Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the May 12, 2009,
meeting.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
a) See Deputy Chief Dorman's report.
b) Office Hiring
All test scores are in and eligible lists were just received yesterday. Next steps in
the office reorganization process will occur as soon as possible.
2) Operating Budget Status
a) Please see the updated account balances sheet for 2009.
3) County Communications and 911 Program
a) 800 MHz System: The system continues to operate well. As expected, field use
is revealing a number of changes or adjustments necessary to make best use of the
capabilities of the system.
b) Communications MOU between Tompkins County and the City of Ithaca: We
are waiting for word from Tompkins County Administration about the concept for
a new agreement that was discussed in March. [No change from last month.]
Mayor Peterson will be meeting with Administrator Mareane in the near future,
and will add this to her agenda for the discussion.
4) Grants and Donations
a) The Assistance to Firefighters Grant (AFG) program application period opens on
15 APR 09, and runs to 20 MAY 09 (change from previous deadline of 15 MAY
09). Grant possibilities we are researching include traffic signal preemption
systems, in- vehicle repeaters for use with the 800 MHz system, and bail -out rope
systems (to comply with yet another unfunded mandate).
b) The American Recovery and Reinvestment Act of 2009 provided $210,000,000
for construction of new fire stations or to modify existing stations. The state

website was reviewed today and there are still no guidelines on how these funds
will be allocated.
C) Child Safety Seat Program: A grant application for the 2009 -2010 fiscal year was
submitted last week. Office Manager McGrady coordinated, compiled, and
submitted the grant application.
d) Training Center Project Funding: We have received informal word that Senator
Winner was successful in allocating $25,000 of member item funding towards the
training center expansion project. Fire Fighter and State Fire Instructor Thomas
Basher made the appeal to Senator Winner for these funds. Along with the
$25,000 Tompkins County has allocated, we are now halfway towards our
funding goal.
5) Strategic Funding for Firefighters (S4F)
There has been no activity on this initiative for a long period of time. This item will be
removed from my report until such time as something happens related to this issue.
6) City -Town Fire Contract Negotiation
We are in the process of arranging the next negotiations session, which will likely occur
in June.
7) Resource Recovery Legislation
The proposal remains at the City Attorney's Office for review.
8) Foreign Fire Insurance Distribution
Mayor Peterson has indicated she would like the Town's proposal (50150 split now, per
capita after five years) to resolve the foreign fire insurance distribution dilemma to be a
topic for the next negotiations session on the City -Town Fire Contract.
9) Fire Department Management Software Acquisition
After months of process, the on site configuration and administrator training for the new
FireHouse software system started today (12 MAY 09). Projected go -live date is on or
about 01 JUL 09.

a) City- Cornell Hazardous Materials MOU: At the operational level, both parties
are happy with the MOU, including respective attorneys. A final version is being
prepared now for a last review by the City Attorney, and signatures should be
obtained by the end of June. This has been at least a twenty year effort.

2) Training Center Reports
a) A usage report from AFC -MTO Willis Sheldon is not included in the report
packet this month.
b) Training Center addition project: Establishing a capital project to serve as a
"container" for funds received by donations and grants is still in process. I am
meeting with the Planning Commission today (12 MAY 09) to discuss the project
and answer questions and concerns they may have.
3) American LaFrance Preservation Proposal
No report.
Training
1) See report from AFC Sheldon.
2) AC /MTO Sheldon is currently reviewing training records along with service hours for
compliance with mandates and policies. Those in arrears have been notified. He is

VOLUNTEER SERVICES DIVISION
Recruitment and Retention
1) Included in your packet is a copy of a brochure highlighting the Fire Corps initiatives
from the federal government. This, and the companion Citizen Emergency Response
Team (CERT) program have been mentioned to the Board previously. It remains my
strong opinion that continued and/or increased utilization of volunteers will be best
accomplished through the use of one or both of these programs. If the Board is so
inclined, an in -depth discussion to consider future directions for our volunteer programs
should be held.

1) Summaries of Service Hours:
Attached are reports showing active volunteer duty hours for APR 2009 and 2009 YTD,
as entered in the logs.

I. Chair Romanowski called the meeting to order at 1800 hrs.

The Board of Fire Commissioners bank statement from Tompkins County
Trust Company Rescue Squad Account showed a balance of $1,329.43.
The Board of Fire Commissioners bank statement from Tompkins County
Trust Company Donation Account showed a balance of $1,055.57.

Dave Cornelius stated that they did have a fire /police training
session /meeting. Seven of the nine members attended. Vests were
handed out. Jack Cordoni received a pager. AC Dan Tier did a great job.
VIII. Department Reports:
A. Chief's Report (see complete written report in Minute Book). Chief
Wilbur offered highlights of his report and answered questions as
follows:
As of today, the 800 MHz status buttons are working.
Chief Wilbur received word today that the Assistance to Fire Fighters
Grant application process will begin tomorrow. We are soliciting
grant fund ideas.
DC Tom Parsons has been working on purchasing fire department
software. At this point, we have been waiting a month to get the
contract signed.
There is the possibility of airing the Board of Fire Commissioners
meetings via webcast. The cameras in the front room will also allow
for training while those fire fighters placed at other stations can
remain there and not have to come to Central. This is essential in cold
weather and aids in response time.
FF Chris Hamilton is still working on the preservation of the 1982
American LaFrance.
Chair Romanowski had a discussion with Herb Engman in regard to
the 2% money. As far as Herb is concerned, he is waiting to hear from
the Mayor.
B. Deputy Chief's Report (see complete written report in Minute Book).
DC Dorman offered highlights of his report and answered questions as
follows:
The support ladder tests were conducted last week. 941 and 939
passed. 933 has 4 minor repairs that need to be addressed. Hopefully
947 will back this week.

DC Parsons offered highlights of his report and answered questions as
follows:
We are in the process of changing our paging. We are heading toward
a single tone paging.
Handicap parking tickets have slowed down on behalf of the Fire
Department. This could be because people are obeying the signs or
Ithaca Police Department is writing more tickets.
IX. Old Business
Resource Recovery Initiative - We are waiting to hear from the Legal
Department.
IFD Patches - Chair Romanowski spoke to AC Tier and Dan would prefer
to screen the requester (ie: Homeland Security) personally and make the
decision if the requester is legitimate.
X. New Business
Organization Dues - Moved by Chair Romanowski, seconded by Comm.
Hoard. Voted unanimously. We will write a check and return the raffle
tickets.
Resolution to sell surplus hose
Resolution to decommission 966 and for it to be consigned to the DPW
Vehicle Maintenance Garage for disposal.
Resolution to decommission 947 and for it to be consigned to the DPW
Vehicle Maintenance Garage for disposal.
Motioned by Chair Romanowski, seconded by Comm. Hoard and voted
unanimously.
Chair Romanowski announced that he would be retiring from the Board
of Fire Commissioners as of July 1, 2009.

Chief Wilbur conducted a Power Point presentation on the Training Center
Expansion proposal. The addition would cost approximately $100,000. We
already have $25,000. It should not be difficult to obtain additional funds.
A letter was drafted to the City and Town in regard to the handling of the 2008
distribution of 2% funds. Also mentioned was the concern that the Board of Fire
Commissioners (which was part of the original agreement) was not included in
the discussion of distribution.
Chair Romanowski stated that the Board would not be signing the 2009
contract. He also stated that the Town is still bound by the contract.
Comm. Gilligan said that the contract cannot be changed without the Board's
consent.
Comm. Alexander asked if Dan Hoffman should be asked his opinion.
Comm. Gilligan feels that Dan should have an opinion on the MOU and that the
letter should be sent to the Mayor.
Chair Romanowski said that the letter will go to Dan Hoffman and that the
mayor will receive a carbon copy.
The Board worked on the wording of the letter. Included in the letter was also
the Board's question of how a decision can be made without all of the parties
input?
Chief Wilbur asked Chair Romanowski if he was prepared to authorize the
Department to continue with the expansion project. Chair Romanowski made a
motion, Comm. Alexander seconded and it was voted unanimously.
Hearing no further business, the meeting adjourned at 1908 hrs.

Dear Board Members:
The following is the Fire Marshal's report for April 2009.
Code Enforcement Division:
The Codes Enforcement Division received 14 complaints in the month April. There were
19 complaints closed out, and 20 complaints remain open for April and previous months.
The Code Enforcement Division performed 140 inspections or re- inspections. There were
185 violations cited and 32 violations abated.
The Code Enforcement Division issued: 15 operating permits for assembly occupancies;
7 certificates of compliance for fire and property maintenance inspections; 1 certificates
of compliance for alternative suppression system installations; and 5 certificates of
compliance for fire alarm system installations.
Fire Investigation Unit:
There was one fire investigation performed by the Fire Investigation Unit for an
incendiary fire that occurred at 125 Edgemore Lane in the City of Ithaca. The Ithaca
Police Department is also investigating the fire as a criminal matter.
Public Education:
There was on 7 Public Education events performed and 2 fire drills witnessed by the
department in April. There was only 1 Child Safety Inspection performed in April
Parking Tickets
There were 13 parking tickets issued by the Fire Prevention Bureau in April. Six
violations were for prohibit parking areas, and seven violations were issued for parking
in a fire zone.

Dear Mr. Romanowski:
Nearly six years ago, we embarked on a journey to become a regional center of
clinical excellence in our region. We wanted to ensure that our patients had the very
best health care services available to them locally. Today we are seeing the lasting
benefits of a strong commitment by our board, leadership, physicians, staff and
volunteers to raise the level of quality and patient safety throughout our entire
organization. The most important partner is the community we serve. That is the
reason we introduced "The Center Is You" tagline at CIVIC in 2008. Our patients are
at the center of everything we do.
Please join me for the 28th annual meeting of the Cayuga Medical Center at Ithaca
Corporation on Wednesday, April 29, 2009, in the Bonnie Howard Howell Education
Center, Suite C and D, at Cayuga Medical Center. During this meeting, I will provide
an update on what has transpired since our last meeting and where our journey is
leading us.
As you enter the Medical Center's driveway turn left at the first stop sign and follow
signs to the Medical Office Building. Refreshments will be served at 6:30 p.m., and
the business portion of the meeting will begin at 7:00 p.m.
During the meeting, members will participate in the following business of the
corporation: Election of directors for a three -year term and election of the members of
the Membership and Nominating Committee. In addition, you will hear first hand from
our community about our past successes.

Rob Mackenzie, MD, President and CEO, Cayuga Medical Center,
called the 28th Annual Meeting to order at 7:00 pm, and welcomed all
attendees, thanking them for their involvement and support.
1. Minutes of the 2007 Annual Meeting were approved as submitted.
2. Report from Mr. Noel Desch on behalf of the Board of Directors.
3. Mr. Desch presented the slate of candidates for a second three -
year term to the Board of Directors:

Dr. Mackenzie highlighted many notable achievements in each
