ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS SEPTEMBER 12, 2006 MINUTES PRESENT: Commissioners Romanowski, Williams and Gilligan; one vacancy; EXCUSED: Commissioner Alexander Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the July 11, 2006 meeting. Seconded by Comm. Gilligan. Carried unanimously. Chair Romanowski made a motion to approve the minutes of the August 8, 2006 meeting with one clarification. Seconded by Comm. Williams. Carried unanimously. III. Additions /Deletions to the Agenda - - New Business - request for matching funds for 30 year employee; - New Business - resolution on disposal of storage trailer (behind #6). IV. Persons wishing to speak to Board of Fire Commissioners - - Ray Wheaton addressed the Board (see letter in Minute Book) asking for a donation to pay for work being done on the Firemen's monument in the City Cemetery. The work being done is to add a memorial for fallen firefighters -100 years on December 7, 2006 - 3 firefighters lost their lives at the Chi Psi fraternity fire; letter explains research that also found another firefighter that was killed in 1893. 4 names added and room for future fallen firefighters; also a plaque commemorating fire at Chi Psi. Requesting $1,000.00. Chair Romanowski asked about a timeline. Ray hoped for October memorial service, however, there are some obstacles. It will definitely be up by December 7, 2006. Chair needs to find out funds that are available and be put on the agenda for the October meeting. Ray said he currently has commitments from 3 companies plus the Vets. Comm. Williams indicated he was aware of insurance companies that may have funding available for projects such as this - he will check into it. Chief's Report - (Chief Wilbur is on vacation) - Deputy Chief Dorman reviewed and highlighted the Chief's report as follows: (See complete written report in the Minute Book) - Operating Budget - spreadsheets with revenue and operating budget program account status' were not available from Kimberly and will be available in your mailboxes; - 2007 Operating Budget - schedule of City department budget reviews is in the packet; - Extraordinary incident cost summary report through the end of August; - County Communications, 800 mhz communication system towers are under construction; Cayuga Heights Auto Mutual Aid requests appears to be working more reliably now; - Grants in process - report; - Boat disposition - may have a buyer! Deputy Chief Dorman offered highlights of his report and answered questions as follows: - About 90% complete with the NIMS required training. C. Fire Prevention Bureau Report - (see complete written report in the Minute Book). Assistant Chief Parsons offered highlights of his report and answered questions as follows: - Chair Romanowski indicated it appeared the situation at the Gun Factory is a major source of worry for everybody. AC Parsons provided a brief history of the situation there. (See section in his written report). He met with the Mayor and others today to discuss further details and cleanup - funding sources available to the owner, etc. The owner is arranging to have the property secured - work to start today. (The tape recording ran out at this point) IX. Old Business - none X. New Business - - The Board approved and authorized a matching (City) donation for a 30 year employee recognition gift - $50 - for Christine Wilbur. - The Board approved and authorized the disposition and removal of the contents in the storage trailer behind Station 6 as well as dispose of the trailer itself. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status a) Spreadsheets with revenue and operating budget program account distributions were not available yet due to a delay in receiving information from City Hall. They will be distributed prior to the meeting. b) Extraordinary incident cost summary: See the current report included in the distribution. Please note there were five incidents in August. Also, we have added total personnel per incident, average overtime hours per incident, and total average personnel and total average hours for the year. C) 2007 Operating Budget Proposal. The 2007 operating budget has been submitted to Mayor Petersen and Supervisor Valentino. 3) County Communications and 911 Program a) Tower sites for the 800 MHz communication system are under construction. The new monopole tower at Ithaca College should be erected the week of 11 SEP 06. b) Cayuga Heights Automatic Mutual Aid request. The Thurston Avenue bridge closed completely for approximately three weeks on 08 SEP 06. The automatic mutual aid plan with Cayuga Heights appears to working more reliably now. 4) Grants and Donations From a DHS email notice dated 06 SEP 06: The Assistance to Firefighters Grants' 2005 reauthorization required that the Department of Homeland Security convene an annual meeting with members of the national fire service for the purpose of recommending criteria for awarding grants. Also, the An Equal Opportunity Employer with a commitment to workforce diversification." CFA Fire Chief's Report for June 2006 08 SEP 06 Page 2 of 3 reauthorization required that each year, prior to making any grants, DHS must publish in the Federal Register 1) a description of the process for applying for grants, 2) the criteria for awarding grants, and 3) an explanation of any differences between the national fire service's recommendations and the criteria used by DHS. The Notice for the 2006 program year was published in the Federal Register on September 6, 2006, and it signals the commencement of the processing of the 2006 award cycle.... Awards are expected to be issued and announced in about 4 weeks, continuing through the calendar year. 5) Strategic Planning No change from last month. 6) Budget Preparation and Presentation The presentation to the Town Board was delivered on 14 AUG 06. The next step in this process is distribution of the Mayor's proposed budget on or about 01 OCT 06. Fire Prevention Bureau 1) See Assistant Fire Chief Parson's report of Fire Prevention Bureau activities. Included in his report is a discussion of the Ithaca Gun Company site, and this department's involvement with post -fire mitigation activities. 2) Smoke detector and child safety seat programs: PSA's and media releases are on their way out; they should be on air soon. Safety Section 1) Safety Stand Down: The final report has not been completed yet. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2006 YTD. 2) Emergency Management Efforts continue City -wide to insure compliance with National Incident Management System (NIMS) requirements. ICS 200 courses are in planning, and preparations are underway for a tabletop exercise for city departments. Fire Chief s Report for June 2006 Support 1) See Deputy Chief Dorman's report. 2) Training Center report for August 2006 from Assistant Chief LaBuff: IFD 24 Hours Private Users 42 City Depts. 9 IPD 8 NYSOFPC 16 Total 99 Hours 08 SEP 06 Page 3 of 3 Ongoing maintenance continues. We have completed several projects in August to include staining and painting of both the storage building and ventilation simulator. Hydrants on the south side of the facility have been service tested and bonnets painted to meet the NFPA standard. The rain gutter on the classroom has been cleaned. Large fire training manikin has also been repaired. Upcoming projects for September will include painting and staining of both the rehab pavilion and burn building. We hope to do some minor landscaping and planting of perennials in appropriate locations. It is our hope to also repair the identifying sign at our entrance. 3) Boat Disposition There may be a buyer for the boat. We are waiting for them to discuss it with their board. Codes Division: The Codes Division received 30 complaints in the month August. There were 28 complaints closed out and there are still 17 complaints yet to be resolved. The Codes Division issued 4 parking violations during August. The Codes Division performed 21 Operating Permit Inspections, 1 sprinkler hydro test /inspections, 2 fire alarm test /inspections and 1 hood suppression system test /inspection. The division issued 9 operating permits for assembly occupancies, 3 fire alarm system certificates, I sprinkler system certificates, and 1 hood suppression system certificate. Fire Investigation Unit: There was one fire investigation in the month of August. The investigation was for a fire at 121 -125 Lake St, the Ithaca Gun Factory Facility. Juvenile Fire Setters Program: There were no referrals to the program in the month August. Public Education: There were 6 Public Education Details, 2 Fire Drill witnessed, and 2 Child Car Seat Inspections in the month of August. On August 22td, the Ithaca Fire Department responded to a reported fire at the old Ithaca Gun Factory on Lake St. The fire was extinguished in a short period of time, however the facility is quite hazardous, and posses a great risk to firefighters who have to enter the building. The fire department was very lucky that the fire occurred during the day and "An Equal Opportunity Employer with a commitment to workforce diversification." I August 2006 Fire Marshal's Report — Page 2 was located in the building near an building entry way. The cause of the fire is being listed as undetermined, but the investigation has identified that the cause is related to human involvement. In April of this year, as a result of a complaint, the fire prevention bureau began attempts to contact the owner to have the property better secured. During an inspection of the exterior of the property, we determined that there were several areas of the building where the openings into the building had been breached. Many of these openings were being used by people entering onto the property and into the factory building for questionable, and certainly unauthorized occupancy. After several communications with the owner, it appeared that he was unwilling to take the action necessary to properly secure the building. It was only after the fire in August, did the owner finally commit to actions to begin reducing the hazards associated with the property. While the owner has still not complied with all of our requests, he has taken action to remove combustibles that had stored in the building from the property. Over 200 mattresses were taken off of the property, as well as other loose combustible material that could be used as fuel for a fire. The building owner has hired a private security group to inspect the property daily, and to oversee the installation of new security elements on the property to keep people from entering the building and the site. I hope that the facility will be properly secured within the next few weeks. In the mean time, I have presented the City Attorney with an accusatory against the owner, for not complying with an Order to Remedy Violation. The City Attorney has been in discussions with the owner's attorney to resolve the matter before it is filed with the court. We are waiting for the City Attorney to decide when to file the documents with the court. The facility has been abandon for over 20 years, and despite numerous attempts to develop the property the facility remains vacant and suffers from severe structural deterioration. The Building Commissioner has posted the building as unsafe and has issued an order to have the building demolished within the next 6 months. Through a NYS approved investigative program, hazardous materials have been identified on the property that requires mitigation. Both NYS and the building owner are fully aware of the level of hazard however, there is no immediate plan to demolish the building and to clean up the property. The property owner is working with both the City of Ithaca, and New York State to come up with a plan to remove all hazardous materials from the site, demolish the building, and to develop the site for economic and business ventures. Meetings between City Officials and building owner are on going. As of this day we do not have any firm plans of when the building will be removed and when the site will be cleaned up. I believe that is will be months if not years before we see the building demolished. Three Ithaca Firefighter's from companies 3, 4 and 5 were killed when a wall from Chi Psi Fraternity fell during a fire, three died instantly. This fire was also a very tragic event for the fraternity as they lost four of their members in the fire. In the past 100 years, there has not been a fitting memorial for these firefighters. A group of Ithaca Firefighters has taken on the task of placing a memorial at The Firemen's Memorial at the City Cemetery and a plaque at the present site of the Chi Psi fraternity house, 810 University Ave. During the process of documenting this disaster, it was found that another department member was killed at a fire in 1893; having his name placed on the monument will honor this person. It is the intention of this committee to have an area on the monument where future department line of duty deaths can be place. The purpose of this letter is to ask the Fire Commissioner's to help support this effort by donating the memorial from the donation account. It is our hope that they (the fallen firefighter's of the Ithaca Fire Department) will not be forgotten in the memory of the fire department. Any and all donations can be made to the "Ithaca Fire Department Fallen Firefighter's Fund. Checks can be mailed to the Ithaca Fire Department, 310 West Green Street, Ithaca, NY 14850.
