ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 14, 2007 MINUTES PRESENT. Commissioners Robert Romanowski, Paul Alexander, Bill Gilligan, Steve Williams; EXCUSED: Commissioner Tom Farlow Chair Romanowski called the meeting to order at 1804 hrs. Minutes of previous meetings were not available for review. IV. ADDITIONS /DELETIONS TO THE AGENDA: - An Executive Session was requested to discuss a request for Relief Funds. V. PERSONS WISHING TO SPEAK TO BOARD OF FIRE COMMISSIONERS: - David Cornelius wished to express his thanks and appreciation to Chris Wilbur, who is retiring, for her many years of service to the Ithaca Fire Department and the Ithaca Board of Fire Commissioners. VI. CORRESPONDENCE: None. VII. MEMBERSHIP CHANGES: None VIII. MISCELLANEOUS REPORTS: A. Town of Ithaca - see written report in the Minute Book submitted by Chair Romanowski. B. Audtit - the audit was reviewed and approved. C. Tompkins County Fire Advisory Report - no report. IX. DEPARTMENT REPORTS: A. CHIEF'S REPORT. See complete written report in the Minute Book. Chief Wilbur highlighted his report and answered questions as follows: - A street inventory verification is being conducted as it relates to 2% monies distribution. Chief Wilbur reported he has talked with the insurance department (for 2% monies) and they will send a report on City /Town /Cayuga Heights distribution for the last 5 years. He believes that an updated street inventory will correct the disparities (in the City's favor) in the Town's distribution between the City and Cayuga Heights fire departments. The Town of Ithaca will not be distributing their funds until the street verification is completed B. DEPUTY CHIEF/TRAINING: See complete written report in the Minute Book. Deputy Chief Dorman is on vacation. Ithaca Board of Fire Commisisoners August 14, 2007 Page 2 C. FIRE PREVENTION BUREAU REPORT: See complete written report in the Minute Book. X. OLD BUSINESS: None. XI. NEW BUSINESS: Chief Wilbur reviewed the 2008 budget submittal: highlights of the discussion are as follows: - Option 1 - adds 2 firefighters (as recommended by the S4F Committee) - Option II - adds 4 firefighters (if a SAFER grant is approved -City would be responsible for 10% of salaries for the first two years) - Already $111,000 projected over 2007 adjusted budget - If 1 % budget is required - need to cut $199,514 - and positions lost; - if 3% - more positions would be lost - Chair Romanowski reported he is working with Alan Cohen on revenue recovery options; - Town of Ithaca has asked for an amount that would accommodate assisting in Fire Code Inspection Services; - CU Contribution increases by CPI; Further discussion included: - Sprinkler Ordinance for City - information for next month. Chief Wilbur described the process - this will be the 3rd attempt for the City to approve since the Town of Ithaca adopted their code for 1 & 2 family dwellings and rehab. code for renovations. - New positions reflect anticipated retirements; - State mandates for personal safety ropes; - Volunteer and bunker fundings; - New standard for protective gear - replace every 10 years; - Clothing line changed to include fire police; - Chair Romanowski asked about monies for volunteer training - utilize MTO and County - sponsored training, - Comm. Gilligan would like monies added for equipment and turn -out gear for 10 bunkers /volunteers - Chief Wilbur said that would amount to about $23,000 plus $1,500 for clothing; - Capital Projects status will change due to current problems i.e. GIAC sewer is the latest; - City projecting another dismal financial year in 2008; After further discussion, Chair Romanowski made a motion to authorize the Fire Chief to submit the full request for the 2008 budget as modified to include changes discussed earlier which amounts to a 19.2% increase. Seconded by Comm. Alexander. Discussion followed regarding the consequences if the other budgets (1% and 3 %) were implemented. Chief Wilbur said if the 1 % budget was imposed, would lose 1 administrative staff and 4 firefighters; if the 3% were implemented, 3 additional firefighters lost; if Option 1 budget were implemented, keeps current budget plus 2 positions (not including the volunteer and bunker program items discussed earlier). The vote (to authorize the full request) was approved Ithaca Board of Fire Commisisoners August 14, 2007 Page 3 unanimously. Comm. Williams brought up the following items that he would like to see the Board consider: - Lane closure on West Buffalo St. - additional traffic problems; - S4F Committee is not finished with recommendations for IFD; - Explore the possibilities - pro or con about the formation of a fire district. XI. EXECUTIVE SESSION: At 1925 hrs., the Board went into Executive Session to discuss a request for Relief Funds. - At 1935 hrs the Board resumed open session. Commissioner Romanowski made a motion to approve a request for monies from the Veteran Volunteer Firemen's Relief Fund. Seconded by Comm. Williams. Carried unanimously. XII. Codes Division: The Codes Division received 24 complaints in the month July. There were 10 complaints closed out, and 14 complaints that still remain open. The Codes Division performed 25 Inspections and issued 21 notices of violation. The division issued 9 operating permits for occupancies, 5 fire alarm system certificates, 2 sprinkler system certificate and 1 temporary elevator certificate. The Codes Division issued 30 parking violations: 11 Fire Lane / Fire Hydrant Violations, 7 Handicap Parking Violations, and 12 Prohibited Areas Fire Investigation Unit: There were 4 fire investigations in the month of July 2007. Two Investigations were for fires at 171 E State St, and 6' )4 W Seneca St in the City of Ithaca. One Investigation was for a Vehicle Fire on 1059 Danby and one investigation was for a house fire on 325 Winthrop Drive in the Town of Ithaca. Public Education: There were 6 Public Education Details, 1 Fire Drill Observation, and 7 Child Car Seat Inspections in the month of July.
