHEREAS, the Ithaca Fire Department developed specifications for work uniforms and
accessories to meet the needs of the fire department and to fulfill the clothing allowance section
of the collective bargaining agreement; and,
WHEREAS, the specifications were advertised, with subsequent receipt and opening of such bids
on 28 APR 05, by the City Controller's Office; and,
WHEREAS, the bids have been examined and evaluated for compliance with the specifications by
the fire department clothing officer, and award has been recommended; now, therefore be it
RESOLVED, the contract for work uniforms and accessories is hereby awarded by the Board of
Fire Commissioners of the City of Ithaca to United Uniform Company, Inc., 495 N. French
Road, Buffalo, N.Y. 14228; and, be it further
RESOLVED, as provided by the specifications, such contract shall be for a period of one year,
with an option to extend the contract up to two additional years, such option to be authorized by
the fire chief upon recommendation of the clothing officer.

At the regular meeting of the Ithaca Board of Fire Commissioners held on May 10, 2005, the
following resolution was unanimously approved for the award of a bid for Work Uniforms and
Accessories:

Dear Chief Wilbur,
The following is the activity report for the Fire Prevention Bureau for the month of April
2005.
Codes Division:
The Codes Division received 17 complaints in the month April. Of the seventeen
complaints, only one remains unresolved.
The codes division performed 17 inspections, and issued 15 operating permits for
assembly occupancies. The division also observed acceptance tests for 5 fire
protective systems, which included 4 sprinkler installations, 1 fire alarm system
installations.
There were only 8 parking violation tickets issued in April. 3 tickets were written
for parking in a fire lane or in front of a fire hydrant, and 5 tickets were written
for parking in a prohibited area.
The firefighters assigned to the codes division have attended a cumulative 22.5
hours of in- service training credit for April. During SCBA certification training,
Firefighter Doner was injured. Firefighter Doner was off work for nearly 3 weeks
until his injury had healed. Firefighter Chris Kourkoutis has been continuing his
training for code enforcement certification, Firefighter Kourkoutis has received
23.5 hours in Code Enforcement training as part of the requirements for obtaining
his NYS codes certification. I attended 32 hours of NFPA training for Fire
Protection Systems in Atlantic City, New Jersey.
In the month of April, the codes division was able to staff an engine or other
apparatus a total of 18.5 hours. During these hours, the firefighters in the codes
division were assigned to respond to calls, but at the same time they also were
able to accomplish administrative code enforcement activities.

Fire Investigation Unit:
There were no fire investigations in the month of April
Juvenile Fire Setters Program:
There were no referrals to the program in the month April.
Public Education:
There were 8 public education details performed by members of the department in
the month of April. There were also 3 fire drills observed by on -duty personnel.
The City of Ithaca Governance Committee met in the end of April and approved the
changes made to the Fire Prevention Code. Mary Luster, City Attorney, received
information back from the NYS Attorney General's Office, that the False Alarm
ordinance as it pertains to malicious activations of a fire alarm, that was in the City of
Ithaca Fire Prevention Code, conflicted with NYS Penal Law. It was recommended that
part of the ordinance be removed from the City Code. There was also an amendment to
the code to increase the monetary penalties for violations of the Fire Prevention Code.
The fines are now increased from $250 to $500 for violations with discretionary fines,
and maximum fines from $500 to $1000 for violations with mandatory fines. These fines
are for each violation and for each day of the violation.

Paul Steiger, Vice Chairman, Cayuga Medical Center Board of Directors, called the
24`h annual corporate meeting to order at 7:00 pm, and welcomed all attendees,
thanking them for their involvement and support.
1. Minutes of the 2003 Annual Meeting were approved as submitted.
2. Mr. Steiger introduced Alice Colquitt, chairwoman, 2004 Nominating
Committee, who presented the slate of candidates for a three -vear term to the
Board of Directors:

4. Paul Steiger presented the Report from the Board of Directors, in which he
introduced Dr. Tony Greer, vice president for medical affairs and Mare Agnew,
vice president for patient services. This was followed by an introduction of Dr.
Rob Mackenzie, president and CEO of Cayuga Medical Center. Dr, Mackenzie
gave a brief report on the State of the Medical Center, and some of the
accomplishments of 2003. He outlined the five values established in 2003:
• Our People
• Clinical Excellence
• Customer Service
• Financial Integrity
• Community Partnership
Dr. Mackenzie then highlighted some of the notable achievements in each
category.
Dr. Mackenzie introduced Kristen Verrill, East Campus officer, who spoke
about Convenient Care in 2004, including services that have been improved
and expanded throughout 2003.
Diane Jay, director of Imaging Services, spoke about facility expansions and
advancements in imaging, not only at Cayuga Medical Center, but at our
satellite locations as well.
Dr. Anthony Massi, chairman, Radiology Department, followed with a
Technology Update on High -field Open MRI. He presented a brief description
of how MRI works, gave a comparison of how our services differ from stand-
alone MRI services downtown, and shared several images of MRI which
demonstrated how clear and detailed pictures are now compared to outdated
x -ray services.
5. Dr. Mackenzie concluded the program, thanking all presenters. The meeting
was adjourned at 8:30 pm.
