ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 10, 2009 MINUTES PRESENT: Commissioners Gilligan, Hoard and Ellsworth Chair Gilligan called the meeting to order at 1800 hrs. II. Approval of Minutes: Minutes are from the September Meeting. The October meeting was cancelled. The Board welcomed new Board member Harry Ellsworth. Commissioner Ellsworth is the Town appointment. The Board is still waiting on the City appointment. Chair Gilligan motioned to approve Minutes. Seconded by Comm. Ellsworth. Voted unanimously. III. Additions /Deletions to the Agenda: Requests for use of 2% funds and history of prior use Dave Cornelius has a report on Fire /Police Coverage under West Hill Station IV. Correspondence: The Board received two letters requesting use of 2% funds Letter from Maria Coles requesting feedback on what hinders the Board of Fire Commissioners from fulfilling their charter responsibilities. An email was received from Joe Scaglione expressing concern about there not being any engines and only 2 fire fighters at the West Hill Station when a train passed through. The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $1,095.57. The Board of Fire Commissioners Rescue Donation Fund bank statement from Tompkins Trust Company showed a balance of $1,031.79. Acting Chief Dorman asked to add a discussion in reference to Chief Brian Wilbur's retirement to the Agenda. BOARD OF FIRE COMMISSIONERS NOVEMBER 10, 2009 PAGE 2 A letter was received from the Mayor announcing Harry Ellsworth's appointment to the Board of Fire Commissioners. As of this date, a bill has not been received for the plaques for retired Chair Robert Romanowski and Comm. Paul Alexander. V. Membership Changes: None VI. Miscellaneous Reports: Town of Ithaca - No Report City of Ithaca - No Report Audit - In Progress Tompkins County Fire Advisory Board - No Report V. Acting Chief /Deputy Chief Report: (see complete written report in Minute Book). Acting Fire Chief Dorman offered highlights of his reports and answered questions as follows: Administrative: Career Personnel - The Chief position will remain open due to budget constraints until at least 2010. The Department is still waiting to hear that a new fire fighter can be hired. Operating Budget: Online accounts are doing fine. We are hoping to be under budget. Grants and Donations: Staffing for Adequate Fire and Emergency Response (SAFER) Grant - Sent an email to Mayor Peterson and the Town Supervisor. Guidelines have changes. We are nowhere near the NFPA guidelines. Child Safety Seat Program - A grant of $1,375.00 was awarded. The application for a laptop computer was denied. Training Center - Nothing new to report Chair Gilligan asked if the SWAT Bus was a joint venture with the Ithaca Police Department. Acting Chief Dorman explained that an IFD decal is on the back of the vehicle and that the Department had a part in the specifications. But, none of the funding came from us. City -Town Fire Contract Negotiations - the Town ratified schedule. It is scheduled to be on the December meeting agenda. Resource Recovery - Still at Attorney's office. 2% Funds from the City have been distributed. The Town still has not issued checks. Communication Software - Trying to run payroll, but still using the back up plan. Bob Romanowski continues to work on traffic. There were no mutual aids in October. Mileage and Engine Hours - No report due to vehicles being switched around. The two new Pierce pumpers are in service. Safety - All of the flu clinics have been postponed. We will be using an auction service to sell the old engines. Fire Prevention Bureau: (see complete written report in Minute Book). Two reports were covered due to October's meeting being canceled. DC Parson's offered highlights of his report and answered questions as follows: BOARD OF FIRE COMMISSIONERS NOVEMBER 10, 2009 PAGE 4 Nothing specific to highlight. Business as usual. One of the questions raised was the support provided. What is the call volume response time? We are involved and we provide info to the Town Planning Board. Rarely do we run into a situation. There are concerns with the proposed zone. It will affect the housing stock. The costs of upgrading would inhibit concerns about not knowing how bad the hidden problems are. The Recruitment committee has meet several times. Also, IFD joined efforts with IPD and set up a recruitment booth at the Apple Fest. The purpose of the booth was to solicit interest in joining the Department. Postcards were used with the hopes of recruiting a more diverse pool of candidates. A letter was also written to Civil Service asking that the search be National. The intent was to use a specialized list. They granted our request. Chair Gilligan asked if there are any other initiatives. DC Parsons that they have not met since early October. Comm. Hoard asked if we are a diverse Department. Acting Chief Dorman stated that we are primarily a white male fire department. DC Parsons said that we have no control over how well candidates do on the exam, but we can reach the diversity of the candidates. Our effort is to get a more diverse group to take the exam. Acting Chief Dorman added that we expect the fire fighter exam to be announced after Thanksgiving. The Recruitment Committee includes fire fighters, lieutenants, acting chiefs, deputy chiefs and union representation. Acting Chief Dorman stated that we have approval to hire a new fire fighter and we have a current list to choose from. There are about 5 - 6 candidates to choose from. BOARD OF FIRE COMMISSIONERS NOVEMBER 10, 2009 PAGE 5 VII. Old Business: 2% funds are contingent on the signing of the contract. Ray Wheaton stated that the 2008 funds still have not been distributed. Acting Chief Dorman said that the Council meeting is scheduled for December 2, 2009. Fire Police - Dave Cornelius reported that there was a meeting in October and also an instructional session. FF John Powers conducted a training session on blood born pathogens. Also discussed in the training was what is needed to conduct the efficiently. The most important piece is the radios. FF Powers will be training the Fire /Police on the radios. VIII. New Business: Coverage on West Hill - Acting Chief Dorman stated that the events of October 21, 2009 were an abnormality and he is more than willing to discuss the events in an Executive Session. 2% Relief and Vet Funds: The City Charter C96 Section F states that the Board may distribute funds for sick, and indigent members. There is a $200 limit per individual. Chief Brian Wilbur's Retirement Party: Acting Chief Dorman suggested that a plaque be presented on behalf of the Board as well as a monetary donation to the group gift. Ray Wheaton stated that one Department is making a donation in Chief Brian Wilbur's name to the Prostate Cancer Association. After some discussion, the conclusion is to order a plaque with costs not exceeding $150 and a monetary donation of $100 on behalf of the Board of Fire Commissioners. II. Approval of Minutes: Minutes were approved with a few changes. The changes are reflected in the Minute Book. III. Additions /Deletions to the Agenda: Fire /Police - Put under Old Business Distribution of Veteran Firemen Relief Fund Bank Signature Cards for Tompkins Trust Company VI. Persons Wishing to Speak to the Board: Lyman Baker read a letter from Bill Baker, President of the Vet Firemen's Association. President Baker asked that the two requests for funds that were denied be re- evaluated. The letter listed several reasons why this should be done. (A copy of the letter can be found in the Minute Book). IV. Correspondence: The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $845.57. A check was written for $77.75 to cover the cost of Chief Brian Wilbur's plaque and will appear on next month's statement. The Board received an invitation to participate in a fundraiser for Central New York Firemen's Association, Inc. We do not participate in fundraisers. A letter will be drafted and mailed on behalf of the Board explaining that we cannot participate. Dave Cornelius' Fire Police Report - Fire Police had 800MHz Radio training in November. Miscellaneous Reports: Town of Ithaca - No Report City of Ithaca - No Report Audit - Completed Tompkins County Fire Advisory Board - No Report (Remove from Agenda) Common Council unanimously passed the Town City Fire Contract. VII. Department Reports A. Acting Chief /Deputy Chief Reports: (see complete written report in the Minute Book). Acting Fire Chief Dorman offered highlights of his reports and answered questions as follows: Administrative Report: IFD is planning to hire a fire fighter to start the beginning of January. The Department has two reservations: The economy and the retirement situation. Operating Budget: Print outs of the budget are included in the packet. Overtime ran lower than expected. 2010 Project Status Worksheets - Details equipment, EMS, capital projects, etc. Grants and Donations: SAFER Grant - the Mayor and the Town Supervisor were not willing to apply this year. BOARD OF FIRE COMMISSIONERS DECEMBER 8, 2009 PAGE 3 Training Center - Dan Hoffman feels that the Training Center is on City park land. Significant funds have been spent on maintenance repairs of the Training Center over the years. City Town Fire Negotiation Contract - Is not signed. The entire Town Board has to sign the contract. Resource Recovery - Nothing to Report Operations - Mutual Aid calls. Carbon Monoxide call on Cleveland Ave. Levels were high. IFD had installed a carbon monoxide detector in the home just the week before. Gas Leak at DPW - 500 gallons were dumped. This was a significant spill that affected a protected water source. Cornell Police are moving into another location and they have proposed the concept of combining Station 9. This idea is in its infancy stage. In order for it to work for "IFD ", the station would have to be in the City and that could be a deal breaker for Cornell. Safety - The Department has flu and H1N1 vaccines available. At the moment, we can only vaccinate paid and volunteer members. We are unable to vaccinate family as we have done in the past. Operations - We have exceeded last year's call amount. Training Center Reports - AC Willis Sheldon has provided information that is included in the packets. The 1985 American LaFrance has been sold to a Fire Department in Minnesota. The 1985 Salisbury are at IPD waiting to be auctioned off. 906 is now 902. BOARD OF FIRE COMMISSIONERS DEVEMBER 8, 2009 PAGE 4 Recruitment Committee: The Fire Fighter exam has been announced. The exam date is March 6, 2010 B. Fire Prevention Bureau: (see complete written report in Minute Book) DC Parsons offered highlights of his report and answered questions as follows: Recruitment and Diversity Meeting - There will be a Recruitment table set up tonight at Cornell. Another effort being made to diversify the candidate pool is to send emails to the Athletics Department at Cornell. Also, advertisements have been made to national minority organizations. IFD is planning to go back to Cornell and Ithaca College before school breaks for the holidays to do more recruiting. There are also plans to go out to TC3 in January. The exam is open competitive. The Department is planning to conduct Test Preparation courses prior to the exam. Fire Prevention - Nothing significant to report. Construction projects are still going on. There has been a series of dumpster fires at Ithaca College. An arrest has been made. A 19 year old male has been charged. The suspect was caught due to the electronic cards that are used on campus to access different buildings. By tracking this system, they were able to narrow down their search and to make an arrest. IFD is still writing parking tickets. The City is changing the Fee Schedule with significant increases. This should help with revenue. VIII. Old Business Fire Prevention Report - Submitted by David Cornelius and read by Chair Gilligan. FF John Powers recently provided training on the new radios. Next month's training will be CPR. A copy of the report was given to the Clerk. Status of Town 2% Distribution - Chair Gilligan spoke with Town Supervisor Herb Engman and the Town has approved the distribution. The Board should be receiving correspondence from the Town soon. BOARD OF FIRE COMMISSIONERS DECEMBER 8, 2009 PAGE 5 Use and Distribution of Vet Funds - Chair Gilligan corresponded with President Baker and Chair Gilligan told President Baker that the people requesting funds have already received funds before and there is a one time limit. The Board will look into other options. Chair Gilligan feels that President Baker's points are good, but at this point, the Board won't change the Charter. The Board did approve that funds from the Firemen's Relief Fund account be payable to Cayuga Medical Center to cover uncovered medical expenses for one of the requesters. Also, one of the requesters has only received $100 in the past and is eligible for an additional $100. Clerk Flynn will write a letter to the Chamberlain's office requesting the checks. Chair Gilligan plans to talk with President Baker about the Board's stand on the Charter. New signature cards are needed for the Board of Fire Commissioner bank accounts at Tompkins Trust Company. Bill * * * * * * * * * * * * * * ** Report of Executive Session for Board of Fire Commissioners meeting held November 10th, 2009. The Board convened an executive session at 7:22pm to consider personnel issues and a matter involving fire incidents currently under investigation. Present were Fire Commissioners Hoard, Ellsworth, Gilligan, Acting Chief Dorman, and Deputy Chief Parsons. Acting Chief Dorman reported to the Commissioners on a personnel issue related to a lapse in compliance with standard departmental operating procedures that had been raised during the open session of the BFC meeting. He indicated that he had addressed this issue directly with the individual involved. The Board determined that the matter had been addressed appropriately. Chief Dorman also reported, as an informational item, the details of a series of fire incidents that are currently under investigation by the department. The Board reviewed and acted on two requests involving distribution of funds from the Veteran Volunteer Firemen's Relief Fund. A motion was made by Commissioner Hoard, seconded by Commissioner Ellsworth and approved unanimously that upon verification of the department records confirming their eligibility to receive funds, individual checks will be issued to the two individuals who were recommended and approved by the President and Trustee's of the Veteran Volunteer Firemen's Association of Ithaca to each receive a $200 payment from the Relief Fund. The Board also reviewed and acted on a request to provide a medical payment from the Active Firemen's Relief Fund on behalf of a needy member. Payment will be made directly to the service provider on behalf of the individual member in need. The Executive Session concluded at 8:02pm. Code Enforcement Division: The Codes Enforcement Division received 19 complaints in the month November. There were 20 complaints closed out, and 31 complaints remain open for November and previous months. The Code Enforcement Division performed 86 Fire Safety and Property Maintenance Inspections or Re- inspections, 5 Fire Alarm Tests Witnessed, and 4 Hydrostatic Sprinkler System Tests Witnessed. There were 112 violations cited. The Code Enforcement Division issued: 13 operating permits for assembly occupancies; 5 certificates of compliance for fire and property maintenance inspections; 1 certificate of compliance for a fire sprinkler system; and 4 certificates of compliance for fire alarm system installations. Fire Investigation Unit: There was one fire investigation performed at 127 Grant Egbert Blvd, Emerson Hall, Ithaca College, Town of Ithaca, in November. Public Education: There were 3 public education events performed, 2 Child Safety Seat Inspections, and 3 fire drills witnessed by the department in November. Z1 Fire Marshal's Report for November 2009— Page 2 There were 12 parking tickets issued by the Fire Prevention Bureau in November. There were 4 tickets issued for fire zone violations, and 8 tickets were issued for handicap parking violations. Resource Recovery Legislation The proposal remains at the City Attorney's Office for review. [same report as last month] Commissioner Romanowski continues to work on this project. Foreign Fire Insurance Distribution No report Board Initiatives Outstanding Bob Romanowski continues to work on the Traffic Calming issues and the Charter update Operations 1) Mutual Aid Calls: See attached report 2) Selected Calls — On 11/29/09, IFD responded to a residence at 132 Cleveland Ave for a Carbon Monoxide alarm. Acting Lt Snell and FF Thompson immediately found high CO levels and upgraded the response. Levels were as high as 200 ppm. The responding crew did an excellent job. However there is more to the story. Last week, another crew lead by Lt Eaton, installed the CO detector that activated this evening, and most certainly saved the occupants life. Purchase orders will be going out soon. Safety Section 1) The County Health Department has informed us that they now have a supply of regular flu and HIN1 vaccine for our use. The supply will only cover active first responders. Clinics are being scheduled.
