ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2007 MINUTES PRESENT: Chair Robert Romanowski, Paul Alexander, Bill Gilligan, Steven Williams, and Tom Farlow The meeting was called to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the June 2007 meeting with one correction: Comm. Farlow served on the Pittsford Village Board (not the Town). Seconded by Comm. Gilligan. Carried unanimously. III. Additions /Deletions to the Agenda: - Comm. Gilligan — add: budget status, and West End traffic information from Tim Logue; - Comm. Williams — add: 2% monies and volunteer hours; - Comm. Alexander — Fire Police discussion; IV. Persons wishing to speak to Board of Fire Commissioners: - Ray Wheaton reported on and invited all to the 10th Annual Memorial Service at the Firemen's Monument in the City Cemetery will be held on October 13 at 9 AM. He and Lyman Baker have been organizing and getting the site ready for the event. V. Correspondence: - E -mail was received from David Cornelius regarding the Tompkins County Fire Advisory Board; -E -mail was received from Tim Logue regarding the West End traffic project. VI. Membership Changes: None. VII. Miscellaneous Reports: A. The Town of Ithaca report will be provided next week. B. The audit was reviewed and approved. C Tompkins County Fire Advisory Report — received by e-mail. VIII. Department Reports: A. Chiefs Report: Chief Wilbur was absent from the meeting (ill). Deputy Chief Dorman highlighted his report and answered questions as follows (see complete written report in the Minute Book): - We are remaining flexible for new hires in the office — work continues on restructuring the office staffing arrangement; - Operating budget account distribution and balances as of 08/31/07 are included in the Ithaca Board of Fire Commissioners October 9, 2007 Page 2 packet; - County Communications Project — our equipment order has been placed and the system is coming together; - Comm. Williams inquired about the status of 944 and how it relates to the SAT /CINT /CP vehicle being considered by IFD /IPD for multi- agency use. DC Dorman said 944 would not be used in those situations; - The final recommendation of the S4F committee is to include 2 additional firefighters in the 2008 budget; the Mayor has also supported this recommendation; she is also including a temporary firefighter to replace Lt. Deis when he is deployed to Afghanistan; - Comm. Gilligan inquired about monies for volunteer and bunker programs — DC Dorman reported that these monies have not been supported for inclusion in the budget; Board members requested copies of the Fire Department section of the proposed City 2008 budget; - The City Exercise Design Team is planning an Emergency Management exercise for October 30, 2007; - The Town of Ithaca will resolve the issue of 2% monies distribution. B. Deputy Chief/Training - Deputy Chief Dorman highlighted his report and answered questions as follows (see complete written report in the Minute Book); - Reports for September and October 2007 are included in the packet. B. Fire Prevention Report: Deputy Chief Parsons provided a written copy of his report (see report in the Minute Book). IX. Old Business: Comm. Alexander reported the Fire Police Group will meet with AC Dan Tier on October 22, 2007 at 7 PM at Central Fire Station. He will contact those people who expressed an interest. He inquired if those people will need physicals, and do we know what equipment is available for their use. DC Dorman replied he doesn't believe they need physicals as the activity is not covered under OSHA; but they probably would need to do the orientation sessions provided by the City for new employees /volunteers, etc.; and he will have Dan check on equipment. Comm. Williams asked about 2% funds distribution requirements — he feels the Board has the authority to vote on any of the monies distributed. After a lengthy discussion and disagreement, Comm. Alexander recommended Board members meet with the Chief and Deputy Chief Dorman for clarification, history, etc. West End Traffic from Tim Logue — discussion followed and there still is confusion and disagreement on what is being proposed. There is a meeting on October 10th of the Emergency Services Committee of Council where there will be another presentation. Most agree that there needs to be further study, and Deputy Chief Dorman reported IFD has asked for traffic pre - emption for traffic lights to be included in the project. X. New Business — none. Ithaca Board of Fire Commissioners October 9, 2007 Page 3 XI. Executive Session: - The Board went into Executive Session at 1915 hrs. to consider a request for relief funds. At 1925 hrs. the Board resumed open session. Chair Romanowski made a motion to approve a request for relief funds for a needy member and to instruct the City Chamberlain to make payment from the 2% fund on their behalf. Seconded by Comm. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See report from Deputy Chief Dorman. b) Promotions and hiring: Lt. Willis Sheldon and FF Roy Trask were appointed to Assistant Chief— MTO, and Fire Lieutenant, respectively. The promotions are effective 07 OCT 07. Offers of employment were made to two fire fighter candidates. Pending word of successful completion of the required medical examinations, announcements will be made, and official start dates will be set. Effective 27 AUG 07, Dianne McGrady was hired as a part-time Financial Management Assistant, working afternoons in the office. C) Work continues on restructuring the office staffing arrangement, and hiring a replacement for Retired Executive Assistant Chris Wilbur. 2) Operating Budget Status a) Operating budget account distribution and balances as of 31 AUG 07, are included in the packet. The extraordinary incident cost summary is being brought up to date and should be ready for distribution at the next meeting. 3) County Communications and 911 Program a) 800 MHz Trunking, Talk Groups: The development of policies and procedures regarding the use of the radio system and the talk group scheme in particular is still in process. b) Equipment specification and purchase: DC Dorman placed the orders for the 800 MHz and related equipment we need. C) The 800 MHz system is partially up and working; early reports indicate performance is very good. "An Equal Opportunity Employer with a commitment to workforce diversification." c� Fire Chief's Report for October 2007 4) Grants and Donations 05 OCT 07 Page 2 of 5 a) CEDAP Grant: A CEDAP grant application was filed on 29 JUN 07. This grant asks for an Ahura FirstDefender and MSA Sirius Multigas Detector package to complement our hazardous materials team's ability to detect and identify potential hazardous substances as the result of a spill or release. b) 2007 Grants: An application for a 2007 SAFER grant was submitted. The application requested four additional fire fighters. This is the same number requested in the 2006 grant, and was approved in concept by the S4F group, including Mayor Peterson and Supervisor Valentino. C) NIMS Compliance: IFD and City personnel continue to attend various classes related to compliance with federal requirements with the National Incident Management System (NIMS). d) Child Safety Seat Grant: The grant was submitted last month and we are awaiting word on its status. [Same report as last month.] e) Carbon Monoxide Detectors: Discussions with WalMart and with the Women's Fund of the Community Foundation have created the possibility of donations and funding that will allow us to include carbon monoxide detectors along with the smoke detector program. A proposal has been submitted and we are awaiting word on the funding that will be awarded as a result. f) SWAT /CINT /CP Vehicle: This department is working with the Ithaca Police Department, the Triad Foundation, Tompkins County and other agencies to develop a funding proposal that would purchase a new combination SWAT /CINT /CP vehicle for multi - agency use. The estimated cost is $450,000 or so, and meetings to collaborate on specifications (IPD and IFD) and funding (IPD, IFD, TCSD, CHPD, CUPD, DOER, and Triad) are underway. While the Mayor has not included this vehicle in the 2008 Capital Budget proposal, it is still under consideration at this time. 5) Strategic Funding for Firefighters (S4F) One of the final recommendations coming from the S4F group was to submit for two fire fighters for 2008. That scenario was funded in the Mayor's proposed 2008 budget. Additionally, Communications and Emergency Services Committee Chair J.R. Claireborne will be presenting an executive summary of the S4F Groups' efforts to Common Council. Fire Chief's Report for October 2007 6) 2008 Budget Preparation 05 OCT 07 Page 3 of 5 The Mayor's 2008 Budget Proposal was issued 03 OCT 07. While I have not had an opportunity to review it entirely, the Mayor has proposed the addition of two new fire fighters, to start in July, and one temporary fire fighter, to cover the vacancy created when Lt. Tom Deis is called to active duty in 2008. Generally, the budget appears favorable to the Fire Department, and we look forward to working with the Mayor and Council as they move towards adoption. 7) City -Town Fire Contract Negotiation The City -Town Fire Contract expires on 31 DEC 07. Efforts to set meetings to work towards a new agreement are currently underway. Fire Prevention Bureau 1) See Assistant Fire Chief Parson's report of Fire Prevention Bureau activities for the month of September. 2) The Smoke Detector Program is still operating, and we expect the combination smoke and carbon monoxide detector program we anticipate will reduce risks to the community even further. [same report as prior month] Safety Section No report. OPERATIONS DIVISION Response 1) Monthly Call Report See distributed reports for 2007, year -to -date. 2) Emergency Management a) Emergency Management Exercise: The City Exercise Design Team is planning for training and exercise using a public works scenario and which will drive opening of the EOC. In preparation, and on 29 MAY 07, City Senior Staff participated in a facilitated EOC exercise that achieved the objectives identified to be accomplished. Work continues on the 30 OCT 07 exercise. b) Pre - Disaster Mitigation Grant: Starting in 2002, the City of Ithaca engaged in a project to develop a pre- disaster mitigation plan. This plan is required to insure Fire Chief's Report for October 2007 05 OCT 07 Page 4 of 5 eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. [No change in the previous from the last month.] In the meantime, in September we did submit for and receive reimbursement for expenses associated with the development of this project. 3) Cornell University Emergency Medical Services ( CUEMS) Over the past several months, we have been asked by CUEMS to agree to their participation in the Tompkins County Mutual Aid Plan. As other priorities have interfered, no meetings have been held recently. Support 1) See Deputy Chief Dorman's reports for SEP 2007. 2) Training Center Reports — Report not available for this month. a) Reminder from prior months: a comprehensive strategy is needed to construct a new burn building. The question of funding must be addressed. b) FF Tom Basher is working on plans for an addition to the classroom to focus on SCBA usage. The intent is to involve both Ithaca and Tompkins County with Tompkins County funding the project. We have had difficulty nailing down the funding stream that would support this project. Training 1) See report from DC Dorman. VOLUNTEER SERVICES DIVISION Recruitment and Retention 1) Explorer Post: Work continues as potential committee members and advisors are recruited to serve in support of this concept. [same report as prior month] Service 1) Summaries of Service Hours: Comprehensive summaries of Volunteer Service hours and Bunker Credit hours are included with the reports distributed prior to the meeting. Unfortunately, these reports demonstrate the huge reduction in service provided via volunteers and bunkers. This information needs to be incorporated in a strategic planning effort to consider how the department will meet its long term staffing needs. Fire Chief's Report for October 2007 2) Foreign Fire Insurance: 05 OCT 07 Page 5 of 5 As of this writing, it appears the Town of Ithaca has determine they will resolve the issue of foreign fire insurance distribution coming to the Town at their level. It is broken down by quarter with a 2006 -year summary and first and second quarter summary of 2007. Volunteers: Training Hours: All active volunteers are required to attend 2 hours of in department training every month per Ithaca Fire Department policy #770.1003.01 (Standby Duty and Training Requirements) Duty Hours: All active volunteers are required to perform 10 hours of on shift duty work per month for a total of 30 hours per quarter per Ithaca Fire Department policy #770.1003.01 (Standby Duty and Training Requirements) Bunkers: Training Hours: All active bunkers are required to attend 2 hours of in department training every month per Ithaca Fire Department policy #770.1003.01 (Standby Duty and Training Requirements) Duty Hours: All active bunkers are required to fulfill their monthly duty requirements, which will vary from month to month depending on how many applicable night shifts are present in a given month per Ithaca Fire Department policy #770.1001.04 (Bunker Rules and Regulations). A lady named Jessica has been appointed as a Deputy County Coordinator to help Lee with administration of that office. The County Office of Emergency Services has been informed that they are now responsible for the housing and feeding of special needs citizens in case of an emergency situation. They are also responsible for the care of any animals during an emergency. (Of course these are all unfunded mandates.) All Federal funding or grants are tied to compliance with NIMS Cast. Only 6 of the county fire departments have compiled to date. The City of Ithaca has complied. There are 29 new regulations for 2008. The new paging system equipment will start to be installed this month. Testing on the new communications system should be done by the end of October. Tentative approval possible with complete testing needed next year once all leaves are on the trees. Some current delay due to a structural problem with the Protts Road site, Tower needs to be reenforced. The new tower site in Enfield was delayed until easement was secured to allow power lines to be installed to the site. All equipment at that site has been installed and is just waiting for power. Midstate Radio is planning on bringing in extra teams to speed up the installation of base stations and mobile radios at the end of October. Codes Division: The Codes Division received 62 complaints in the months of August and September. There were 54 complaints closed out, and 8 complaints that still remain open. The Codes Division performed 47 Inspections and issued 40 notices of violation. The division issued 32 operating permits for occupancies, 7 fire alarm system certificates, 4 sprinkler system certificates, and 2 hood fire suppression system certificate. The Codes Division issued 87 parking violations: 35 Fire Lane / Fire Hydrant Violations, 19 Handicap Parking Violations, and 33 No Standing /Parking Violations Fire Investigation Unit: There were 3 fire investigations conducted during the months of August and September 2007: a structure fire at 536 Spencer Rd in the City of Ithaca, a structure fire at 201 E Falls St in the City of Ithaca, and a structure fire at 415 Campbell Ave in the City of Ithaca.
