ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 MINUTES PRESENT: Commissioners Romanowski, Alexander, Williams and Gilligan; one vacancy. I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the November 14, 2006 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: - Comm. Gilligan to speak about Volunteer /Bunker program - to Old Business; - Strategic Planning update - to Old Business; - Letter to Mayor regarding BFC vacancy - to Old Business. IV. Persons wishing to speak to Board of Fire Commissioners: - Ray Wheaton asked the Board to consider payment of a bill for the floral wreath that was displayed at the Memorial Service at the City Cemetery (Chi Psi memorial - Fallen Firefighter's Monument), out of the Donation Account. Discussion referred to New Business. - Senior Bunker and Captain of Co. 9, Philip Yam, addressed the Board regarding his proposal to re- activate the bunker program. His proposal includes using 2% funds to pay for the training. He has spoken to a representative of the State Attorney's office who indicated this could be an appropriate use of the monies, that the "Red Book" is a guideline, not a law, and includes the ability to use funds for training. He requested that the Board consider his proposal and write a letter of endorsement to all companies to encourage their participation. Philip indicated that Co.'s 9 and 3 are will to participate, but needs more participation to sustain the proposal. A lengthy discussion followed regarding the department's commitment - Chief Wilbur indicated that Philip presented his proposal to the Chief's ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 - MINUTES PAGE 2 at a staff meeting, and they took his idea under advisement and will continue discussions. - Chair Romanowski cited several sections of the Red Book that indicate a different take on the use of the funds, including the inability to buy equipment which would be needed, and his feeling that this is a responsibility of the City to provide if the program were continued. He also is not comfortable with making company participation mandatory. Chair Romanowski also has an inquiry into Albany for an interpretation of use of 2% funds. He asked Philip to ask the State Attorney's office for a written opinion of his inquiry and he (Bob) will also get a written opinion as well. - Comm. Williams asked why the training couldn't take place at the New York State Academy of Fire Science. Chief Wilbur explained the nature of the bunkers - mainly students - who need to get trained in a short period of time in order to provide service during the time they are in town, that the courses at the NYSAFS are spread over a long period of time, and we spend a vast majority of the training time for "Ithaca specific" training which wouldn't be included at the NYSAFS. - Comm. Gilligan continued the discussion of companies that have no active volunteers and continued eligibility to receive 2% funds. Time has taken it's toll and it's critical to maintain legal use of 2% monies. If a letter from the State office indicates training as a legitimate use of 2% monies, we should take advantage of that just for the sake of adding active volunteer members. He also emphasized that bunkers are not utilized to replace career staff, but to enhance the department - the whole department. - At this point, Comm. Gilligan made a motion to support Philip Yam's proposal for re- activation of the bunker program, to continue investigation of use of 2% monies; and, if the research indicates 2% monies can be used for training, develop a letter of endorsement from the Board of Fire Commissioners to be sent to all companies to gain their support. Seconded by Chair Romanowski. Discussion followed: Chair Romanowski said use of monies must benefit all company ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 - MINUTES PAGE 3 members and must be thoroughly investigated; however, he feels the opinion will not favor Philip's proposal; and that it would take a change to the City Charter to change the distribution of 2% monies (if a company were to fold due to no active volunteers) and that the Laws of 1988 would not allow that to be done. He acknowledges there is a division of thought regarding these issues. Comm. Gilligan indicated that those companies that he has spoken to thought that use of these monies every other year might be a good idea. Comm. Alexander feels that if it is legal to use 2% monies for training, that it would behoove the companies to participate as a good starting point. He also asked the Chief if these monies became available, would it guarantee the program continuation. Chief Wilbur said no, there are too many other considerations - cost of equipment, cost and time for administration, time for the Municipal Training Officer to get up to speed (hire date of April), etc. Comm. Alexander feels there needs to be mutual commitment (Board and Department) for program continuation; Comm. Gilligan feels an urgency due to the timing of need for committed applicants; Comm. Williams asked that if there were a number of committed applicants, would that assist in the decision? Not at this point in time. Chair Romanowski feels the item needs to be included in the whole department strategic planning effort with participation from the Town of Ithaca; Chief Wilbur believes the department has turned a corner and is moving forward in many areas, but we can't do everything in one fell swoop. Chair Romanowski will request an opinion from FASNY, and Comm. Gilligan will request an opinion from the State Controller's Office - both requests will be from the Ithaca Board of Fire commissioners and Bob Romanowski will sign the requests as chair of the Board. ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 - MINUTES PAGE 4 The motion carried unanimously. V. Correspondence - - A letter drafted by Comm.'s Gilligan and Williams to the Mayor regarding the City rep. vacancy on the Board of Fire Commissioners was approved as written. Comm. Alexander thanked them for working on it. - A letter from Joe Scaglione regarding the US Dept. of Transportation reply to Andre Petroleum about the Cayuga Waterfront Trail and the elimination of traffic lanes along Rt. 96 that infers, in part, to a meeting with local emergency response agencies - as far as we can tell, there has been no communication about such a meeting. VI. Membership Changes - - Chair Romanowski made a motion to approve and accept the following changes: Justin Vann - resigned as a Non - Residential Bunker 11/16/06 Robert Cook - changes status from Non - Residential Bunker to Volunteer. Seconded by Comm. Williams. Carried unanimously. VII. Miscellaneous Reports: A. Town of Ithaca - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in Minute Book. B. Audit - Chair Romanowski made a motion to approve the audit. Seconded by Comm. Alexander. Carried unanimously. C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports: ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 - MINUTES PAGE 5 A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: - Chief Wilbur reviewed the 2006 Extraordinary Incidents to date and he and the Board discussed which ones had recovery costs available; - Comm. Alexander, on behalf of the Ithaca Board of Fire Commissioners, thanked Ray Wheaton and Lyman Baker and the others who worked on the Fallen Firefighter's Memorial in the City Cemetery. This work was done in connection with the Chi Psi 100th anniversary of the fire that killed four members and three Ithaca fire fighters. Very nicely done. Paul also mentioned that Rescue Steamer & Chemical Co. #2 was not listed as having contributed - he just wanted them to be publicly recognized as having donated to the project. - The Community Services Committee has included both "Ithaca Fire Dept. Staffing Levels" and "Ithaca Fire Department Volunteer and Bunker Programs" as part of its draft 2007 work plan. That committee is also looking for a mechanism for receiving regular reports of our work in the strategic planning effort. The Chiefs met as a group last Friday and is working on goals, etc. Chair Romanowski reported that the Town of Ithaca would like to involved as well. - Another item for strategic planning is the formation of an apparatus committee that would also include facilities planning. A short discussion followed of properties adjacent to Central Station that might become available that the City could acquire on our behalf. - The Carolina Skiff boat has finally been sold to the Baden - Powell Council, Boy Scouts of America, to be used at Camp Barton. - Chief Wilbur reported that Recruit Career Fire Fighter James Wheal graduated from the NYS Recruit Fire Fighter Training Program and was awarded the Academic Excellence Award, which recognizes his academic achievement in attaining top of the class standing. Bunker ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 12, 2006 - MINUTES PAGE 6 Fire Fighter Josh Grant also graduated from the Recruit Training Program. B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman was offered highlights of his report and answered questions as follows: - Deputy Chief Dorman reported that 933 has been out of service since July - a technician will be in town next week to come up with a plan of action; - One personnel reporting error - there is one Fire Fighter on light duty, not on injury leave; - An apparatus committee has been formed to begin to look at specs. for upcoming purchases; - An HIV guideline - will formulate the policy to comply with the law. C. Fire Prevention Bureau report - see complete written report in Minute Book. IX. Old Business - The Board will send another letter to Company Captains (in January) requesting an up -to -date list of those people interested in Fire Police. X. New Business - Comm. Gilligan made a motion to authorize a payment from the Donation Account to pay for flowers for the December 7, 2006 memorial service at the City Cemetery (Chi Psi remembrance and Fallen Firefighter's monument), to Ithaca Flower Shop in the amount of $127.00. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status a) See attachment detailing notes with comparisons between 2005 and 2006 YTD, in overtime used, and fuel expense. b) Extraordinary incident cost summary: See updated report from Financial Clerk Kimberly Spencer. While this exceeds our estimate for this year, there are several events where costs are recoverable. 3) County Communications and 911 Program a) Tower sites for the 800 MHz communication system remain under construction. All the new towers are up and all but two or three new shelters remain to be set. Completion date for new construction is by end of year, weather dependent. In the meantime, work continues on the operational aspects of the system, particularly in the design of the talk group structure to be used. Work continues to define user equipment needs and allocations, which will help define the expenses passed on to system users. b) Lee Shurtleff, Director of the Department of Emergency Response, and several others traveled to the Motorola facility in Schaumburg, Illinois, last week to observe the equipment manufactured for Tompkins County in testing. All components are assembled as they would be in the field and full scale factory acceptance testing is performed to insure operational performance. From all reports, the testing went well. There were some issues, i.e., alarm functions and other peripheral items, identified that Motorola must address. Among other things, an additional console will be provided by Motorola. Also, the ship date is still uncertain but no delays are anticipated because of the adjustments required. An Equal Opportunity Employer with a commitment to workforce diversification." I" Fire Chief's Report for December 2006 4) Grants and Donations 12 DEC 06 Page 2 of 5 a) Assistance to Firefighters Grants (AFG): Awards for the 2006 version of the AFG and SAFER grants continue, with regular announcements coming out about what departments have received grants. To date we have received no word of any award. [No change from last month.] b) Fallen Fire Fighters or Line of Duty Death (LODD) Memorial at City Cemetery: Several organizations from inside and outside the fire department have donated much of the money needed to fund the project. Companies 3, 5, and 7, the Ithaca Veteran Volunteer Firemen's Association, the Fraternal Order of Eagles, American Legion Post 221, the Ithaca Paid Fire Fighters' Association, and Chi Psi Fraternity, all contributed to the cost of the memorial. 5) Strategic Planning Members of Council and the Mayor remain focused on the post -2006 budget discussions regarding staffing in the Ithaca Fire Department. To that end, the Community Services Committee has included both "Ithaca Fire Department Staffing Levels" and "Ithaca Fire Department Volunteer and Bunker Programs" as part of its draft 2007 work plan. Council member J.R. Clairborne has been particularly interested in creating a method to receive regular reports of the staffing project. Another item "Crime and Emergency Response Statistics — Identifying Data Sources," is also listed, which I presume will affect the fire department in some regard. Additionally, Bunker Philip Yam presented his concept for the bunker program at a meeting of the Chiefs of the Department held 08 DEC 06. His initiative was taken under advisement for future discussions. The Chiefs will meet again this Friday to continue discussions on developing the staffing plan, apparatus replacement, facilities, and other aspects of short and long term planning for the department. In January, the Board will receive a report outlining a concentrated effort to deliver a proposal in time for the beginning of the 2008 budget process. This is usually during May, when capital project requests are due. 6) Memorial and Dedication Services December 7, 2006, was the 100th anniversary of the Chi Psi fire that killed four members of the Chi Psi Fraternity at Cornell University, and three Ithaca fire fighters. To remember that day, the Ithaca Fire Department and Chi Psi Fraternity jointly held a memorial and dedication service at the Chi Psi Fraternity Lodge at 810 University Avenue at 0700 hours. During the ceremony, a plaque memorializing the fire fighters lost was dedicated. This plaque is permanently affixed to the wall of the grand stair inside the main entrance. Similarly, the Chi Psi Fraternity presented to the Ithaca Fire Department a medallion that had been created by Chi Psi to give to each of the families of the three fire fighters who perished that day. Apparently one had not been claimed and Fire Chief s Report for December 2006 12 DEC 06 Page 3 of 5 made its way back to Chi Psi. It is our intention to have it duplicated so that Chi Psi can keep it in their collection. After the ceremony, Chi Psi provided a breakfast for all in attendance. At 0900 hours, another dedication ceremony was held at the Ithaca Fire Department plot in the City Cemetery. Dedicated was a new monument, created and placed for this occasion. This monument has engraved the names of the four Ithaca Fire Fighters who lost their lives in the line of duty. In addition to the three lost at the Chi Psi fire, a fourth fire fighter was lost in 1893 when he was run over as he was trying to hook a team of horses to a steamer to respond to an alarm of fire. The fire fighters lost and memorialized are: 1893 fire Thomas G. Ryerson, Teamster /Paid Driver Chi Psi fire, December 7, 1906 Esty J. Landon, Company 4 Alfred S. Robinson, Company 3 John C. Rumsey, Company 5 The brothers of Chi Psi who perished that night were: Oliver Schmuck William Nichols James McCutcheon II Frederick Grelle These important but somber remembrances, and the placement of the monument at the City Cemetery would not have happened without the effort and support of many people and organizations. Most notably the project leader, Assistant Chief Raymond B. Wheaton Jr., Retired, and Assistant Chief Daniel Tier III, Career Fire Fighter Chris Hamilton, and Volunteer Fire Fighter Lyman Baker, Retired, were instrumental in making this happen. Fire Prevention Bureau 1) Please see Assistant Fire Chief Parson's report of Fire Prevention Bureau activities for the month of November. Safety Section 1) Safety Stand Down: The final report still has not been completed. OPERATIONS DIVISION Response Fire Chief's Report for December 2006 12 DEC 06 Page 4 of 5 1) Monthly Call Report See distributed reports for 2006 YTD. 2) Emergency Management 1) Efforts continue City -wide to insure compliance with National Incident Management System (NIMS) requirements. ICS 200 are being delivered now, and ICS 300 courses are in planning. Preparations are underway for a tabletop exercise for city departments. [No change from last month.] 2) Pre - Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure eligibility for future mitigation grants. The grant application and plan have seen a series of drafts and revisions, the most recent of which was submitted on 30 OCT 06. If approved, expenses incurred in the development of this plan may be reimbursed. Further, certain projects already underway or completed may eligible for some level of reimbursement. Future projects may qualify for funding up front. As of this date, we have not heard the status of the final submittal. Training 1) See report from DC Dorman. 2) Recruit Fire Fighter Graduation November 16, 2006, Recruit Career Fire Fighter James Wheal, and Bunker Fire Fighter Josh Grant graduated from the New York State Recruit Fire Fighter Training Program, held at the New York State Academy of Fire Science, Montour Falls, New York. This residential program qualifies attendees to meet the 229 hour basic training requirement for new career fire fighters. Following in the footsteps of many Ithaca Fire Fighters before him, I am pleased to report Fire Fighter Wheal received the Academic Excellence Award, which recognizes his academic achievement in attaining top of the class standing. Codes Division: The Codes Division received 26 complaints in the month November. There were 15 complaints closed out, 10 complaints were forwarded to the Building Department, and 4 Complaints forwarded to the Town of Ithaca Code Enforcement Department. The Codes Division issued 25 parking violations during November. The Codes Division performed 39 Operating Permit Inspections, witnessed 2 sprinkler hydro test /inspections, and 4 fire alarm tests. The division issued 26 operating permits for occupancies, 5 fire alarm system certificates, 2 Hood Suppression system certificates, and 1 sprinkler system certificate. Fire Investigation Unit: There were 3 fire investigations during the month of November. There was a fire investigation of a vehicle fire that occurred on Esty Street, a suspicious fire at Phillips Hall on the Cornell Campus, and a suspicious fire that occurred at 151 Dryden Road. Juvenile Fire Setters Program: There were no referrals to the program in the month November. Public Education: There were 3 Public Education Details, 3 Fire Drills witnessed, and 5 Child Car Seat Inspections in the month of November. Last month I reported that changes to the Fire Prevention Code were under review by the Fire Chief and the City Attorney's Office, and that I anticipated it would be submitted to "An Equal Opportunity Employer with a commitment to workforce diversification." zo Fire Marshal's Report for November 2006— Page 2 Common Council in December. Unfortunately the draft code changes are still being reviewed. The Assistant City Attorney is on leave for the month of December, and will be returning in January. It will not be until at least February before this will be brought before council. The delay will not seriously affect our inspection operations. Respectfully Submitted, C"-)hxw Wo C Thomas Parsons Assistant Fire Chief Fire Marshall Statistical Summary Ithaca Board of Fire Commissioners 12/12/06 There are 27,915 records in the Incidents Table. Between Sunday, January 1, 2006 and Friday, )ecember 8, 2006 there were 3,840 incidents. Currently there are an average of 11.23 incidents per day. Average response time for the department is 4.28 minutes. As the current four Commissioners on the five person Board, we believe that to adequately fulfill the Board's responsibilities to the residents of the City and Town of Ithaca, we need to have all five positions on the Board filled; therefore, we are offering our assistance to you, to help identify and recommend individuals to you who are interested in filling the vacant City of Ithaca Commissioner's position. As you are well aware the Ithaca Fire Department has been trying to develop a strategic plan for the last three years to guide the department in meeting the needs of our community over the next 10 to 15 years. The staff of the department has worked hard to try to develop a strategic plan, while still responding to current needs and expanding service to the community; however, the critical comprehensive planning effort required for this has continually been deferred due to the demands of current operations and resource limits. We believe that a strategic comprehensive plan will help guide the department's development as IFD looks to address a number of external and internal issues that it faces now and will continue to face in future years: These challenges and opportunities include but are not limited to: - Economic growth and development in the City, Town, and region. - Community disaster preparedness, increasing our ability to respond effectively to both natural and man -made disasters and emergencies. - Identifying opportunities for interdepartmental, inter - municipality, inter - agency cooperative agreements - Identification of human resource requirements - levels of staffing, recruitment of individuals, training to maintain skills and the effective use of those resources, and addressing diversity issues and concerns. - Mutual Aid agreements with area departments. - Planning for future facility and capital equipment needs.
