ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JULY 28, 2009 MINUTES PRESENT: Commissioners Gilligan, Hoard and Kelly. I. Commissioner Gilligan called the meeting to order at 1801 hrs. II. Approval of Minutes Motioned by Comm. Hoard, seconded by Comm. Kelly and voted unanimously. III. Additions /Deletions to the Agenda: A. Election of Board Chairperson. Comm. Hoard nominated Comm. Gilligan. Comm. Kelly seconded. All in favor. B. Election of Deputy Chairperson. Comm. Kelly nominated Comm. Hoard. Chair Gilligan seconded. All in favor. IV. Persons wishing to speak to the Board of Fire Commissioners: None V. Correspondence: Chair Gilligan read a letter from Bill Baker in regard to the 2% distribution. It is Bill's concern that monies are being held up unnecessarily. (See letter in Minute Book) Chief Wilbur stated that the 2008 distribution from the town is hinged on the City Town Contract Negotiations. We will now more after the August Board of Fire Commissioners meeting. It will most likely be a 50/50 split. VI. Membership Changes: None VII. Miscellaneous Reports: Town of Ithaca - Given to Clerk Flynn City of Ithaca - None Tompkins County Fire Advisory Board - No Report Audit - Complete BOARD OF FIRE COMMISSIONERS AUGUST 18, 2009 PAGE 2 Chair Gilligan asked what the Board of Fire Commissioners role of auditing vouchers is and also what is the BOFC approving? Chief Wilbur explained that there used to be one audit a month. Once a month was not enough though and it went to twice a month. Since the Board of Fire Commissioners only meets monthly, the BOFC is only seeing 1/z of the vouchers. VIII. Department Reports: A. Chiefs Report (see complete written report in Minute book). Chief Wilbur offered highlights of his report and answered questions as follows: Chief Wilbur will announce more details on his retirement at the August Board of Fire Commissioners meeting. A Recruitment Committee is working to develop and implement strategies to attract as many qualified candidates to sit for the next civil service fire fighter examination as possible. This work is part of an overall effort to diversify the workforce of the Ithaca Fire Department to more accurately reflect the makeup of the community. Also provided was a time line print out that is a work in progress. (see copy of time line in Minute book). IFD is looking to diversify the Department in order to reflect the community. The Recruitment committee meets twice a month. Civil Service tests are typically held in June. This year it will be held in March due to a State change. Also, the residency requirement will also be removed. Comm. Kelly asked if there is a succession plan and the Chief responded that there is not. Comm. Hoard asked how do we get more members on the Board of Fire Commissioners. The Chief explained that nominations need to be given to The Mayor. Mayor Peterson will then quickly appoint once she has nominations. BOARD OF FIRE COMMISSIONERS AUGUST 18, 2009 PAGE 3 Comm. Kelly asked if the Cornell MOU is going happen. The Chief stated that The Department is still waiting to hear from the City Attorney. B. Deputy Chief's Report (see complete written report in Minute Book). DC Dorman offered highlight of his report and answered questions as follows. There were two fires this month and the fire fighters did a great job. On August 101h, several officers will be going on a final inspection of the new trucks. On August 28th, at least one truck will be here so that a picture can be taken with the Chief before he retires on the 29th of August. C. Fire Prevention Bureau (see complete written report in Minute Book). DC Parsons offered highlight of his report and answered questions as follows: FPB has been busy with inspections. The Fire Investigation Unit has been busy with our two fires as well as assisting Landing Fire Department with one of their fires. IX. Old Business Resource Recovery - There are 5 areas to continue looking into. Comm. Kelly asked if the street lights on Albany going to be removed. The Chief responded, "Most likely yes." X. New Business Chair Gilligan motioned to distribute the 2% monies as indicated in the Carter. Chief Wilbur suggested that the Board look into non - active companies. The Board would like to recognize Bob Romanowski and Paul Alexander for their service on the Board of Fire Commissioners. DC Dorman suggested that they be invited to the Employee Recognition Picnic on September 18, 2009. BOARD OF FIRE COMMISSIONERS AUGUST 18, 2009 PAGE 4 The Board would like to use funds from the Donation account to purchase plaques that would be presented at the picnic. The City Clerk has the information on the length of their terms. The second choice to present the plaques would be at a Common Council meeting. Budget Summary was provided. It is still preliminary and will be submitted by August 1, 2009. The next Budget Meeting is on October 19, 2009 at 4:00 pm. The current budget does not include the Fire Chief's salary for next year. This is a concern for the year after when a new Fire Chief will most likely be hired. Due to a conflict of schedules, the next Board of Fire Commissioners meeting will be on Tuesday, August 18, 2009. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Retirement As noted last month, I am retiring and my final day as Fire Chief will be 29 AUG 09. Deputy Chief J. Thomas Dorman will serve as Acting Fire Chief until such time as a successor is appointed, or he retires, which ever comes first. The selection process for a new department head is stipulated in the City Code ( §90 -48 through §90 -53). §90 -48.A states: A. A Search Committee for the vacant position shall be established by the Mayor according to the following: (1) The membership of the Committee shall be: (a) Three members of the appropriate overseeing lay board or commission, if any, to be selected by that board or commission. (b) Three members of the Common Council, to be selected by the Common Council. (c) One person with professional experience in the job area at issue, to be appointed by the Mayor; however, if the appointment is to the position of deputy or assistant, the Mayor shall appoint the applicable department head. (d) The Director of Human Resources, except when the appointment is to the position of Director of Human Resources, as a nonvoting member. (e) other nonvoting members as the Committee deems necessary and appoints. Fire Chief's Report for August 2009 b) Office Hiring 18 AUG 09 Page 2 of 5 Administrative Assistant Randy Flynn has been permanently appointed, and is now in her official probationary period. C) Recruitment Committee The Recruitment Committee has been very busy with frequent meetings, including a joint meeting with the Recruitment Team from the Ithaca Police Department. A joint recruiting fair is planned for 26 SEP 09, during Apple Harvest Festival. In the meantime, DC Dorman, DC Parsons, and I have presented an orientation session for each of the duty shifts with the focus on cultural competence. 2) Operating Budget Status a) Please see the updated account balances sheet for 2009. 3) County Communications and 911 Program a) 800 MHz System: Purchases are being made for equipment necessary to bridge OPS 9 talk group communications to the IFD repeater located at the IC tower. This will allow personnel responding with pagers (only) to hear fire ground communications during their response. [same report as last month] At last report, the bridge equipment will be installed in a week or two. b) Communications MOU between Tompkins County and the City of Ithaca: Nothing new to report at this time. 4) Grants and Donations a) Assistance to Firefighter Grants (AFG): Nothing new to report at this time. b) SAFER Grant: News reports indicate an agreement has been reached between federal authorities and fire service organizations for a change in the distribution formula for SAFER grants. The changes are intended to relieve some of the local match requirements, and to help communities avoid layoffs, or rehire fire fighters who have already been laid off. C) Child Safety Seat Program: A grant application for the 2009 -2010 fiscal year was submitted. We are awaiting notification of results. [Same as last month.] Fire Chief s Report for August 2009 18 AUG 09 Page 3 of 5 d) Training Center Project Funding: Next steps include continued research to determine designation of land where training center is located. Additional work will be required if this is dedicated as park lands. [Same as last month.] 5) City -Town Fire Contract Negotiation As a result of the last negotiations session (20 JUL 09), there is general agreement that a successor contract can be executed. At this point, attorneys for the Town and City are working on final language prior to a final meeting of the negotiating teams. 6) Resource Recovery Legislation The proposal remains at the City Attorney's Office for review. [same report as last month] In the meantime, former Commissioner Romanowski and I worked through the material and developed a framework for a resolution for adoption by the Board. 7) Foreign Fire Insurance Distribution It appears contract negotiations have removed the clause addressing foreign fire insurance from the contract and it will be handled as a separate MOU. 8) Fire Department Management Software Acquisition IFD staff officers have begun using FireHouse software for daily documentation of personnel, and to learn the incident reporting (NFIR) system. This is a complex application that is taking a significant amount of time to learn and to become comfortable with it. 9) Board Initiatives Outstanding As noted above, Bob Romanowski and I met to review the legislative initiatives he would like to see completed. Resolutions have been outlined or drafted for consideration by the Board. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of June. Safety Section - No report. Fire Chief s Report for August 2009 18 AUG 09 Page 4 of 5 OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for JUL 2009 and 2009 YTD. 2) Emergency Management a) City- Cornell Hazardous Materials MOU: At the operational level, both parties are happy with the MOU, including respective attorneys. A final version has been developed which will be reviewed by team representatives at a meeting on 08 SEP 09. This should result in a version ready for final approval and signatures. Support 1) See Deputy Chief Dorman's reports. 2) Training Center Reports a) No report this month. 3) American LaFrance Preservation Proposal - No report. Training 1) See report from AFC Sheldon. 2) AC/MTO Sheldon is currently reviewing training records along with service hours for compliance with mandates and policies. Those in arrears have been notified. He is working with each to consider current status and/or corrective action. Hill Circle, Overlook Apartments. They quickly extinguished a fire that was coming thru the roof on arrival. SUPPORT 19 Vehicle work orders were written and 19 were closed. The two new Pierce Pumpers will most likely be delivered in September. Parts from 904 have been used to keep 903 in- service. 904 has been taken out of service. See attached resolution. The reports used to come to me, but I don't get them anymore. If the reports are still required, I suspect our payments would be delayed if the reports weren't done. Debbie Parsons >>> Bill Gilligan 8/17/2009 12:38 PM >>> Dear Debbie, The Board of Fire Commissioners is expecting to take action at its meeting tomorrow (Tuesday, Aug.18th) authorizing the distribution of the State Foreign Fire Insurance 2% funds, that the City recently received. This will, per the City Charter, authorize the distribution of the funds to the Veteran Firemen's Association and the 8 volunteer Companies. Now that Bob Romanowski's completed his term on the BFC, and isn't around to chair our group, I'm the newly selected chairman of the BFC. I talked to Bob to find out if there were any issues or concerns that we need to be aware of before acting. He said that as long as the companies are not delinquent in submitting their annual 2% reports to the state, there shouldn't be an issue. He indicated that the state would have contacted you if any of the companies were a problem - is this correct and are all the companies in good standing as far as you are concerned? Related to the distribution of the 2% funds - the Board generally receives a report, indicating the beginning balance in the $90,000 Active Fire Fighter's Relief account, the amount of interest received on the balance, and the amount of 2% funds received - is that report available for our meeting? It would be helpful to have it since we can then approve a specific dollar amount for distribution of the 2% funds available from those sent to the City by the State. An electronic version of the report would be fine. As I understand it, the issues around the distribution of 2% funds that the Town of Ithaca receives is near resolution, but we will need to act separately on these funds, once the various issues and details are finalized. Because you knew Jim and shared times with our family, we wanted to let you know of his passing. Jim's wishes were that we forgo a ceremony, and simply return his ashes to the Mt. Zwkel wkiemess in the Rocky Mountains. John, Frank & Kim, Helen, and Bill have been with us, and -we are sharing our stories and grief together as a family. "lames Leo Mayer, 56, of Kailua -Kona, Hawaii died at his residence July 13, 2009. He was born in Detroit, Michigan a'__N May 29, 1953. Jim, an entrepreneur and educator, came to Hawaii in 2006 settling in Kailua -Kona. Jim had an abiding commitment to public safety, working as policeman in La Junta, Colorado and later as a fireman in Ithaca, New York. He was a man of many interests and talents. As a younger man he enjoyed backpackfin scu as iving and car games. Much later he enjoyed recumbent bicycles, motorcycles and scooters. He researched all his pursuits deeply and thoroughly. Reading material of all kinds held his interest — science fiction, comics, westerns, technical manuals on building bikes, consumer reports, and so forth. He was devoted to his family and took special delight in his Arizona grandchildren. Jim enjoyed a day that included a good read, a well -made meal, a good laugh, country western tunes, and, a fine cigar. He is survived by his sons, Michael Mayer of Scottsdale, Arizona, and Andy (Jennifer) Mayer of Phoenix, Arizona; parents; James and Elizabeth Mayer of Kailua -Kona; brothers, John (Deborah) Mayer of Portsmouth, New Hampshire, Frank (Kim) Mayer of Clark, Colorado, and Bill (Laurie) Mayer of Washington DC; sister, Helen Mayer (Chris Fahrenbach) of Aptos, California; three grandchildren and five nieces and nephews.
