MINUTES
PRESENT: Commissioners Gilligan, Hoard, Kelly and Ellsworth
I. Chair Gilligan called the meeting to order at 1807 hrs.
IL Approval of Minutes:
Comm.Kelly moved to approve the Minutes from the March 9, 2010 meeting.
Seconded by Comm. Hoard. Voted unanimously.
III. Additions /Deletions to the Agenda:

IV. Persons wishing to speak to the Board of Fire Commissioners:
Lyman Baker questioned whether the Fire Police should handle their own
Affairs without going through the IVFU.
V. Correspondence:
Lyman Baker's letter
The Board of Fire Commissioners Donation Fund bank statement from
Tompkins Trust Company showed a balance of $492.82. The Board of Fire
Commissioners Rescue Squad Donation Fund bank statement showed a
balance of $1,334.54. This reflects interests in the amount of $1.26.

VIII. Department Reports:
A. Acting Chief /Deputy Chief Reports: (see complete written report in the Minute
book). Acting Chief Dorman was not able to attend the meeting and DC Parsons
offered highlights and answered questions on his behalf as follows:
DC Parsons presented the Board with two graphs and asked if these were the type
of graphs that they were looking for. Chair Gilligan expressed that the large
detailed report appeared to be too much information. DC Parsons explained how
the calls are classified from dispatch to the action taken.
Comm. Ellsworth asked if it were possible to use different colors for both fire
calls and EMS calls, DC Parsons explained that he can't do that, but he can
provide two separate reports. The pie chart breaks down the calls to various
locations.
Chair Gilligan ask how far back it was possible to go to obtain data for
comparisons. DC Parsons stated that the pie chart data can go back to 1978 and
the political data can go back perhaps 5 years. The "legends" (for territory) has
changed over the years.
Chair Gilligan asked if it is possible to provide a chart with a "key" explaining the
change in territory. DC Parsons explained that residential, not business,
development brings on more demands for the fire departments.
Life Safety Division:
Nothing to report
Career Personnel:
Recruit Tom Pirko is finishing up his training.
County MOU:
IFD filed a grievance in regards to the County dispatch not being able to record
low volume calls. There is a financial impact to correct the problem because of
the equipment needed. The county has been notified of the faulty problem.

J.R. Clairborne asked if the official complaint that went to the Mayor was
addressed. DC Parsons answered that this is the same problem. Recently there
was a 911 call that did not make it to dispatch and the Department became aware
of it because the alarm was close to the Department.
It was noted that the City tax payers are paying twice for 911 services: Once
through the City and again through the County.
Grants and Donations:
Assistance to Fire Fighter Grant:
We are at the final step which is waiting on the award.
Training Center Project Funding:
Acting Chief Dorman is still trying to meet with the City Attorney to discuss the
"park land ". A total of $50,000 in grants has been donated. Comm. Kelly asked
if there is a risk of losing the money if it is not used promptly. DC Parsons
explained that one grant was just received and the other is a shared cost of
maintaining the property (with the County).
Traffic Calming:
J.R. Clairborne asked if this is in regard to Wood Drive. Chair Gilligan
¢� responded that it is. J.R. asked what the status is right now. Chair Gilligan
explained that information will be handed out to the Board on that topic.
J.R. Clairborne stated that Titus Towers made a request to remove the speed
bumps two years ago. Chair Gilligan stated that we will discuss the topic in more
detail next month.

Station 9 needs to remain in the City. There are some proposed locations being
discussed.
B. Fire Prevention Bureau: (see complete written report in Minute book). DC
Parsons offered highlights of his report and answered questions as follows:
Recently there was a fire in a residence. A 3 year old woke up her mother to let
her know about the fire. The child had recently attended a training provided by
Ithaca Fire Department just a few weeks earlier. She saved her mothers life.
Training Report:
See report provided by AC Willis Sheldon.
Recruitment Retention:
Assistant Chief civil service exam results are in, but we do not have them in hand
yet. No positions are available at this time. We are still waiting on the fire fighter
exam results.
Diverse Workforce Seminar /Undoing Racism:
Three officers from Ithaca Fire Department will be attending. We are trying to
prepare for a different workforce then has been the composition of the
Department in the past.
Fire Police Report:
Dave Cornelius reported that the Fire Police held a training session on March 31,
2010. Five members attended. The training topic was about lethal gas being used
in suicides. Information on how to make this gas is readily available on the
internet.
FF John Powers will provide info on the frequency needed for the radios. Ithaca
Police Department provided the radios being used now.

Chair Gilligan addressed Lyman Baker's concerns and asked if there are any
specific concerns that he would like addressed. Lyman Baker asked that since
they could not use their own car to go to and from trainings and get reimbursed
for mileage, would it be possible to use Department vehicles.
Chair Gilligan responded that they were unaware of the reimbursement issue and
would check with Acting Chief Dorman.
Dave Cornelius asked about the radio and charger compatibility issues. DC
Parsons explained that there are extra radios at Central. Paid fire fighters have
asked if they can have radios to take home. That is a very expensive proposition.
We would like to see the radios picked up from Central when there is an incident.
We might have 5 or 6 extra radios, but not enough for all 9 Fire Police. Chair
Gilligan noted that it may not be possible to pick up radios in the event of an
emergency. Can two radios can be put into the Fire Police' possession?
Comm. Ellsworth asked if the Fire Police would need to purchase chips for the
frequency. Dave Cornelius explained that they can be programmed.
IX. Old Business:
Chair Gilligan handed out copies of the items that Bob Romanowski had been
working on on behalf of the Board. The information distributed covered: The
issue of traffic calming devices on Wood and South Street; a memo sent by Bob
Romanowski in June 2008 to Patricia Dunn (Assistant City Attorney at the tine)
of proposed updates to the City Charter related to the responsibilities of the
Board, and a copy of the City Charter section dealing with the Board of Fire
Commissioners. The Board will not be looking to resolve these items at this
meeting, but will be considering them at the next meeting.
Resource Recovery: Bob Romanowski is still working on it. Language is still
under review.

a) Communications MOU between Tompkins County and the City of Ithaca: We
have filed a formal complaint with the County concerning the inability of the
current system to record low volume 911 calls. (same as last month) We have
received an answer and may be appealing the decision.
Grants and Donations
a) Assistance to Firefighter Grants (AFG): All of the paperwork to receive this grant
for in- vehicle repeaters is filed. We are awaiting transfer of the money. We will
be preparing a specification for bid. I have asked the Mayor and Town
Supervisor whether or not to file a SAFER grant application for 4 Fire Fighters.
b) Training Center Project Funding: I have met with the City Attorney and the
Director of Planning. We continue to research this issue.
Resource Recovery Legislation
I am waiting for the appointment of a new Assistant City Attorney before resubmitting
this proposal. [same report as last month]
City Charter Update
The Mayor has formed an ad hoc committee on Charter and Code Revision. Our Charter
revision recommendations will be going thru this committee. [Same as last month.]

b) All shifts are continuing training on the Escape Rope System. We are
waiting for the system hardware to be delivered for final implementation
(there is a back log from the manufacturer).

"scoping" committee soon.

I will not be able to attend the May 11/2010 Board of Fire Commissioner's meeting, so I would like
to give you and the Board an update on the Fire Police Units activity.
We did not hold any training session or meeting during the month of April due to scheduling around
everyone's calendars. We are planning to hold a meeting and training session in May. John
Powers is putting together a series of 5 two hour sessions on Haz -Mat awareness. We had a very
good turn out for the Saturday May 8th storm damage calls. The following Fire Police turned out:
Jack Bordoni, Jim Rogers, Rob Longo, Dave Cornelius, Jack Gould and Dick Wilbur, who had just
returned from Florida on Saturday.
After the storm on Saturday we decided that we really needed rain suits to keep us warm
and dry. We would like to request that the Ithaca Fire Department purchase nine
(9) VEA ( Visibility Enhanced Apparel ) Ansi Class 3 Waterproof System rain parka
systems at $129.99 each and nine (9) VEA ANSI Class E waterproof Breathable Two Tone
Rain Pants at $36.99 each. The cost for each complete suit would be $166.98. The total
cost for nine complete rain suits would be $1,502.82 plus shipping. I do not know if
IFD can get this same quality suit under their contracts or group discount.

Outerwear.

This morning I was able to call Galls and get the attached quote for the nine rain suits. The quote
includes adding the following lettering to the backs of the rain parkas:

The IFD discounted prices are $116.99 per parka set ($1,052.91), $11.69 per jacket for lettering
($105.21) and $33.29 for each pair of pants ($299.61) and $50.00 Shipping for a total of
$1,507.73. This quote is good for 30 days.

Dear Board Members:
The following is the Fire Marshal's report for April 2009.
Code Enforcement Division:
The Codes Enforcement Division received 21 complaints in the month April. Two of the
complaints were forward to the Building Department for Housing. There were 19
complaints closed out, and 23 complaints remain open for April and previous months.
The Code Enforcement Division performed 100 Fire Safety and Property Maintenance
Inspections or Re- inspections, 5 Fire Alarm Tests Witnessed, 1 Alternative Fire
Suppression System Test Witnessed, and 5 Hydrostatic Sprinkler System Tests
Witnessed. There were 120 violations cited.
The Code Enforcement Division issued: 16 operating permits for assembly occupancies;
5 certificates of compliance for fire and property maintenance inspections; 1 certificates

Fire Investigation Unit:
There were two fire investigations performed in April. The first was for a fire in the City
of Ithaca at 214 East Seneca Street, and the second was for a fire on the Cornell Campus
in the Town of Ithaca at 231 Farrier Drive.
Public Education:
There were 8 Child Safety Seat Inspections, 4 Public Education Activities performed; and
4 Fire Drill witnessed by the department in April.
Parking Violations
The FPB issued 14 parking violations in April. Seven were for handicap parking
violations, 5 were for prohibited parking areas, and 2 were in a prohibited fire zone.

Attendees: Mayor Carolyn Peterson, Councilman J.R. Clairborne, & BFC Commissioners Tom Hoard and Bill
Gilligan.
Department Operations:
1. Search for a new fire chief- we anticipate that this will be a fairly lengthy process once it is actually
underway and feel that it's important to not expect the department to operate without a permanently named
chief beyond the current year, if at all possible. This is not any reflection on the fine job that Acting Chief
Dorman is doing, but the longer the position remains unfilled the more potential there is for internal
organizational issues to disrupt the operation of the department. Also, and equally important is the need to
have a person in place who is in a position to speak for the department's long term resource and staffing
requirements to meet community public safety needs. The person in this position should work well and
effectively with the public, with public bodies, and with public groups.
2. Diversity within the department. The recent efforts to expand the pool of applicants taking the firefighter
exam were good first steps, but I believe this is an area that will continue to be challenging to address.
3. Reports on operations - volume, types, geographic distribution of calls for use by the BFC, Common Council,
and Town Board.
4. Traffic Calming devices on South and Wood Street that have a significant negative impact on fire department
apparatus.
5. Long term planning for the department - station location, training, recruitment, equipment.
6. Role of Volunteers in the Department.
Items related to role of the Board of Fire Commissioners
1. The Board has a number of responsibilities in the City Charter - many of these appear to either no longer be
relevant or are inconsistent with current practice. Some of these Bob Romanowski had presented previously,
but there should be a complete review of the Charter related to the role of the BFC.
2. Role of the Board in long term strategic planning for the department to address the needs of the community
and the department.
3. Filling the vacant position on the board
4. Following up the survey that was done last spring - regarding development of all the City's Boards and
Committees that have volunteer and appointed Board members.
5. Role of the Board in relation to the Town and the City.
To pursue all of these items would take more time then is realistically available from the Board or from the
Common Council over the next 12 months, but we feel it would be useful for the 4 of us to discuss priorities and
to begin a dialog on these items.

Greetings CNYFA members to the 117th annual convention and LA of CNYFA members to the 57th
annual convention. The Owego Fire Department convention committee is hard at work making
arrangements for your stay and entertainmant.
The CNYFA Spring Meeting will be held in Owego on April 17th, at the American Legion Post 401,
located at 263 Front Street, Owego, NY. There is ample parking at the rear of the building and along
Front Street.
The CNYFA and LA of CNYFA Conventions will be held on July 15 thru 17 at the Treadway Inn Hotel,
located on route 17C, at the route 17 (Interstate 86) exit 65. Rooms are available at this hotel and the two
adjacent hotels, the Holiday Inn Express and the Hampton Inn. Each associatioin will have a Registration
and Business Meeting room at the Treadway Inn, which will also host the Joint Memorial Service, Old
Timers - New Comers Luncheon, and the Owego Fire Department "Hospitality Room ".
Enclosed in this envelope are entry forms for the:Thursday morning, July 15, Golf Tournament; Friday
evening, July 16, Firefighter Challenge, Saturday morning, July 17, Hose Tournament; and Saturday
afternoon, July 17, Grand Parade, both of which will be held in Downtown Owego.

FIREFIGHTER CHALLENGE
RULES
Event to be held on Friday July 16, 2010 at 4pm OFD central station 87
North Ave. Each team for the firefighter challenge will be made up of 6
Firefighters per a team. Each fire department can have as many team's as
they want.
1. Firefighter 1 will start the challenge by donning all gear except SCBA, when done
will raise flag. there will be a 2 second penalty for every malfunction. (DO NOT
UNDRESS UNTIL JUDGE CHECKS YOUR GEAR)
2. After the flag is raised firefighter 2 will throw a rope to firefighter 3, firefighter 3
will then tie the rope to rolled up hose, firefighter 2 will then pull the hose up through the
window.
3. Once hose is through window firefighter 3 will run and tag firefighter 4
4 Firefighter 4 will then perform 15 full blows to a tire with a hammer. ( JUDGE
WILL COUNT) when complete firefighter 4 will run and tag firefighter 5.
5. Firefighter 5 will take a charged line and advance it over the marker and knock
over the target, firefighter 5 will run and tag firefighter 6.
6. Firefighter 6 will then pull rescue randy backwards with his/her arms under rescue
randy arms to the finish line.( Once rescue randy's feet cross the line the time will stop)

I. Tragedies:
a. There were two rescue /recovery operations in March to recover suicide victims
in the gorge. One body recovered; the other is still missing.
b. I was in the Central Fire Station recently when IFD personnel were just
returning from a call to the home of an elderly couple. He had died in bed; she
was on the floor and couldn't get up. No one had realized their desperate
situation for a number of days.
c. These are of course tragic for these individuals, their families, friends, and
people they associate with.. But I am also reminded that first responders
regularly deal with these situations on our behalf, and deserve our thanks and
respect.
2. Better stories:
a. You may have seen a story in the Ithaca Journal recently about a 3- year -old who
woke her mother in a house fire. This was in Lansing, but the child had learned
what to do from Ithaca Firefighters who talked to the kids at IACC Day Care in
February.
b. Ithaca Firefighters assisted the Newfield Fire Department in extinguishing that
large brush fire in Newfield. The IFD brush fire truck was employed in thin
endeavor.
3. Finally, IFD has decided to retire the municipal fire alarm system (Street Box
System).
a. Building Codes don't permit new buildings to be attached to the system because
the City's Municipal Box Alarm System doesn't provide the supervision required
by the Building Code of NYS.
b. Renovated buildings have disconnected from the system and been tied to a
Central Station Monitoring Service for the same reasons.
c. GIAC is an example of a building that is having to switch over to a Central
Station Monitoring Service
d. With fewer buildings attached to the system, it will not longer be financially
feasible to maintain the system.
e. The plan is to shut down the System on September 15`h
f. Work will begin to remove the wires and the boxes mounted on the utility poles
around the City. Letters are being sent out to building owners this week.
4. As reported earlier, the Firefighter Exam was given in March. We don't have the
results yet, but we now know that 215 people took the exam in Ithaca and another
50 took it elsewhere. This is a record, which may be due to several factors:
a. the bad economy,
b. the extra recruiting effort put forth by the Department, or
