II. Approval of Minutes: A motion to approve the September meeting minutes was made by Comm. Hoard. Seconded by Comm. Ellsworth. Approved unanimously. III. Additions /Deletions to the Agenda: Under New Business — Comm. Ellsworth would like to present a list of ways to cut costs in the Department. The suggestions are from the candidates who interviewed for the Chief position. The Board of Fire Commissioners congratulated Tom Parsons for his new position of Fire Chief. Under Old Business — The role of the Board of Fire Commissioners IV. Persons wishing to speak to the Board: Lyman Baker, Co. 2, addressed his concern that the bell at Tompkins Park continues to deteriorate. He asked if there has been any word on moving it to a safer location. Chair Gilligan stated that he has not heard anything as of this date. He also stated that the BOFC can resend previous correspondence. V. Correspondence: Comm. Kelly presented a letter from The Salvation Army signed by Major Carl Carvill. He is offering his services on a pro bono basis as a counselor if anyone is in need of counseling services. He also commended Ithaca Fire Department and other Ithaca first responders for their professionalism and compassion toward their clients. A letter from Lyman Baker, Co. 2 was presented. He is inquiring to the whereabouts of the annual report that typically accompanies the 2% checks. Chair Gilligan believes that he received the report via email and will forward that to Clerk Flynn so that she can distribute the information to the volunteer companies. BOARD OF FIRE COMMISSIONERS OCTOBER 11, 2011 PAGE 2 Another letter from Lyman Baker was present. He wanted to know what the Department's SOP was for privately owned vehicle operation and if we are affected by it. He also included an article on the topic (which can be found in the Minute book). Bank statement from Tompkins Trust Company Donation Fund showed a beginning and ending balance of $637.82. Bank statement from Tompkins Trust Company Rescue Fund showed a beginning balance of $1,838.15 plus .82 cents in interest with an ending balance of $1,838.97. VI. Membership Changes: The Fire Police Volunteer Application has been processed. Andrew J. Adams has been interviewed and his background check has come back clean. He will be a volunteer of Company 1. He will be a probationary volunteer for one year. Comm. Kelly made a motion to approve. Seconded by Comm. Ellsworth. Approved unanimously. VII. Miscellaneous Reports: Town — None City — None Audit — None VIII. Department Reports A. Deputy Chief Report: (see complete written report in the Minute book). Deputy Chief Tom Dorman offered highlights from his report and answered questions as follows: This is Deputy Chief Dorman's last report. He will be retiring on November 11, 2011. Tom Parsons has been appointed to the Chief position. There is now an opening for the Deputy Chief position. BOARD OF FIRE COMMISSIONERS OCTOBER 11, 2011 PAGE 3 2012 Budget: The Mayor presented her 2012 budget. IFD will be taking a 6% budget cut. The Department can hire 3 of the fire fighter positions that are vacant. The Common Council budget hearing for IFD is tomorrow night (October 12, 2011) at 7:00 pm. Capital Budget: Both the City and the Town have included in the budget the necessary funds $850,000 Resource Recovery: The City and Administration Committee of Common Council has voted to send this proposal to the Budget Review Committee. Traffic Calming: The traffic calming on South and Wood Streets has been removed. Keyless Door Entry: The fobs are currently being distributed. Comm. Hoard made a motion to thank Tom Dorman for his service as Acting Chief. Comm. Ellsworth seconded the motion. Approved unanimously. Chair Gilligan asked if there are any activity charts /graphs. Chief Parsons is still working on them. The behavior of the college students has greatly affected the demands on the Department. Heavy drinking is increasing. B. Fire Prevention Bureau: (see complete written report in the Minute book). Chief Tom Parsons offered highlights from his report and answered questions as follows: Nothing new to report. BOARD OF FIRE COMMISSIONERS OCTOBER 11, 2011 PAGE 4 As more elderly facilities are added, the Department's call volume will increase. If the Town backs out and starts their own fire department that would reduce our department from 66 firefighters to 44 firefighters. In addition, we would not be able to provide mutual aid. The Town would have to form a fire "district ". C. Fire Police: The last training session was in September. Photos were shown from the recent flooding. There was massive destruction. IV. Old Business: Chair Gilligan handed out guidelines for the responsibilities of the Board of Fire Commissioners. V. New Business: There will be a ceremony for the swearing in of the new Fire Chief. Comm. Hoard made a motion that the BOFC donate $100 toward refreshments. Comm. Kelly seconded. Voted unanimously. Comm. Ellsworth provided a list of ways for the Department to save money. The list is a compilation of suggestions from the Fire Chief candidates that were shared at the interviews. Chair Gilligan read the suggestions and will forward the list via email. Flynn, Clerk Board of Fire Commissioners (Minutes will be reviewed at the November 8, 2011 meeting) BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2011 MINUTES Present: Commissioners Gilligan, Hoard and Ellsworth Chair Gilligan called the meeting to order at 1800 hrs. Chief Tom Parsons will be taking notes as Clerk Randy Flynn is out due to a family illness. In attendance were Ray Wheaton from Company 3's and Lyle Neigh from Company 5's. II. Approval of Minutes: Minutes from October's meeting will be emailed. III. Additions /Deletions to the Agenda Additions under Old Business: Charter Review Discussion of the Referendum Additions under New Business: Meeting with Town Board on December 21st Volunteers Executive Session IV. Persons wishing to speak to the Board: Ray Wheaton, Vet Fireman's Association advised that there will be a Ceremony at 8am on December 7th at the City Cemetery. This is a memorial to the firefighters lost at Chi Psi Fire. Executive Session: The Board went into executive session to discuss a personnel issue at 1810 hours and returned at 1815 hours. BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2011 PAGE 2 Commissioner Hoard made a motion to purchase recognition awards of up to $150 Dollars. Commissioner Ellsworth seconded the motion. The Board voted and it was approved by a unanimous consent. V. Correspondence: Commissioner Gilligan reported on email exchanges with Herb Engman regarding the Board of Fire Commissioners meeting with the Town's Ad Hoc Committee on Wednesday December 21St, 2011 at Noon in the Town Office Building. The Ad Hoc Committee is charged with reducing the costs for fire and emergency medical services. They are looking into options on new revenue from Ithaca College, the possibility of the Town having it's own fire department or possibly contracting with other fire departments. Commissioner Gilligan read FASNY Renewal Notice. There was board discussion on the 3 options: Not renewing, renewal for one year, or renewal for five years. Commissioner Ellsworth made a motion to renew for one year with funds from the donation fund, Commissioner Hoard seconded the motion. The board voted and approved the motion unanimously. VI. Membership Changes: None VII. Miscellaneous Reports: Town of Ithaca - None City - Mailed Audit — No Report BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2011 PAGE 3 VII. Department Reports: A. Deputy Chief Dorman — No Report B. Chief Report: See complete written report in the Minute book C. Fire Police Report: Commissioner Gilligan reported they had swift water rescue awareness training. During the Veterans Day Parade - 2 Firefighters provided traffic control. There will be additional fire police training next Tuesday. VIII. Old Business Propositions on the Ballot: There was discussion on the relationship of the Board of Fire Commissioners to the Fire Chief (section 98 of charter). Section 98 is proposed for removal from the Charter if the local law is implemented. Commissioner Gilligan is concerned about any other language not being put into the Charter to replace section 98. Commissioner Ellsworth thought the board would strictly advisory and they won't do the audit anymore. Commissioner Gilligan explained the rational of the changes and the unintended consequences. He would like to come up with a recommendation to take back to Common Council. He is looking for recommendations on how to move forward BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2011 PAGE 4 Commissioner Ellsworth had questions about Medical Calls and why we go. Deputy Chief Dorman explained about calls where Bangs is delayed. He also talked about labor intensive to do firefighting and rescues. He talked about people on duty whether they're going to calls or not. VIII. New Business: Volunteer Active Members: Commissioner Gilligan reported that he had discussions with Chief Parsons regarding active members. It is recommended that a letter be written to the companies requesting information of the number of members. Volunteer Company Reconfiguration: Chief Parsons expressed his interest in reorganization of the volunteer company system and that no matter what happens with company reconfiguration that the history of the companies be preserved. There was discussion on the heritage of the Companies and Veteran Volunteer Fire Companies. A motion was made by Comm. Hoard to adjourn the meeting, and the motion was 2nd by Comm. Ellsworth. The approval is contingent on the approval of the Town of Ithaca. The promotion of one of the Fire Lieutenant's is pending approval of the Town of Ithaca is for the creation of a Fire Lieutenant in the Fire Prevention Bureau. Page 2 of 5 - Fire Chiefs Monthly Report December 8`h, 2011 approved on the condition that the City and the Fire Fighters Union reach an agreement regarding the retirement provisions that would apply to new hires. b) There will be Civil Service Exams offered on January 7th, 2012 for: • Promotional Exam for Assistant Fire Chief • Promotional Exam for Deputy Fire Chief • Open Competitive Exam for Deputy Fire Chief Applications for the Exam were due to the Human Resources Department by December 2st, 2011. C) Jan Pfleiderer, working as a half -time Account Typist for the department, has resigned from the City of Ithaca effective 11/15/2011. Her position will not be filled and funding will be used to partially fund the creation of a Fire Lieutenant position in the Fire Prevention Bureau. 2) Budget Status a) Common Council has adopted the 2012 budget. Our budget is slightly more than a 6% decrease over 2011. b) Capital Budget — Both the City and the Town have included the necessary funds, $850,000.00, to replace our Heavy Rescue, 944. However, I am looking into changing our replacement schedule for our apparatus. I have a committee looking into the possibility of deferring the purchase of the Heavy Rescue for at least 2 years and to instead purchase a Ladder Truck with a Pump and Water on it, also known as a Quint, as replacement for a ladder truck and ne engine scheduled for replacement in 2015. I am planning on trying to do this within replacement budget for the Heavy Rescue. 3) County Communications and 911 Program: a) Tompkins County has hired a consultant, Criterian Associates, to access the 911 Center. Criterian's team has been to Tompkins County and has begun the evaluation. It is anticipated that they will be meeting with all the stakeholders in the next month or two. 4) Grants and Donations a) Assistance to Firefighter Grants (AFG): (in- vehicle repeaters) — Equipment has installed and is operational. b) Training Center Project Funding: We are pursuing another option for the training center property (same report as last month). Funding is provided to purchase supplies associated with our Child Safety Seat Program. 5) Resource Recovery Legislation No New Report - The City and Administration Committee of Common Council has voted to send this proposal to the Budget Review committee. 6) City Charter Update No New Report - Delegated to a committee established by the Board of Commissioners Operations 1) Mutual Aid Calls: Quarterly Report 2) Selected Calls — No Report 3) Support I have been distributing the key fobs to members of the Department and the ID /Key cards have been received and waiting to be programmed for people to use. Once all of the electronic keys are issued, we will be changing the manual locks on all of the stations. I have asked West Fire to provide a price quote for installation of security cameras at Central Station. Fire Prevention Bureau 1) Code Enforcement Division: The Codes Enforcement Division received 24 complaints in the month November. There were 18 complaints forwarded to the City of Ithaca Building Department and 2 complaints were forwarded to the Town of Ithaca Code Enforcement Office. There were 22 complaints closed out, and 44 complaints remain open for November and previous months. The Code Enforcement Division performed 48 fire safety and property maintenance inspections or re- inspections. The division also witnessed 2 standpipe system flow tests; 11 fire alarm tests; 1 alternative fire protection system and 1 hydrostatic sprinkler system tests. There were 148 violations cited and 23 violations corrected. Page 4 of 5 - Fire Chief's Monthly Report December 8`h, 2011 The Code Enforcement Division issued: 11 operating permits for assembly occupancies; 12 certificate of compliance for fire alarm systems; 2 fire standpipe system certificates; 1 hazardous occupancy operating permit; and 10 certificates of compliance for fire and property maintenance inspections. 2) Fire Investigation Unit: There were no fire investigations performed in November. 3) Public Education: There were 4 child safety seat inspections; 2 fire drills witnessed; and 3 public education activities performed by the department in November. I have requests from members of two companies to become active volunteers. However, neither of the two company members have any recent record of being an active member of the department. In the first case a member of a company is a retired career firefighter. He has been retired for about 20 years. In the second case, a life member of another volunteer company left the area for several years, returned to the area, and has volunteered for at least two other fire departments in Tompkins County. I am asking the Board of Fire Commissioners to review the issue of active members, social members, and life members so that they might be appropriately accounted for by the organization. It is also my recommendation that a member of a volunteer company who is not currently active be required go through the same or similar screening process as a new member of the department. I look forward to continued discussion on this matter at this meeting. Wallenbeck, who fell 12 feet down a fire chute located at Rescue Steamer Volunteer Company Two, while bunking there. Mr. Wallenbeck needs to be on the Firefighters Monument in the Ithaca City cemetery at the Firemen's section. The fall occurred May 28, 1909 in the Fire House.
