MINUTES
Present: Commissioners Gilligan, Hoard, Kelly and Ellsworth and Liaison Clairborne
I. Chair Gilligan called the meeting to order at 1806 hrs.
II. Approval of Minutes:
One correction: Under "Persons wishing to speak to the Board': Change last
sentence to read: "He would like to see if the BOFC could ask if the other
Companies could contribute to the fund."
III. Additions /Deletions to the Agenda:
Follow up on Charter Review
IV. Persons wishing to speak to the Board:
Lyman Baker, Co. 2 asked if a place has been found to enter volunteer hours
at the cemetery. Acting Chief Tom Dorman said that he can enter the hours
into Firehouse. Lyman Baker and Ray Wheaton have 46 hours each of
volunteer hours.
Lyman Baker also asked if there was any word on the 2% funds. Chair
Gilligan responded that he would give an update under Old Business.
Ray Wheaton asked if there was any news on the Bell at Tompkins Park.
Chair Gilligan stated that the previous Minutes would be check to see if there
was any correspondence. ka
V. Correspondence:
Bank statement from Tompkins Trust Donation Fund showed a balance of
$637.82 with no activity.
VI. Membership Changes:
Waiting on the arson background check for the most recent Fire Police
volunteer applicant. Need to set up an appointment for the interview.

VIII. Department Reports:
A. Acting Chief /Deputy Chief Report: (see complete written report in the
Minute book). Acting Chief Tom Dorman offered highlights from his report
and answered questions as follows:
Personnel Staffing — Fire Fighter Todd Wilber retired resigned. He went to
work for the Syracuse Fire Department. That leaves the Department down 6
fire fighters and 1 Chief. In addition, 2 fire fighters are out on injury leave.
The Department could get down by as many as 12 next year.
2011 Budget — With FF Wilber leaving, the Department will be able to meet
the 7% budget cut without laying off any positions.
Grants and Donations — No changes
B. Fire Prevention Bureau: (see complete written report in the Minute Book).
DC Tom Parson offered highlights from his report and answered questions ad
follows:
Public Education — 5 child safety seat inspections and 4 public education
Acting Chief noted that Common Council did grant the Fire Alarm
Superintendent to continue working for an additional 3 months.
C. Fire Police: David Cornelius was unable to attend meeting
The next training will be on August 16, 2011 at 7:00 pm. The subject will be
on the dangerous roads in the area and how they would handle traffic in case
of an accident.

IX. Old Business
2% Funds:
An email asking about the status of the 2% funds was sent to Debra Parsons in
the Chamberlains Office. She is still on vacation. The funds will most likely
be distributed in September.
Fire Chief Search:
The Search Committe met with 4 candidates and forwarded the information
to the Mayor. It is�up to the Mayor to make the final decision.
A`M -
Comm. Kelly asked if the public will be involved in the decision. Chair
Gilligan responded that the final decision will be the Mayor's.
City Charter:
An email was read by Chair Gilligan. Not much has occurred.
Chair Gilligan handed out copies of the City Charter. He assigned sections to
be reviewed as follows:
Comm. Kelly will review A, B, C
Comm. Hoard will review D, E, F
Comm. Ellsworth will review G
Chair Gilligan will review H
The BOFC will communicate via email and hopefully have something to
present at the September BOFC meeting.
X. New Business
The September meeting is scheduled for September 13, 2011.
Acting Chief Tom Dorman announced that there will be a small 9/11
remembrance in front of Central on Sunday, September 11, 2011 at 8:30 am.

There will be speakers from Cornell, Ithaca College and TC3. The event will
be open to the public.
Chair Gilligan would like to the turn the chairmanship over if he is not back
from Chicago for the September 13th meeting so that the meeting can still be
held. Comm. Tom Hoard will conduct the meeting in his place.

a) Hiring /Recruitment Committee
The Vacancy Review committee has approved the hiring of two Fire Fighters (one
to replace a disability retirement, one to replace a leave of absence) with the
condition that the City and the Fire Fighters Union reach an agreement regarding
the retirement provisions that would apply to new hires. Since the City and the FF
Union are in negotiations, I do not expect this to be resolved soon and therefore I
do not expect being able to hire soon. (same report as last month).
b) The Mayor is evaluating the eligible candidates for the Fire Chiefs position. I
expect here to name a new Chief soon.

2) Budget Status
a) The 2011 budget has been submitted. The Mayor will present her budget at the
first council meeting in October (1015111).
b) Capital Budget — we have submitted for funding to build a new heavy rescue
(944), $850,000.00. The 2011 Capital Budget included $10,000.00 to write the
specifications and prepare the bid for this vehicle. (same report as last month).
3) County Communications and 911 Program
No report
4) Grants and Donations
a) Assistance to Firefighter Grants (AFG): (in- vehicle repeaters) — Equipment has
been delivered. A "test" installation will be done soon.
b) Training Center Project Funding: We are pursuing another option for the training
center property (same report as last month).
5) Resource Recovery Legislation
I have sent all of the material to the Mayor (same report as last month). .
6) City Charter Update
Delegated to a committee established by the Board of Commissioners
7) Traffic Calming
The Board of Public Works is moving forward with the removal of the traffic calming at
South and Wood Streets. (same report as last month).

2) Selected Calls —
During the flood, a 28 hour period from 9/7/11, 1700 hours until 9 /8/11, 2100
hours, we responded to 103 calls.

3) Support
The hardware work for the keyless entry system is done. I do not have a date
when we will be converting to the prox cards and fobs. I have asked West Fire to
provide a price quote for installation of security cameras at Central Station.

Dear Board Members:
The following is the Fire Marshal's report for August 2011.
Code Enforcement Division:
The Codes Enforcement Division received 23 complaints in the month August. There
were 12 complaints forwarded to the City of Ithaca Building Department and 4
complaints were forwarded to the Town of Ithaca Code Enforcement Office. There were
14 complaints closed out, and 45 complaints remain open for August and previous
months.
The Code Enforcement Division performed 88 fire safety and property maintenance
inspections or re- inspections. The division also witnessed 14 fire alarm tests; 1
alternative fire protection system test; and 12 hydrostatic sprinkler system tests. There
were 121 violations cited.
The Code Enforcement Division issued: 6 operating permits for assembly occupancies; 5
certificate of compliance for a fire sprinkler system, 13 certificate of compliance for fire
alarm systems; 1 certificate of compliance for alternative fire protection system and 8
certificates of compliance for fire and property maintenance inspections.
Fire Investigation Unit:
There were 2 Fire Investigations in August. The first one was for a car fire that occurred
in the parking garage at 235 S Cayuga St. That fire was determined to be accidental. The
second fire was at 647 Stewart Ave in a College Dormitory on the Cornell Campus. The
fire was determined to be incendiary.
Public Education:
There were 3 child safety seat inspections; and 5 public education activities performed by
the department in August.
