ADJOURN BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 MINUTES Present: Commissioners Gilligan, Hoard and Kelly I. Chair Gilligan called the meeting to order at 1803 hrs. II. Approval of Minutes: Comm. Kelly made a motion to approve the Minutes from the May 11, 2010 meeting. Seconded by Comm. Hoard. Voted unanimously. III. Additions /Deletions to the Agenda: Under New Business: Budget Process IV. Persons wishing to speak to the Board of Fire Commissioners: None V. Correspondence: Statement from Tompkins Trust Donation Fund bank statement showed a balance of $487.82. Balance reflects a check of $5.00 for NYFA dues. Common Council Minutes A letter was presented by Lyman Baker requesting a donation to the Lakeview Cemetery Maintenance Fund. This would be in memory of a fire fighter killed in the Chi Psi fire. Would the Board consider a donation of $25 in his name to help with the upkeep of the cemetery grounds? Chair Gilligan made the suggestion that this would be a one time donation. Comm. Hoard made a motion to approve. Seconded by Comm. Kelly. Voted unanimously. VI. Membership Changes: None BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 2 VII. Miscellaneous Reports: Town — None City — In the Packets Audit — In process. Will be completed by end of meeting. VIII. Department Report: A. Acting Chief /Deputy Chief Reports: (see complete written report in the Minute Book) Acting Chief Dorman offered highlights of his report and answered questions as follows: Career Personnel — No change Chief position still open. The new fire fighter list was certified on June 2, 2010. The list does not help with the diversity efforts. There are 59 people in the 95 — 100 range. 911 County Communications — An official complaint has been filed with the County. There is also a radio malfunction that is being looked into. Grants /Donations: Still working on the Repeater Grant. Did not apply for the SAFER or AFG Grants. Resource Recovery: Waiting for the new City Attorney to be appointed. Traffic Calming: It was reported that Bill Grey (DPW) suggested that if the Fire Commissioners were concerned about the status of the Traffic Calming installations that they should send a letter to the Board of Public Works indicating the BOFC's issues and concerns. BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 3 Chair Gilligan reported that he had an email exchange with staff at Ithaca Housing Authority and Director Brenda Westfall was still very interested in having the devices located near Titus Towers removed as stated in her letter from 2008.1 Chair Gilligan and Comm. Kelly will work with DC Parsons on the letter to the Board of Public Works. Mutual Aid Calls: Quarterly report Training: Escape Rope Training continues. A class on the hazards to rescue personnel responding to incidents involving "chemical suicides" is also in progress. B. Fire Prevention Bureau: (see complete written report in Minute Book) DC Parsons offered highlights and answered questions as follows: It was a busy month addressing fire safety at Cornell. There was a fire investigation of a small fire at Cornell. It could be connected to an unclosed case from last year. Buffalo Wild Wings should be open next week. Panera Bread opened today (June 8, 2010). Projects: Ithaca College Athletic and Events Center is moving along. The residential issues (tearing down and rebuilding) are also under way. EcoVillage is planning Stage 3 which will add a third section of housing to the site. BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 4 The Commons: The City is applying for grants to rehabilitate the Commons. A letter has been sent to DPW to change the City code related to water sprinkler systems. The issue is that the systems be tapped off an existing residential water lines. The City has a law against it. There is no reason to have two lines running into single residential homes. Rick Dietrich (Supervisor of Danby) re: Hydrofracking. What is the response? Rob Cover has been gathering information in regard to emergency response. Typically multiple agencies would respond. Comm. Kelly asked about the source of expertise for responding to an incident involving a well site. DC Parsons responded that there are preplanned travel routes. A well has an estimated 1,100 truck visits during its life cycle. Alderperson J.R. Clairborne asked what will actually be put in the ground. If there is a fire, IFD will need to know what they are dealing with. DC Parsons explained that the MSDS is a "recipe" of chemicals. An example would be 20% acid diluted in water. The exact concentration and mixture would probably not be required for addressing the emergency situation. Alderperson Clairborne asked Acting Chief Dorman if it would be possible to bring IFD to the table when decisions are being made in the development. Acting Chief Dorman responded by saying that IFD covers that concern in S4F. We would like to bill for services whether they are rendered or not. DC Parsons added that they will be taxable properties. However, it is unknown if it will be enough to offset the cost of services. C. Fire Police Dave Cornelius reported that 5 -6 Fire Police members attended the 2 night Hazmat course in May. They are also interested in developing a recruitment plan for recruiting additional volunteers to serve as Fire Police. BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 5 Dave Cornelius also reported that a local golf course may offer a discount to fire department personnel. Acting Chief Dorman will look into it. IX. Old Business: Rain Gear for Fire Police Acting Chief Dorman believes he has a plan because IFD recently sold 2 fire engines and there might be money from them to purchase the rain gear. He will discuss this with the city Comptroller. Fire Chief Position Mayor Peterson has directed Acting Chief Dorman to file a Vacancy Review form. They will meet next week with the Review Board. X. New Business: Budget: Most of the time lines from last year will remain the same for the 2011 budget process. The IFD budget will be due to the Mayor about August 1, 2010. The review before the Board will be on October 14, 2010 at 4:00 pm. In regard to the current budget, Acting Chief Dorman does not see anything way off or out of line. Chair Gilligan asked how the over time numbers looked. Acting Chief Dorman stated that the Department was at 42 %. There have been some injuries, but we are not overly concerned about the numbers at this point. Comm. Kelly asked about the "Oil and Gas" numbers. Acting Chief Dorman answered that those numbers are at 0% because most of the Department's fuel is run at DPW. Currently DPW is overworked and they have not billed us yet. Those numbers will change when they do bill. BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 6 Comm. Kelly also mentioned that the "Equipment and Parts" numbers look "under ". Acting Chief Dorman stated that they keep trying to balance that every year. Chair Gilligan asked if under "Revenues ": would the sale of the trucks fall under "Miscellaneous "? Acting Chief Dorman responded "yes ". He is also still trying to sell some pagers. Under "Gifts and Donations" the Cornell donation will be there soon. Chair Gilligan asked if there are any expectations of internal needs for next year. Acting Chief Dorman has asked people to gather information about purchases before hand for next year. As soon as we get instructions from the Mayor, Dianne McGrady will start working on it. Acting Chief Dorman also stated that the Department will be working with a lot of "soft" numbers this year. The following resolution was presented regarding the revision to the City code as it relates to the installation of residential sprinkler systems: REQUEST TO AMEND 348 -20 of the City of Ithaca Code Whereas, The Ithaca Fire Department has been approached by property owners of one and two family homes to install residential fire sprinkler system in the home, and Whereas, the Board of Fire commissioners and the Ithaca Fire Department encourages the installation of residential fire sprinkler systems in homes, and Whereas 348 -20 of the City of Ithaca Code, Standpipes and automatic sprinklers, requires that "All such pipes must be provided with a suitable valve outside of the building which shall be under the exclusive control of the Board (Board of Public Works) ", and Whereas, this is interpreted by the plumbing inspector that a separate service line is required to be brought into the building so the domestic water can be shut off separate from the fire sprinkler service is someone doesn't pay their water bill, and BOARD OF FIRE COMMISSIONERS JUNE 8, 2010 PAGE 7 Whereas the cost of installing separate water service to a building is an expensive component of a residential sprinkler system, and Whereas, under the Residential Building Code of New York State, a fire sprinkler system is permitted to be installed and under a specific configuration to be attached to the domestic water service after it enters the building and now therefore, be it Resolved, that the Board of Fire Commissioners ask the Board of Public Works and the common Council to amend City of Ithaca Code 348 -20. (Standpipes and automatic sprinklers) to allow for a residential fire sprinkler system installed in one and two family occupancies to be exempt from this section of the code. Comm. Hoard made a motion to approve the Resolution. Seconded by Comm. Kelly. Voted unanimously. Hearing no further business, the meeting adjourned at 1918 hrs. Respectfully submitted, Randy L. I will report on any actions. 4) Grants and Donations a) Assistance to Firefighter Grants (AFG): All of the paperwork to receive this grant for in- vehicle repeaters is filed. We are awaiting transfer of the money. We will be preparing a specification for bid.. [same report as last month] b) Training Center Project Funding: I have met with the City Attorney and the Director of Planning. We continue to research this issue.. [same report as last month] 5) Resource Recovery Legislation I am waiting for the appointment of a new Assistant City Attorney before resubmitting this proposal. Our July training is scheduled for Wednesday July 21st and the topic will Weapons Of Mass Destruction Awareness. John Powers is the scheduled instructor. We are in the process of attaining sizes for all of our members needing rain suits. We should have everyone's sizes by our July 21st training session. Lyman Baker has opted out as he feels he can no longer stand for long periods of time. We will be assigning him other duties such as liaison with the New York State Association of Fire Police. Code Enforcement Division: The Codes Enforcement Division received 27 complaints in the month June. Three of the complaints were forwarded to the Building Department for Housing Code Violations and one complaint was forwarded to the Town of Ithaca Code Enforcement Department. There were 23 complaints closed out, and 36 complaints remain open for June and previous months. The Code Enforcement Division performed 85 Fire Safety and Property Maintenance Inspections or Re- inspections. The Division also witnessed 16 Fire Alarm Tests, 1 Alternative Fire Suppression Test, and 1 Hydrostatic Sprinkler System Tests. There were 106 violations cited. The Code Enforcement Division issued: 9 operating permits for assembly occupancies; 3 certificates of compliance for fire and property maintenance inspections; 1 certificates of compliance for fire sprinkler system compliance; and 7 certificate of compliance for fire alarm system. Fire Investigation Unit: There were two fire investigations performed in June. The first one was at 120 Alumni Circle on the Ithaca College Campus, and the second was for a fire at 1053 Danby Road in the Town of Ithaca. Public Education: There were 11 Child Safety Seat Inspections; and 2 Public Education Activities performed; by the department in June.
