PRESENT: Commissioners Romanowski, Williams and Gilligan, one
vacancy.
EXCUSED: Commissioner Alexander.
I. Chair Romanowski called the meeting to order at 1800 hrs.
Election of Officers:
- Comm. Gilligan made a motion to nominate Bob Romanowski to
continue as Chair of the Board and Comm. Alexander as Vice
Chair of the Board. Seconded by Comm. Williams. Carried
unanimously. (Comm. Alexander had previously expressed his
agreement).
II. Approval of minutes - June minutes were not available.
III. Additions /Deletions to the Agenda - none.
IV. Persons wishing to speak to Board of Fire Commissioners - none.
V. Correspondence -
- E -mail to Bob from Lyman Baker regarding fire police - will be
discussed under New Business.

A. Town of Ithaca - Chair Romanowski reported the Town Board
will not meet until next week.
B. Audit - the audit was reviewed and approved.

A. Chief's Report (see complete written report in Minute Book).
Chief Wilbur highlighted his report and answered questions as
follows:
- Due to recent flooding in the Southern Tier, Chief Wilbur and
Deputy Chief Dorman both reported on State -wide Mutual Aid
requests for the Ithaca Fire Department to assist in the villages
of Owego and Deposit. They described our deployment and
activities our staff performed on their behalfs.
- The list of extraordinary incidents (that will include costs of
the Owego and Deposit mutual aid) will be available next month;
- A lengthy discussion followed regarding Chief Wilbur's
attempts to have Cayuga Heights Fire Department respond
automatically mutual aid to those areas on the north side of Fall
Creek that are difficult for IFD to reach as a result of the
Thurston Ave. bridge construction project. He had provided and
requested dispatch with very specific information and so far of
13 incidents since the June 14, 2006 request, Cayuga Heights
Fire Department has been dispatched correctly only 3 times; 4
additional times we made the request after the call came in; and
5 other responses did not receive a mutual aid dispatch or
response. Chief Wilbur is very concerned about this and
concerned about the lack of cooperation by the dispatchers and
their supervisors.
Similarly, Chief Wilbur discussed his frustration with the lack of
communication regarding road closures. Cornell University, in
particular, notifies (or not) IFD at the last minute or after the
fact about road closures that affect our ability to respond to
calls on the campus as well as the general area. As a result of
this frustration, the City and Cornell are finally working on a
traffic signal pre - emption for Thurston Ave. bridge - but this
came only after many discussions with many different people and

agencies.
As a result, the Board of Fire Commissioners will write a letter
that will be addressed to Lee Shurtleff, Director of Emergency
Response, with copies to the Mayor, Town Supervisor, Chair of
the County Public Safety Committee, and others, stating the
Chief's concerns and asking for cooperation and assistance with
dispatching and related matters.
Comm. Williams asked if these issues have been discussed
and /or dealt with through the County Chief's Association - Chief
Wilbur said that have addressed complaints in the past with no
results.
- The 2006 SAFER grant application was submitted on June 20,
2006 - requests 4 additional fire fighters (application similar to
that submitted in 2005 as well). Both Mayor Peterson and
Supervisor Valentino have approved this request; no word on the
Fire Act Grant as yet.
- 2007 Budget - Chief Wilbur, Lt. Burbank, and Comm. Gilligan
made a budget information presentation to the Community and
Neighborhood Services Committee of Common Council. The focus
is not on #'s, but on priorities. A similar presentation will be
made at the next Town of Ithaca meeting.
- Monthly Call Report - as part of an analysis of response data, it
has been noted that response times have a disturbing trend of
showing an increase - from a low of 3.96 minutes in October
2000 to a high of 4.95 in September of 2005 - several factors
need to be considered and will take more investigation.
- Emergency Management - efforts continue with the City -wide
compliance with National Incident Management System (NIMS)
requirements. It came to light, when IFD responded to flooding
areas in Broome and Tioga Counties, that our staff is a long way

ahead of others when it comes to incident managing.
- Training Center - Chief Wilbur reported that there apparently is
a group of people meeting to discuss a land swap that would
exchange the City golf course for Southwest park - for housing
development. One of the issues for them is what to do with IFD's
training center. The Chief has not been formally informed or
notified that this is being considered; however, he was asked
casually by a member of the group about where the training
center could be relocated if need -be. If this were to come about,
it would be very expensive, would need to meet our needs and be
located in our response area.
B. Deputy Chief /Training - (see complete written report in the
Minute Book). Deputy Chief Dorman highlighted his report and
answered questions as follows:
- DC Dorman reported that with the disability retirement of
Firefighter David Teeter, we are in the process of hiring a
replacement.
- A discussion followed regarding vehicle replacements and
Deputy Chief Dorman reported that with some creativity with the
operating budget and capital projects for vehicle replacement, we
will be acquiring some vehicles that we need right now.
C. Fire Prevention Bureau - see complete written report from
Assistant Chief Parsons in the Minute Book.
IX. Old Business:
- Update on Fire Police - Chair Romanowski reported there is
some controversy regarding the background checks that are
required. Chief Wilbur clarified that Fire Police requirements are
prescribed by State law because they are considered Peace
Officers (registered with the Department of Criminal Justice).

This is not a new requirement. He also reported that Fire Police
are considered "active" volunteers and many who have
expressed interest are not currently active. Chair Romanowski
indicated he has talked with the Sheriff and City Police Chief
about the possibility of providing training for the group.
Lyman Baker provided the Board with an article from a FASNY
magazine that talked about the requirements for Fire Police.
Chair Romanowski indicated the whole idea is much more
complicated than he originally thought.
X. New Business:
Budget Discussion
- The Board received a preliminary copy of IFD's 2007 Budget
submittal. Chief Wilbur reviewed the information line -by -line:
currently there are 5 options that are being submitted. Chief Wilbur
and Deputy Chief Dorman talked about the last page - target amounts:
- Current roster - retains all current positions;
- 1% will not cover cost of contractual raises - would lose positions;
- 3.5% - would cover more, but still means possible layoffs;
- Option I - includes the standard request of adding 10 Firefighters, a
Municipal Training Officer, capital and equipment;
- Option II - includes the addition of 4 Firefighters and a Municipal
Training Officer - this is in correlation with the SAFER Grant, and what
the Mayor recommended as a reasonable request; this Option does not
reflect any monies that could be received if the grant is approved.
- Deputy Chief Dorman explained the vehicle replacement schedule and
800 mhz communication equipment replacement - these numbers may
vary depending on how much the County supplies.
- There will be a budget information session if needed and the Chief will
provide changes as they occur. August 1st is the submittal deadline.

Other
- At 1910 hrs. the Board went into Executive Session to discuss a
request of a needy member. At 1915 hrs. the Board resumed open
session and authorized a payment from the Firemen's Relief fund on
behalf of a needy member of Rescue Steam & Chemical Co. #2.

LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) Operating Budget Status
a) Spreadsheets with revenue and operating budget program account distributions
are included.
b) Extraordinary incident cost summary: No change to report from the June 2006
report. Expenses related to the flood deployments in Tioga and Broome Counties
are still be tabulated; the August Board Report will include these costs.
C) 2007 Operating Budget Proposal. The 2007 operating budget is still in draft form,
and I will be prepared to present and discuss it at the meeting.
3) County Communications and 911 Program
a) UHF receivers that will allow us to take advantage of redundant dispatch
frequencies (county and IFD UHF frequencies) are on order. Internal budget
transfers to pay for this equipment must still be made.
b) Cayuga Heights Automatic Mutual Aid request. Included in the report packet are
copies of policies and supporting materials to establish an automatic mutual aid
plan using the Cayuga Heights Fire Department to help us cover the Cornell
Heights are of the City. Since 14 JUN 06, there have been 13 incidents on the
north side of Fall Creek that would have qualified for this automatic aid. Of 13
incidents there since 14 JUN 06, the Cayuga Heights Fire Department (CHFD)
has been dispatched automatically per our request three times. We have requested
a dispatch of the CHFD four additional times, for a total of seven mutual aid
responses from the CHFD. Six other responses did not receive a mutual aid
dispatch or response.

a) See summary spreadsheet attached.
b) Assistance to Firefighter's Grant (AFG) 2006:
1) We are standing by for word on the 2006 grant.
2) The 2006 SAFER grant application was submitted on 30 JUN 06. It looks
very similar to the 2005 request for four additional fire fighters. Letters of
support from Senators Clinton and Schumer, and from Representative Hinchey,
have been solicited.
5) Strategic Planning
Work done in staff and Chief s meetings is being translated into 2007 budget requests.
The capital budget request for 2007 was due 09 JUN 06. As noted last month, the capital
budget submitted is large due to the slippage that has occurred in apparatus replacement,
and the need for specialized equipment. A copy of the capital budget spreadsheet is
attached with this report.
6) Budget Preparation and Presentation
The next presentation to the Community and Neighborhood Services Committee is
planned for their August meeting. The presentation to the Town of Ithaca Board is
scheduled for 24 JUL 06, which is a change from their normal meeting time.
Fire Prevention Bureau
1) See Assistant Fire Chief Parson's report of Fire Prevention Bureau activities.
2) The NYSDOH smoke detector program was presented via email and letter to the County
Fire Chiefs' Association membership. PSA's are being developed now and full
implementation will occur as soon as the PSA's hit the airwaves.
3) Municipal Fire Alarm System: 29 JUN 06, Mike Totman reported the Keltron data is
being received and properly interpreted by the CAD system at the DOER Emergency
Response Center. With the exception of the low milliamp indicator issue, it appears the
contract for the alarm re- transmitter is complete.
Safety Section
1) Safety Stand Down: The Ithaca Fire Department participated in the nationwide effort
known as the Safety Stand Down. Results are still being compiled, but the topics of
FAST, accountability, ventilation, and ICS were the primary areas of discussion for IFD's
effort.

As a part of our analysis of response data, we have identified a disturbing trend showing
an increase in response times. From a low of 3.96 minutes in OCT 2000, to a high of
4.95 in September of 2005, the increase is incremental yet unmistakable. Current efforts
are going towards verifying the data, and looking for causes of this trend. One particular
hypothesis at this point is the overall increase in alarms in general. As units are tied up,
other units from further away will have longer response times as they travel to areas other
than their first -due districts. We are looking for other factors as well, and will report out
as additional information and analysis becomes available.
Emergency Management
No change from June report and efforts continue City -wide to insure compliance with
National Incident Management System (NIMS) requirements.

Maintenance ongoing.
• A concern of Multi Use Tower movement while conducting training evolutions
was addressed by AC LaBuff, DC Dorman, and a design engineer from
Fingerlakes Construction. The engineer determined the tower to be safe and use
will continue. A follow up will continue.

• July and August will be the time period for staining of outbuildings and hopefully
the burn building. This process protects exterior surfaces as well as a cosmetic
upgrade.
• IFD will also be looking forward to the construction of a new forcible entry
simulator in September / October.

4) Cornell Hazardous Materials Program
This item has remained in limbo for several months now. As we wait for Cornell EH &S
to reorganize, and for our own Hazardous Materials Team to fully engage the new
equipment recently received, I will suspend reporting on this item. Expect to see an
update in mid- to late -fall.

On 6/23/06, A Shift fought a garage fire at 214 Linn St. Due to several circumstances,
this proved to be a difficult fire. A shift did a great job preventing the spread of this fire
to any other structures.

Re: Special Order for Automatic Mutual Aid from Cayuga Heights Fire Department
Date: 13 JUN 06
Attached please find special order 470.1004.01, effective date 0700 hours, 14 JUN 06.
This details the arrangement for the Cayuga Heights Fire Department to provide
automatic mutual aid to the Ithaca Fire Department, covering the Cornell Heights area of
the city. This is necessary due to the closure of the Thurston Avenue bridge to normal
traffic and the closure of the south end of West Avenue on the Cornell Campus. The
West Avenue closure we only learned about on 12 JUN 06.
The effect of these closures is to significantly increase the response time for Ithaca Fire
Department apparatus and personnel to reach any area of the City north of Fall Creek.
Because of the short time available to react to this, adapting to these changes may be
difficult for the various parties with responsibility to make it work. As an example, CAD
changes to make the dispatch assignment appear automatically cannot be done in time to
accompany this memo and the special order.
Accompanying this memorandum is the special order, maps showing the affected area,
street names and hydrant locations, and an alphabetical street index with block numbers.
Additionally, a master street index in alphabetical order, with street address ranges may
also be provided.

Automatic Mutual Aid From Cayuga Heights FD
With the onset of several road construction projects in and around the Cornell University
Campus, it has become evident that this situation poses the potential for a significant delay in
emergency response for the Ithaca Fire Department. The area most effected by this delayed
response will be the Cornell Heights area of the city. This residential area lies north of the Fall
Creek Gorge. The closure of the Thurston Ave Bridge and rebuilding of the Campus Road and
West Ave intersection, will significantly delay the first due Engine 909 from the City East Hill
Fire Station. To help manage the potential risk the following "Special Order" will go into effect
immediately:
The Cayuga Heights Fire Department will be automatically dispatched at the same time as IFD
to the Cornell Heights area of the city. It is the intent of this order that the Cayuga Heights Fire
Department will respond to all incidents in the Cornell Heights area using the response
assignment a similar incident would receive in the Cayuga Heights district.
For all fire alarms Cayuga Heights will respond with a full assignment, two engines and a ladder.
Cayuga Heights shall also be dispatched to EMS calls and will respond with a light rescue. The
response area will be defined by the attached map and road index.

Cayuga Heights FD standard operating procedures are the same as IFD and CHFD operates
using standard ICS principals. If CHFD arrives prior to an IFD Unit they will assume
"Command" and initiate operations. Once IFD arrives "Command" may be transferred.

Dear Board Members:
The following is the June 2006 activity report for the Fire Prevention Bureau.
Codes Division:
The Codes Division received 20 complaints in the month June. There were 19
complaints closed out and there are still 13 complaints yet to be resolved. The
Codes Division issued 68 parking violations during June.
The Codes Division performed 26 Operating Permit Inspections, 2 sprinkler
hydro test inspections, and 2 fire alarm test inspections. The division issued 8
operating permits for assembly occupancies, and 1 fire alarm system certificates.
Fire Investigation Unit:
There one fire investigation in the month of June. The investigation was for a fire
214 Linn St.
Juvenile Fire Setters Program:
There were no referrals to the program in the month June.
Public Education:
There were 5 Public Education Details, I Fire Drills witnessed, and 1 Child Car
Seat Inspections in the month of June.
In June the Ithaca Festival was held. It was the first opportunity for the Variance for
Propane Use and Membrane Structures to be applied. Over all, I was very satisfied with
improved safety and compliance by the Ithaca Festival's Food Vendors. The most
difficult transition for many vendors was the prohibition of deep fat fryers and wok
cooking under a membrane structure. Several of the vendors constructed non-
combustible temporary and portable structures to cover their appliances that produced

grease laden vapors. As part of the variance, the management of the Ithaca Festival had
to provide a full time fire watch to maintain compliance with fire safety regulations. The
people doing fire watch were very diligent in maintaining a fire safe environment for the
vendors and the public. The Codes Division performed fire lane and propane use
inspections on all 3 days of the festival. Personnel costs including overtime was covered
100 percent by the propane uses permit fees paid by the food vendors. Overall this
year's Ithaca Festival was a success.

Commissioners is developing another "resource recovery" package to take
forward, and there are code enforcement initiatives to consider as well.
Please forward ideas you may have to the group so we can do some email
brainstorming and then narrow the field to a workable agenda.

Friends,
The Governance and Intermunicipal Relations Committee which
chair is soliciting requests for changes to the City Code for those
situations where the current practice does not match the written
code, for situations that you think could be handled in a different
and better fashion, and for situations where you think the penalty is
not appropriate for the "crime ".
Concerning the last case mentioned, we now have the ability to
set the penalty for an infraction to be a "civil penalty" which does
not carry the possibility of jail time. Bob Sarachan will be making
suggestions for infractions he feels should be handled in this
manner. I would be interested in any situations you feel should also
be handled this way.
