However, Chair Romanowski proposed the following resolution and conducted a phone vote: (Resolution is addressed to Mayor Carolyn Peterson and Members of the City of Ithaca Common Council) 04/20/07 WHEREAS, the Waterfront Trail Phase 2 program is in process with preliminary route decisions being formulated, and WHEREAS, a leg of this Trail, on the West Buffalo St. bridge between Taughannock Blvd. and Cliff St., is to be facilitated by changing a westbound vehicular travel lane to Waterfront Trail usage, therefore BE IT RESOLVED, the Ithaca Board of Fire Commissioners is going on record to oppose the removal of a traffic lane on the westbound portion of this bridge for Trail usage. To reduce the number of available lanes on the Buffalo St. bridge will increase the congestion in an already congested area as well as further impede the passage of Fire, Police and Ambulance emergency vehicles. The West End of the city and town of Ithaca has seen massive buildup of housing, medical and business facilities as well as being a magnet for tourist related traffic and visitation. To further impede traffic movement is to invite delays in providing assistance to emergency situations. Increasing the risk for possible loss of life or more severe injuries and more extensive property damage. BE IT FURTHER RESOLVED, that the Board of Fire Commissioners urges the Ithaca Common Council and the Ithaca Town Board to work, as appropriate, with the Waterfront Trail Committee to develop an alternative solution to the proposed use of the existing bridge lane. A solution that does not jeopardize the welfare of those utilizing and served by this critical transportation route for our community. The motion carried unanimously. Where we disagree: I don't believe that putting pedestrians and bicyclists on that bridge is a wise solution to the problem. You don't remember when the barrels were in place in May of 2004? 1 guess I just don't see how our proposal changes the traffic safety or flow significantly, or negatively, since all of Cliff Street is two lanes and that short section of right hand turn lane on the bridge only seems to make matters worse. I see this as a cost effective way to achieve a safe crossing that actually saves public $$ relative to a very expensive trail bridge. All of these waterway crossings are just so expensive, that this unique situation jumped out as an opportunity to enhance the trail while not compromising traffic safety or flow. way; this idea was conceived years ago by the City's Bicycle, Advis ory Council, not me or: current trail planners. Our proposed merge is delineated as striping and signing beginning west of the railroad car, after the Petes entry and the actual barricaded lane begins near the east end of the bridge. The technical plan on the web page shows the proposal more clearly than the Journal diagram. Not sure if you followed the link to this article — see attached — but it does indicate how people use the lane to race to the light, then merge inappropriately. Regarding the garbage truck and your mother, if 1 understand it correctly, if our proposal were implemented this problem would not have occurred, since the truck would have not been able to try and pass on the right before merging left, but would have had to merge in the straight section of the road east of the curved bridge. Perhaps I do not understand the situation correctly —just not sure. At some point, we should all just sit down and talk about it as we could go back and forth forever via emails. We do need to see these tapes, for without them, I feel we need to do a study once again to base any findings on it. Without video evidence, these theories of traffic compliance are just that - theories. have visited your website. It is very informative. 12/1/2006 Page 3 of 4 Sorry about the delay in responding, but I just met with Tim Logue, City Transportation Engineer, this morning and we discussed the videos. He and 1 shot them on two nights from two locations a couple of years ago. They were shot in video cassette format. Tim sent them on to Bergmann Associates, the engineers working on Phase 2, in summer 2004. They reviewed and sent on to NYSDOT in Syracuse for their review. We think they must be at NYSDOT since the City and Bergmann no longer have copies. No additional copies were made, as they were not digital. Tim, or a representative from Bergmann, is contacting NYSDOT to see if we can get them back. I know that communities are working hard to address the garbage truck issue. I recently heard that Senator Schumer may be able to resolve this issue. He is a powerful fellow these days. 3o it is worth noting that the bridge lane barrier treatment is removable, at the request of NYSDOT. Also as u know, Cliff Street is two lane all the way up the hill, so this modest change will have no impact on the pacity of the road. It is simply forcing people to do what they are supposed to do, if they follow the existing srge left signs, with the exception of a few people making a right hand turn on Park Road. Many people io drive this daily, including Barbara Blanchard (see recent email), think our proposal will enhance safety by 'cing the merge where visibility is good, instead of allowing it to occur on the curve where visibility is poor. These tractor trailers have "invaded Ithaca" since 2005 after being banned by the City of Auburn. I lave seen these come through 4 and 5 at a time, taking up both westbound traffic lanes. The members of #71s are in complete disapproval of using that 2% money for these programs. We believe it is stated that the 2% money is to be used exclusively for the social benefit of the companies members and is not to be used for the programs that the city has paid for in the past!!! Green St. Ithaca Mr. Chairman, We, the Veteran Volunteer Firemen's Association, Inc. of Ithaca, NY would like to go on record as being opposed to the recent proposal by IFD bunker Phil Yam. While we feel the bunker program is /was a worthwhile and beneficial part of the Ithaca Fire Department and should be continued, we feel very strongly that the use of 2% money should not go towards the training program as suggested by Mr. Yam. We do however commend Mr. Yam for thinking of alternatives to keep this program alive, we just don't agree with his suggested funding for the program. Our understanding of the rules for using 2% money leads us to believe that this is not the proper use of said money. If you read through the "Red Book ", the Handbook of Two Percent Tax Laws and Guidelines for Fire Departments, it's pretty clear that 2% is to be used for the benefit of aH members. We don't feel that the opportunity to participate in basic firefighter training benefits aH members. Also it should not be the responsibility of the companies to provide funding for such programs. Funding for this program has always been and should continue to be the responsibility of the City of Ithaca. It's a shame that they don't see the benefits of such a program.
