Chair Romanowski called the meeting to order at 1800 hrs. II. Approval of Minutes: Chair Romanowski made a motion to approve the minutes of the November 18, 2008 meeting. Seconded by Comm. Gilligan. Voted unanimously. III. Introductions: Tom Hoard was introduced as one of the new Board Commissioners. Maureen Kelly will be sworn in tomorrow. IV. Additions /Deletions to the Agenda: None V. Persons wishing toespeak to the Board of Fire Commissioners: A. Lyman Baker, stated that Volunteer Company 44 has not picked up 2% checks. Calls and emails have gone unanswered. He asked, "What happens to the unclaimed 2 %? What is the status of the Town money ?" Chair Romanowski explained that if the money is unclaimed, it will be returned and then it will be distributed between the Companies next Year. DC Dorman suggested that maybe we can deposit the money into Company #4's account. Otherwise, as time goes by, the check will begin to get harder to cash. VI. Correspondence: Chair Romanowski read an email written by Lyman Baker detailing his account of the Memorial. The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $1055.57. VII. Membership Changes: 2 new Board members: Tom Hoard and Maureen Kelly ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 9, 2008 PAGE 2 VIII. Miscellaneous Reports: Town of Ithaca — Given to Clerk Randy Flynn Audit — Completed Tompkins County Fire Advisory Board — Met on November 24, 2008. Only 3 people attended the meeting. The Advisory Board has lost most of its members. IX. Department Reports A. Chief's Report (see complete written report in Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: Chief Wilbur explained in detail the highlights of his report for the benefit of the new Commissioners. Chief Wilbur also explained how things typically work during a Board of Fire Commissioners meeting. Financial Management Assistant position — The Civil Service test has been conducted. We are awaiting the results. 2008 Revenue Spread Sheet — It appears that the Department is in better shape than we have been in the past (87% as of the end of November). See report in Minute Book. 800 MHz System — Still not running at 100 %. Portable radio training was completed by the office staff as of today. Communications MOU between Tompkins County and the City of Ithaca — Next meeting is scheduled for December 17, 2008. Grants and Donations: SAFER Grant — No word yet. Strategic Funding for Firefighters (S4F) — The S4F group will convene as soon as possible to approve a status report. Safety Section — Protective jackets are on order. Call Distribution Summary — Two were provided. One is for the month of November and the other is for Year To Date. American LaFrance Preservation Proposal — This is still a work in progress. B. Deputy Chief s Report (see complete written report in Minute Book) Deputy Chief Dorman offered highlights of his report and answered questions as follows: IFD took delivery of a 2009 Ford F 150 pick up (947). The vehicle will be used primarily by the Fire Prevention Bureau. Most of the Department has completed training on the new 800 MHz radios. C. Fire Prevention Bureau (see complete written report in Minute Book). Deputy Chief Parsons offered highlights of his report and answered questions as follows: There were 26 complaints. Most of them where internal. 12 were closed out. There were no fire investigations this month. Comm. Kelly asked what the average number of violations is. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See Deputy Chief Dorman's report. b) Office Hiring Financial Management Assistant, full time: As of Saturday, 10 JAN 09, Civil Service examinations for all office positions have been given. Further action on office positions will occur when exam scores are received. 2) Operating Budget Status a) Please see the updated account balances sheet for 2009. 3) County Communications and 911 Program a) 800 MHz System: Training on the new 800 MHz radio system is complete. Our brief experience trying to use the system with just portable radios revealed an unsafe situation in fire apparatus. There is inadequate volume to overcome noise, and insuring proper talk -group selection is difficult. A request to install mobile radios was made on 07 JAN 09. The UHF radios will be removed at the same time. b) Communications MOU between Tompkins County and the City of Ithaca: A meeting was held 23 DEC 08. Action steps from the last meeting included drafting a successor MOU for consideration by the parties. The next meeting will be held at 1100 hrs, 21 JAN 09. Beyond performance measurements, the following items remain outstanding: CAD upgrade status button function with 800 MHz system alarm receipt by CAD with verification no alarms are missed MDT system restoration 800 MHz mobile radio installations in IFD apparatus "An Equal Opportunity Employer with a commitment to workforce diversification." 40� Fire Chief's Report for January 2009 4) Grants and Donations 12 JAN 09 Page 2 of 4 a) SAFER grant 2008: The grant application for the Staffing for Adequate Fire and Emergency Response (SAFER) was submitted on 27 JUN 08. On 18 DEC 08, we received an email notification (attached) that our application was not successful. 5) Strategic Funding for Firefighters (S4F) The S417 group will convene as soon as possible to approve a status report. [same report as last month.] 6) City -Town Fire Contract Negotiation The last session was held 25 NOV 08, at Central Fire Station. Extension of the current MOU to the end of 2009 is in process. We are waiting to hear from our respective attorneys the results of their conference on the contract. 7) Resource Recovery Legislation The latest draft of the various pieces of the resource recovery legislation was distributed electronically to all members of the Board, Council Member Korherr, and to Town Supervisor Engman. Board discussion and action under old business is anticipated. Fire Prevention Bureau 1) Please see Deputy Fire Chief Parson's report of Fire Prevention Bureau activities for the month of December. Safety Section 1) Protective Equipment Maintenance Standard Resolution On hold pending receipt of additional information. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2008, year -to -date. Error correction and end of year report completion activities are under way now. When finished, a series of final reports for 2009 will be prepared and distributed. 2) Emergency Management Fire Chief's Report for January 2009 12 JAN 09 Page 3 of 4 a) Emergency Management Exercise: The City of Ithaca Emergency Management Tabletop Exercise (TTX) will be held Thursday, 12 FEB 09, from 0830 -1600 hours, at the Holiday Inn. b) City- Cornell Hazardous Materials MOU: The proposed MOU has been submitted to our respective legal departments for review. Support 1) See Deputy Chief Dorman's reports. 2) Training Center Reports a) A usage report from AFC -MTO Willis Sheldon is included in the report packet this month. b) Training Center addition project: Additional funding to support this initiative has not been secured as yet. [same report as last month] 3) American LaFrance Preservation Proposal At last month's meeting, FF Chris Hamilton proposed to acquire and preserve the 1985 American LaFrance (904) for use as a ceremonial piece by the Ithaca Fire Department. Mayor Peterson and I discussed the concept and she was guardedly supportive, asking for more information about current value and costs to the city. This was shared with FF Hamilton who is continuing to research the project and its feasibility. Code Enforcement Division: The Codes Enforcement Division received 24 complaints in the month December. There were 26 complaints closed out, and 19 complaints remain open for December and previous months. The Code Enforcement Division performed 212 inspections or re- inspections. There were 298 violations cited. The Code Enforcement Division issued: 5 operating permits for assembly occupancies; 12 certificates of compliance for fire and property maintenance inspections; and 2 Fire Alarm Certificates of Compliance. The Code Enforcement Division issued 5 fire zone parking violations, and 4 handicap - parking violations. Fire Investigation Unit: There was one investigation performed by the Fire Investigation Unit of a fire that occurred at 435 Franklin St. The cause of the fire was related to smoking materials. Public Education: There were 2 Public Education Details, 2 Fire Drills Witnessed, and 8 Child Car Seat Inspections in the month of December. Green St. City /State /Zip: Ithaca, New York 14850 Reference: EM W- 2008 -FF -00976 Dear Staffing for Adequate Fire and Emergency Response (SAFER) Applicant: On behalf of the Department of Homeland Security's (DHS) Federal Emergency Management Agency (FEMA), I would like to thank you for applying for a Fiscal Year (FY) 2008 SAFER grant. As you may know, we received more than 1,300 SAFER applications, which contained requests for more than $584 million in Federal dollars. Because of this high volume of applications and the amount of funding available for grant awards, many applicants who demonstrated great need and worthy project proposals ! will not receive awards this year. As such, we regret to inform you that we are not able to fund your FY 2008 application for a SAFER grant at this time. In 2008, each SAFER application was subject to a two - phased review. The first phase was an automated assessment of how well the applications match up with the program's priorities as outlined in the program guidance. The second phase was a review by a panel of fire service peers. In this review, the panelists assigned a score to specific elements of your application narrative including 1) demonstration of the benefits your community would derive from the grant, 2) demonstration of financial need, 3) demonstration of how your firefighters are now at risk and how this grant would reduce that risk, and 4) minority recruitment. Each of the two phases of the review carried equal weight, i.e., each phase was worth 50 p! ercent of the application's overall score. Given the ! large nu mber of applications received, it is not feasible for us to provide a detailed account of how each individual application was rated in the competitive process. However we can tell you that your application faired reasonably well in the automated assessment but that in the second phase, the peer review panel's scores were sufficiently low in each of the four rating elements cited above to indicate to us that your application should not be considered for funding on its written merits. A full description of the application review process is included in the Program Guidance. In order to improve the competitiveness of your next SAFER grant request, we recommend that you review closely the applicant tutorial that is made available at the start of each application period. Answers to specific questions about the application can also be obtained by contacting the SAFER help desk at 1- 866 - 274 -0960 or writing to ! firegrantsC«dhs.gov during the application period. We would remind you that funding for any future SAFER grants is a decision that will be made by the U.S. Congress. In addition, future program guidance may differ from this ,ear's program guidance. IN THAT ARTICLE HE SAYS THAT CAYUGA HEIGHTS FIRE DEPARTMENT IS PAID $200,000 DOLLARS FOR THEIR VOLUNTEER FIRE SERVICE TO THE TOWN OF ITHACA AND SURROUNDING AREA. FROM THE BEGINNING OF VOLUNTEER FIRE SERVICE IN THE CITY OF ITHACA AND THE TOWN OF ITHACA, THERE HAS BEEN 5394 VOLUNTEER FIREMEN SAVING LIVES AND FIGHTING FIRES ALL FOR (FREE) -NO COST TO THE CITY OR TOWN. NOW THE TOWN OF ITHACA SUPERVISOR IS WITH HOLDING THE VOLUNTEER FIREMEN FOREIGN FIRE INSURANCE MONEY BECAUSE CAYUGA HEIGHTS FIRE DEPARTMENT WANTS IT -AND C H F D ALREADY RECEIVES $200,000 FROM THE TOWN OF ITHACA.
