with good Stone, and in a substantial
manner. This completes the wall from
the foot of the hill, the whole distance
to the entrance of the ground. This is
probably as far as they will be able
to go this fall, but it is to be hoped
that this Wall will be continued the
whole distance of the ground. The entire
cost of the work will be only the labor,
as the Corporation have a good Stone
Quarry on the ground. While on this
subject we will say that the Trustees
have done a larger amount of work on the
Corporation this year than has ever been
done in one season before. 10
The members of the Fire Department had also been busy
during the last year, having begun in 1860 to prepare to
erect a monument on their gravesite. First, however, the
Fire Department decided to try to exchange their lots in
Block C for a parcel in the new Block H. In September of
1860 the Committee on the Cemetery called on Mrs. Bloodgood
to investigate the possibility of exchanging her lot for
some other."' Evidently the negotiations were successful,
as a motion was recorded in the Minutes of December 20,
1860, consenting to an exchange with the Fire Department.12

The Fire Department's new location was a splendid site
at. a high point in the cemetery overlooking the village.A
ca. 1862 photograph by Joseph Burritt (see Figure 18)

parcel the formal
treatment of the grounds, and the monument, which was first
described in May of 1861:
At the marble shop of W. L. Beers, just
north of the Post Office, the new and
elegant Fireman's Monument is rapidly
approaching completion. When finished,
as it has thus far progressed, it will
be an ornament to our beautiful cemetery
grounds, which will at once arrest the
eye of the observer. It is to be placed
on the extreme north-west corner of the
lot purchased by the village of Mrs.
Parker, and from its point of location,
one of the finest view possible of the
(, "Forest City" is obtained. We have
understood the cost of the Monument
will be near $1000.113

monument in an article on July 24, 1861, page 3: "The
Monument is now completed. It is at the establishment of W.
L. Beers on Tioga Street. It is a rich block of marble and
finished after the latest and most approved style. Its
height is about 22 feet. " Not to be outdone, the Ithaca
Journal and Advertiser reported on July 31, 1861, page 3 :
"The new monument just placed on the firemen's lot . . .
will be dedicated on Thursday, the 29th of August inst. It
has been, we learn, accepted,_ and will be a great ornament
to that beautiful "City of the Silent, " which forms so
picturesque view among the many points of interest near
Ithaca. The idea of a Fireman's Monument was a favorite one
for years with many of our enterprising citizens; and .
its completion grew almost into a necessity, and .
little difficulty was experienced in securing an adequacy of
funds to ensure a contract for the work. The monument cost
__$_1, 0-00-,-_is_of pure white marble,--20 -feet 1 -inch-in--height,--and finished in a style creditable in the highest degree to
the contractors, Messrs. W. L. Beers and H. G. Goodrich,
whose best i#eed of praise lies in the fact that their work
when finish6d was immediately and without hesitancy accepted

by the committee . . The monument has been covered so _
that it cannot be seen at present, and is expected- to remain
so until its dedication, on which occasion the ceremonies
will be of a highly interesting and impressive character. "

A ceremony was planned for August 29, 1861, to transfer the
property from the village to the Fire Department and to
dedicate the new monument. Francis M. Finch, Esq. , was
selected as orator for the• occasion, and he delivered a poem
he had composed entitled "The Fireman's grave. 014
While the firemen worked to establish a unique
gravesite for their brethren within the cemetery, the nation
around them was undergoing tremendous changes. In April of
-1861, the Civil War began, changing in many subtle and not-
so-subtle ways the need for and manner of dealing with
funereal issues. Educated Americans of 1861 had infused
their lives witl considerations of death, developing what
E might be called a fascination with the subject. In the.
decade prior to the Civil War, for example, the newspapers
routinely included feature articles on cemetery matters.
"Delia's Grave, " published in the Ithaca Chronicle on
December 3 , 1851, recounts a visit to Ithaca's cemetery, and
the discovery of "a plain marble shaft, with its simple
words--Delia's :Grave. " The unknown author relates his or
her sad, but romanticized thoughts upon seeing this epitaph:
The first was a green grave in the centre
of a lot which appeared to be kept with

Finch is cedited with founding the- Cornell University-_Law
School-,at- which- he taught. It should be mentioned that
only four men are buried at the Firemen's Monument. They
are: G. Kelley (no date) ; D. Lanterman (no date) ; Albert F.
Perkins (11-13-1928) ; and E. Leech (9-4-1873) .

sections in which the estimates were given, prices may be adjusted with a
lessening or an increase of any job time. Hourly rates for services not covered
will be $24 to $30 per man.
All work shall be performed by trained, properly supervised personnel in
accordance with accepted horticultural practices. Materials shat be applied in
accordance with manufacturer's directions. Where alternate products are
available, the personnel and equiptment shall be provided to permit the timely
completion of all operations.

Fire Prevention Week runs from Sunday October 5, 1997 through Saturday October
11,1997. Here are some of the events we'll be hosting:

SAT OCTOBER 4 10AM-2PM Agway Farm & Home Center, S Fulton St:
We're getting started a day early with an event at Agway Farm & Home
Center on S Fulton St. Ithaca volunteer firefighters will be on hand to
promote fire safety and answer questions for prospective volunteers.
SUN OCTOBERS 12PM City Fire Horns Will be Sounded
Every 16 seconds, a fire department responds to a fire somewhere in the
United States. Tragically, last year, 92 firefighters made the ultimate`--
sacrifice in the line of duty. The nation will acknowledge the unmatched
commitment of these valiant men and women by celebrating America's
career and volunteer firefighters on October 5th, at the National Fallen
Firefighters Memorial Service at the Federal Emergency.Management
Agency's (FEMA) National Fire Academy in Emmitsburg, Maryland.
At 12:00 noon Eastern Daylight Time the Ithaca Fire Department will
join a nation-wide demonstration by sounding the city's fire horns in
recognition of these fallen heroes.

SUN OCTOBER 5 1 PM-4PM IFD Regional Training Center, 200 Pier Rd:
Demonstrations at the Ithaca Fire Department's new Training Center.
The IFD Regional Training Center is located at 200 Pier Rd next to the
Newman Golf Course. Ithaca Firefighters will he on hand to
demonstrate Automobile Extrication, Firefighting in the "Burn Building",
and lots of other activities. Everyone is encouraged to attend.
TUE OCTOBER 7 11AM-2PM Center Pavilion, The Commons:
AED and Early Heart Attack Recognition - Ithaca Firefighters will
demonstrate new automatic heart defibrilators which have been added
to all fire apparatus. Firefighters will also discuss Early Heart Attack
Recognition so people can learn more about EARLY signs of heart attacks
enabling them to get medical attention early.
WED OCTOBER 8 Neighborhood Meeting (To be announced)
IFD hopes to kick off the first of a series of Neighborhood Fire Safety
Meetings. Details on this meeting are still being finalized and will be
announced as soon as possible.
Any neighborhood group in the City or Town of Ithaca can request that
IFD visit their neighborhood at an arranged date and time to discuss fire
safety. IFD will typically send a fire truck and two firefighters who will sit
down and talk fire safety. Available time slots are limited. Please contact
IFD Lieutenant Dave Burbank at 272-1234.
THU OCTOBER 9 4PM-8PM Tops Friendly Markets, S Meadow St:
Firefighters will be on hand to discuss fire prevention. There will be a fire
truck and lots of fire safety pamphlets.
FRI OCTOBER 10 6PM-8PM OPEN HOUSE - All Ithaca Fire Stations
The Ithaca Fire Department will open the doors to each of its fire
stations. If you've ever wanted an opportunity to just wander in and see
what your local firehouse is all about, this is the time to do it!

In 1861, before the City of Ithaca was founded, a 20 foot-tall white marble
monument, located in what is now the Ithaca City Cemetery, was commissioned,
erected and dedicated to honor the fire fighters of the Village of Ithaca.
Over the past year, in a project sponsored by the Ithaca Fire Department and Ithaca
Veteran Volunteer Firemen's Association, this historic monument and its site have
been restored to their former glory.
We invite you join in commemorating this restored memorial in a ceremony to take
place on the final day of Fire Prevention Week.

Re: Barricades for monument rededication ceremony

To help manage traffic and parking for the monument rededication ceremony this Saturday, I
have put a couple of activities on the master calendar. On Friday, please have someone pick up
barricades and signs from the DPW. We will need a barricade set for five different locations.
Two of those locations will also have a "Street Closed" sign along with the barricade.
On Saturday, please have the barricades delivered to the following locations:
1 ) University and Cornell Avenue, with "Street Closed" sign
2 ) Stewart and Cornell Avenue, with "Street Closed" sign
3 ) Cemetery entry off from University Avenue
4 ) Upper cemetery entry off from Pine Drive
5 ) Middle cemetery entry off from Pine Drive, at Cascadilla Park Road
Starting at 0915 hours, there will be fire police staffing the barricades at location 1, 2, and 3.
The barricades can be picked up after 1100 hours and returned to the DPW.

The monument rededication ceremony on Saturday, 11 OCT 97, at 1000 hrs, at the City
Cemetery will need three intersections covered, as follows:

3 ) Cemetery entrance on University Avenue.
Fire police should be in place no later than 0915; the ceremony should be complete by 1100
hours.
We will have the duty shift drop off barricades at each of those locations as well as the two

As you may or may not be aware, the Ithaca Veteran Volunteer Firemen's Association
and the Ithaca Fire Department are cooperating in an effort to restore the Firefighter's
memorial located in the City Cemetery. At this point a fair amount of effort and some
financial investment have been made in improving the lot and restoring the monuments
there and placing of new markers. We are planning a re-dedication ceremony on
Saturday, October 11, 1997 to highlight the memorial,and the work that's been done.
In the process we have become aware of the number of people that use the cemetery for
a variety of other things (usually meaning various forms of recreation). As a result of
these alternate uses,we have already experienced some damage to the restorative
efforts that have been invested in the.firefighter's memorial. Lyle Neigh reviewed
options with a police officer, and it seems there are few avenues available to them to
stem the tide. From my perspective„ although City Code prohibits loitering,the
definition of loitering is sufficiently narrow that it would be difficult to enforce.
Criminal mischief could be charged for damage done,but that requires a witnessed
event. That leaves us with the last alternative,which is the purpose of this memo. The
Board of Public Works could establish a policy regarding trespass in the City cemetery,
supported by appropriate signage at all point s of entry. This could be designed to limit
activities in the cemetery to those appropriate and prohibiting trespass for any other
purposes. Under those conditions,it would seem the police would have the ability to
provide additional security for the City Cemetery.
If you have been through there recently,you will notice the cemetery has been the
victim of serious vandalism over the years. If there is no effort to stem the tide,we fear
the loss of the investment being made at the Firefighter's memorial and the continued
deterioration of other monuments and facilities within the cemetery .
Therefore would request the Board of Public-Works adopt a policy regulating entry
into the City Cemetery for appropriate purposes only and prohibiting trespass for other
purposes; and, providing appropriate signage to permit enforcement. I would be

Special Events Conclude Fire Prevention Week:
SATURDAY, OCTOBER 11, 10 AM - 11 AM
A rededication of the Ithaca Fire Fighter's Memorial will be held in the City Cemetery.
The City Cemetery is situated between Stewart and University Avenues. A new monument
has been placed which will be dedicated as well. The Fire Fighter's Memorial was
originally placed and dedicated in 1861 and the newly refurbished monument and site
have been carefully prepared for this ceremony. A transit bus will be available to
transport interested persons from the Ithaca Veteran Volunteer Fireman's Association
building on Elmira Road to the ceremony location. The bus will leave to travel to the site
at 9:00 AM, and it will stop at 400 Lake Street to pick up additional riders. For

In 1996, 92 fire fighters lost their lives in the line of duty in the United States. Career
and volunteer fire fighters everywhere routinely make great personal sacrifices in
service to their communities. The Ithaca Fire Fighter's Memorial pays tribute to those
who have fallen and to those who daily put themselves in harms way to save lives and
protect property.
SATURDAY, OCTOBER 11, 12:00 PM - 4:00 PM
The Ithaca Veteran Volunteer Fireman's Association is sponsoring a Fire Prevention
Week open house at their facility at 638 Elmira Road. There will be displays and
demonstrations by a variety of public safety agencies from the City of Ithaca and
Tompkins County. Weather permitting, Guthrie Medical's helicopter will also_be on
hand. The Ithaca Fire Department, Bangs Ambulance, Tompkins County Department of
Fire, Disaster, and EMS, Tompkins County Sheriff, the American Red Cross, the New
York State Police, the Tompkins County Health Department, and Ithaca Police Chief Rick
Basile. From blood pressure screening to child photo ID's, to handling a fire hose, there
will something for everyone to do. Refreshments will be provided.

leave the building at 9 a.m. and pick up additional riders
at 400 Lake Street.
■A Fire Prevention Week open house will later be held
at the Veteran Volunteer Fireman's Association from
noon till 4 p.m. From blood pressure screening to child
photo IDs to handling a fire hose, there will be some-
thing for everyone to. Refreshments will be provided. For

In the year 1860, the fire fighters of Ithaca started preparations to erect a
monument on their grave site in the village cemetery located off of University
Avenue. Many fire fighters did not like the site and entered into negotiations with
cemetery authorities aimed at getting a more acceptable site.A deal for a new site
was negotiated, and the transfer of plots was signed December 20, 1860.
A monument was commissioned and executed in the shop of W. L. Beers on

still stands at the original site.
The monument was dedicated, in a formal ceremony, on August 29, 18
61.
