MINUTES
Present: Commissioners Gilligan, Hoard, Kelly and Ellsworth and Liaison Clairborne
Chair Gilligan called to meeting to order at 1807 hrs.
II. Approval of Minutes:
A motion to approve the October minutes was made by Comm. Kelly.
Seconded by Comm. Hoard. Voted unanimously.
A motion to approve the November minutes was made by Comm. Hoard.
Seconded by Comm. Kelly. Voted unanimously.
III. Additions /Deletions to the Agenda:
Under Old Business:

IV. Persons wishing to speak to the Board:
Lyman Baker submitted a letter asking the Board of fire commissioners to pay
$385.50 to Glenside Monument Company to engrave the name of Edward D.
Wallenbeck, who fell 12 feet down a fire chute located at Rescue Steamer
Volunteer Company Two, while bunking there. The fall occurred May 28,
1909 in the Fire House. Mr. Baker feels that Mr. Wallenbeck needs to be on
the Firefighters Monument in the Ithaca City cemetery at the Firemen's
section.
Ray Wheaton thanked everyone for showing up for the December
7th ceremony at the City cemetery, in memory of deceased firefighters.
Correspondence:
Invoice from Specialty Trophies for the plaque that was ordered for Tom
Dorman in the amount of $106.

Bill Gilligan has been reappointed to the Board of Fire Commissioners as one
of the Commissioners recommended by the Town of Ithaca.
Bank statement from Tompkins Trust Company Donation fund showed a
beginning and ending balance of $627.82.
Volunteer hour reported for Ray Wheaton and Lyman Baker were 8 hours
each.

VII. Department Reports:
A. Fire Chief Report: (see complete written report in the Minute Book).
Chief Tom Parsons offered highlights from his report and answered
questions as follows:
Deferred until the January 2012 BOFC meeting.
B. Fire Police:
Training last month was on Voltage Powerline Safety. December's
training will be a continuation of this topic.
VIII. Old Business:
A. Changes to the City Charter relating to the role of the BOFC:
Liaison Clairborne feels that the BOFC will become an "advisory" board.

B. Volunteer Companies:
Volunteer companies will be contacted via written letters and requested to
provide a current active membership list. The lists will need to contain the
volunteer's name, address and phone number of each member.
IX. New Business:
A. Comm. Ellsworth is concerned that with 12 of the 66 fire fighters being
eligible for retirement that it could potentially be a problem.
B. Liaison Clairborne addressed the economy and stated that from what he
has heard from Albany, the economy will get worse before it gets better.
C. Ad hoc group is scheduled to meet with the Town of Ithaca Supervisor
(Herb Engman) on December 21, 2011 at noon.
Liaison Clairborne stated that when the fire contract was discussed that the
BOFC was represented. He also asked when the current fire contract would
expire. Chief Parsons told him that it would expire at the end of 2014. Chief
Parsons also explained that the Department took a 6% budget cut (reduction)
while the City had an average cut of 3 1/2 %.
Chief Parsons announced that Financial Clerk Jan Pfleiderer has resigned.
Her position will not be replaced and those funds will go toward a Lieutenant
in Fire Prevention. Administrative Assistant Randy Flynn has assumed her
duties.
Ray Wheaton thinks that the Trust & Agency account should be able to fund
the cost of the requested name plate.
Liaison Clairborne raised questions about the impact of the netting on the
bridges and Cornell. Chief Parsons explained that AC Willis Sheldon has
been working to get a good design that complies with OSHA.

The Fire Police Unit held training on December 20, 2011. The topic was Hazard Awareness Involving Gas
Emergencies. Seven of our nine members were present.
We also discussed equipment needs. John Powers was going to get cost proposals from previous vendors for the
items needed. We have commitments from the Veteran Volunteer Fireman's Association, Company Ts, 1's, 2's
and 6's totaling over $1,500.00. We are looking to purchase enough STOP /SLOW signs, collapsible traffic cone
sets , and lime yellow hats for each member and perhaps a couple of large EMERGENCY AHEAD signs. As you
know working around moving traffic is very dangerous and we need to be a visible as possible when working an
emergency scene.
Our next training meeting is scheduled for Tuesday January 17, 2012.

a) Hiring /Recruitment Committee
The approval of a roster change that would allow the promotion of one Fire
Fighter to Fire Lieutenant was voted on by the Town of Ithaca on Monday
January 9th, 2012, however it the resolution had provisions that need to be agreed

to by the City of Ithaca. It requires a signed agreement that requires that 1/3 of
the inspection work is performed in the Town of Ithaca, and is subject to the
approval of the Town Code Enforcement Director. There will further discussion
between the City and Town before there is any action on the agreement.
b) There was a Civil Service Exam offered on January 7th, 2012 for:
• Promotional Exam for Assistant Fire Chief
• Promotional Exam for Deputy Fire Chief
• Open Competitive Exam for Deputy Fire Chief
The results of the exams should be back in March or April at which time I hope to
appoint a Deputy Fire Chief
C) Retirements:
Fire Fighter Donald Reynolds retired on December 29th 2011 after 21
years of service
Fire Alarm Superintendent Joe Pellegrino retired on December 31st, 2011
after 12 years of service to the City of Ithaca.
Fire Lieutenant Mahlon Irish retired on January 6th, 2012 after 20 years of
service to the City of Ithaca
d) Promotions:
Fire Fighter Thomas Basher is being promoted to Fire Lieutenant,
effective January 15th, 2012. Lieutenant Basher will be assigned to the C
Shift .
e) Hiring Fire Fighters — 3 Vacancies:
• The Civil Service List for Fire Fighter is being canvassed this week. We
have an aggressive schedule to have 3 fire fighters hired by February 24th
2012 in time to begin the Fire Fighter Recruit Training Program at the
NYS Fire Academy on February 271H
• It is expected that the new recruits will be ready to go on shift by August
1St, 2012.
2) Budget Status
a) We are working on closing out the 2011 budget. I hope to get a report in the next
couple of weeks to see if we finished under budget. Due to two retirements at the
end of 2011, there was some additional expenses on the budget associated
retirement buyouts of accumulated benefit time.
b) Capital Budget — Both the City and the Town have included the necessary funds,
$850,000.00, to replace our Heavy Rescue, 944. However, I am looking into
changing our replacement schedule for our apparatus. I have a committee looking
into the possibility of deferring the purchase of the Heavy Rescue for at least 2

years and to instead purchase a Ladder Truck with a Pump and Water on it, also
known as a Quint, as replacement for a ladder truck and ne engine scheduled for
replacement in 2015. I am planning on trying to do this within replacement
budget for the Heavy Rescue.
3) County Communications and 911 Program:
a) Tompkins County has hired a consultant, Criterian Associates, to access the 911
Center. Criterian's team has been to Tompkins County and has begun the
evaluation. It is anticipated that they will be meeting with all the stakeholders in
the next month or two.
4) Grants and Donations
a) Assistance to Firefighter Grants (AFG): (in- vehicle repeaters) — Equipment has
installed and is operational.
b) Training Center Project Funding: We are pursuing another option for the training
center property (same report as last month).
C) We have received notice that our Governor's Traffic Safety Grant Application has
been approved for 2011 -2012. Funding is provided to purchase supplies
associated with our Child Safety Seat Program.
d) Applications for the Staffing for Adequate Fire and Emergency Response
(SAFER) Grants will be available soon. The Ithaca Fire Department has applied
for the grant in the past, but due to the limitations on local funding, we have not
been able to apply to fill enough positions to make it a competitive application.
We will look at this again for either a grant for volunteer recruitment, filling
vacant positions, or both. There is a local match, but the local match is not as
great as it was in the past
5) Resource Recovery Legislation
No New Report - The City and Administration Committee of Common Council has voted
to send this proposal to the Budget Review committee.
6) City Charter Update

I have been distributing the key fobs to members of the Department and the ID /Key cards
have been received and waiting to be programmed for people to use. Once all of the
electronic keys are issued, we will be changing the manual locks on all of the stations. I
have asked West Fire to provide a price quote for installation of security cameras at
Central Station.
Fire Prevention Bureau
1) Code Enforcement Division:
The Codes Enforcement Division received 28 complaints in the month December. There
were 17 complaints forwarded to the City of Ithaca Building Department and 5
complaints were forwarded to the Town of Ithaca Code Enforcement Office. There were
64 complaints closed out, and 8 complaints remain open for December and previous
months.
The Code Enforcement Division performed 102 fire safety and property maintenance
inspections or re- inspections. The division also witnessed 1 fire alarm test. There were
114 violations cited and 22 violations corrected.
The Code Enforcement Division issued: 25 operating permits for assembly occupancies;
1 certificate of compliance for fire alarm systems; 1 fire sprinkler system certificate; 2
hazardous occupancy operating permit; and 14 certificates of compliance for fire and
property maintenance inspections.
2) Fire Investigation Unit:
There were four fire investigations performed in December. The first one was for a fire
at 309 Oak Ave in the City of Ithaca; the second for a fire a Hughes Hall, on the Cornell
University Campus, the third for a fire on Dutch Mill Road in the Town of Lansing, and
the last for a fire at 110 Snyder Hill Road in the Town of Ithaca.
3) Public Education:
There were 6 child safety seat inspections; 1 fire drill witnessed; and 3 public education
activities performed by the department in December.

2) Requests from Company Members to become active:
December 8`h, 2011
• I have reviewed the volunteer application packet. I have discussed with
Commissioner Gilligan how he would like to proceed with people who have been
inactive members or have left the department, and now have returned wanting to
become an active member. I believe this should be discussed with the board on next
steps.
• New Member Training is a component that we do not have an updated procedure for.
I've asked Assistant Chief Sheldon to develop a lesson plan for all new volunteer
members who join the department. This will be essential safety and awareness
training; as well as orientation to new people joining the department.
Meeting with Town Ad Hoc Fire Service Committee
December 21, 2011
I'm working on a more detailed summary of the meeting we (BFC - Tom, Harry, myself) had with the ad hoc town
committee on Dec. 21st (Herb Engman, Eric Levine, Nahmin Horwitz, and Bruce Bates) but here are some of the
issues /concerns /comments from the meeting, they aren't in any particular priority or emphasis:
During the meeting they did mention a concern about the creation of a lieutenant's position and reduction of a
firefighter position. This was mentioned more in passing and was not an item we discussed at length. Sorry, it
appears to have gotten hung -up in the town issues.
Other items -
They were interested in the BFC's role and activity in oversight over department's financial activity.
Thought we- BFC - should have more involvement in approving expenditures prior to commitments being made.
Related to this we discussed issue of Fire District - apparently State law does allow a town board to create a Fire
District - but once created it would be an independent entity with its own elected commissioners.
They also mentioned the idea of a more regional fire district or structure with some form of representation - like
Bolton Point and or sewer operation involving more than 2 or more municipalities in a joint operation.
They expressed interest in exploring the use of Bunkers to assist with coverage issues. Pointed to Cayuga Heights
and pending program being started by Varna, viewing IC - station 5 as the best place for this.
Concerned about cost of operation - as you indicated at the Dec. BFC meeting they would like to reduce town cost
by about $1.5 million.
Concerned about paying for expenses related to code enforcement unit - since town does not use IFD for code
inspections.
Concerned about paying City administrative overhead - and whether the department and town are getting a fair
value for the cost incurred.
I'll be sending out a slightly longer version of the above to Tom and Harry, prior to the meeting and ask them for
their input as well on the topics covered.
Overall, it wasn't a bad meeting - it was fairly informal- more of a conversation on a number of topics, so it ranged
from fairly minute details, to very broad issues. I strongly encouraged them to document the issues they have, so
that we - the BFC and the Department and the City would be able to explore the issues together and more
systematically than appears to be the case to date.
