Chair Romanowski called the meeting to order at 1800 hrs. He announced that Commissioner Seligmann has resigned from the Board, effective immediately, stating personal reasons. Her e-mail was addressed to the Mayor, so she (the Mayor) is aware that we now are in need of another City representative appointment. II. Chair Romanowski made a motion to approve the minutes of the March 15, 2005 meeting with one typographical error correction on p. 3. Seconded by Comm. Williams. Carried unanimously. III. Additions /Deletions to the Agenda: - Chair Romanowski - add to New Business: e-mail from Bill Gilligan regarding a proposal for new member training. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence - None VI. Membership Changes: - The Board unanimously approved the addition of Craig Howe to the roles of Co. #5. VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca (see Minute Book); B. Chair Romanowski and Comm. Kirkpatrick reviewed the audit; C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book). Chief Wilbur is out of town, and Deputy Chief Dorman highlighted items and answered questions along with his report in the next section. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 12, 2005 - MINUTES PAGE 3 - DC Dorman explained the initial costs for Strategic Planning - that the Assistant Fire Chief's will be the planning group to meet and develop which model to use and methods, direction and to determine the cost of the project. This, in itself, is a cost to have them meet. The Board of Fire Commissioners would be the group to receive and approve all information that is generated from the project. DC Dorman believes that funding for this project is high on the Mayor's list of priorities. - Other reports included are: (See all in Minute Book) Fire Prevention Bureau report Incident statistics report 2005 Monthly Program Account Balances Personnel Staff Levels Mutual aid Calls Selected Calls Support /Training IX. Old Business - Strategic Planning - already discussed earlier in the meeting - Robin Korherr reported that the City is filing a claim for reimbursement for Fall Creek flooding expenses with New York State. (IFD expenses have been reported to the Controller's office). X. New Business: - The Board discussed a draft proposal from Bill Gilligan of the IVFU, dated April 11, 2005, regarding a plan to provide new member, volunteer training utilizing available County and State training programs. (See copy in the Minute Book). As the Fire Chief is out of town and no one in the department has had an opportunity to look at the proposal, the Board did not take action, but had discussion as follows: - Comm. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 12, 2005 - MINUTES PAGE 2 B. Deputy Chief /Training (see complete written report in Minute Book). Deputy Chief Dorman highlighted items and answered questions as follows: - DC Dorman and the Chief are continuing talks with the Mayor regarding budget priorities; - Comm. Williams inquired about the status and cause for overtime expenditures. DC Dorman report several factors - major incidences - Fall Creek flooding, fires, requests for mutual aid, mandatory training (EMT classes), etc. - Comm. Kirkpatrick inquired if the department is required to request approval from the Mayor's office for overtime expenditures. DC Dorman reported that it's not official, can't be avoided for emergencies, is discussed for situations like Fall Creek flooding; have talked to her about things like staff meetings, but there is no official ruling on special circumstances. - Chair Romanowski said that he has been told there are officers who get paid overtime to complete reports. DC Dorman reported this is minimal and staff is following direction that reports need to be completed by the end of their shift. - The 911 communications project for fire alarm re- transmitter is moving along. Also CAD terminals are now installed in the corridor for status display, and in the duty office. A third terminal will be available for use in the EOC. IPD also has a terminal in their station. DC Dorman explained how the CAD (Computer Aided Dispatch) operates. - AC's Schnurle and VanBenschoten have prepared and submitted the 2005 Assistance to Fire Fighter's Grant to the Dept. of Homeland Security. Alexander supports the resolution, but wants the Chief's input; - Chair Romanowski does not want to take action until the Chief has seen it as well. He also stated that the City doesn't have the money that it would take for IFD to do the training, no approval for a Municipal Training Officer, need further understanding of State and County training programs - cost, availability and schedule. He also reported that maintaining the volunteer program is important to the Town of Ithaca. - Chair Romanowski asked Bill Gilligan to gather and provide information on the costs, schedules, etc. of County and State training programs to the Board; and then the Board will put together a resolution for consideration. - Deputy Chief Dorman reported that County and State training have been utilized in the past with limited success. He suggested that someone contact former Volunteer Coordinator Marcia Lynch for her input about what the problems were. - Bill Gilligan spoke about looking for a beginning of some action to be taken; Chair Romanowski believes that there is no motivation for companies and the Vets to do recruiting if there is no training available - and he believes that the volunteer companies, the Vets and the IVFU all need to be involved in the process. - Chair Romanowski will take the proposal to the Chief for comment; he will also speak to Marcia Lynch; he will also draft a letter to companies regarding recruitment. - Comm. Williams asked Robin Korherr what Council would think of this proposal - would there be support? LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status See attached spreadsheet. Of continued note, and as of the pay week ending 01 APR 05, which is 26% into the year, we have expended 38% of our overtime line. This is improved over earlier projections, but we still project expenditures in the area of $271,865, which exceeds the $200,000 appropriated for this line. 3) County Communications and 911 Program Sealed bids were opened on 26 APR 05, by the Tompkins County Purchasing Department for the fire alarm re- transmitter. The lone bid from West Fire Equipment was reviewed by both city and county representatives and found to meet the technical specifications. The bid has been sent back to County Purchasing for award. In the meantime, a coordination meeting will be scheduled to begin the process of doing this work. CAD terminals are now installed in the corridor for status display, and in the duty office. A third terminal will be available for use in the EOC. The contract has been let to MidState Communications to modify the equipment in the former dispatch space at Central Fire Station. We are in hopes they will be here the week of 11 APR 05, to start the work. "An Equal Opportunity Employer with a commitment to workforce diversification." ��� Fire Chief's Report for March 2005 5) Grants and Donations 08 APR 05 Page 2 Assistant Chiefs Schnurle and VanBenschoten have prepared and submitted the 2005 Assistance to Fire Fighter's Grant (AFG) to the Department of Homeland Security. This was formerly known as the "Fire Act" grant. The primary item the grant would fund is a mobile live -fire training facility. This would be available for use by the entire county, and will take the load off from our aging burn building at the Training Center. 6) Personnel Actions We have word that one of the fire fighters who has been off on injury will return to work on 18 APR 05. 7) Strategic Planning Unfortunately, and because of our current budget situation, we are unable to pursue additional work on the strategic planning initiative. Board Chair Romanowski's idea on use of the Board as liaison to various agencies in the stake- holder's group was timely and helpful. However, we remain stalled due to lack of funds. Although I could mobilize a piecemeal effort using existing resources, I am concerned the fire department, its members, and the community, will be short- changed with an effort that is merely token in its scope and process. Fire Prevention Bureau 1) See Assistant Fire Chief Parson's report, which will be distributed at the meeting. Safety Section 1) No report. OPERATIONS DIVISION Response 1) Monthly Call Report See attached year -to -date report series for 2005. The final report for 2004 will be prepared as soon as possible. Fire Chief's Report for March 2005 2) Emergency Management 08 APR 05 Page 3 Severe weather operations remain an occasional demand on the fire department and the community. Heavy rains and snowmelt caused flash flood warnings over the weekend of 01 -04 APR 05. Some streets were flooded locally, and this department conducted pumping operations in various residences across the district. No significant losses were reported. Support 1) See report from Deputy Chief Dorman. 2) Training Center report for March 2005, from Assistant Chief LaBuff, will be distributed at the meeting. 3) Marine Facility No report for this month. 4) Boat Acquisition The bid advertisement for the Carolina Skiff boat was delayed, and it should be published soon. 5) Cornell Hazardous Materials Program No additional information since the last report. Work continues. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) The status of the volunteer and bunker program was again discussed at the March City Administration Committee meeting. While the Board resolution was proposed, it was tabled at the Committee level, and no action was taken. At the time of that meeting, we had two applications for the 2005 -2006 bunker class in hand. That would not have been enough to run a training program. Fire Chief's Report for March 2005 08 APR 05 Page 4 Given the overall lack of results from the effort invested thus far, the continued difficult financial situation facing the City, and the sentiments expressed to me by many in City government, I will not pursue this further. Codes Division: The Codes Division received 27 complaints in the month March. All 27 of those complaints have been closed out. There was complaint from February that was still open as of 3/1/2005, and that complaint has been closed out. The codes division performed 36 inspections, and issued 24 operating permits for assembly occupancies. The division also observed acceptance tests for 7 fire protective systems, which included 4 sprinkler installations, 3 fire alarm system installations. The department issued 3 fire protection system certifications for 1 sprinkler system and 2 fire alarm systems There were only 9 parking violation tickets issued in March. 3 tickets were written for parking in a fire lane or in front of a fire hydrant, and 6 tickets were written for parking in a prohibited area. The firefighters assigned to the codes division have attended a cumulative 54 hours of in- service training credit for March, which includes 18 hours of continuing education for code enforcement. Firefighter Chris Kourkoutis has been continuing his training for code enforcement certification, Firefighter Kourkoutis has received 23.5 hours in Code Enforcement training as part of the requirements for obtaining his NYS codes certification. Firefighter Kourkoutis will have completed all the required training for his codes certification by May of this year. In the beginning of February, I began a new initiative to track the amount of time the firefighters of the codes division have been able to put an additional engine in- service to respond to calls.
