ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MAY 8, 2007 MINUTES PRESENT: Commissioners Romanowski, Williams, Gilligan, Alexander and Farlow; Common Council Liaison Robin Korherr. I. Chair Romanowski called the meeting to order at 1800 hrs. He introduced and welcomed newly appointed, City of Ithaca representative Thomas Farlow. The Mayor appointed Mr. Farlow to a term that will expire June 30, 2010. Mr. Farlow spoke briefly about his background - he is a Civil Engineer, spent 20 years as a volunteer with the Pittsford Fire Department, and served on the Village of Pittsford Town Board. II. Chair Romanowski made a motion to approve the minutes of the March 2007 meeting as written. (The April 2007 meeting was cancelled). Seconded by Comm. Gilligan. Carried unanimously. III. Additions /Deletions to the Agenda: - Add a resolution for disposition of gear and equipment - to New Business. - Add to Old Business - discussion of Volunteer status' and classifications. Because the Fire Chief had to leave the meeting early, Chair Romanowski changed the order of the agenda. VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur offered highlights of his report and answered questions as follows: - Other priorities and issues have impeded progress on promotions and hiring; should hopefully resolve this month. Among other things, since the labor contract was recently ratified, a lot time has been spent on very detailed and complicated retroactive payment calculations. - The operating budget status report is included; however, the up -to- ITHACA BOARD OF FIRE COMMISSIONERS May 8, 2007 - MINUTES PAGE 2 date extraordinary incident cost report is not. - The 800 MHz Trunking and Talk Groups project is still underway. The Tompkins County Legislature adopted a plan to purchase $2m of subscriber equipment. Knowing that IFD's allotment would not be enough, we had established a Capital Project to buy additional equipment as needed. The Ithaca Police Department has not allocated any funding to the project, so IFD will modify theirs to accommodate IPD. Chair Romanowski inquired if there would be enough pagers purchased for the new 800 MHz radio system to accommodate the Fire Police if they are activated. Deputy Chief Dorman responded that he had previously inquired of the Board about equipment needs and hadn't received a response. Chief Wilbur indicated that there might be; nothing certain until the actual purchases are made. - We have now been officially notified that IFD was not awarded an Assistance to Firefighters Grant nor a SAFER grant. 2007 SAFER grant applications are not yet being accepted; and the 2007 Assistance to Firefighters Grant was submitted too late (by 2 minutes!) We did receive the CEDAP grant - Threat Analysis Package, which is a pre - planning tool. Deputy Chief Dorman explained what the grant entails and that we are the only fire agency to receive this grant. The customized input information will be gathered by interns yet to be determined. - The S4F (Strategic Funding for Firefighters) stakeholders group continues to meet and will begin to develop a budget strategy for the 2008 budget proposals. - 35 smoke detectors have been placed so far. Program monies were received through the Tompkins County Health Department and NYS Department of Health. (See attached report). ITHACA BOARD OF FIRE COMMISSIONERS May 8, 2007 - MINUTES PAGE 3 Chair Romanowski next expressed a concern that the Fire Chief has been overloaded with meetings and not much opportunity to even delegate all the work that needs to get done. Maybe the Board needs to express their concern to City Hall. B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman offered highlights of his report and answered questions as follows: - DC Dorman reported on the fire on East Shore Drive - biggest fire we've had in a while; posed some challenging obstacles - needed to draft from the lake, walls and ceiling collapses; water main break, etc. The exact cause of the fire will remain undetermined as it is estimated to cost about $100- 200,000 just to uncover debris, etc. - All shifts have received the Haz Mat tech. refresher course, and others are taking the advanced Haz Mat tech. course. C. Fire Prevention Bureau Report (see complete written report from Assistant Chief Parsons in Minute Book). (Back to agenda order) IV. Persons wish to speak to Board of Fire Commissioners: - Superintendent of Public Works Bill Gray addressed the Board regarding the Board's proposed resolution opposing the lane- narrowing on the Buffalo St. bridge to accommodate the Waterfront Trail project. He expressed disappointment that the Board didn't request a presentation from his staff prior to making a public comment. A lengthy discussion followed. Supt. Gray offered to have a special presentation to the Board to provide more information about the project. He also indicated that he shares the Board's concern about emergency responses to the west end of town as well as to the ITHACA BOARD OF FIRE COMMISSIONERS May 8, 2007 - MINUTES PAGE 4 hospital. He noted there were similar concerns when the two bridges were built to alleviate congestion at the octopus, and as far as he can tell, anticipated problems did not come to pass. Planning a project such as this is always a balancing act taking into consideration many aspects of the community. Board members expressed concern about the major renovations taking place at the hospital, as well as the hundreds of living units currently being developed on the west side of the county - increase in traffic in that direction will undoubtedly be significant. The emergency response route on Cliff St. is a major problem already. Some Board members feel that some of the studies that are being relied on are inaccurate; and some feel the Town of Ithaca hadn't been adequately informed. Some also feel that public safety should not take precedence over recreational use. Supt. Gray responded that one of the many balancing acts is to use existing resources (as opposed to building a completely separate pedestrian bridge); and that if the traffic volume increases and the bike /pedestrian lane turns out not to work, they can work on something different. Robin Korherr, Common Council Liaison, spoke to the process of the resolution in its current form. She recommends the City Attorney be consulted as to the proper method of proposing a resolution and how it gets passed. She also feels that there is an expectation that a Board resolution has the support of the department and department head as to the concept as well as the wording. She would feel more comfortable if the Fire Chief wrote a supporting piece to go along with the resolution once it's finalized. She also indicated the resolution should be processed through the Communications and Emergency Services Committee, who would then pass it on to the full Council. Their meeting is the day after this meeting, so timing is important. The Board thanked Supt. Membership Changes - None VII. Miscellaneous Reports: A. Town of Ithaca - does not meet until next Monday. B. Audit - the audit was reviewed and approved. C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports (already reported earlier in the meeting) IX. Old Business: - Comm. Williams made a motion to consider rescinding the phone vote taken on the resolution regarding the lane narrowing on the Buffalo St. bridge as it relates the Waterfront Trail project. Seconded by Comm. Alexander. Discussion that followed indicated that some Board members would like to hear a presentation of the project and possibly change the resolution to include suggestions, the City Attorney will be consulted as to proper format, and the Fire Chief will be asked for the department's input to go along with the resolution. The motion carried 4 -1 with Chair Romanowski voting no. - Chair Romanowski asked the Board to review the classifications of volunteers that were established by the Board several years ago, and to discuss the process of changing classifications. After a short discussion, it was determined that the process of requesting a reclassification is submitted to the Fire Chief for determination; the ITHACA BOARD OF FIRE COMMISSIONERS May 8, 2007 - MINUTES PAGE 6 Board approves membership - additions or deletions. - For those members who expressed an interest in the Fire Police, they would need to request reclassification and then are subject to the rules of that class - OSHA training, physicals, etc. X. New Business: - Chair Romanowski made a motion to reject all bids received for the "Walk Around Light Rescue" truck to replace 942 as all bids did not completely comply with the specifications and all exceeded the money budgeted for this item. Seconded by Comm. Gilligan. After the Board reviewed the bid materials, the motion carried with Comm. Farlow abstaining since this is his first meeting and he was not familiar with the project. - A resolution prepared by Lt. O'Connor requesting to declare surplus and dispose of in a legal and appropriate manner, unserviceable and unusable gear and equipment. Seconded by Comm. Gilligan. Carried unanimously. XI. At 1950 hrs. the Board moved into Executive Session to discuss a personnel matter, and department staffing matters. At 2020 hrs. the Board resumed open session. No action was taken. X. The letter you received from the City Clerk's office had an attachment from the City Charter regarding the Board of Fire Appeals. This section of the Charter is rarely utilized; but, I am attaching the section of the Charter that more accurately describes the charge of the Board of Fire Commissioners. As you can see, the Board meets the second Tuesday of every month. Occasionally a need arises to either cancel or reschedule a meeting for various reasons. We attempt to send out packets of information prior to the meeting that includes an agenda and reports from Fire Department staff who are responsible for various aspects of our operation. Some of those are included with this letter. As you may notice, the April meeting was cancelled, and the packet is not complete - we will be distributing more reports at our meeting - which is this Tuesday, May 8, 2007, at 6 PM. The meeting generally lasts about one hour. Our meetings are held at Central Fire Station, 310 W. Green St. You can enter from the front door - street parking on W. LIFE SAFETY DIVISION Administration 1) Career Personnel Report a) See report from Deputy Chief Dorman. b) Promotions and hiring: Little progress has been made on promotions and hiring. Other priorities and issues have either consumed the time available, or have raised questions with the direction we had planned to pursue. We will try to resolve these issues this month so we can proceed at our earliest opportunity. 2) Operating Budget Status a) Operating budget account distribution and balances, and the extraordinary incident cost summary will be distributed at the meeting. 3) County Communications and 911 Program a) 800 MHz Trunking, Talk Groups: The development of policies and procedures regarding the use of the radio system and the talk group scheme in particular is underway. [same report as March. b) Equipment specification and purchase: The Tompkins Count Public Safety Committee heard the subscriber equipment plan, as presented by Director Lee Shurtleff, and has substantially endorsed the proposal. Some minor wording changes were requested to clarify the proposal and it will move to the full legislature on 15 MAY 07. In the meantime, the 2007 IFD capital project for communications equipment will need to be amended to include communications equipment needs for the Ithaca Police Department that are over and above the County allotment proposed. An error in the email address registered with the AFG program delayed notification of our rejection this year. b) 2007 Grants: Unfortunately, I made an error in the submittal process and missed the grant deadline by about two minutes. As a result, the Ithaca Fire Department did not submit an AFG for 2007. The application period for 2007 SAFER grants has not started. C) Child Safety Seat Grant: An application for the 2007 -8 round of funding from the Governor's Traffic Safety Committee was submitted 30 APR 07, in the amount of $10,766.20. This grant will supply additional child safety seats and other program supplies. Additionally, it asks for two notebook computers for use in documenting the installations as they go. As required, the application was endorsed by the Tompkins County Traffic Safety Committee. 5) Strategic Funding for Firefighters (S4F) The stakeholder's group continues to meet, with effort going towards information gathering. Next steps include identification of strategies for budget development. The short term goal is still to increase staffing by 10 fire fighters. The next meeting is scheduled for 10 MAY 07. Fire Prevention Bureau 1) See Assistant Fire Chief Parson's report of Fire Prevention Bureau activities for the month of April. 2) As of 20 APR 07, the smoke detector installation program has placed 35 total smoke detectors; of those, 16 were installed in residences in the City of Ithaca. See attached report for more detail. Safety Section 1) Safety Stand Down: The final report still has not been completed. In the meantime, national fire organizations are gearing up for the 2007 safety stand down to be held again in June. This plan is required to insure eligibility for future mitigation grants. As of 04 JAN 07, we have been advised the grant application has been submitted to FEMA for final review and action. This is the last step for this grant and we are still waiting to hear what the decision will be. This, of course, was not an exercise but a good start toward the 2008 budget process and beyond. To put this into context for Capital Projects, I will reiterate some of our financial pressures. We have the unknowns: insurance costs, contract negotiations, heavy reliance on sales tax success, anticipated new construction project success, classification study results and new regulations regarding retirement benefits. We have also been making small, but consistent positive steps in our budget (increased State Aid, some staff increases, some additional funding for items such as infrastructure or staff development). We are also cognizant of the pressures on the taxpayer. One of the reasons for our recent downgrade through Moody's is related to our debt load and percentage of debt limit exhausted. It is my goal to reduce the debt load and to pay off more debt in 2008 than we newly incur. Thus, once again, I am asking that projects proposed for new capital projects should be ones that, if not attended to in 2008, will make our costs significantly higher in the future or will create a risk to our workplace, property, or citizenry. Many of you will submit more than one project. Please assist me by ranking your requests by priority. Codes Division: The Codes Division received 48 complaints in the month March and April. There were 34 complaints closed out, and 14 complaints that still remain open. The Codes Division performed 104 Inspections and issued 92 notices of violation. The division issued 50 operating permits for occupancies, 10 fire alarm system certificates, 9 sprinkler system certificates, and 1 hood fire suppression system certificate. The Codes Division issued 80 parking violations: 41 Fire Lane / Fire Hydrant Violations, 16 Handicap Parking Violations, and 23 No Standing /Parking Violations Fire Investigation Unit: There were 4 fire investigations conducted during the months of March and April 2007: a Car Fire at the intersection of Hillview and Turner Place in the City of Ithaca, a structure fire at 1115 Trumansburg Road in the Town of Ithaca, a structure fire at 155 Chestnut St in the City of Ithaca, and a structure fire at 969 East Shore Drive in the Town of Ithaca Public Education: There were 5 Public Education Details, 5 Fire Drills witnessed, and 35 Child Car Seat Inspections in the months of March and April.
