Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the March 14, 2006 meeting minutes with one corrections - p. 3 - Comm. Gilligan made the motion during New Business (not Comm. Alexander). Seconded by Comm. Gilligan. Carried unanimously. III. Additions /Deletions to the Agenda - None. IV. Persons wishing to speak to Board of Fire Commissioners - None. V. Membership Changes: None VI. Correspondence: None VII. Miscellaneous Reports: A. Chair Romanowski provided a copy of his written report to the Town of Ithaca (see copy in Minute Book) B. The Audit was reviewed and approved C. Tompkins County Fire Advisory Board - no report VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: - Kimberly Spencer provided spreadsheets with revenue and operating budget program account distributions as well as a listing of extraordinary incident cost summary; Josh Grant worked up the graphs ITHACA BOARD OF FIRE COMMISSIONERS May 9, 2006 - MINUTES PAGE 2 showing various response data. Chief Wilbur invited the Board to make suggestions of any other types of information they would like to see included in these reports. One note is that monies were received from the Town of Ithaca (by the City) and inadvertently put into the wrong account. Also included in the packet is the master box fee costs and calculation. The reports of payroll and overtime expense is reported by the Chief to the Mayor in their every- other -week meetings. - Grants and Donations - Chief Wilbur reported on the following: - Polaris Grant - denied; - 2006 Assistance to FF Grant (Fire Act) - submitted for $159,825 to acquire an array of detection equipment for the haz mat program - the Chief is not optimistic as we have applied 3 times previously with 1 approval; - Strategic Planning - still not enough resources to do a full - fledged study; the small group module is still a possibility - some already done - municipal fire alarm; others could be apparatus, facilities, communications - will begin to make assignments. Comm. Alexander asked about a city- sponsored facilities study that was done a few years ago. Chief Wilbur recollected this was done when we were proposing renovations and were put off due to the facilities study; however, the study recommendations were not acted upon, nor was a building replacement or repair schedule made. Comm. Alexander would like to be involved in the facilities small group for strategic planning. Chair Romanowski (and others) discussed the need to have fire stations included in infrastructure planning for developments particularly in South West Park; and a need to relocate Station 9 in Collegetown; Chief Wilbur is frustrated that with all the development in our response area, the fire department resources have remained stagnate for many years, and it's particularly difficult when we can't even make strategic planning happen to document the stagnation! ITHACA BOARD OF FIRE COMMISSIONERS May 9, 2006 - MINUTES PAGE 3 - City E -mail Policy - Common Council has adopted and is issuing a new policy regarding access to, use, and retention of city e -mail resources. - Response Stats - Josh Grant has developed charts of statistics for the last 5 years of incident reporting. Additional information will be provided in the coming months. Some of the information that was provided was confusing and probably should be changed to one month periods - a 5 year period was difficult to process. Chief Wilbur said this was a work -in- progress and will continue to develop the reports. - NYSDoH Smoke Detector Program - conditioned on they be made available to all county residents - program will be in cooperation with outlying fire departments and the Ithaca Paid Fire Fighters' Association - Local 737. - Chief Wilbur, Deputy Chief Dorman and Robin Korherr all spoke about the Mayoral directive that the entire city workforce is in the process of taking National Incident Management System (NIMS) training. One aspect of this training is that the City may be eligible for future federal grants where this training will be required for qualification. NIMS training - an unfunded federal mandate! - Deputy Chief Dorman reported on CNYRHMTC (Central New York Regional Haz Mat Team Consortium): IFD founded and continues to support what is now an eight- county collaboration of haz mat teams. The group meets regularly and pools training, resources and response capabilities should the need ever arise. B. Deputy Chief /Training - (see complete written report in the Minute Book). Deputy Chief Dorman offered highlights of his report and answered questions as follows: - Personnel /staffing - we are currently in the process of hiring for one vacancy - Human Resources Department is currently canvasing the eligible list and a PPA will be scheduled; then the interview process to hire. ITHACA BOARD OF FIRE COMMISSIONERS May 9, 2006 - MINUTES PAGE 4 - Support - new vehicle 961 has arrived with some minor problems; 3 more vehicles have been authorized by Common Council - 962, 964 and 941; C. Fire Prevention Bureau report - (see complete written report in the Minute book provided by AC Parsons). IX. Old Business - Chair Romanowski reported he has had preliminary discussions with the Town Board and Town attorney regarding recovery of funds legislation and he (they ?) will be putting together a set of criteria that will be distributed when ready. Chair Romanowski read what has been put together so far. It was also noted that when this same issue was requested by the City Common Council during the 2002 budget process, and they (Common Council) rejected the idea in the end. Chair Romanowski is basing his information gathering on the City of Troy Fire Department practice of charging for rescue services. Discussion followed regarding the mechanism for charging a fee- ie would it be as a result of a citation from law enforcement? He (Chair) feels it's worthwhile as a deterrent. Discussion also followed regarding if there would be actual support by the City Common Council and Ithaca Town Board as well as the Ithaca Fire Department itself. Comm. Gilligan thinks that a tentative proposal could be submitted - if there is no support, then no more time needs to be sent. There is reluctance by some to send a bill in some cases. Deputy Chief Dorman added the multiple agency difficulty - IFD certainly cannot provide resources to bill for other agencies - and we may not have the resources to add another layer of accounting to current administrative staff. - Comm. Gilligan spoke about the budget process - marketing the department with Common Council - show & tell orientation - maybe ITHACA BOARD OF FIRE COMMISSIONERS May 9, 2006 - MINUTES PAGE 5 could start inviting members of Council to the department in June. A previous attempt to invite Council to an information session at the training center a few years ago was not a success - possibly one person came. Robin Korherr reminded the Board that Council meetings (1st Wed. of each month) provides an opportunity for any member of a board or commission can make a presentation for 10 -15 minutes - it's a captive audience as Council has to be there - it's their meeting! - Chair Romanowski reported that letters were sent to the volunteer companies to solicit interest in anyone who may want to train as a fire Police. Interest is to be reported back to Chair Romanowski by the May 9th meeting. Comm. Alexander indicated the SOP for fire police needs to be reviewed and reworked if this comes to pass. X. New Business: - Chair Romanowski made a motion to authorize the bid award for the purchase of a Telescoping Articulating Aerial Lift Truck to Altec Industries, Inc. of Plains, PA as the lowest bidder most closely meeting the specifications as set forth by the Ithaca Fire Department. Administration LIFE SAFETY DIVISIk t 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Status a) Spreadsheets with revenue and operating budget program account distributions are included. Currently we show no receipts from the Town of Ithaca for the current year. The City Controller's Office is reviewing this to determine if those receipts were inadvertantly assigned to a different revenue account. b) Master box fees: Annually the cost of operating and maintaining the City Municipal Fire Alarm System is calculated. This cost is then apportioned among the master boxes on the system, and is how the annual master box fee is determined. The costs and calculation for 2006 is provided in your packet. C) Extraordinary incident cost summary: Year -to -date, there have been nine extraordinary incidents. Included in your packet is a summary of those incidents, and the costs incurred for each. The total cost incurred, YTD, is $45,162.31. 3) County Communications and 911 Program a) A new paging link- frequency transmitter was installed at the Mt. Pleasant tower site on 15 MAR 06. This was a regular source of problems for the paging system. The new transmitter is pushing 100 watts as compared with the old one at 30 watts. This should offer IFD the possibility of transitioning to UHF pagers sooner rather than later. We will do testing to verify this. 5) Grants and Donations a) Polaris Grant: We received word the grant application was denied. An Equal Opportunity Employer with a commitment to workforce diversification." 0 Fire Chief's Report for April 2006 11 APR 06 Page 2 of 6 b) Assistance to Firefighter's Grant (AFG) 2006: A grant application was filed electronically 07 APR 06 in the amount of $159,825.00. If awarded, the grant will allow us to acquire a combination of three different sets of equipment designed to identify various unknown materials. We currently have metering and other equipment that may alert us to the presence of hazardous materials, but not necessarily provide the identity of the actual material involved. The local share for this grant is ten percent, or $15,982.00. If awarded, we intend to develop the local share through re- allocation of current budget appropriations, including operating, capital, trust and agency, and possibly, county based funds. 6) Strategic Planning While we do not have the resources to engage in a full -blown and comprehensive strategic planning effort, there are areas of function or program that require some strategic level of planning. Currently, communications, municipal fire alarm, apparatus replacement, and facilities, are examples of those program areas. We will develop small task groups to work on these and other areas and report out. 7) City Email Policy The Common Council of the City of Ithaca has adopted and is issuing a new policy regarding access to, use, and retention of city email resources. Essentially, the network, equipment, time, and related resources necessary to produce, transmit, receive, and store email belong to the City of Ithaca. The City Information Technology Department is responsible for maintaining these resources, and for access to comply with FOIL or other legal requests for information. For additional information, or for a copy of the policy, please see the Chief, Deputy Chief, or Department of Information Technology. 8) Response Statistics In addition to the monthly and cumulative response data for the current year to date, are the first of several charts depicting our response activity for the last five years. Josh Grant has been working diligently to extract and compile this information, with the graphic presentation now possible as a result. There will be additional information provided in the coming months, along with observations and discussion in narrative form. Fire Prevention Bureau 1) See Assistant Fire Chief Parson's report. 2) NYSDoH Smoke Detector Program: The Ithaca Fire Department and the Ithaca Paid Fire Fighters' Association — Local 737, in cooperation with the Tompkins County Health Department, and the New York State Department of Health, have accepted responsibility for the implementation of a smoke detector assessment and placement program in Tompkins County. Three hundred smoke detectors are on hand for distribution to residential occupancies in need of smoke detectors. Fire Chief's Report for April 2006 11 APR 06 Page 3 of 6 On -duty fire fighters will assess and place detectors within the Ithaca Fire Department (IFD) response district. Off -duty fire fighters, representing the Ithaca Paid Fire Fighters' Association — Local 737, will assess and place detectors in areas of Tompkins County outside the IFD response area. 3) Municipal Fire Alarm System: The City of Ithaca has and maintains a municipal fire alarm system (MFAS). The MFAS, also known as our box alarm system, has served the City for many, many years. New developments in building and fire codes, along with declining use of the telegraphic alarm technology, push us to evaluate the future of this long- standing system. A small task group has already met to consider the future of the MFAS, and will report out later this year. Safety Section 1) Protective gear: Lt. O'Connor did a thorough inventory and conducted an analysis of personal protective equipment (PPE) inventories and needs. The results of his work will be used for planning and budgeting purposes. As an example, his assessment is that, at current staffing levels, we need to purchase 10 -12 full sets of PPE per year to keep up. Most recently, our purchasing has been in the 7 -8 sets per year. Buying quality PPE is expensive, around $1,600 per set. Future budgeting efforts should seek to increase our commitment to purchasing sufficient numbers of quality PPE to insure our most valuable assets, our people, are properly protected. OPERATIONS DIVISION Response 1) Monthly Call Report Total incidents for 2005 was 4,217. See distributed year -to -date report series for 2005. The final report for 2004 is still in the works; 2005 will join the queue. 2) Emergency Management a) A Public Officials' Conference (POC) had been scheduled for 22 APR 06, by the Tompkins County Department of Emergency Response, but has been cancelled. b) At the regular meeting of the Community Services Committee of Common Council on 12 APR 06, a resolution to adopt the National Incident Management System (NIMS) as the City -wide incident command system standard will be considered. Federal and state agencies will require adoption of, and compliance with NIMS to qualify for grants and other assistance. Fire Chief's Report for April 2006 11 APR 06 Page 4 of 6 C) At the request of Community Services Committee Chair Robin Korherr, the City Comprehensive Emergency Management Plan (CEMP) will be reviewed in a regular basis with changes presented for adoption on a quarterly basis. d) CNYRHMTC: The Ithaca Fire Department founded and continues to support what is now an eight- county collaboration of hazardous materials teams. Formally known as the Central New York Regional Hazardous Materials Team Consortium, the group meets regularly and collaborates to pool training, resources, and response capabilities should the need ever arise. See the AFG narrative for additional details. Fire Chief's Report for April 2006 3) Marine Facility 11 APR 06 Page 5 of 6 The City of Ithaca is considering alternate use of the area on the west side of the Inlet adjacent to Cass Park Pool for installation of dockage for transient use, as well as for use by City of Ithaca owned watercraft. This is still in the discussion stage, but it may impact future planning for the Ithaca Fire Department. 4) Boat Disposition The 17 foot Carolina Skiff rigid hull boat is still up for sale. Prior advertisements have not resulted in any bidders. Current research by the City Controller's Office into the use of eBay or other sales venues to sell the boat will result in new advertising for bid soon. 5) Cornell Hazardous Materials Program No report. 6) City of Ithaca — Local Action Plan to Reduce Greenhouse Gas Emissions... The City of Ithaca (COI) will consider a proposal to reduce greenhouse gas emissions from COI government operations. "The plan recommends that the City of Ithaca set a goal to reduce greenhouse gas emissions to 20% below 2001 levels by 2016 and includes steps to achieve this. The [plan] will be sent to the PEDEQ committee for formal review, comments and recommendation to Council." This plan, however it evolves, will and should affect the Ithaca Fire Department. To insure the Ithaca Fire Department is appropriately impacted, but not impaired in its ability to deliver its mission, I will appoint a task group to study the report, and to develop initiatives suitable for the department to consider. Training 1) See report from DC Dorman. 2) By Mayoral directive, the entire City workforce is in the process of taking National Incident Management System (NIMS) training. Depending on job function and title, most employees are obligated to take the one or more components of this training curriculum. As the City's emergency managers, the Ithaca Fire Department is heavily involved with the organization for this training. The Human Resources Department and the Information Technology Department have coordination, organization, and resource roles in this city -wide effort. Codes Division: The Codes Division received 20 complaints in the month March. There are 7 complaints from March that remain open, and there are 4 complaints from February that remain open The codes division performed 52 Operating Permit Inspections, 1 hood suppression system test inspection, 6 sprinkler hydro test inspections, and 4 fire alarm test inspections. The division issued 33 operating permits for assembly occupancies, 2 sprinkler system certificate, and 4 fire alarm system certificates Fire Investigation Unit: There were no fire investigations in the month of March. Juvenile Fire Setters Program: There were no referrals to the program in the month March. Public Education: There were 3 Public Education Details, 2 Fire Drills witnessed, and 6 Child Car Seat Inspections in the month of March. The Fire Prevention Bureau stood by on the Cornell University Arts Quad during the Dragon Day activities when they burned the ceremonial dragon. During the months of March and April the workload of the Fire Prevention Bureau increases significantly with the new construction season. We had a productive meeting resulted in the solidify the good working relationship we have with Ithaca College regarding public safety matters. Chief Wilbur and I also met last week with the Town of Ithaca Planning Director, Engineer, and Code Enforcement Personnel. The meeting was intended to establish a better working relationship between the Fire Department and Town since the reorganization of the Town's Code Enforcement Department. The results of the meeting will be that the Fire Department, the Town of Ithaca Planning, and Code Enforcement Personnel will be meeting regularly to review projects that are coming before the Town for Approval. This is consistent with agreements made in the contract for fire services between the City and Town of Ithaca. In the last 3 months, I have been attending meeting with the Ithaca School District, as part of a team of public safety representatives, reviewing and recommending changes to the "Project SAVE: Ithaca City School District District -Wide Safety Plan ". Some of the recommended changes to the plan are improved communications for district administrators and mandatory training for all district administrators in the National Incident Management System. The goal is to improve the school district's ability to be part of a management team for an emergency event. NIMS training will allow the emergency services personnel and the school district administrators to better communicate within the Incident Command System structure, which is used by all emergency responders. Lastly, we have received bids for a new Aerial Lift Truck for the Fire Alarm Superintendent. Deputy Chief Dorman has prepared a resolution for the Board that awards the bid to Altec Incorporated. Altec was the lowest bidder, and took the fewest exceptions to the bid specifications. Fire Alarm Superintendent Srnka went to Rochester last month to inspect a unit that was delivered to the Rochester City School District. While in Rochester, he had an opportunity to operate the truck's lift unit. FAS Srnka is satisfied that the unit will meet his needs.
