MINUTES
PRESENT: Commissioners Gilligan, Hoard and Kelly.
I. Chair Gilligan called the meeting to order at 1800 hrs.
II. Approval of Minutes
Approved with 2 corrections
III. Additions /Deletions to the Agenda:

IV. Persons wishing to speak to the Board of Fire Commissioners:
Lyman Baker stated to the Board that the 2008 Town of Ithaca 2% monies have
not been distributed. He wants to know if there is anything that the Board can
do to get the money distributed.
Jack Gould, Captain of Company #6 and co- coordinator of the fire police with
Dave Cornelius would like to have discussion of the Fire /Police membership
resolution postponed until Dave is available. This would be sometime after the
middle of September.
V. Correspondence:
A donation was made to Ithaca Fire Department in memory of Jim Myers. The
$100 gift will be deposited into the Board of Fire Commissioners Donation Fund.
A thank you letter will be sent to the donator.
The Board of Fire Commissioners Donation Fund bank statement from
Tompkins Trust Company showed a balance of $995.57.

Audit - Was completed last week. In the future, someone from the Board will
complete the audit that is available in between BOFC meetings.
VIII. Department Reports
A. Chief's Report (see complete written report in Minute book). Chief Wilbur
offered highlights of his report and answered questions as follows:
This is Chief Wilbur's final Board of Fire Commissioners meeting. He is retiring
and his final day as Fire Chief will be August 29, 2009. Deputy Fire Chief J.
Thomas Dorman will serve as Acting fire Chief until a successor is appointed.
Chief Wilbur explained the process that would take place to find a new Chief. He
also stated that his experience as Chief has been an education and that he has no
regrets.
Recruitment Committee:
The Recruitment Committee has been very busy with frequent meetings,
including a joint meeting with the Recruitment Team from the Ithaca Police
Department. A joint recruiting fair is planned for September 26, 2009 during the
Apple Harvest Festival. Deputy Chief Tom Parsons will be the Chair of the
Recruitment Committee.
The next Recruitment Committee meeting will be help on September 1, 2009 at
11:00 am at Central.
Operating Budget Status:
2010 will be a difficult year. Things also look grim for 2011 and 2012. City
cutbacks, tough decisions and "belt tightening" are expected.
The next budget meeting (with Mayor and City Controller) will be held on
September 14, 2009 from 11:30 am - 1:00 pm.
800 MHz System:
Purchases are being made for equipment necessary to bridge OPS 9 talk group
communications to the IFD repeater located at the IC tower. This will allow

personnel responding with pagers (only) to hear fire ground communications
during their response. The bridge equipment will be installed in a week or two.
City -Town Fire Contract Negotiation:
Attorneys for the Town and City are working on final language prior to a final
meeting of the negotiating teams.
Board Initiatives Outstanding:
Chief Wilbur met with Bob Romanowski to review the legislative initiatives that
he would like to see completed. Resolutions have been outlined or drafted for
consideration by the Board. '
Foreign Fire Insurance Distribution:
Contract negotiations have removed the clause addressing foreign fire insurance
from the contract and it will be handled as a separate MOU.
Fire Department Management Software Acquisition:
IFD staff officers have begun using FireHouse software for daily documentation
of personnel, and to learn the incident reporting (NFIR) system. This is a
complex application that is taking a significant amount of time to learn and to
become comfortable with it.
B. Deputy Chief's Report (see complete written report in Minute Book). DC
Dorman offered highlights of his report and answered questions as follows:
At this time, Ithaca Fire Department is fully staffed.
IFD responded to and extinguished a large fire at Overlook Apartments at 311 W.
Hill Circle on July 8, 2009.
Four IFD staff Officers went to Appleton, Wisconsin to see the new pumpers.
Parts have been taken from 904 to keep 903 in service. 904 has been taken out
of service.

The City has approved a PayPal account to aid in selling surplus IFD equipment
on eBay.
Chief Wilbur stated that he had a rapid trip to Pierce in Appleton, Wisconsin to
see the new pumpers and came away very impressed. He came away with a
good feeling about the new pumpers lasting a long time and feels that it was the
right decision to go with Pierce. Tyler Fire Equipment will be servicing them.
Chair Gilligan asked when the trucks would be here. DC Dorman stated that
every effort is being made to have at least one truck here before the Chief retires.
The truck will not be in service, but it will be here.
C. Fire Prevention Bureau (see complete written report in Minute Book). DC
Parsons offered highlights of his report and answered questions as follows:
Cornell filed an Article 78. The judge ruled and denied Cornell's Article 78
IFD currently has a request in to the State Fire Inspector, to allow IFD
inspections at Cornell to fulfill the States inspection requirements as well as the
City's. If the State waives their inspections that are not paid, IFD would continue
to be paid for its inspections
The Building Department does more in their inspections. For example, they go
room to room whereas the Fire Department does not inspect dorm rooms.
IFD will perform a Pub Ed Dorm Burn at Ithaca College on Friday, August 21,
2009 at 11:00 am.
IFD is expanding their recruiting efforts. We will have a table set up at the Apple
Festival and perhaps at Wal -Mart along side Ithaca Police Department.
IX. Old Business
Fire Police membership resolution - the discussion on this will be postponed
until the Board's October meeting to allow time for the current fire police
members to provide input into the discussion.
It was noted that the Fire Police recently helped with traffic control during a
power outage caused by a truck overturning on Cliff Street.

The following motion was made to approve funds from the Donation account:
Motion: Regarding Recognition of Long Term Service.
The Board of Fire Commissioners authorizes the expenditure of approximately
$100 from the donation fund to purchase two plaques to recognize the many
years of service provided to the Board of Fire Commissioners, the Ithaca Fire
Department, and the Community by Robert Romanowski and Paul Alexander.
The Board Chair will work with Fire Department staff and others to develop the
wording to be included on these plaques. It is anticipated that these will be
presented to the recipients at the City's Employee day celebration to be held in
the month of September or at a Common Council meeting.
Motion made by Commissioner Gilligan, seconded by Commissioner Kelly, and
approved unanimously.
X. New Business
Action on distribution on 2% funds: Chair Gilligan expressed concerns that the
current figures would cause the balance to drop below $90,000.
Approval of Distribution of 2% Foreign Fire Insurance Funds by City
Chamberlain
Motion: The Board of Fire Commissioners has reviewed the information
provided by the City Chamberlain, regarding the 2009 Foreign Fire Insurance
funding received by the City. Since all Ithaca Volunteer Companies and the
Ithaca Veteran Volunteer Firemen's Association all appear to be current and in
compliance with the requirement for submitting their expenditure reports as
required by the state, and provided that the Active Fire Fighters Relief Fund is
maintained at the required $90,000 balance, the Board approves the distribution
of available funds by the City Chamberlain.
Motion made by commissioner Gilligan, seconded by Commissioner Hoard, and
approved unanimously
Communication Equipment Resolution
A motion was made to approve a resolution to economically dispose of out -of-
service communication equipment. Comm. Gilligan asked if there is an option

for the Fire /Police to use the old radios. DC Dorman explained that it is not an
option. The Chief stated that the fire /police should be on 800 MHz. Tom Hoard
seconded with modifications. The motion to approve the resolution was passed
unanimously. A copy is filed with these minutes.
Decommission and Disposal of Equipment
A resolution was drafted to decommission and dispose of three IFD vehicles.
Moved by Comm. Hoard. Approved unanimously a copy is filed with these
minutes.
Search Process to Fill Fire Chief Position
Chief Wilbur covered the steps involved in hiring a replacement in his report.
Once new Board members are named they will be appointed by the Mayor and
approved at a Common Council meeting.
The next Board of Fire Commissioners meeting will be held on September 8, 2009.
Hearing no further business, the meeting adjourned at 1911 hrs.

Nothing new to report at this time.
4) Grants and Donations
a) Assistance to Firefighter Grants (AFG): Nothing new to report at this time.
b) SAFER Grant: Nothing new
C) Child Safety Seat Program: A grant application for the 2009 -2010 fiscal year was
submitted. We are awaiting notification of results. [Same as last month.]
d) Training Center Project Funding: Next steps include continued research to
determine designation of land where training center is located. Additional work
will be required if this is dedicated as park lands. [Same as last month.]
5) City -Town Fire Contract Negotiation
As of this report, we do not have a new contract with the Town.
6) Resource Recovery Legislation
The proposal remains at the City Attorney's Office for review. [same report as last
month] Commissioner Romanowski continues to work on this project.
7) Foreign Fire Insurance Distribution
It appears contract negotiations have removed the clause addressing foreign fire
insurance from the contract and it will be handled as a separate MOU [Same as last
month.].
8) Fire Department Management Software - Firehouse
We are now using the new management system, Firehouse, for all of incident reports.
Currently, we are using Firehouse and our Day Log system for time accounting and
payroll. Due to the critical nature of time accounting and payroll, the two systems will be
run parallel until we are very comfortable with the Firehouse modules.

Dear Board Members:
The following is the Fire Marshal's report for September 2009.
Code Enforcement Division:
The Codes Enforcement Division received 17 complaints in the month September. There
were 10 complaints closed out, and 24 complaints remain open for September and
previous months.
The Code Enforcement Division performed 106 Fire Safety and Property Maintenance
Inspections or Re- inspections. There were 220 violations cited.
The Code Enforcement Division issued: 13 operating permits for assembly occupancies;
4 certificates of compliance for fire and property maintenance inspections; 1 certificate of
compliance for a fire sprinkler system; 2 certificate of compliance for alternative fire
protection systems; and 13 certificates of compliance for fire alarm system installations.
Fire Investigation Unit:
There were no fire investigations performed in September.
Public Education:
There were 4 public education events performed, 4 Child Safety Seat Inspections, and 3
fire drills witnessed by the department in September.
Parking Tickets
There were 24 parking tickets issued by the Fire Prevention Bureau in September. 5
tickets were issued for areas of prohibited parking violations, 15 tickets were issued for
fire zone violations, and 4 tickets were issued for handicap parking violations.
