MINUTES
PRESENT: Commissioners Gilligan, Hoard, Ellsworth and Kelly
Chair Gilligan called the meeting to order at 1803 hrs,
II. Approval of Minutes:
Chair Gilligan moved to approve the Minutes. Seconded by Comm. Kelly.
Voted unanimously.

Dave Cornelius asked if the Board received a breakdown of the arrears for the
Town 2 %?
Chair Gilligan explained that the priority was to expedite the distribution of
the funds to the Vets and the Companies. A break down of the funds will be
obtained and distributed to the Companies.
V. Correspondence:
Official notice of meeting from the City of Ithaca
The Board of Fire Commissioners Donation Fund bank statement from
Tompkins Trust Company showed a balance of $492.82. This balance reflects
a $275 check written for an exercise bike.

VII. Miscellaneous Reports:
Town — Met yesterday. Provided a brief report. Report given to Clerk.
City — Report given to Clerk.

VIII. Department Reports:
A. Acting Chief /Deputy Chief Reports: (see complete written report in the
Minute book). Acting Fire Chief Dorman offered highlights of his reports
and answered questions as follows:
Acting Chief Dorman stated that J.R. Clairborne would not be at the
meeting.
Career Personnel Report:
Fire Chief position remains open. The new recruit is in week 2 at the fire
academy. He will be there for a total of 11 weeks.
County MOU — (regarding dispatch issues):
The draft letter of complaint to the county sits with the Mayor. The
County cannot record calls at low tone volume.
Grants:
Assistance to Firefighter Grant — Waiting for the transfer of funds.
Training Center Project Funding — Still trying to reschedule meeting.
Resource Recovery Legislation:
t The proposal remains at the City Attorney's Office for review.
aeCommissioner Romanowski continues to work on this project.
Foreign Fire Insurance Distribution:
Checks have been received and are ready for distribution.
Support:
Turnout gear modifications have been completed.

Cornell and the City will be forming a "scoping" committee soon.
Emergency Management:
Waiting for Cornell to sign.
Fire Fighter Exam:
215 people sat for the exam in Ithaca. 50 people sat at other locations to
take the exam. We attribute the high number of people taking the exam to
3 factors: Bad economy, recruitment efforts and that the exam was open
to all NY residents.
Chair Gilligan asked when the Department will know if the diversity
recruiting efforts paid off.
Acting Chief Dorman responded that the information will come from
Human Resources and the information will be limited because the
questionnaire is voluntary.
Chair Gilligan asked if the Training Center is designated to be park land,
would the issue come up if we have a project.
Acting Chief Dorman stated that this is one of the questions that he has.
He wants to sit down with the City Planner and the City Attorney and go
over questions that he has.
Comm. Hoard asked if it was a park previously. DC Parsons responded
that a lot of land was "parked" to prevent it from being developed. It is
easier to "park" land than it is to "un- park" land. Previous changes were
made without any problems.
What brought attention to this was the concept of doing away with the golf
course. Some people thought that the Department was against it.
Another option is to move the Training Center out of the town and over to
the airport. However, the Department would have to pay over time to
backfill employees. The result would be $300,000 - $400,000 a year
needing to be added to the budget to cover the over time.

B. Fire Prevention Bureau: (see complete written report in Minute book) DC
Parsons offered highlights of his report and answered questions as follows:
Inspections at Cornell:
Annual inspections were completed. Approximately 75 buildings were
inspected.
There were a few small fires. One is under investigation.
Early this week we gave notice to DOER letting them know the intention
of doing away with the fire boxes. They were also informed that when we
shut down that the customers will need to switch over to a reliable third
party.
Chair Gilligan asked who will determine who is compliant. DC Parsons
stated that a third party must evaluate and determine that. Comm. Kelly
asked who is responsible for letting people know if they are not in
compliance.
Chair Gilligan asked if this is something that the Board needs to put on the
Agenda. He also suggested that the Board write a letter explaining that
there is an issue.
DC Parson stated that it will probably become public information even if
nothing is done about it. The County may pull out and opt out and then a
third party will be responsible for the liabilities.
Chair Gilligan suggested that if there is no action by the next meeting, the
Board can put together a resolution.
Comm. Hoard asked how people get notified. Acting Chief Dorman
stated that people are notified as they try to hook up.
Comm. Hoard asked that the liability of notifying is. DC Parsons
explained that everyone will receive a notice. He is also considering a
Press Release.

Carbon Monoxide Law:
Chair asked DC Parsons about public education. DC Parsons stated that
the Department had several calls when the news of the new law broke.
Comm. Ellsworth asked at what height the detector should be placed. DC
Parsons explained that carbon monoxide in a space mixes evenly with air
and no specific height location is specified within a space.
Carbon monoxide detectors are now available in both battery and plug in
styles. Carbon monoxide detectors go off at' /4 of the amount required to
get sick.
C. Fire Police
There was a meeting and training on February 17, 2010. Seven members
attended. Report is attached to the Minutes. March 24t" with be the next
training session. An updated report has been forwarded to AC Dan Tier.
IX. Old Business:
A. ID Cards — A request was made to follow up and issue ID cards to the Fire
Commissioners and the Fire Police. DC Parsons will follow up on these.
B. 2% Checks
The Board will look into the status of Company 4 and their checks. In the
past, the undeposited checks were put back into the bank account and
redistributed. This brings up the question of what defines an "active"
Company. Company 4 will be sent written notification to find out what
their status is. Comm. Kelly seconded. Voted unanimously.
C. Reports
Detailed call reports and training reports: The Board will begin reviewing
reports quarterly and spend more time on them.

X. New Business
Chair Gilligan spoke with Bob Romanowski. Bob has attended the Annual
Member of the Hospital in the past and he would like to go this year and
provide the Board with a report. The Board approves.

In or about 2004, Ithaca Fire Department ( IVFU ) formed its own active group of
firefighters. IVFU took over all responsibilities of volunteer firefighters.
Now in 2010 there are only a hand full of IVFU folks left and the newly formed IFD Fire
Police have regrouped with at least a dozen folks strong.
Isn,t time for the IFD Fire Police to make its own decisions within the department,
without the IVFU influence ?

3) County Communications and 911 Program
a) Communications MOU between Tompkins County and the City of Ithaca: We
have filed a formal complaint with the County concerning the inability of the
current system to record low volume 911 calls. (same as last month)
4) Grants and Donations
a) Assistance to Firefighter Grants (AFG): All of the paperwork to receive this grant
for in- vehicle repeaters is filed. We are awaiting transfer of the money. We will
be preparing a specification for bid.
b) Training Center Project Funding: Next steps include continued research to
determine designation of land where training center is located. I have scheduled a
meeting with the City Attorney, Director of Planning and myself to discuss this
issue. Additional work will be required if this is dedicated as park lands. [Same as
last month.]
5) Resource Recovery Legislation
I am waiting for the appointment of a new Assistant City Attorney before resubmitting
this proposal. [same report as last month]
6) City Charter Update
The Mayor has formed an ad hoc committee on Charter and Code Revision. Our Charter
revision recommendations will be going thru this committee. [Same as last month.]
7) Traffic Calming
Chairman Gilligan is reviewing this material prior to submission to the Board of Public
Works

been completed with only a few exceptions. We are waiting for the system
hardware to be delivered (there is a back log from the manufacturer) and
then we will train on the entire system. [Same as last month.]
