ADJOURN BOARD OF FIRE COMMISSIONERS SEPTEMBER 13, 2011 MINUTES Present: Commissioners Hoard, Kelly and Ellsworth Acting Chair Hoard called the meeting to order at 1804 hrs. II. Approval of Minutes: With the correction of two typos, Comm. Kelly moved to approve. Seconded by Comm. Ellsworth. Approved unanimously. III. Additions and Deletions: None IV. Persons wishing to speak to the Board: Lyman Baker, Co. 2 asked where the 2% checks are. It is his understanding that they came in on July 1st Comm. Hoard explained that the BOFC needs to vote and approve the distribution. Lyman Baker also asked what the status is with the new volunteer being hired. Acting Chief Tom Dorman explained that it has been a while since the Department has done this and they are looking into the process. Acting Chair Hoard commended the recent Remembrance of 9/11 ceremony that occurred on Sunday at Central. The BOFC will be sending thank you letters to Gary Stewart from Cornell and to IFD for their participation in the ceremony. Comm. Kelly will write the letter. A motion was made by Comm. Ellsworth to approve the letter. Seconded by Acting Chair Hoard. Approved unanimously. V. Correspondence: None BOARD OF FIRE COMMISSIONERS SEPTEMBER 13, 2011 PAGE 2 VI. Miscellaneous Reports: Town Report — No report City Report — No report Audit — Completed VII. Department Reports: A. Acting Chief /Deputy Chief Report: (see complete written report in the Minute book). Acting Chief Tom Dorman offered highlights from his report and answered questions as follows: Personnel Staffing — Nothing to report 2011 Budget — The Department has submitted their budget. The Mayor will submit her budget in October. We suspect that the budget cuts will be close to 7 %. Resource Recovery — Nothing to report Operations — During the recent flooding, the Department did an outstanding job. There were 103 calls in a 28 hour period. The first day consisted of turning off utilities and the second day consisted of pumping out basements. Water Rescue from Hurricane Irene — We will receive reimbursement for the services provided to Schoharie County. B. Fire Prevention Bureau: (see complete written report in the Minute book). DC Tom Parsons offered highlights from his report and answered questions as follows: There was a car fire at the Cayuga Street parking garage. Fortunately the car was made of metal and the fire was contained. The fire was knocked down in 10 minutes and the garage was back in service in 30 minutes. The fire was caused by an electrical malfunction. There was another fire at 647 Stewart Ave. in a college dorm. The fire was determined to be incendiary. BOARD OF FIRE COMMISSIONERS SEPTEMBER 13, 2011 PAGE 3 A major problem with the students is what is referred to as "pre- gaming ". This involves students drinking heavily before arriving at parties and then continuing to drink at the parties. They then go home and "pass out" and are unable to respond /react if the smoke alarm goes off. At this time, University residences are required to have sprinklers. All of the Cornell sororities and fraternities have them with the exception of six. Duplexes are not required to be sprinklered. Comm. Ellsworth asked who the kids were at the 9/11 memorial in the red shirts. Acting Chief Dorman explained that they are students of FF Tom Basher who has been teaching the Firefighter I state class. C. Fire Police: No Report Acting Chief Tom Dorman stated that the Fire Police have been doing a fantastic job. VIII. Old Business: 2% Approval — Moved by Comm. Kelly. Seconded by Comm. Ellsworth. Approved unanimously. BOFC Clerk Randy Flynn will send an email to Debbie Parson stating that the Board has given approval for the distribution of the 2% checks. The Charter Review will be discussed at the October meeting. IX. Since the City and the FF Union are in negotiations, I do not expect this to be resolved soon and therefore I do not expect being able to hire soon. (same report as last month). b) The Mayor has appointed Deputy Chief Thomas Parsons as the new Ithaca Fire Department Fire Chief. Fire Chief s Report for August 2011 2) Budget Status 3) 11 OCT 11 Page 2 of 3 a) The Mayor has presented her 2012 budget to Common Council. It is basically the -5% budget that we submitted. I will provide more information at the meeting. b) Capital Budget — Both the City and the Town have included the necessary funds, $850,000.00, to replace our Heavy Rescue, 944. Once the Mayor's budget is accepted, we will be going out to bid for this vehicle. County Communications and 911 Program No report 4) Grants and Donations 5) 6) 7) a) Assistance to Firefighter Grants (AFG): (in- vehicle repeaters) — Equipment has been delivered. A "test" installation ha been done in 965. All of the installations will be scheduled soon. b) Training Center Project Funding: We are pursuing another option for the training center property (same report as last month). Resource Recovery Legislation The City and Administration Committee of Common Council has voted to send this proposal to the Budget Review committee. City Charter Update Delegated to a committee established by the Board of Commissioners Traffic Calming The traffic calming on South and Wood Streets has been removed. Code Enforcement Division: The Codes Enforcement Division received 21 complaints in the month September. There were 17 complaints forwarded to the City of Ithaca Building Department and 1 complaint were forwarded to the Town of Ithaca Code Enforcement Office. There were 9 complaints closed out, and 57 complaints remain open for September and previous months. The Code Enforcement Division performed 93 fire safety and property maintenance inspections or re- inspections. The division also witnessed 3 fire alarm tests; and 1 hydrostatic sprinkler system tests. There were 257 violations cited and 92 violations corrected. Many emergency service organizations allow their members to drive their POVs to the station or directly to the emergency scene. In some states, the motor vehicle code may authorize the use of a courtesy light but the lights are issued for identification and visibility purposes only. You will know that The Salvation Army has a long and collegial relationship with first responders around the world. Our respect for what these women and men do every day is beyond profound. One of the great privileges of 33 years in ministry has been my interaction with these daily heroes. During our tenure in Nashua, New Hampshire of some 8 years, I was honored to act as protestant chaplain and later departmental chaplain. Now that we are in our second year in Ithaca, I would like to offer my services on a pro bono basis as and if same may be needed. Through the years I have been in hospital and prison chaplaincy in addition to what I mentioned above. My academic exposure includes a section in CPE, Masters of Pastoral Counseling, and training in Critical Incident Stress Debriefing. While my primary responsibilities will remain as Pastor /Administrator with my wife in co- ministry, I feel that I should make myself available.
