ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MARCH 10, 2009 MINUTES PRESENT: Commissioners Romanowski, Alexander, Gilligan, Hoard and Kelly. Chair Romanowski called the meeting to order at 1800 hrs. II. Approval of Minutes: Approved with one typo. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to the Board of Fire Commissioners: Lyman Baker asked for reimbursement for taking the ICS 100 & 700 tests in the amount of $35. DC Tom Dorman offered the option of printing out the test sheets and copying them at Central. He also offered to supply the paper. Dave Cornelius inquired about Fire Police. He stated that on January 12, 2009, he received an email from AC Dan Tier asking to set up a meeting in regard to the reflective vests. He set up a meeting last month and still did not receive them. According to Dan, they still had to be inventoried. He stated that the new law states that they must be worn. Dave asked if the City would be liable if a Fire Police get injured or killed while working without a vest. Rob Longo asked if it is possible to get a schedule set up for meetings of Fire Police. He also asked what could be done to get things moving along because people are getting discouraged. V. Correspondence: Company #5 submitted their required 2% form. Form was given to Clerk Randy Flynn. The Board of Fire Commissioners Donation Fund bank statement from Tompkins County Trust company showed a balance of $1,055.57. Ray Wheaton asked where the forms for changes at the volunteer companies were. DC Dorman said that there are two locked file cabinets for IVFU and they might be in there. City of Ithaca - Given to Clerk Flynn to be filed in the Minute Book. Audit - Complete Tompkins County Fire Advisory Board - No Report VIII. Department Reports A. Chiefs Report (see complete written report in Minute Book). DC Dorman offered highlights of Chief Wilbur's report in his absence and answered questions as follows: 800 MHz System - Mobile radios have been installed in four engines, one aerial and five staff cars. Communications MOU between Tompkins County and the City of Ithaca - In the process of trying to draft a new MOU with the County. City Town Fire Contract Negotiations - Discussions between the City and Town attorneys has occurred and the next steps are being considered. 2% Fund Distribution - A stumbling block was discovered late this afternoon. Apparently the funds were not being distributed correctly with Cayuga Heights Fire Department. An agreement was reached today in regard to paying back the shortage. Cayuga Heights agreed to accept a SO /SO split for the next 3 years. Lt. Chris O'Connor has introduced a new method of purchasing personal protective equipment that allows each fire fighter the BOARD OF FIRE COMMISSIONERS MARCH 10, 2009 PAGE 3 opportunity to select the PPE that best suits their body type. As a result, there is no need to consider a resolution to standardize PPE across the department. B. Deputy Chiefs Report (see complete written report in Minute Book). DC Dorman offered highlights of his report and answered questions as follows: DC Dorman offered his kudos to the Fire Prevention Bureau for the lack of fire calls. C. Fire Prevention Bureau (see complete written report in Minute Book). DC Parsons offered highlights of his report and answered questions as follows: The City was served an Article 78 by Cornell. Their issue is more with the State rather than us. Articles should start appearing in the newspaper. It appears that the Ithaca Hotel is moving forward. Wal -Mart is getting ready to break ground for their expansion. IX. Old Business Resource Recovery - Chair Romanowski would like to gather any ideas /changes after the meeting. Fire /Police - A concern was raised that the physicals should have happened by now. Rob Longo said that a number needs to be issued and that he hasn't received one yet. It was explained to him that the physical packets are in the sub - office with forms and directions. Comm. Alexander asked what is required. He also asked if the numbers are mandatory. Rob Longo asked if the hold up is based on who is going to pay for training. DC Dorman feels that the hold up is the physicals. BOARD OF FIRE COMMISSIONERS MARCH 10, 2009 PAGE 4 X. New Business Chair Romanowski would like to change the wording in the distribution of 2% funds. Current MOU states "on assessed property" and will be up for negotiations on the next contract. Ray Wheaton expressed displeasure that the Board was not in attendance to represent the volunteers at the 2% meeting. Comm. Kelly questioned the Board's role at such meetings and wanted to know if accountability is one of their responsibilities. Also, Comm. Kelly wanted to know if the Board has any input on how the money is spent. Chair Romanowski told Comm. Kelly that there was a handbook that would explain those concerns and agreed to provide her with a copy. Hearing no further business, the meeting adjourned at 1919 hrs. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Financial Management Assistant, full time: As of Saturday, 10 JAN 09, Civil Service examinations for all office positions have been given. Further action on office positions will occur when exam scores are received. Apparently someone challenged an exam question and so scores are delayed. 2) Operating Budget Status a) Please see the updated account balances sheet for 2009. 3) County Communications and 911 Program a) 800 MHz System: All mobile radios are installed and, as of today, mobile status buttons are working. The status button issue has been a long- standing problem and final resolution required collaboration between Motorola, MidState Communications, Rennaissance Systems (software), and personnel from the Department of Emergency Response. b) Communications MOU between Tompkins County and the City of Ithaca: We are waiting for word from Tompkins County Administration about the concept for a new agreement that was discussed in March. 4) Grants and Donations a) The Assistance to Firefighters Grant (AFG) program application period opens on 15 APR 09, and runs to 15 MAY 09. The guidelines were just released on 13 APR 09, and we have not had sufficient time to review them for the parameters that will be used this year. However, funds for facilities will be limited to those modifications that improve fire fighter safety. The field of approved categories is "An Equal Opportunity Employer with a commitment to workforce diversification." co Fire Chief's Report for April 2009 14 APR 09 Page 2 of 4 fairly narrow and the Ithaca Fire Department has already accomplished everything (i.e. sprinklers, exhaust extraction, etc.). b) The American Recovery and Reinvestment Act of 2009 provided $210,000,000 for construction of new fire stations or to modify existing stations. Guidelines on how these funds will be allocated have not been issued as yet. C) Child Safety Seat Program: The annual grants process for the child safety seat program is open for applications. We have routinely submitted and received awards for additional seats and related expenses. FF Shawn Flynn is working on this now. 5) Strategic Funding for Firefighters (S4F) The S417 group will convene as soon as possible to approve a status report. [same report as last month.] 6) City -Town Fire Contract Negotiation Discussions between the city and town attorneys has occurred and next steps are being considered. [same report as last month] 7) Resource Recovery Legislation At the City Attorney's Office for review. 8) Foreign Fire Insurance Distribution To my knowledge, the Town of Ithaca has not distributed 2008 foreign fire insurance receipts as yet. 9) Fire Department Management Software Acquisition The acquisition of new fire department management software is still not accomplished. Funded in 2008, the specification and purchasing process has taken an unusually long period of time to accomplish. The last report from the Information Technology Department was that the contract had been finalized and we were awaiting signatures. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of December. Fire Chief's Report for April 2009 Safety Section 14 APR 09 Page 3 of 4 1) Personal Protective Equipment (PPE) The acquisition and issue of new and replacement protective equipment is well underway. Additionally, safety vests complying with the new federal requirement for highway safety have been issued to all personnel in need of same, including fire police. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for MAR 2009 and 2009 YTD. A series of final reports for 2008 will be prepared and distributed as soon as possible. 2) Emergency Management a) City - Cornell Hazardous Materials MOU: The proposed MOU has been submitted to our respective legal departments for review. [same report as last month] Support 1) See Deputy Chief Dorman's reports. 2) Training Center Reports a) A usage report from AFC -MTO Willis Sheldon is not included in the report packet this month. b) Training Center addition project: Establishing a capital project to serve as a "container" for funds received by donations and grants is in process. I have two PowerPoint presentations to make that will explain the project and the process that has been identified for moving the project forward. Board authorization will be needed as part of the approval process. 3) American LaFrance Preservation Proposal FF. Chris Hamilton and I met with Kristy Rice, Town Code Enforcement Officer, to explore the possibility of erecting a building to house and display the 1896 Steamer, along with other fire department memorabilia. A zoning variance would be required and the building would need to be provided with automatic sprinklers. FF Hamilton and I are considering the proposal and how or if it should proceed. An updated report should be ready for the May Board meeting. Code Enforcement Division: The Codes Enforcement Division received 23 complaints in the month March. There were 23 complaints closed out, and 25 complaints remain open for March and previous months. The Code Enforcement Division performed 169 inspections or re- inspections. There were 315 violations cited and 126 violations abated. The Code Enforcement Division issued: 2 operating permits for assembly occupancies; 8 certificates of compliance for fire and property maintenance inspections; 2 certificates of compliance for alternative suppression system installations; 3 certificates of compliance for fire alarm system installations; and 1 certificate of compliance for sprinkler system installation. Fire Investigation Unit: There were three fire investigations performed by the Fire Investigation Unit for fires that occurred at 330 Pine Tree Red in the Town of Ithaca; 430 North Aurora St; and 228 Renwick Drive in the City of Ithaca. Public Education: There was on 2 Public Education events performed and 2 fire drills witnessed by the department in March. Code Enforcement Division: The Codes Enforcement Division received 23 complaints in the month March. There were 23 complaints closed out, and 25 complaints remain open for March and previous months. The Code Enforcement Division performed 169 inspections or re- inspections. There were 315 violations cited and 126 violations abated. The Code Enforcement Division issued: 2 operating permits for assembly occupancies; 8 certificates of compliance for fire and property maintenance inspections; 2 certificates of compliance for alternative suppression system installations; 3 certificates of compliance for fire alarm system installations; and 1 certificate of compliance for sprinkler system installation. Fire Investigation Unit: There were three fire investigations performed by the Fire Investigation Unit for fires that occurred at 330 Pine Tree Red in the Town of Ithaca; 430 North Aurora St; and 228 Renwick Drive in the City of Ithaca. Public Education: There was on 2 Public Education events performed and 2 fire drills witnessed by the department in March.
