ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MAY 9, 2006 MINUTES PRESENT: Commissioners Romanowski, Alexander, Williams and Gilligan; one vacancy; I. Chair Romanowski called the meeting to order at 1805 hrs. II. Comm. Gilligan made a motion to approve the April 11, 2006 meeting minutes as written. Seconded by Chair Romanowski. Carried unanimously. III. Additions /Deletions to the Agenda - None. IV. Persons wishing to speak to Board of Fire Commissioners - None. V. Membership Changes: None VI. Correspondence: - Chair Romanowski received information from Lyman Baker regarding Senator Seward and personal income tax credit for volunteer firefighters. He (Chair) will find out more information and report back. VII. Miscellaneous Reports: A. Chair Romanowski provided a copy of his written report to the Town of Ithaca (see copy in Minute Book). B. The Audit was reviewed and approved. C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: - Chair Romanowski reported the Town of Ithaca asked what IFD is ITHACA BOARD OF FIRE COMMISSIONERS MAY 9, 2006 - MINUTES PAGE 2 doing about reducing greenhouse gas emissions, as it relates to vehicles, energy usage, etc. Chief Wilbur responded that new equipment with emission controls is much more expensive - however, we are looking at hybrid vehicles to see if it's feasible; also the Mayor has directed (in September 2005) to develop a draft energy conservation plan. IFD staff has begun that process with brainstorming sessions and has a list of ideas. - Chair Romanowski inquired if IFD will be relocating the rescue boat to a boat slip on the inlet that the City of Ithaca will be developing near Cass Park (to save $). Chief Wilbur reported that the slip at Treman Marina is provided by the NYS Parks Department at no cost, and until the other area is available, he does not know the details. - Chair Romanowski reported that Comm. Gilligan will be working with IFD staff to develop the 2007 budget presentation. - Comm. Williams inquired about the cost for the City -wide ICS training that has been mandated by Common Council. Chief Wilbur reported that there is no answer yet as it's been difficult getting information from City Departments about their needs. DC Dorman indicated it would be a function of the Human Resources Department to coordinate the training and expense involved. It is very dependent on each department's ability to deliver the training - lots of employees can do it right on -line, some groups will need a classroom facilitator, how to deliver training for new employees - all are part of the equation. Other reports provided were: - 2006 Monthly Program Account balances (including Revenue) dated 05/03/06; - Statistical Summary of Incidents from 01/01/06 - 05/05/06; - Active Bunker and Volunteer duty hours report through 5/5/06. B. Deputy Chief /Training - (see complete written report in the Minute Book). Deputy Chief Dorman offered highlights of his report and answered questions as follows: ITHACA BOARD OF FIRE COMMISSIONERS MAY 9, 2006 - MINUTES PAGE 3 - There were no questions. C. Fire Prevention Bureau report - (see complete written report in the Minute book provided by AC Parsons). - A variance to the Fire Code of New York was granted to the City of Ithaca by the New York State Codes Division regarding Tents and Other Membrane Structure usage on City property. AC Parsons attended the hearing that was held in Syracuse before the NYS Uniform Fire Prevention and Building Code Board of Review and the variance was granted. The variance will be in effect for this coming Ithaca Festival and all future festivals that occur on property owned by the City of Ithaca. Chief Wilbur praised the work that Assistant Chief Parsons did to make this happen. IX. Old Business - Chair Romanowski reported on his letter to the volunteer companies inquiring of interested members to become Fire Police. The following is the response he received: 1 member of Co. 1 4 members of Co. 2 4 members of Co. 4 2 members of Co. 6 2 members of BFC Discussion followed regarding Comm. Williams' status as a Co. 2 member. He was never officially added as a member other than socially. Chair Romanowski will ask Co. 2 to formalize his membership. Chair Romanowski will distribute volunteer membership applications to all those who are interested - to update our files and information. All applicants must be volunteer company /Ithaca Fire Department members. Deputy Chief Dorman will provide Chair Romanowski with the SOP for Fire Police that we have on file - it may need to be updated. X. New Business - Comm. Gilligan made a motion to authorize payment from the ITHACA BOARD OF FIRE COMMISSIONERS MAY 9, 2006 - MINUTES PAGE 4 Donation Account for the following items: - $90.00 to Bool's Flower Shop; - $52.65 to reimb. City of Ithaca for food provided for Sharp funeral activities; - $10.00 CNY Firemen's Assoc. annual dues. Seconded by Comm. Williams. Carried unanimously. - Chair Romanowski reported he has recruited a potential new (City rep.) for the Ithaca Board of Fire Commissioners. He has given George McGonigal an application that he will need to submit to the Mayor for her consideration. XI. Hearing no other business, the meeting adjourned at 1830 hrs. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status a) Spreadsheets with revenue and operating budget program account distributions are included. Per the City Controller, the City has received a payment from the Town of Ithaca for one month of fire service year -to -date. b) Extraordinary incident cost summary: Year -to -date, there have been ten extraordinary incidents. Included in your packet is a summary of those incidents, and the costs incurred for each. The total cost incurred, YTD, is $47,513.56. This is an incident average of $4,751, and a monthly average of $15,837. 3) County Communications and 911 Program a) Continuing problems with the low band paging equipment are experienced. We are currently experimenting with UHF pagers to determine whether or not using them instead of the low -band paging system would provide us any advantage or increased redundancy. Early anecdotal results indicate that the county UHF link frequency does not penetrate to the "flats" very well. Use of IFD's repeater frequency may be a possibility. 4) Grants and Donations a) Assistance to Firefighter's Grant (AFG) 2006: Letters of support were solicited from federal representatives. Senator Schumer and Congressmen Hinchey and Boehlert responded with letters to the AFG office. We do not expect word on this grant for many months. Fire Chief's Report for May 2006 5) Strategic Planning 05 MAY 06 Page 2 of 3 Capital projects, including apparatus replacement, and facilities and equipment acquisition or replacement, will be addressed during a meeting of department chiefs to be held in early May. Similarly, a comprehensive energy policy will be considered. This policy will affect both operations and vehicle, facility, and equipment acquisition and maintenance, while working to comply with the City's intent to develop a Local Action Plan to Reduce Greenhouse Gas Emissions... 6) Budget Preparation and Presentation The current timetable for our operating budget is for substantial completion on or about 01 JUL 06. This will be subject to additional adjustment between then and the submittal date of 01 AUG 06. The committee of Commissioner Gilligan, PIO Burbank, DC Dorman, and me will meet in late May or early June to work on presentation. Fire Prevention Bureau 1) Assistant Fire Chief Parson's report will be distributed on Tuesday, 09 MAY 06. 2) NYSDoH Smoke Detector Program: This program, described in last month's report, will be implemented starting this month. 3) Municipal Fire Alarm System: No report on system strategic planning this month. With the exception of the low milliamp trouble indicator, the Keltron transmitter is essentially complete. We are waiting for West Fire Systems to finish research on this. Safety Section 1) City Safety Committee: Lt. O'Connor attended the Citywide Safety Committee meeting in April. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2006 YTD. 2) Emergency Management a) The resolution adopting the National Incident Management System (NIMS) for the City of Ithaca was passed at the regular Common Council meeting on 03 Fire Chief's Report for May 2006 05 MAY 06 Page 3 of 3 MAY 06. The Fire and Human Resources Departments are cooperating to help insure that training is delivered to all city employees who must need it. C) City Comprehensive Emergency Management Plan (CEMP) Review: Revisions for the next cycle are in process. Codes Division: The Codes Division received 29 complaints in the month April. There are 12 complaints from April that remain open, and there are 6 complaints from March that remain open The codes division performed 39 Operating Permit Inspections, 1 hood suppression system test inspection, 6 sprinkler hydro test inspections, and 4 fire alarm test inspections. The division issued 12 operating permits for assembly occupancies, I sprinkler system certificate, 1 hood system certificate and 3 fire alarm system certificates Fire Investigation Unit: There were 2 fire investigations in the month of April. One investigation was for a fire in the Town of Lansing on Asbury Road, and the other was for an incendiary fire at Risley Hall, 535 Thurston Avenue in the City of Ithaca. Juvenile Fire Setters Program: There were no referrals to the program in the month April. Public Education: There were 3 Public Education Details, 2 Fire Drills witnessed, and 2 Child Car Seat Inspections in the month of April. In March of this year, the Ithaca Fire Department on behalf of the City of Ithaca submitted a request to the New York Department of State Codes Division for a variance to the Fire Code of New York regarding Tents and Other Membrane Structure usage on City of Ithaca Property. A hearing was held on April 27th in Syracuse before the NYS Uniform Fire Prevention and Building Code Boards of Review. "An Equal Opportunity Employer with a commitment to workforce diversification." ca April 2006 Fire Marshall's Report — Page 2 Since 2003 when New York State adopted the Fire Code of New York, it was difficult for the food vendors, for such events as the Ithaca Festival, to comply with regulations governing the use of membrane structures in the downtown business district. Last year the New York State Codes Division provided education for code enforcement officials regarding the enforcement of the regulations on membrane structures and propane usage. From the training that was provided, it was apparent that some of the prior interpretations that we made in how the code was to be enforced was incorrect. Because of the liability issues involved, I determined that some of the activities that we had permitted in the past could no longer be allowed and that stricter enforcement would be required. As an alternative to stricter enforcement of the existing regulations, which would have significantly limited the food vending at the Ithaca Festival, I, with the support of the Fire Chief and the Mayor, submitted a request for a variance to the Fire Code regulations governing Tents and Other Membrane Structures. The variance requested permission to establish a prescriptive plan for the use of temporary membrane structures for festivals and other public events. The plan would allow for the reduction in separation distances between membrane structures (tents and canopies) used for cooking, from other structures. The plan would also for a reduced separation between membrane structures used for cooking, propane cylinders, open flame cooking devices, and none cooking membrane structures. As mitigation for the reduction in distances, provisions were established to limit the types of membrane structures used, as well as the size of structures that would be permitted. After lengthy discussion, the Board of Review unanimously approved the variance. The variance will be in affect for this coming Ithaca Festival and all future festivals that occur on property owned by the City of Ithaca.
