ADJOURN BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 MINUTES Present: Commissioners Gilligan, Hoard, Kelly and Ellsworth. Chair Gilligan called the meeting to order at 1803 hrs. II. Approval of Minutes: Members of the Board were given time to review the minutes of the December meeting — following the Department Reports (Item VIII), a motion was made by Comm. Hoard to approve the minutes of the December 14, 2010 Board of Fire commissioner4s meeting. Seconded by Comm. Ellsworth and approved unanimously. III. Additions /Deletions to the Agenda: Included under New and Old Business IV. Persons wishing to speak to the Board of Fire Commissioners: Lyman Baker addressed the fact that he and Ray Wheaton maintain the Fire Fighter Memorial site at the City Cemetery. They individually commit 100 hours each for a total of 200 hours. Lyman feels that this should show up as volunteer hours just like the Fire Police V. Correspondence: Company 7 report of their officers (under New Business) Letter from the Vets - Request for bell display (under Old Business) - Years of service recognition for volunteers with service of 50 years or more. - Bank Statements: o Statement from Tompkins Trust Donation Fund showed an ending balance of $537.82 o Statement from Tompkins Trust Rescue Fund showed an ending balance of $1336.68. VI. Membership Changes: None BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 2 Miscellaneous Reports: Town — Scheduled for quarterly. A written report was submitted in January to the Town Board and an in- person update will be made to the Town Board in February. City — In Packet Audit — None VII. Department Reports: A. Acting Chief /Deputy Chief Report: (see complete written report in the Minute book). Acting Chief Tom Dorman offered highlights of his report and answered questions as follows: Career Personnel: One open Fire Chief position Three Open Fire Fighter positions A fire fighter filed a human rights complaint against Brian Wilbur, Tom Dorman and the Department claiming unfair treatment due to his Middle Eastern decent. IFD is being represented by the same attorney that IPD had for a similar case. The official complaint is in the Fire Chief s office if anyone would like to read it. The Department was approved for 2 fire fighters with the condition that the Union has to agree that the new fire fighter will be in the new retirement system. This is still in negotiations. This will delay the opportunity to get the new fire fighters into the Fire Academy at the end of February. Chair Gilligan asked if there is any opportunity to discuss alternative coverage options for new hires with the City and also, what the possible impact this would have on transfer candidates who are in an older retirement tier. Acting Chief Dorman responded that we cannot change the system, but we would have to take the transfers with the retirement systems that they currently have. BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 3 Budget: As usual for this time of year, there is no audit for the Board to review. This is because the City is in the process of closing out the financial activity for 2010 and preparing the accounts for 2011 financial operating activity. Acting Chief Dorman added that he anticipated that the Department will close out 2010 with a surplus of approximately $48,000 compared to the original expense budget for 2010. The Department will be keeping a very close eye on 2011 over time. Comm. Ellsworth asked about the roll -over funds. Acting Chief Dorman responded that we can only roll -over funds that we encumber — ie: salaries, items for which a purchase order has been issued, etc. DC Parsons added that only 2/3 of any surplus (or encumbrance) impacts the City. The other 1/3 impacts the savings or expense charged to the Town of Ithaca. County Communications and 911: We continue to have problems — delays, inability of dispatch to recognize when we replace trucks, etc. We only have limited control because it is a County system. Grants and Donations: Repeaters are being put out to bid to see what can be purchased. The expected cost of the equipment was under estimated and therefore the Department doesn't have the funding to acquire all the equipment originally called for in the grant application. Training Center: City Parks will consider a waiver request at their January meeting that will let the construction project at the IFD training center proceed. Joann Cornish is aware that IFD would like to see this underway before Acting Chief Dorman's retirement. Reports on Mutual Aid calls are included in the packets. BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 4 B. Fire Prevention Bureau Reports: (see complete written report in the Minute Book). Deputy Chief Tom Parsons offered highlights of his report and answered questions as follows: December tends to be a slower month. Complaints were down. Fire alarm testing continues. Nine operating permits and 11 occupancy permits were issued. Most of the business owners that are non - compliant are aware of the penalties. Ithaca Dumpster Fire — source of fire was a lighter and a pizza box. IC didn't feel that they had enough information to prosecute, but the student was dismissed from school. 109 Cleveland Fire on December 27, 2010 — Fire was quickly extinguished. Comm. Ellsworth asked about the fire down on the Commons. DC Parsons stated that the building suffered significant damage. The clothing store is close to reopening. Gamewell — Fire Alarm System This project to decommission the old alarm system is progressing. The biggest problem is with Verizon keeping up with installation requests for phone lines for sites that need to replace the old Gamewell system with a new alarm system. Three boxes were taken down today. Boxes are being tagged out of service and will be taken down as quickly as possible. Acting Chief Dorman explained that there is a limit on the time that Fire Alarm Superintendent Joe Pellegrino's position is funded. If his position ends before the work on dismantling the Gamewell system is completed, the Department would have to go to the City and ask if they want to fund FAS Pellegrino's additional salary or contract out the remaining work. BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 5 B. Fire Police: Dave Cornelius offered highlights of his report and answered questions as follows: There was a meeting /training session on December 21, 2010. The training was on filling cascade bottles. The next training session will be on the new radios. An email was received from fire fighter John Powers stating that he found chargers for $18 each on eBay. We don't know how they would fund them. The older radios provide a better way for internal Fire Police communications when the Fire Police are at an event, but there is still a communication issue with incident command. The Fire Police are interested in recruiting more Fire Police volunteers. FASNY has an upcoming statewide volunteer recruitment program with a theme of "Open Your Doors ". Posters and other means of publicizing this activity may be available through FASNY. More discussion is needed about the process of recruitment. VIII. Old Business: Traffic Calming: Acting Chief Dorman stated that Bill Grey called him and said that over the holidays they did not get to Board's request. But, they will be addressing it soon. They meet twice a month. The neighborhood protested the removal last time. Commissioner Hoard reported that the issue will be considered as part of the City's review of its 6 point traffic plan. IX. New Business Recognition and Tracking of Volunteer Cemetery Site Work: In response to the issue raised by Lyman Baker earlier in the meeting, Acting Chief Dorman stated that the Department acknowledges the Cemetery work every year, but the key to tracking it along with other volunteer service is for them to report the work done preferably on a monthly (or quarterly) basis so the volunteer work can be entered into the reporting system used by the BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 6 Department. It's not possible for the Department to do a "bulk" entry on an annual basis. Audit of Donation Fund: City auditors were concerned about the two tax exempt accounts at Tompkins Trust maintained by the Board of Fire Commissioners that use the City's Taxpayer ID number but are not under the City Chamberlin's signature authority. The accounts of concern are the Donation Fund and the Rescue Equipment Fund. Two remedies: 1) Signature authority with the bank should be held by the City Chamberlin and no longer directly by the Board. The BOFC would still have the authority on the use of funds in the account. 2) We would no long use the City's tax payer ID. We would have to get our own. Ray Wheaton suggested the Board consider consolidating the two accounts into one. Acting Chief Dorman stated that the Rescue Fund is very specific and shouldn't be combined with the more general donation fund account. Chair Gilligan stated that he will work on a resolution for the next meeting — along with a Memorandum of Understanding regarding these accounts. Review of Annual Activity Statistics for 2010: Defer discussion until next meeting Charter Review Committee Meeting: There is information on this issue in the Board packets. Comm. Hoard stated that the City Charter Review Committee will be meeting in the next few weeks and they will put us on the Agenda. Chair Gilligan that all members of the BFC attend this meeting if they are available. BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 7 Recruiting /Training /Equipping of New Fire Police Volunteers: Chair Gilligan stated that we need to develop a procedure of bringing people on as Fire Police. Acting Chief Dorman explained that there has been a process in place for former active volunteers to become fire police members. However, there were no provisions for people coming in with no prior connection with the Department. Procedures need to be defined. The Fire Police group will be asked to help in developing this procedure. Chair Gilligan asked if there would be funding for the chargers. Acting Chief Dorman responded that they currently have rack chargers available, but not individual chargers. In response to the chargers available on eBay, he stated that the Department can't use eBay. An option would be to use the Donation Fund to fund the chargers. There is also the possibility that an individual can use eBay and submit for reimbursement to either the donation fund or the department. Posting of Agenda and Minutes on City Website: Chair Gilligan reported that Julie Holcomb, City Clerk, said that a newly designed City website should be available in mid - February or March for posting BOFC minutes and agendas. Acting Chief Dorman added that IFD has its own website that Lt. Dave Burbank (retired) had maintained and he expects that Dave will continue to do so. The website could also be used for posting the Board minutes. Chair Gilligan stated that he would like to use the City website with a link from the Department's website. It should be easy to post items as most documents are done as PDF files. Staffing and Overtime Monitoring: This was addressed in Acting Chief Dorman's report. Uniform Bid Resolution (included with Minutes): Acting Chief Dorman stated that the Resolution has been reviewed by the Controller's Office. BOARD OF FIRE COMMISSIONERS JANUARY 11, 2011 PAGE 8 A motion was made by Comm. Kelly. Seconded by Comm. Hoard. Voted unanimously. Comm. Ellsworth asked if there is a fuel estimate with the gas prices going up. Acting Chief Dorman explained that the fuel price is based on bids. If the price goes up for us, it will go up for everyone. We also don't pay for State taxes. Bell and Volunteers: The Vets have submitted a request asking to take over the old alarm Bell at Thompson Park and move it to a more secure location. Chair Gilligan asked if the bell was Fire Department property. Acting Chief Dorman stated that it is under the control of the City Parks Commission, but if the Board is in favor of the Vets proposal they could make a motion to make a recommendation in support of the Vets proposal and send it to the Parks Commission. A motion was made by Comm. Kelly. Seconded by Comm. Hoard. Voted unanimously to support the Vet Fireman's request. Hearing no further business, the meeting adjourned at 1928 hrs. Since the City and the FF Union are in negotiations, I do not expect this to be resolved soon and therefore I do not expect being able to hire soon. 2) Budget Status a) Account totals for 2010 and January 2011 will not be available for a while. We also are working with IPD, the Attorney's Office and the Mayor on continuing problems with the 911 Center. Grants and Donations a) Assistance to Firefighter Grants (AFG): (in- vehicle repeaters) — We have ordered the necessary equipment and will be proceeding with the installation. b) Training Center Project Funding: The City Parks Committee voted to move this item to the Board of Public Works Resource Recovery Legislation No report City Charter Update I have forwarded the Board's report on Charter Revisions to Alderman Dan Cogan, Chair of the Charter Revision committee. [same report as last month] 7) Traffic Calming No updates Operations 1) Mutual Aid Calls: Quarterly Report 2) Selected Calls — On 1/24/11, 1823 hours, D Shift responded to a fire at the Prize Diner, 114 -118 W. State St. An excellent stop prevented the fire from spreading to adjacent buildings and limiting the damage in the diner. On 1/30/11, 0204 hours, B Shift responded to a structure fire at 803 Coddington Rd. A quick initial attack extinguished the fire limiting the damage. A hole was burnt through the second floor indicating the extent of the fire. 3) Support Fire Chief's Report for February 2011 08 FEB 11 Page 3 of 3 West Fire continues to work on the keyless entrysystem. I do not have a date when we will be converting to the prox cards and fobs. Thomas Dorman, Acting Fire Chief Fire Police Report to the Board of Fire Commissioners February, 7, 2011 The Fire Police held a meeting and training session on January 18, 2011. The training was on confined space dangers and procedures. The 10 radio chargers ordered by John Powers have arrived and are available for pick up by the Fire Police personnel. The reimbursement form for these chargers has been turned over to Acting Chief Dorman, for payment to John Powers. Our next training session is scheduled for February 15, 2011. The topic is to be determined by AC Sheldon, Training Officer. Respectfully submitted, David Cornelius ITHACA FIRE DEPARTMENT 2010 Recap - 2011 Outlook 2010 Summary IFD 2010 Report 2011 Outlook The men and women of the Ithaca Fire Department responded to 4874 alarms in 2010, which is approximately a 5.5% increase over 2009. This equals over 13 alarms per day. We will be analyzing all of our alarms to determine if the increase is in any one specific area or, as we suspect, just a general increase due to building and population increases in our district. Even with the increase in alarms, we had no serious Fire Fighter injuries. This is a tribute to the staff's dedication to safety as the number one priority. We also had no civilian fire fatalities and no total structural loses. The excellent work of the staff combined with sprinkler and alarm systems made this possible. Our Fire Prevention Bureau continued its excellent work issuing 233 operating permits, 13 fire sprinkler permits, 49 fire alarm system permits, and 132 certificates of compliance during 2010. They also cited 2317 violations. We continued our extensive training programs in the areas of fire, emergency medical service, hazardous materials and technical rescue. Additionally, a Community Building /Diversity training conducted by Dr Ednita Wright was delivered to all personnel. We implemented an State mandated Fire Fighter Emergency Escape System that cost the City $30,000.00. We did this within the existing budget appropriations. We began the process of dismantling and disconnecting the users of our Gamewell Fire Alarm system. This was necessitated due to the age of the system and the significant expense that would have been necessary to upgrade the Gamewell System to meet current standards. We managed to have a surplus in our 2010 entire budget with overtime approximately $48,000 less than budgeted. We believe that maintenance of full staffing is the primary reason we have been able to stay below the overtime budget for the last two years. Since two positions are not funded in 2011 and we have two fire fighters off duty (one on 207 medical leave and one on disciplinary suspension), we may have a more difficult time in 2011 achieving the same overtime savings. IFD 2010 Report 2011 Outlook 2011 Outlook The dismantling of the Gamewell System will be concluded in 2011. We will continue to work with the County through a difficult transition to their new Computer Aided Dispatch (CAD) system. There are major problems that still need to be resolved. We also continue to work with the Police Department, the Attorney's Office and the Mayor on addressing concerns with the County's operation of the 911 center. A small committee will be formed to write the specifications for a new Heavy Rescue apparatus. Further Community Building and Diversity training will be scheduled. We hope to work with others on a solution to the situation in the "Jungle ". And, finally, we look forward to the appointment of a new Fire Chief and the retirement of the current Acting Chief. Boarrd of Fire Commissioners Report to Ithaca Town Board February 7, 2011 The following is a summary of the Board of Fire Commissioners quarterly report to the Ithaca Town Board: • Included with this report are: the Fire Chief's Report for the January 11, 2011 BFC meeting, Fire Marshal's Report for December 2010 plus a summary of all activity for the Fire Prevention Bureau for the entire year, and the Training Officers report for 2010). • The department call activity reports for 2010 were distributed separately in early January. Call volume increased from 4,600 in 2009 to 4,874 in 2010. • Fire Department Staffing (January 2011) a. Current Department Active Fire Fighting staffing totals 64 (on duty staffing- 1 Acting Chief, 1 Deputy Chief, 5 Assistant Chiefs, 8 lieutenants, & 49 Fire Fighters. There is an additional fire fighter on injury leave and 1 on Administrative leave. Current open positions are: 1 Chief and 3 Fire Fighters. It is expected that an additional fire fighter will be on a leave of absence for at least a year, beginning in February or March of 2011. Chief Dorman advised the Board of Fire Commissioners that the Department is getting close to having overtime issues. b. Department Staff met with the City's Vacancy Review Committee in December to request the hiring of 2 Fire Fighters. Chief Dorman expressed optimism in December that the Department will be permitted to hire 2 Fire Fighters in February in time for them to receive training at the Fire Academy. In January he reported that because any newly hired fire fighters would have a different retirement package from the other union members, the union must agree to placing the new hires into a separate retirement plan before the Department can proceed with filling the 2 positions. The City and Fire Fighters union are currently in contract negotiations. The last contract with the Union terminated over a year ago. Budget Status 2010 — Chief Dorman reported that the Budget Expenditures for 2010 were in "good shape" and the department expects to have a slight surplus over the amount budgeted for expenditures in 2010 —approximately $48,000 . The final expenditure and revenue totals will not be available until after the City Controller closes the City's financial records for 2010. Fire Police Activity: The volunteer Fire Police unit continues to develop and meets monthly for training They are available for traffic control at the scene of fire or traffic incidents. Members of this unit are interested in recruiting new volunteers to serve. Items in progress: Traffic calming device remediation. — The Board of Fire Commissioners has written to the BPW requesting they review and hopefully modify the traffic calming devices located on Wood and South Street. The Board has been informed that this will be considered as part of the City's 6 point traffic plan. BFC Report to Town of Ithaca Board 7 February 2011 Charter Review- the Board met on February 2, 2011 with the City's Charter review committee to discuss issues with the current city charter's description of the Board of Fire Commissioners duties and responsibilities. There was an open discussion that recognized that significant changes had occurred from the time the Board of Fire Commissioners was established in the early 1900's and that there were areas of overlap in the authority imbedded in the City Charter and Code that should be reviewed and resolved. It is anticipated that the BFC will be discussing this issue at its February meeting and that they will meet again on February 16th with the Charter Review committee. • Resource recovery — no action. • At the December and January meeting of the Board there was a brief review of the County Fire - Disaster — EMS Advisory Board (see attachment). The Board has had minimal activity for the last few years. The County Fire Chief's Association has recommended that this advisory board be reconstituted to become a more effective organization. • Training Center Facility Project — the City Park's Commission is considering a waiver that will let the expansion of class room space at the IFD training center to proceed. • The Board is working with the City Clerk's Office to begin posting BFC meeting agendas and minutes on the City Website. Code Enforcement Division: The Codes Enforcement Division received 30 complaints in the month January. There were 6 complaints forwarded to the City of Ithaca Building Department and 3 complaints forwarded on to the Town of Ithaca Code Enforcement Department. There were 17 complaints closed out, and 32 complaints remain open for January and previous months. The Code Enforcement Division performed 95 Fire Safety and Property Maintenance Inspections or Re- inspections. The division also witnessed 5 Fire Alarm Tests; and 5 Hydrostatic Sprinkler System Tests witnessed. There were 191 violations cited. The Code Enforcement Division issued: 15 operating permits for assembly occupancies; 7 certificates of compliance for fire and property maintenance inspections; 1 operating permit of a hazardous occupancy; and 1 operating permit for a lumberyard occupancy. Fire Investigation Unit: There were two fire investigations performed in January. The first was for a fire that occurred at 114 -118 W Martin Luther King St (aka W State St) in the City of Ithaca. The cause of the fire was an electrical cord. The second investigation was for a fire at 803 Coddington Road in the Town of Ithaca. The fire investigation determined the cause to be electrical. Public Education: There were 7 Child Safety Seat Inspections; and 2 Public Education Activities performed; by the department in January. Municipal Fire Alarm System The municipal fire alarm system has remained operational while the remaining property owners disconnect from the system. There is less than twenty buildings tied to the system, and we have a February 28th 2011 date for the final shut down of the system. We `An Equal Opportunity Employer with a commitment to workforce diversification." is 4WO Fire Marshal's Report for January 2011— Page 2 have notified all the property owners who still have buildings tied to the system of the termination of service date. There are still a couple of property owners who have yet to take action on disconnecting from the system. Respectfully Submitted, C Thomas Parsons Deputy Fire Chief / Fire Marshal City Parks Commission February 8, 2011 Dear Members of the City Parks Commission: The Ithaca Board of Fire Commissioners received a request from the Ithaca Veteran Volunteer Firemen's Association (IVVFA) that they be allowed to house and maintain the Fire Alarm Bell currently located in Thompson Park. They are proposing to relocate the bell to their facility on the Elmira Road where it would be displayed as part of a memorial area being established near the flag poles at the facility. At the January 11, 2011 meeting of the Board of Fire Commissioners, we passed a motion of support for this proposal and indicated that we would contact the Parks Commission on behalf of the Veteran Volunteer Firemen's Association requesting that the Parks Commission and Board of Public Works allow the Association to take charge of housing, displaying, and maintaining the Alarm bell which represents a significant piece of the City and the Fire Department's history. The Board of Fire Commissioners recognizes that the Ithaca Veteran Volunteer Firemen's Association has played an integral part in maintaining a significant portion of the memorabilia and historical items that represent the history of the Ithaca Volunteer Companies and of the Ithaca Fire Department. In addition to numerous small equipment items, turn -out gear, and pictures, the facility currently houses the 1896 Steamer that was restored and is now maintained by the IVVFA. In addition to this, members of the IVVFA have been instrumental in restoring, enhancing, and maintaining the Fire Fighter's memorial site in the City Cemetery. Given their record of stewardship, we are requesting that the Parks Commission consider and recommend approval of this request from the Ithaca Veteran Volunteer Firemen's Association. Attached is a copy of the request from the IVVFA, If there are other Boards or City Departments that need to be involved in this decision, please let us know and we will work with the IVVFA to provide any additional information required in support of this proposal.
