EXECUTIVE SESSION XII. ADJOURN ITHACA BOAD OF FIRE COMMISSIONERS MAY 12, 2009 MINUTES PRESENT: Commissioners Romanowski, Alexander, Gilligan, Hoard and Kelly. Chair Romanowski called the meeting to order at 1800 hrs. II. Approval of Minutes: Moved by Chair Romanowski, seconded by Comm. Gilligan and voted unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to the Board of Fire Commissioners: Lyman Baker asked if there has been any word from the Town about the 2008 2% money. Chair Romanowski responded that there has been some action on that. He also stated that Ray Wheaton has a copy of the letter that was sent to the Attorney's office. Chair Romanowski also offered to show Mr. Baker the payment schedule that Chief Brian Wilbur and the Town put together. He made arrangements to have copies made for Mr. Baker after the meeting. DC Dorman suggested that if Mr. Baker needed more information that he could submit a FOIL request. V. Correspondence: The Board of Fire Commissioners bank statement from Tompkins County Trust Company Donation Account showed a balance of $1,055.57. Chair Romanowski made a motion to pay $10 for organization dues. Seconded by Comm. Hoard. Voted unanimously. The funds in this account are for flowers for funerals, food for incidents, etc. The account is funded by "appreciation" donations. IFD can't solicit BOARD OF FIRE COMMISSIONERS MAY 12, 2009 PAGE 2 funds to supplement their budget because they are a City agency. The Rescue Fund is a separate account. VI. Miscellaneous Reports: Town of Ithaca - Given to Clerk City of Ithaca - None Audit - Complete Tompkins County Fire Advisory Board - No Report Annual Cayuga Center Meeting - Given to Clerk VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book). Due to Chief Wilbur's absence, DC Dorman offer highlights and answer questions on his behalf. Office Hiring - All of the Civil Service exam results as well as the current eligible list are in. We will proceed with permanent employment or whatever procedures we are going to take in the office hiring. 800 MHz System - The system is functioning quite well. Small details are being worked out. Communications MOU between Tompkins County and the City of Ithaca - We are waiting on word from Tompkins County Administration about the concept for a new agreement that was discussed in March. The Assistance to Firefighters Grants (AFG) program application period is open and will close on May 20, 2009. Grant possibilities that we are researching include traffic signal preemption systems, in- vehicle repeaters for use with the 800 MHz system, and bail -out rope systems. The American Recovery and Reinvestment Act of 2009 provided $210,000,000 for construction of new fire stations or to modify BOARD OF FIRE COMMISSIONERS MAY 12, 2009 PAGE 3 existing stations. The state website was reviewed today and there are still no guidelines on how these funds will be allocated. Child Safety Seat Program - A grant application for the 2009 - 2010 fiscal year was submitted last week. Training Center Project Funding - We have received informal word that Senator Winner was successful in allocating $25,000 of member item funding toward the training center expansion project. Fire Fighter and State Fire Instructor Thomas Basher made the appeal to Senator Winner for these funds. Along with the $25,000 Tompkins County has allocated, we are now halfway towards our funding goal. Fire Department Management Software Acquisition - After months of process, the onsite configuration and administrator training for the new FireHouse software system started today (May 12, 2009). Projected go -live date is on or about July 1, 2009. Emergency Management - City Cornell Hazardous Materials MOU: At the operational level, both parties are happy with the MOU, including respective attorneys. A final version is being prepared now for a last review by the City Attorney, and signatures should be obtained by the end of June. This has been at least a twenty -year effort. Recruitment and Retention: Included in everyone's packet is a copy of a brochure highlighting the Fire Corps initiatives. B. Deputy Chief's Report (see complete written report in Minute Book). DC Dorman offered highlights of his report and answered questions as follows: DC Dorman credited Fire Prevention for the lack of fire calls. All new Fire Prevention vehicles (945 & 947) are in- service and all decommissioned vehicles (947 & 966) are at DPW for disposal. We are very close to receiving the new pumpers. We are hoping to see them arrive during the first few weeks of August. Hopefully this week will have a firm date. BOARD OF FIRE COMMISSIONERS MAY 12, 2009 PAGE 4 C. Fire Prevention Bureau (see complete written report in Minute Book). DC Parsons offered highlights of his report and answered questions as follows: There was one fire investigation performed by the Fire Investigation Unit for an incendiary fire. FF Otis Jackson is back from vacation and wrote 13 parking tickets. We are currently in litigation with Cornell in regard to code enforcement. The first round of documents are due in court by Friday and we expect to hear from the Supreme Court Judge in the next month or so. IX. Old Business Resource Recovery Initiative - Mayor Peterson sent a directive to Chief Wilbur stating that some emergency costs cannot be collected or recovered. Mainly it has to do with automobile accidents. This causes an unusual situation due to the Haz -Mat potential of spilled gasoline, etc. We are currently waiting on clarification. X. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring All test scores are in and eligible lists were just received yesterday. Next steps in the office reorganization process will occur as soon as possible. 2) Operating Budget Status a) Please see the updated account balances sheet for 2009. 3) County Communications and 911 Program a) 800 MHz System: The system continues to operate well. Currently, DFC Tom Parsons is working to validate and /or reprogram all of IFD's pagers. The result of this will be a conversion to single tone paging for all alarms. In other words, rather than the two to four (or more) tone pairs that are transmitted now for various types of alarms, we will change so that a distinct tone pair is transmitted for each alarm. This will save significant amounts of time, especially for full response and second alarm transmissions. b) Communications MOU between Tompkins County and the City of Ithaca: We are waiting for word from Tompkins County Administration about the concept for a new agreement that was discussed in March. Mayor Peterson will be meeting. with Administrator Mareane in the near future, and will add this to her agenda for the discussion. [No change from last month.] 4) Grants and Donations a) Assistance to Firefighter Grants (AFG): Deputy Chief Parsons compiled information for a grant proposal to equip first line apparatus with mobile radio repeaters. These repeaters would allow us to use analog channels in high -noise environments where digital channels do not work as well. I Fire Chief's Report for June 2009 09 JUN 09 Page 2 of 4 then rebroadcast the communications on a network channel, thus taking advantage of the coverage provided by the full 800 MHz trunked radio system. These new generations of mobile repeaters are equipped with technology that eliminates many of the problems associated with older style mobile repeaters. One aspect of this is the creation of a "sub- network" on the fireground where each mobile repeater on the scene connects with others and relay of radio communications is done selectively from one repeater only. The amount requested for this 2009 AFG proposal was $115,000. AFG grants for communities our size require a ten percent match. b) The American Recovery and Reinvestment Act of 2009 provided $210,000,000 for construction of new fire stations or to modify existing stations. My review of the guidelines for this project suggests we would not be competitive. Bulleted below are some key considerations for grant reviewers: • Timeliness of implementation; immediate start date • Communities with highest unemployment • Land acquisitions already done • Replacing unsafe or uninhabitable structures • Compliance with NFPA 1710 or 1720 • Providing accommodations for full -time occupancy • Community status under National Flood Insurance Program • Provides safer working environment • Provide improved response times • How long has department been attempting to build or renovate? • Call volume • Service population (greater consideration given to higher populations) • Improved ability to provide mutual aid • Providing EMS scores higher than no EMS The criteria is available in digital or hard -copy form. Please advise if you would like a copy to review. Absent direction to the contrary, IFD will not prepare a grant proposal for this program. We are awaiting notification of results. d) Training Center Project Funding: Next steps include continued research to determine designation of land where training center is located. The Code Enforcement Division issued: 10 operating permits for assembly occupancies; 1 operating permit for hazardous occupancy; 10 certificates of compliance for fire and property maintenance inspections; 1 certificate of compliance for alternative suppression system installations; and 3 certificates of compliance for fire alarm system installations. Fire Investigation Unit: There were 2 fire investigations performed by the Fire Investigation Unit for fires that occurred at 150 Triphammer Road in the City of Ithaca and 149 Grandview Court in the City of Ithaca. Bob Romanoski, Chairman of the Board of Fire Commissioners, is leaving the Board. a. Bob joined Company #2 as a volunteer in 1959 and was active as a firefighter until he was elected to Common Council. He served as a Council member for ten years, from January 2, 1983 to December 31, 1993. b. Prior to Common Council service, Bob served on the City planning Board in 1981 and 1982. c. Bob's service to the Fire Department started when Charlie Weaver was chief, and continued under chiefs Charlie Tuckerman, Ken Reeves, Ed Olmstead, and currently, Chief Brian Wilbur. d. Bob saw many big fires in his early years as a volunteer, including the Sport Shop, Bowling alley, house fires, and the Cornell Residential Heights Club fire, in which nine people died. e. Bob commented to me that much of that early service was before all the codes, alarm systems were in place, and before there was lots and lots of Department and Company training. And partly because of those factors, there were many fatalities. f. Bob was appointed to the Board of Fire Commissioners by Town of Ithaca Supervisor Kathy Valentino in 1994 and was elected Chair in 1997. g. The Town has not yet named Bob's replacement, nor has the Board elected a new chair. h. Bob will continue as an active firefighter in the Department, working on administrative and legislative processes. 2. Communications Systems: The new 800 MHz county communications system continues to perform well, but, as with any new system, field use is showing the need for some adjustments. 3. Training Center Project Funding: We received informal word that State Senator Winner was successful in allocating $25,000 toward the fire training center expansion project. Fire Fighter and State Fire Instructor Thomas Basher made the appeal to Senator Winner for these funds. Tompkins County has also allocated $ 25,000, and we are now halfway toward our funding goal. 4. Fire Department Management Software: The new Fire Department Management software was scheduled to "go live" on June 1St. This has been a long time in coming. 5. No serious fires during the last 2 months.
