Chair Romanowski called the meeting to order at 1800 hrs. II. Comm. Kirkpatrick made a motion to approve the minutes of the October and November 2004 meetings as written. Seconded by Comm. Seligmann. Carried unanimously. III. Additions /Deletions to the Agenda: - Add: Approval of "Fees for master box connections...." for 2005 - Add: Request for Donation Account expense IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence - None VI. Membership Changes - None VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca (see copy in Minute Book); B. Audit - none C. Tompkins County Fire Advisory Board - no report VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) Chief Wilbur highlighted his report and answered question as follows: - The space in Central Fire Station that was vacated by the 911 Center is still not available for our use. We are asking them for a timeline so we can plan for use of that space. - The 2003 Fire Act Grant is being finalized. ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 11, 2005 - MINUTES PAGE 2 - WalMart is offering a $1,000 grant opportunity that we've applied for. - Tom Parsons has been promoted to the rank of Assistant Fire Chief and will serve as Fire Marshall in the Fire Prevention Bureau as his initial assignment; a promotion to Lieutenant is in process to replace him; and one offer has been made for the Firefighter position (to replace retired FF T.J. Riley); and one more Firefighter will be chosen after the Lieutenant position has been filled. The two new Firefighters will attend the basic training at the Fire Academy beginning February 27, 2005. - Chief Wilbur will make a presentation on the proposed IFD Strategic Plan later in the meeting. - Assistant Chief Dan Tier's final report from the Fire Prevention Bureau is submitted - see attached written report. AC Tier is now back on shift. Chief Wilbur reported the Bureau has grown a great deal this past year under Dan's direction. - A new vehicle has been acquired that will have the ability to tow the trailer full of haz mat equipment that we recently received from the New York State Emergency Management Office. - Chief Wilbur continues to meet with the Ken Jupiter, Bill Gilligan, the Mayor and others, to provide program and budget information relative to the bunker and volunteer program. Old Business: - Strategic Planning - Chief Wilbur provided a power point presentation of the initial proposed project (see printed copy in the Minute Book) and discussion followed. It is a very complicated, but necessary effort to evaluate and coordinate the future operations of IFD. The last study was done in the early 1980's and is overdue to be done again at this point. He noted that several ranking members of the department will be in a position for retirement and succession planning needs to be an integral part of the project. Board members discussed the many aspects and participants of this project and talked about the need for a facilitator - either a paid consultant or possibly utilization of Cornell University resources. X. New Business: - As Chair Romanowski will be out of town for the February meeting, and no urgent business to conduct, he made a motion to cancel the February 8, 2005 meeting. Seconded by Comm. Kirkpatrick. Carried unanimously. The next meeting is scheduled for March 8, 2005. (Subsequently postponed to March 15th). - After review of the City code section regarding Fees for Master Box connections, and the 2005 calculations for billing, Chair Romanowski made a motion to approve the fees as reported. Seconded by Comm. Kirkpatrick. Carried unanimously. Chief Wilbur reported the billing previously was done by the City Chamberlain's office; however, the City has purchased a new accounts receivable software program that will enable billing to be done at IFD. - Chair Romanowski made a motion to approve a request for $40.00 to be paid by the BFC Donation Account for flowers. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status 2004 end of year reports are not done, and 2005 starting reports are in process. No report this month otherwise. 3) County Communications and 911 Program Alarms from our municipal fire alarm system are still retransmitted to the new facility via a network that Fire Alarm Superintendent Srnka and Mike Totman developed. This is not UL or NFPA compliant, and County purchasing is finalizing bid documents for a new retransmission system that is compliant. The County Purchasing Department is working on finalizing the bid specifications we provided so that the equipment can be bid. The County has not yet disengaged from the former dispatch space at Central Fire Station. We are looking for a time line from them as to when that might occur. 5) Grants and Donations At their request, we have applied for a grant from the Wal -Mart Corporation. If awarded, it may be in the amount of $1,000 for safety and equipment. 6) Personnel Actions Effective 02 JAN 05, Lieutenant C. Thomas Parsons was appointed Assistant Fire Chief, filling the vacancy created by the retirement of Assistant Chief Glenn Wanck. The promotion process to fill the lieutenant's vacancy that now exists is underway. An offer of employment has been made for the vacant fire fighter's position that exists. Additional screening and hiring will occur for the next fire fighter's vacancy as soon as it is created (by the promotion of a fire fighter to lieutenant). 7) Strategic Planning A presentation will be made at the January meeting to describe an approach to strategic planning for the department. Fire Prevention Bureau 1) Assistant Fire Chief Tier's final report as Fire Marshal will be distributed at the meeting. Safety Section 1) No report. OPERATIONS DIVISION Response 1) Monthly Call Report See attached year -to -date report series for 2005. A final report for 2004 will be prepared as soon as all reports are compiled and verified. 2) Emergency Management The new tow vehicle will be delivered early the week of 10 JAN 05. It was inspected at the dealer by AFC VanBenschoten and FF Trask. Three modifications were requested, which are being done by the dealer (Genesee Ford) now. Upon delivery, it will go to the Tompkins County Department of Emergency Response for radio, lighting, and marking packages to be installed. Support 1) See report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) As presented at the December Board meeting, members of the IVFU are interested in trying to sustain or grow the volunteer and bunker program during 2005. Ken Jupiter, Bill Gilligan, and I have held three meetings, one of which was with Mayor Peterson, since the last Board meeting regarding the status of the program. Budget and program information has been provided and analysis of program costs is underway. Much of the overall analysis must occur as part of the strategic planning process. (1)No person shall intentionally give or cause to be given a false alarm of fire. (2)No person shall engage in deliberate or careless conduct which shall result in a false alarm of fire to be transmitted in any fashion. [Added 12 -4 -2002 by Ord. No. 2002-11] (a)Construction/maintenance activities. No person, who will perform maintenance, construction, cleaning, or other such activities which are likely to activate a fire detection or fire suppression system device in a building protected by a fire detection or suppression system, shall initiate any such activities until such time as they have determined that the fire detection or fire suppression system has been properly protected against inadvertent activation of such system. Protective measures include, but are not limited to, device and/or zone isolation, or system isolation. When any question exists as to whether or not such system has been properly isolated, the Fire Department shall be consulted prior to any such work commencing. C.Fees for master box connections to municipal fire alarm system. [Added 7 -1 -1998 by Ord. No. 98 -12] (1)An annual fee shall be assessed to each premises which has a master fire alarm box which interconnects the building fire alarm system with the municipal fire alarm system. This fee shall be the reasonable and expected costs associated with the maintenance of the municipal fire alarm system, as developed through the program budget accounting system. This cost will be divided by the number.of master fire alarm boxes connected to the system, as documented by the Fire Chief. The fee for a master box connection shall be calculated each year and approved by the Board of Fire Commissioners. Upon approval, the Fire Chief shall send notices of such charge and the locations of each master box to the City Chamberlain, but not sooner than March 1 of each year. (2)The property owner shall be billed for the annual fee as established in Subsection C(1) above. This fee shall be paid to the City Chamberlain within 30 days of the billing date. If the required fee is not paid within 30 days of the billing date, the City Chamberlain shall enter the same as a lien against the premises as provided in § C -54 of the Charter of the City of Ithaca. The Chamberlain shall add the same to the next assessment roll of general city taxes and shall collect and enforce the assessment in the same manner and by the same proceedings, at the same time and with the same penalty as the general city tax and as part thereof, except that, in addition to the penalties provided for in the aforementioned provisions, interest shall accrue from the date of billing to the date of actual payment at 12% per annum or $3 per month, whichever is greater. § 181 -4. Spencer RE: 2004 Master Box Fees Effective January 2005 the billing of Master Box Fees will be the responsibilty of the Ithaca Fire Department. The City of Ithaca Chamberlain's office will actually print and mail the bill along with receiving payment. IFD will receive credit for the revenue when the invoice is sent. I will be working with the Chamberlain's office in the coming weeks to get these billed. IFD currently maintains 123 Master Boxes. Green Street Ithaca, NY 14850 Chief Wilbur, The following is a report of activities of the Fire Prevention Bureau of the Ithaca Fire Department for the month of December. CODES DIVISION: The personnel in the Code Division logged a total of 52.25 hours of training for December. All the training hours were fire /ems related topics. At the completion of 2004 all the members of the Codes Division achieved the minimum 24 hours of in- service training as required by the state to maintain code certification as well as achieving the 100 -hour training requirement for career personnel. The training hours completed by Code Division members are as follows: Assistant Chief Dan Tier — 183 hours, Firefighter Chris Hamilton — 222.50 hours, Firefighter Rob Doner — 291.25 hours, and Firefighter Scott Eaton — 177.50 hours. There were a total of 34 inspections of assembly occupancies completed for the month of December. In addition to the inspection there were 6 test observations done on sprinkler systems, hood system and fire alarm systems. In addition to the tests, follow -ups were completed on several projects left open for missing items such as sprinkler bells, exterior strobes, etc. There were 15 complaints received for the month of December. Of those 15 complaints received in December, 5 have been closed. Additionally, an emphasis was placed on backlogged complaints from the entire year of which 30 complaints left opened for various reasons were closed. Nineteen complaints were carried over to 2005. There were a total of 7 tickets issued for the month of December. The break down of tickets issue is as follows: Prohibited area 6 Parking at Fire Hydrant 1 "An Equal Opportunity Employer with a commitment to workforce diversification." 0 FIRE INVESTIGATION UNIT: There were three fires investigated by the FIU for December. Two structure fires both ruled accidental and the third being a vehicle fire that was ruled undetermined. The vehicle fire was referred to the Ithaca Police Department because of criminal mischief done to other vehicles in the area. JUVENILE FIRE SETTERS PROGRAM: There were no referrals to the JFS program this month. Two referrals from previous months have been closed out. PUBLIC EDUCATION: There was no formal requests for school related public education details, however several inquires where made for the use of holiday decorations such as lights, trees in public assemblies, etc.. Lt Covert continues to work on the public education system for the department. As I complete this past year with the Fire Prevention Bureau and move back to the primary duties of emergency response, I do so knowing that I have learned a great deal in the position of Fire Marshall. (1)No person shall intentionally give or cause to be given a false alarm of fire. (2)No person shall engage in deliberate or careless conduct which shall result in a false alarm of fire to be transmitted in any fashion. [Added 12 -4 -2002 by Ord. No. 2002 -11] (a)Construction/maintenance activities. No person, who will perform maintenance, construction, cleaning, or other such activities which are likely to activate a fire detection or fire suppression system device in a building protected by a fire detection or suppression system, shall initiate any such activities until such time as they have determined that the fire detection or fire suppression system has been properly protected against inadvertent activation of such system. Protective measures include, but are not limited to, device and/or zone isolation, or system isolation. When any question exists as to whether or not such system has been properly isolated, the Fire Department shall be consulted prior to any such work commencing. C.Fees for master box connections to municipal fire alarm system. [Added 7 -1 -1998 by Ord. No. 98 -12] (1)An annual fee shall be assessed to each premises which has a master fire alarm box which interconnects the building fire alarm system with the municipal fire alarm system. This fee shall be the reasonable and expected costs associated with the maintenance of the municipal fire alarm system, as developed through the program budget accounting system. This cost will be divided by the number.of master fire alarm boxes connected�to the system, as documented by the Fire Chief. The fee for a master box connection shall be calculated each year and approved by the Board of Fire Commissioners. Upon approval, the Fire Chief shall send notices of such charge and the locations of each master box to the City Chamberlain, but not sooner than March 1 of each year. (2)The property owner shall be billed for the annual fee as established in Subsection C(1) above. This fee shall be paid to the City Chamberlain within 30 days of the billing date. If the required fee is not paid within 30 days of the billing date, the City Chamberlain shall enter the same as a lien against the premises as provided in § C -54 of the Charter of the City of Ithaca. The Chamberlain shall add the same to the next assessment roll of general city taxes and shall collect and enforce the assessment in the same manner and by the same proceedings, at the same time and with the same penalty as the general city tax and as part thereof, except that, in addition to the penalties provided for in the aforementioned provisions, interest shall accrue from the date of billing to the date of actual payment at 12% per annum or $3 per month, whichever is greater. § 181 -4. The City of Ithaca Chamberlain's office will actually print and mail the bill along with receiving payment. IFD will receive credit for the revenue when the invoice is sent. I will be working with the Chamberlain's office in the coming weeks to get these billed. IFD currently maintains 123 Master Boxes.
