MINUTES
Present: Commissioners Gilligan, Hoard, Kelly and Ellsworth
Comm. Hoard called the meeting to order in Chair Gilligan's absence at 1802
hrs.
II. Approval of Minutes: Comm. Kelly made a motion to approve the Minutes
from the July 13, 2010 meeting. Seconded by Comm. Ellsworth. Voted
unanimously.

City Charter Review Changes
IV. Persons wishing to speak to the Board of Fire Commissioners:
Lyman Baker asked how a Company was able to pick up a 2% check that was
issued over 18 months ago. Is the check still cashable?
V. Correspondence:
Statement from Tompkins Trust Donation Fund showed a balance of $487.82.
At 1807 hrs. Chair Gilligan arrived at meeting and took over as Chair. At this time, the
BOFC Liaison, J.R. Clairborne also arrived.
VI. Membership Changes:
None
VII. Miscellaneous:
Town of Ithaca — Chair Gilligan reported that he met with the Town Board on
August 9, 2010. (See complete written report in the Minute Book). Members
of the Town Board had the following questions for follow -up:
• Budget for Capital Equipment (Apparatus). The Town Board asked how
extensive a review does the BOFC do on capital equipment budget
requests. Chair Gilligan indicated that he reported that during the

current Budget Cycle the Board only reviewed the current operating budget of the
Department and had not reviewed the details of the Capital budget. Acting Chief
Dorman clarified that the BOFC had been extensively involved over the last 5 years in
working out the apparatus replacement schedule. He also indicated that the Mayor hasn't
approved the Department's Capital budget for 2011 yet. Once the project is approved by
the Mayor, it will be in the budget and put on the Town's agenda. Liaison Clairborne
added that Capital Projects budget process will be discussed at the meeting on Tuesday,
August 17, 2010.
The Town Board also had several questions about the IFD call activity
reports and the report formats. These will be discussed as part of the
BOFC discussion of Activity Reports.

VIII. Department Reports:
A. Acting Chief /Deputy Chief Report: (see complete written report in the
Minute Book). Acting Chief Tom Dorman offered highlights of his report
and answered questions as follows:
Staffing:
Two fire fighters are on job related injury leave. There is no change in
status from last month.
Recruitment Committee:
The Department is still investigating the CPAT option to replace the
Physical Performance Assessment test that the Department has used in the
past. Acting Chief Dorman reported that he spoke with the Utica Fire
Chief and he is willing to volunteer to administer the CPAT for Ithaca
candidates. The Utica Fire Department has all of the equipment necessary
to conduct the test and IFD would not have the expense of purchasing the
equipment nor of hiring a person certified to administer the test. The only
expense to IFD would be for one day travel expense (meals and
transportation) for the candidates to Utica to take the test.

Budget:
Everything was submitted on time to the Mayor.
911 Communications:
Efforts are still being made to set up a meeting with the County and the
City to discuss the operation of the County Dispatch Office. Liaison
Clairborne added that as far as he is aware, Common Council has not been
invited to attend. Acting Chief Dorman stated that the Mayor's office is
setting up the meeting and it is best to contact her office with any
questions or concerns.
Grants and Donations:
Assistance to Fire Fighters Grant — Funding is expected to be transferred
to the Department in the near future. The Department has begun looking
into bids for in- vehicle repeaters.
City Attorney:
Trisha O'Rourke has been hired as the new Assistant City Attorney. She
is faced with a large backlog of issues that she will be working on from
several departments. Acting Chief Dorman will review the outstanding
fire department issues with her (including the long pending resource
recovery proposal).
City Charter Update: Discussed under new business

Operations:
Two fires in 5 days at West Hill. The fire on Friday was the result of a
juvenile playing with a lighter. The source of today's fire has not been
determined.
Liaison Clairborne asked if the juvenile was referred to a juvenile
program. Acting Chief Dorman stated that we no longer have a Juvenile
Firesetter Program.

Station 9 Project:
Acting Chief Dorman has contacted Cornell Police Chief Kathy Zoner to
see if she is still interested in pursuing this as a joint project.
Emergency Management:
Department staff will continue to research and only focus on the
emergency aspects and issues associated with natural gas well drill related
to the hydrofracking process. Broader environmental impact issues are
beyond the scope of what the department can address.
At the end of his report, Acting Chief Dorman stated that he may be called
for Jury Duty next week.
B. Fire Prevention Bureau: (see complete written report in the Minute Book).
Acting Chief Tom Dorman offered highlights of DC Parsons report (in his
absence) and answered questions as follows:
The project to deactivate and dismantle the Gamewell fire alarm box
system continues. IFD is currently in the process of deciding which
vendor's alarm service the Department will use for its own buildings
C. Fire Police: Dave Cornelius offered highlights and answered questions as
follows:
There was no training in July. However, the group did meet to discuss
rain gear needs. The next training session is scheduled for August 19,
2010. The topic will be Weapons of Mass Destruction.
Traffic was very heavy on Fulton Street during the fire. Traffic flow
needs to be addressed on Fulton Street.

X. New Business:
Activity Report:
Chair Gilligan gave some of the reports to the Town. A number of people
expressed an interest in a report that showed the type of call by geographic
area. That would be a combination of two current reports. This would require
a fair amount of manipulation of the data to display it that way. This will be
reviewed to see if it is possible.
There were concerns that the Department was responding every time that
Bangs did. It was pointed out that this was not the case; the dispatchers have
a specific protocol that is used depending upon the information that they are
given when a situation is reported to them.
The question was raised: What is a "Good Intent" call? An example would
be a call reporting smoke coming from the roof of a Laundromat that turns out
to be steam coming from the dryer vents.
Acting Chief Dorman reported that both AC Willis Sheldon and DC Tom
Parsons are able to do a great deal with the reports that are available with the
department current incident database, so they will look into the possibility of
variations to meet the request of the Town board.
Chair Gilligan asked if IFD could list call activity publicly like IPD does. DC
Parsons (who came in briefly for the meeting on his day -off) explained that
the Department does not have the means to do that. IPD had software
developed specifically to be able to do that and to also post it on their website.
Chair Gilligan asked if there would be any confidentiality problem with
putting the details of an incident on line. Alderperson Clairborne explained
that IPD has a long spread sheet of information that the public would like to
know. If IFD were to report similar information, it would help the public
understand the volume of calls that the Department was handling; particularly
when funding issues are being discussed — such as during the current budget
cycle.

City Charter Review Changes:
Alderperson Clairborne indicated that there had been a Charter /City Code
group that he was a part of that was considering the need for significant
changes the Charter and code. There were some immediate issues that the
Common Council felt needed to be addressed fairly quickly — including the
issue of how the Acting Mayor is determined. Currently the Acting Mayor is
elected by the Council, the proposal is that the Mayor designates this person
and then Common Council confirms the Mayor's selection.
Another issue raised is whether it is appropriate for the Charter to be
repeatedly changed? The new Assistant City Attorney, Trish O'Rourke, has
this on her agenda.
Alderperson Clairborne indicated that redistricting, number of Board
Members on various committees and boards, and other wording issues— will
be discussed by the committee reviewing Charter and code changes.
Alderperson Clariborne offered to send correspondence to inquire about the
timing for the BFC to submit a broader scope of changes to the Council than
those previously submitted.
As the meeting was concluding, Alderperson Clairborne reported that the EPA
meeting for public comment on hydrofracking and gas drilling has been
postponed. There are serious concerns on the effect on drinking water.
Hearing no further business, the meeting adjourned at 1909.

Open positions — Chief
One Lieutenant and two Fire Fighters have announced their intention to retire before the
end of the year. The effects of this will be discussed under the budget.

NOT be a pass /fail type of qualifier as in the past.

2) Budget Status
a) Account balances for 2010 are included.
b) The Mayor's budget has been presented to Common Council. Significant
elements of our budget are:
1. Funding the Fire Chiefs position for �/z year
2. Funding the Fire Alarm Superintendents position for 3/4 year
3. Leaving two Fire Fighter positions created by retirements open and
unfunded for the entire year.
C) The 2011 Budget review by Common Council is scheduled for Oct. 14"', 1600
hours.
3) County Communications and 911 Program
a) The next meeting regarding problems with the County Dispatch is scheduled for
Oct. 25"', 0900 hours. I will report on any actions.
4) Grants and Donations
a) Assistance to Firefighter Grants (AFG): All of the paperwork to receive this grant
for in- vehicle repeaters is filed. We are awaiting transfer of the money. We will
be preparing a specification for bid.. [same report as last month]
b) Training Center Project Funding: I have met with the City Attorney and the
Director of Planning. We continue to research this issue.. [same report as last
month]
5) Resource Recovery Legislation
I will be meeting with the new Assistant City Attorney soon to brief her on all IFD
matters that are pending.
6) City Charter Update
I have forwarded the Board's report on Charter Revisions to Alderman Dan Cogan, Chair
of the Charter Revision committee. [same report as last month]

Dear Board Members:
The following is the Fire Marshal's report for August 2010.
Code Enforcement Division:
The Codes Enforcement Division received 31 complaints in the month August. There
were 36 complaints closed out, and 26 complaints remain open for August and previous
months.
The Code Enforcement Division performed 62 Fire Safety and Property Maintenance
Inspections or Re- inspections. The Division also witnessed 9 Fire Alarm Tests, and 3
Hydrostatic Sprinkler System Tests. There were 214 violations cited.
The Code Enforcement Division issued: 9 operating permits for assembly occupancies; 6
certificates of compliance for fire and property maintenance inspections; 1 certificate of
compliance for fire sprinkler system compliance; and 4 certificates of compliance for fire
alarm systems.
Fire Investigation Unit:
There were two fire investigations performed in August. The first one was for a fire 58
Abbott Lane in the City of Ithaca, and the second was for a fire 613 Chestnut St in the
City of Ithaca.
Public Education:
There were 3 Child Safety Seat Inspections; 2 Fire Drills Witnessed; and 6 Public
Education Activities performed; by the department in August.
Parking Violations
There were not parking violations written in August. The Fire Prevention Bureau will be
adopting the use of an electronic ticketing device, which is a device being loaned by the
Ithaca Police Department to the Ithaca Fire Department on a trial basis. This device will

be used for citing vehicles parked in fire lanes, handicap parking spots, and illegal
parking in front of fire hydrants.

The following is the Fire Marshal's report for September 2010.
Code Enforcement Division:

were 4 complaints were forwarded to the City of Ithaca Building Department, 4
complaints forwarded to the Town of Ithaca, and 1 complaint forwarded to the Ithaca
City School District. There were 33 complaints closed out, and 23 complaints remain
open for September and previous months.
The Code Enforcement Division performed 86 Fire Safety and Property Maintenance
Inspections or Re- inspections. The Division also witnessed 13 Fire Alarm Tests, 1 Fire
Pump Test witnessed, 1 Alternative Fire Suppression Test witnessed, and 12 Hydrostatic
Sprinkler System Tests. There were 232 violations cited.
The Code Enforcement Division issued: 14 operating permits for assembly occupancies;
7 certificates of compliance for fire and property maintenance inspections; 2 certificate of
compliance for fire sprinkler system compliance; 1 certificate for an alternative fire
protection system; and 5 certificates of compliance for fire alarm systems.
