MINUTES
Board members present: Chair Robert Romanowski, Paul Alexander, Bill Gilligan, Steven
Williams, and Tom Farlow.
The meeting was called to order at 1800 hrs.
Minutes of previous meetings were not available for review.
III. Additions /Deletions to the Agenda:
Add to New Business
— Lyle Neigh requesting to be reappointed to the Tompkins County Fire Advisory
Board;
- Possible resolution regarding Explorer Post.
IV. Persons wishing to speak to Board of Fire Commissioners
- Susan Begg asked the Board what defines active and inactive volunteer companies.
Chair Romanowski replied that companies are considered active if they pick up their
mail from Central Fire Station, provide a roster of members and officers, and submit
required forms to the State to receive 2% monies.
V. Correspondence — none.
VI. Membership changes — none.
VII. Miscellaneous Reports:
Town of Ithaca — report not available until next week.
The audit was reviewed and approved.
Tompkins County Fire Advisory Board — no report.
VIII. Department Reports
A. Chiefs Report: Chief Wilbur highlighted his report and answered questions as
follows (see complete written report in the Minute Book):
- Offers of employment have been sent out — Josh Grant started on October 19, 2007; one
other candidate is still tentative awaiting results of medical exams; one candidate declined
the offer.
- Work continues on office staffing — the Executive Assistant title has been changed to
Office Manager to encompass a supervision component; a full time Financial Management
Assistant position has been created (the part time FMA position has been deleted) — the
processes to make this happen are very time consuming.
- The current response statistics report is included in your packet;
- The 800 mhz radio system continues to be built out — portables are here and IFD is
checking them out; 2 towers yet to come on line — then paging system, consoles, etc. 2
weeks behind at this point;

- No word on CDAP, SAFER, Child Safety Seat, or PDMG grants at this point; Rotary Club
and Tompkins County Foundation for CO detectors;
- IFD and IPD are still discussing the command post vehicle — City funding is questionable;
- FF Chris Hamilton is applying for an Arson Investigation initiative;
- The S4F Committee has recommended two more Firefighter positions — will know status in
December; a final report from that committee will be provided to the BFC when available;
- The 2008 budget was adopted last Wednesday, no real changes; includes 2 Firefighter
positions to start in July and one temporary Firefighter to accommodate Lt. Deis'
deployment to Afghanistan in late January. Chair Romanowski reported that the Mayor
would not agree to fund the volunteer program;
- City /Town contract renewal committee met for the first time today — some items went out
for consideration; the Mayor and Town Supervisor would like an agreement by the end of
the year;
- There was not be an Emergency Management Exercise in October as hoped; the City-
wide training is not yet completed;
- Chief Wilbur reported on an ongoing issue of Cornell EMS wanting to become part of the
County mutual aide system — questions about their processes and procedures — still some
issues;
- Father Bonnacci has invited all to the annual memorial service for the anniversary of the
death of IPD officer Michael Padula to be held on this Thursday, November 16, 2007 at
Immaculate Conception Church and Calvary Cemetery.
- Discussion of creating an Explorer Post — Chief Wilbur reported he, Commissioner Farlow
and FF Patrick Sullivan met to discuss establishing an Explorer Post that would be
sponsored by IFD — IFD would sponsor the post (in -kind services); could be used as a
recruiting stream. (To be considered under New Business);
- The Chief and Board next discussed the nature of future service for volunteers — the old
days are gone — the best ideas are to consider a change of direction to either a
Community Emergency Response Team (CERT) which Deputy Chief Dorman described
as similar to what the Red Cross provides; or a Fire Corp (a federal program) — citizens
are provided minimal amount of training oriented to a community -wide event —
neighborhood organizations, etc. - self help that expands community responsibility to
emergency situations. Chair Romanowski would like a printed description of both
programs to distribute to the companies for their consideration and input. Both the FEMA
and FASNY websites provide information about these programs. Would need support of
the Mayor — cost benefit — how much money would be needed.
Along with the discussion of Explorers, CERT Teams, or Fire Corp, , IFD needs to
(somehow) continue the Strategic Planning process that includes these as well as
volunteers and bunkers; newly appointed AC Willis Sheldon will be a key piece in this
process and Chief Wilbur believes the bunker program has the best chance of success —
providing Class I firefighters on fire trucks.
Comm. Williams noted the response time stats have gone up — to 4.35 minutes. Chief
Wilbur explained more demand for services and fixed level of resources continues to be a
problem; add in road construction and calls from places farther away all contribute to
longer response times. Deputy Chief Dorman indicated that shifts are putting an extra
engine in service when they have extra people on duty. This has been discussed in the

S4F committee meetings.
Discussion followed regarding details and timing of the City /Town contract. It will be a 5
year agreement when finalized, and the next meeting is November 28, 2007.
B. Deputy Chief/Training - Deputy Chief Dorman highlighted his report and answered
questions as follows (see complete written report in the Minute Book):
One recruit Firefighter is on board — Josh Grant — has already taken basic training and is
currently being trained on Ithaca - specifics; the other recruit should be on board shortly and
has also already taken basic training;
- There were no structure fires in the month of October 2007! Has never happened
before!
New 965 has arrived — a 2008 Suburban is being outfitted with lights and sirens;
All shifts are currently taking the State - sponsored Flammable Liquid training.
C. Fire Prevention Report: Deputy Chief Parsons provided a written copy of his report
(see report in the Minute Book).
IX. Old Business:
- The Fire Police Meeting will be rescheduled after Thanksgiving.
X. New Business:
- Chair Romanowski made a motion to recommend the Mayor reappoint Lyle Neigh as a
representative of the City of Ithaca to the Tompkins County Fire Advisory Board to a term to
expire in 2010. Seconded by Comm. Gilligan. After a brief discussion of the organization and
its mission, the motion carried unanimously.
- Chair Romanowski asked that consideration be given to combining the "Donation Fund" with
funds from the "Rescue Squad Donation Fund ". After a discussion of the monies and
purposes of the funds, the Clerk will research the accounts and report at the next Board
meeting.
- After a brief discussion, Chair Romanowski made a motion to authorize the Ithaca Fire
Department to sponsor an Explorer Post of the Baden Powell Council. Seconded by Comm.
Alexander. Carried unanimously.

Dear Board Members:
The following is the Fire Marshal's report for October 2007.
Codes Division:
The Codes Division received 23 complaints in the month October. There were 19
complaints closed out, and 4 complaints that still remain open.
The Codes Division performed 44 Inspections and issued 35 notices of violation.
The division issued 17 operating permits for occupancies, and 4 fire alarm system
certificates.
The Codes Division issued 21 parking violations: 8 Fire Lane / Fire Hydrant
Violations, 8 Handicap Parking Violations, and 5 Prohibited Areas
Fire Investigation Unit:
There was 1 fire investigation in the month of October 2007. The fire
investigation was for a car fire at 130 Ridgecrest Rd in the Town of Ithaca
Public Education:
There were 8 Public Education Details, 1 Fire Drill Observation, and 7 Child Car
Seat Inspections in the month of October.
