ADJOURN BOARD OF FIRE COMMISSIONERS JUNE 14, 2011 MINUTES Present: Commissioners Gilligan, Hoard and Ellsworth L Chair Gilligan called the meeting to order at 1806 hrs. II. Approval of Minutes: To be reviewed later in meeting III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to the Board of Fire Commissioners: Lyman Baker spoke in regard to the Thompson Park Bell. He stated that the bell is still being vandalized and that he would like to see it go to the Vets. In addition, Lyman stated that the Companies have not heard anything on the City Charter. Chair Gilligan responded that we are on hold. V. Correspondence: Bank statement from Tompkins Trust Company Donation fund showed a beginning balance of $537.82 with a deposit of $100 (donation) for an ending balance of $637.82. VI. Membership Changes: None VII. Miscellaneous Reports: Town — None City — None Audit — Complete BOARD OF FIRE COMMISSIONERS June 14, 2011 Page 2 VIII. Department Reports: A. Acting Chief /Deputy Chief Report: (see complete written report in the Minute book). Acting Chief Tom Dorman offered highlights from his report and answered questions as follows: Staffing: Open positions: Chief, 5 Fire Fighters (2 unfunded, 3 funded) Budget: Everything is within the budget. Capital Budget: The Department will be submitting a request to build a new $850,000 heavy rescue vehicle. The Mayor's memo in regard to the 2012 budget stated that she has grave concerns. There will be significant pension and health insurance premiums. She asked for each Department to present 3 budget scenarios — 0% increase, 5% and 7% reductions. The most likely scenario will be a 7% reduction. In order to achieve a 7% reduction, the Department will be looking at layoffs. Hopefully we can avoid this through attrition. Dave Cornelius asked if this included the 5 fire fighters that the Department is already down. Acting Chief Dorman responded that no, it does not. Acting Chief Dorman also explained that the 2012 budget will also have to allow for the 50% of the new Chief's salary that wasn't budgeted for in the 2011 budget. He is also concerned that the Department doesn't have a lot of room to play within the budget. The Mayor also stated that the Department could submit other budget scenarios in addition to the 3 that she has requested. Acting Chief Dorman doesn't see any point in submitting a fourth option. BOARD OF FIRE COMMISSIONERS June 14, 2011 Page 3 Chair Ellsworth asked how the Department figures out fuel costs for the budget. Acting Chief Dorman responded that those numbers are calculated at the Controller's office. We use the numbers that they provide. County Communications and 911 Programs: No report Grants and Donations: Assistance to Firefighter Grants — (In- vehicle repeaters) Equipment is on order Training Center: We are pursuing another option for the Training Center property. The City has acquired some land in Six Mile Creek. We need to "de- park" the site that the Training Center is on. At this time, Liaison J.R. Clairborne arrived at the meeting. Traffic Calming: BOPW is moving forward with the removal of the traffic calming devices at South and Woods Streets. Selected Calls: * * Please see DC Parsons' report B Shift responded to a structure fire at 107 Cook St. on May 6t" just after midnight. Despite the best efforts of the crews battling a fire that had spread throughout the building, there was one fatality. (DC Parsons reported on this incident for the May BOFC meeting) On May 30'", at 1903 hrs C Shift responded to a body recovery in Fall Creek. Additional personnel were called in to cover during the incident. BOARD OF FIRE COMMISSIONERS June 14, 2011 Page 4 On June 6t", at 0206 hr4s A Shift responded to 13 South Ave. for a fall from the stairwell. The victim is still in critical condition. Support: The hardware work for the keyless entry system is done. We are still waiting on a date for converting to the prox cards and fobs. B. Fire Prevention Bureau: (see complete written report in the Minute Book). Deputy Chief Tom Parsons offered highlights of his report and answ3ered questions as follows: Codes Division: There were 23 complaints. 9 of them were forwarded to the Building Department. Public Education: There were 10 child safety seat inspections: 3 public education activities performed; and 1 fire drill witnessed by the Department in May. C. Fire Police: Dave Cornelius offered highlights and answered questions as follows: The Fire Police held a training session on May 31, 2011. The topic was CPR Refresher. They received CPR protocols and the location of EMS supplies carried on the vehicles. They are in the process of completing the online IS -200 course. This month's training topic has not been decided at this time. IX. Old Business: In regard to Lyman Baker's question, Chair Gilligan explained that a letter was written to the Parks Commission. It needs to be followed up on. BOARD OF FIRE COMMISSIONERS June 14, 2011 Page 5 Charter Review: Liaison Clairborne stated that the changes that were approved last month are primarily for Department Heads and how they were selected. It was also addressed that there were changes that would go to referendum. It's what we have been doing, but is hasn't been addressed on paper. Chair Gilligan stated that it is the BOFC goal to look into it and discuss the findings at the next meeting. X. New Business: None XI. Since the City and the FF Union are in negotiations, I do not expect this to be resolved soon and therefore I do not expect being able to hire soon. (same report as last month). C) The Fire Chief search committee has met and are in the process of scheduling interviews. Code Enforcement Division: The Codes Enforcement Division received 24 complaints in the month June. There were 12 complaints forwarded to the City of Ithaca Building Department and 3 complaints forwarded on to the Town of Ithaca Code Enforcement Department. There were 35 complaints closed out, and 31 complaints remain open for June and previous months. The Code Enforcement Division performed 103 fire safety and property maintenance inspections or re- inspections. The division also witnessed 7 fire alarm tests; and 1 hydrostatic sprinkler system tests. There were 150 violations cited. The Code Enforcement Division issued: 10 operating permits for assembly occupancies; I operating permits for hazardous occupancy; 3 certificates of compliance for fire alarm systems; and 9 certificates of compliance for fire and property maintenance inspections. Fire Investigation Unit: There was 1 fire investigation performed in June for a fire that occurred at the Ithaca Police Station in one of the holding cells. The incendiary cause was determined for the fire. Public Education: There were 4 child safety seat inspections; and 3 public education activities performed by the department in June. Municipal Fire Alarm System All of the municipal fire alarm boxes have been removed from service and taken down off the buildings or the poles, except those at the fire stations that will be converted to call boxes. The meeting / training consisted of a review of some equipment Company 3 funded for the Fire Police Unit. John Powers, on behalf of Company 3, purchased 4 STOP /SLOW reflective hand held signs and 1 LED magnetic directional sign that can be attached to a vehicle to indicate where we want traffic to go. We will ask other companies to contribute additional money to purchase additional STOP /SLOW signs and magnetic LED directional signs so each Fire Police member has these items. We took the signs out to the parking lot to see how they worked when car headlights hit them. We still need to get poles for each handheld sign. We still need to acquire safety helmets for some members. Next month's training meeting will be held on Tuesday 816, 2011. Some of us will take photos of various dangerous roads and present ideas where and how we would set signage and redirect traffic to provide a safe work area for the rescue personnel. I gave out an Application for Volunteer Membership to Andrew Adams. Andy works for the City of Ithaca and is assigned to Streets and Facilities. I first spoke with Andy when he helped remove a fallen tree on Maple Ave. My current supervisor, Bruce Eastman, was also there that night and he speaks very highly of Andy. I asked Andy to drop off his completed application to Randy Flynn.
