MINUTES
PRESENT: Commissioners Romanowski, Williams and Gilligan; one
vacancy;
EXCUSED: Commissioner Alexander
I. Chair Romanowski called the meeting to order at 1800 hrs.
II. Chair Romanowski made a motion to approve the January 10, 2006
meeting minutes as written. Seconded by Comm. Gilligan. Carried
unanimously.
III. Additions /Deletions to the Agenda - None.
IV. Persons wishing to speak to Board of Fire Commissioners - None.

VII. Miscellaneous Reports:
A. Chair Romanowski provided a copy of his written report to the Town
of Ithaca (see copy in Minute Book)
B. The Audit was reviewed and approved
C. Tompkins County Fire Advisory Board - no report

A. Chief's Report - No report (Chief was not in attendance - off due to
surgery)
B. Deputy Chief /Training - (see complete written report in the Minute
Book). Deputy Chief Dorman offered highlights of his report and
answered questions as follows:

- FF David Teeter retired effective March 4, 2006; we will soon begin
the process to get approval to replace his position;
- Selected calls - January and February were busy months - two
significant structure fires, as well as other, smaller incidents - crews
did excellent work in all cases.
- The replacement vehicle for 961 (Chief's vehicle) has arrived - will
begin to outfit it with equipment; new 963 (Duty Chief's Command
vehicle) has been placed in service.
- Replacement of 941 (Fire Alarm Superintendent's bucket truck) is in
process - bids sent out by Controller's office - bid opening is April 3,
2006. The Board of Fire Commissioners will be asked to accept a bid
at their next meeting - April 11, 2006.
- Kimberly Spencer provided a summary list of extraordinary incidents
for the year of 2005 - very interesting information. The cost for
those incidents amounts to almost exactly the same amount as our
budget line for overtime!
Chair Romanowski spoke again about the possibility of charging for
certain types of incidents. DC Dorman spoke about Council asking for
this in the past, but when approached with a specific proposal, they
chose not to allow the charges.
C. Fire Prevention Bureau Report (see complete written report in the
Minute Book). Assistant Chief Parsons offered highlights of his report
and answered questions as follows:
- AC Parsons spoke about the purchase of a tablet -type portable
computer to use during inspections, testing software developed at IFD
and coordinating with the Building Department to use common software
and hardware. Comm. Williams reported that the Town of Ithaca is
applying for a grant to obtain similar equipment and he would like to

share information in order to also coordinate Town of Ithaca inspection
work.
IX. Old Business:
- Update on recovery of funds legislation - Chair Romanowski reported
the Town of Ithaca is hiring a new attorney, so his work with the Town
on this issue is on hold for the moment.
X. New Business:
- Chair Romanowski indicated he has had people approach him to
express interest in reactivating the Fire Police. Since IFD has no
funding for training, he has approached Sheriff Meskill to inquire of his
office's availability to conduct training,
Discussion followed about the need for fire police, how would they be
used, how they would be funded, etc. Deputy Chief Dorman is
concerned about long term support if this proposal is to move forward,
and that the Fire Chief be apprised of this proposal. Chair Romanowski
will inform the Fire Chief.
Comm. Alexander made a motion to authorize Chair Romanowski to
correspond with the volunteer companies, to solicit interest in fire
police training as well as solicit funding for the program. Seconded by
Comm. Williams. Carried unanimously.
XI. Hearing no other business, the meeting adjourned at 1845 hrs.

SELECTED CALLS —
On 1/21/06, 0251 hours, A Shift responded to a structure fire at 204 Williams St.
There was significant fire in the building that required considerable work to extinguish.
On 1/27/06, 0432 hours, D Shift fought a sizable structure fire at 222 Floral Ave.
On 2/26/06, 1548 hours, D Shift worked to contain a fire in heat treatment equipment at
620 S. Aurora St., Emerson Power Transmissions.
SUPPORT
102 Vehicle work orders were written and 69 were closed.
The new 963, Duty Chiefs Command Vehicle, has been placed in service.

Dear Chief Wilbur,
The following is the activity report for the Fire Prevention Bureau for the months of
January and February 2006.
Codes Division:
The Codes Division received 41 complaints in the months January and February.
Of the all complaints, 14 remain open. All complaints from prior months have
been closed out.
The codes division performed 84 Operating Permit Inspections, 2 hood
suppression system test inspections, and 10 fire alarm test inspections. The
division issued 51 operating permits for assembly occupancies, 1 sprinkler system
certificate, and 12 fire alarm system certificates
Fire Investigation Unit:
There were 3 fire investigations in the months of January and Februarys. The
investigations were for fires at 204 Williams St, 222 Floral Ave, and 1401 North
Cayuga Street.
Juvenile Fire Setters Program:
There were no referrals to the program in the month December.
Public Education:
There were 3 Public Education Details, and 2 Child Car Seat Inspections in the
months of January and February.
In January, Firefighters Otis Jackson and Mike OHalloran began working in the fire
prevention bureau. Both firefighters began their code enforcement training in 2005.
They have both been certified by NYS as Code Compliance Officers. Both firefighters
will be continuing on, at different times over the coming months, with the required
training to be code enforcement officers.

During February, the fire prevention bureau began inspecting Cornell owned buildings
that are located in the City of Ithaca. We have been inspecting the buildings jointly with
the NYS Office of Fire Prevention and Control Inspectors. I anticipate that the
inspections will occur at varying intervals over the next 2 -3 months.
During the last Board of Fire Commissioner's Meeting, I asked and received approval
from the board to increase the rates that the Fire Department charges for various
inspections and permits. I have taken that rate increase request on to the Administration
Committee and to the full Common Council for approval. The approval was granted and
the rate increase was put into affect on February 15th, 2006.
Lastly, the fire prevention bureau with the approval of the Fire Chief has purchased a
tablet -type portable computer to use during inspections. We are testing some software
developed here at the fire department that we will be using with this new computer. I
anticipate deployment of the unit that will be used by the inspectors within the next week.
I am also working with the Building Department to come up with a common software
and hardware solution that will allow both departments to perform field inspections using
an electronic recording system that will allow for quicker turn around of inspections, and
provide the ability to share information electronically between both of our departments.

The Ithaca Board of Fire Commissioners is asking you to check with your membership to
see if you have any members interested in serving in a FIRE POLICE capacity. Some
interest has already been brought to our attention and we are reaching out to you for
additional potential members. If sufficient interest is expressed, training will be provided
by City Police as well as the Sheriff s Department and will be according to New York
State and Fire Department standards.
We, on the Board, think it is an excellent way to have members involved in a volunteer
basis for the department, increase the active volunteer membership rolls and be a
recruiting tool for company membership increases.
