ADJOURN BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 MINUTES PRESENT: Commissioners Gilligan, Hoard, Ellsworth and Kelly Chair Gilligan called the meeting to order at 1805 hrs. II. Approval of Minutes: Chair Gilligan indicated that on page 4 of the January 12, 2010 Meeting Minutes, the entire section of the City Charter dealing with the Veteran Firemen's Relief Fund should be included as an attachment to the minutes. Comm. Hoard moved to approve the minutes with this addition. Chair Kelly seconded Voted unanimously (with additional attachments) III. Additions /Deletions to the Agenda: 2% fund update $200 issue update IV. Persons wishing to speak to the Board of Fire Commissioners: Dave Cornelius (Fire Police) - Fire Police held a training session on CPR. All 9 members were recertified. There will be another training on February 17, 2010. Fire Police Report will be added as a standard Agenda item. V. Correspondence: 2 Letters from Bill Baker 2% (Copy of letter in Minute Book) Veteran Fireman's Relief Fund (Copy of letter in Minute Book) Central New York Firemen's Association - Invoice for dues in the amount of $5; to be paid from the Donation Fund. Also included with the invoice are raffle tickets, which we can't participate with. Motion was made by Comm. Kelly to pay the dues. Seconded by Comm. Hoard. Voted unanimously. BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 2 The Board of Fire Commissioners Tax Report from Tompkins Trust Company showed interest earned in the amount of $4.66. VI. Membership Changes: None VII. Miscellaneous Reports: Town of Ithaca - None City of Ithaca - None Audit - Will be completed after meeting VIII. Department Reports: A. Acting Chief /Deputy Chief Reports: (see complete written report in the Minute Book). Acting Fire chief Dorman offered highlights of his reports and answered questions as follows: Career Personnel Report: The Department filled the vacant Fire Fighter Position. Recruit Tom Pirko started on February 2, 2010. He will be going to the Fire Academy on March 1, 2010. Approximately 350 applicants signed up to take the Fire Fighter Exam in March. Operations Budget: There is still a delay in reporting. Waiting on Purchase Order. Training Center: A meeting is scheduled for next week to discuss issues related to the Training Center being located on land designated as "park land" per New York State regulations. BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 3 Resource Recovery: Bob Romanowski dropped off another packet of information with the City Attorney's Offices because the first one was lost. Foreign Fire Insurance Distribution: The City Attorney asked that this agreement be reworded to indicate the Town of Ithaca Board, the Mayor of the City of Ithaca and the Mayor if the Village of Cayuga Heights as the signees rather than the Town, the Cayuga Heights Fire Department and the Ithaca Fire Department. Charter Changes: A copy of currently proposed Charter revisions that Bob Romanowski had been working on will be distributed to the members of the Board. Mutual Aid Calls: Report Attached Selected Calls: On January 25, 2010, B Shift responded to a structure fire at Hudson Place apartments. The crew did an excellent job extinguishing the fire and limiting the fire damage to just two upper apartments with slight water damage. IPD, Bangs and Ithaca College took care of the tenants. At this time, Alderperson J.R, Clairborne was introduced as the City Common Council's new liaison to the Board of Fire Commissioners. Mileage Report: None BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 4 Turnout Gear Modification: The turn out gear modification necessary for the Escape Rope System has been completed with only a few exceptions. We are waiting for the system hardware to be delivered. Training Report (from AC Willis Sheldon): Attached Monthly Call Report: None B. Fire Prevention Bureau (see complete written report in Minute book) DC Parsons offered highlights of his report and answered questions as follows: Amanda's Law: Modification of Carbon Monoxide laws now require carbon monoxide detectors in all homes that contain units that produce carbon monoxide such as natural gas furnaces or cooking units. This law applies to single family homes as well as commercial buildings and apartments. The State has put very little information out for public awareness for single- family homes. Carbon monoxide can cause neurological damage. Levels build over time. Carbon monoxide detectors are not perfect and we expect to see an increase in carbon monoxide alarm calls. Chair Gilligan reported that the Time Warner News 10 had broadcast several times a brief segment showing how Home Depot is responding to the new laws and the large volume of sales of detectors that they have had. DC Parsons indicated that IFD could not partner with just one company and will be working on public education about the new law. He also indicated that the CO alarms would need to be hard wired in new structures. BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 5 IX. Old Business: Update on 2% Funds: Chair Gilligan reported that the following the last meeting, he had not sent a letter to the Mayor regarding the need to avoid further delays in signing an agreement with the Town regarding the handling of the Town's 2% funds. In the meantime, however, primarily through the prompting efforts of Acting Chief Dorman, the agreement had been revised per the request made by the City's Attorney and signed by all parties. The Chair had contacted the Town office and they reported that a check had been processed and sent to the City. Chair Gilligan raised the question as to whether the Board wanted to wait until the check was received and the specific dollar amount involved was known (about $19,000) or should a motion be passed authorizing the city Chamberlain to issue checks based on the distribution stated in the City Charter. To avoid further delay in distributing the Town's 2% funds, Commissioner Kelly made the following motion: The City Chamberlain is directed to issue checks and to distribute the entire amount of the 2% funds received from the Town to the Veteran Firemen's Association and the eight volunteer Companies based on the distribution percentage4s specified in the City Charter. Specifically 50% of the funds will go to the IVVFA and the remaining 50% will be distributed equally to the 8 volunteer Companies. The motion was seconded by Commissioner Hoard and approved by the Board David Cornelius asked by the Board wasn't involved in the initial decision - making on this funding agreement. Acting Chief Dorman pointed about that as part of the City -Town Fire Service Contract, the Board (under protest by then Commissioner Romanowski), had been removed from authorizing and signing either the Fire Service Contract or the separate 2% agreement. BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 6 J.R. Clairborne explained that the Town Board have all signed and that the Mayor will be the signature for the city on the Fire Service agreement. Acting Chief Dorman pointed out that the Mayor signs all contracts in the City of Ithaca. X. New Business: Gamewell Fire Alarm System: Acting Fire Chief Dorman explained that we have about 150 Gamewell boxes throughout the City and they are very reliable. But, changes to the codes will require a significant amount of money to update the boxes. Acting Chief Dorman's recommendation is to dismantle. All of the businesses with these boxes will have to be notified. About 1/3 of the Fire Alarm Superintendant's salary is spent on maintaining these boxes. And, if you divide that by the number of users (which is declining), it will not be cost effective to maintain them. Acting Chief Dorman and Deputy Chief Parson have been talking with Schelley Michell -Nunn in Human Resources about dismantling the systems. These are early stages of discussion. DC Parsons explained that the upgrade project would have covered the project ($70,000), but as the amount of boxes in service continues to decline, the costs would keep going up. Ray Wheaton stated that much of the equipment is historic and that it would be appropriate if some of the equipment could be transferred to the Veteran Firemen's Association - similar to the way the Steamer apparatus had been handled. Acting Chief Dorman agreed that it would be appropriate if some of this historically significant equipment could be preserved. Comm. Kelly asked how the 1/3 of the FAS salary would be recovered. Acting Chief Dorman explained that this is a discussion that is planned for Human Resources. Financially we can't afford it. He also explained that we are in the very preliminary stages. He is also not sure whose decision it ultimately is and that it would probably take about a year to completely stop using the system. BOARD OF FIRE COMMISSIONERS FEBRUARY 9, 2010 PAGE 7 2010 Golf Tournament: The Committee consists of Brian Wilbur, FF Chris Hamilton, AC Guy VanBenschoten, and others. They are planning to bring the tournament to Ithaca and will take place at Robert Trent Jones Golf Course at Cornell University. Acting Chief Dorman wants to check with Mayor Peterson about using the IFD logo. Chair Gilligan asked if the Union is supportive. Acting Chief Dorman stated that there are union members on the Committee. The proceeds from the tournament will go into the 501C3 Fund (Memorials and Survivors). The Board endorses the use of the IFD logo. Comm. Kelly motioned to approve. Seconded by Comm. Hoard. Voted unanimously. Fire Chief s Report for February 2010 09 MAR 10 Page 2 of 4 3) County Communications and 911 Program a) Communications MOU between Tompkins County and the City of Ithaca: We have filed a formal complaint with the County concerning the inability of the current system to record low volume 911 calls. 4) Grants and Donations a) Assistance to Firefighter Grants (AFG): All of the paperwork to receive this grant for in- vehicle repeaters is filed. We are awaiting transfer of the money. We will be preparing a specification for bid. b) Training Center Project Funding: Next steps include continued research to determine designation of land where training center is located. I have scheduled a meeting with the City Attorney, Director of Planning and myself to discuss this issue. Additional work will be required if this is dedicated as park lands. [Same as last month.] 5) Resource Recovery Legislation The proposal remains at the City Attorney's Office for review. [same report as last month] Commissioner Romanowski continues to work on this project. 6) Foreign Fire Insurance Distribution The Town of Ithaca funds have been distributed. The City Chamberlain has indicated that Company 4 had not cashed their check issued in September 2009. I have asked Board Chair Bill Gilligan to research this issue. 8) Board Initiatives Outstanding Bob Romanowski continues to work on the Traffic Calming issues and the Charter update. The Mayor has formed an ad hoc committee on Charter and Code Revision. Our Charter revision recommendations will be going thru this committee. Code Enforcement Division: The Codes Enforcement Division received 21 complaints in the month February. Two of the complaints were forward to the Building Department for Housing Violations. There were 9 complaints closed out, and 65 complaints remain open for February and previous months. The Code Enforcement Division performed 102 Fire Safety and Property Maintenance Inspections or Re- inspections, l Fire Alarm Tests Witnessed, 1 Standpipe System Flow Tests Witnessed, and 3 Hydrostatic Sprinkler System Tests Witnessed. There were 266 violations cited. The Code Enforcement Division issued: 10 operating permits for assembly occupancies; 13 certificates of compliance for fire and property maintenance inspections; 1 certificate of compliance for fire standpipe system; 1 certificate of compliance for fire alarm system and 2 certificates of compliance for fire sprinkler system installations. Fire Investigation Unit: There were six fire investigations performed in February. Fire Investigations were performed at incidents at 325 North Plain St; 311 Hillview Place; 800 South Plain St, Apt 910; 800 South Plain St, Apt 201; 210 South Cayuga St; and 111 South Quarry St, Apt C- 7. All investigations were for properties in the City of Ithaca. Public Education: There were 2 Child Safety Seat Inspections, 6 Public Education Activities performed; and 3 Fire Drill witnessed by the department in February. A separate copy of the Fire Chief's and the Fire Marshal's reports will be sent to the Town Clerk. Common Council member 1R Clairborne was introduced as the liaison from the Council to the Board. Department Staffing —With the exception of the Fire Chief's position, all positions in the department are currently filled. Acting Chief Dorman, with assistance from Deputy Chief Parsons continues to cover the duties of the Fire Chief's position on an interim basis. The Board will be discussing with the Mayor the plan and schedule for filling the Chief's position. The position is expected to remain open for all of 2010. Fire Police and Volunteers in the Ithaca Fire Department The Fire Police Report was given by Dave Cornelius- they held a training meeting in January where all 9 active fire police members received CPR recertification training. The Fire Police group is in the process of identifying some equipment needs for the group to assure that they are able to provide service in a safe and effective manner. They will be working with the department and Board on a process for recruiting and training new fire police volunteers. They will be meeting on February 17 for additional training. Diversity Recruitment efforts — For the last several months, Deputy Chief Parsons has been working with other departments in the City and with members of the fire department, to increase the number of individuals from underrepresented groups, who are in the pool of candidates taking the Fire Fighters civil service exam. The exam was held on Saturday, March 6, 2010. There were approximately 350 individuals who signed up for the exam for Ithaca. The list of scores from this exam will be complied by Civil Service. Gamewell Fire Alarm Box System- Will be phased out over the next 6 — 9 months —there are currently 105 Master boxes on the system . Changes in code requirements and interface costs with the County dispatch system make continued use of the system cost prohibitive. No new subscribers are being added to the system. Properties required to have an alarm system will use 3rd party alarm /security systems or services. The user fee for those currently on the Gamewell system — supports a portion of the cost for the Department's Alarm Superintendent position. 2% funds The funds from the town for 2008 and 2009 were received by the city in February 2010 and approximately a week after the BFC meeting, individual checks were processed by the City Chamberlain and made available to the Vet Firemen's Association and the city Voluntary companies. The funds were distributed based on the proportionate distribution specified in the City Charter. City Charter Revisions — Concerns were raised in a letter from the Ithaca Veteran Volunteer Firemen's Association regarding restrictions in the City Charter in the level of support that can be provided to volunteer firefighters in need ($200- one time only). This will be reviewed as part of the overall review of the Board of Fire Commissioners responsibilities and authority in the City Charter. 1R Claiborne indicated that the City would be doing a review of the entire charter — so it was expected that the process would be a fairly extended one. A number of sections of the City Charter related to the Board of Fire Commissioners had been submitted previously and former Commissioner Bob Romanowski had agreed to continue working on those charter items. Resource Recovery Legislation - It was reported that the documentation on proposed resource recovery legislation pulled together by Bob Romanowski for the Board of Fire Commissioners had been provided again to the City Attorney's Office for review. The original information provided a few months ago had apparently been lost. Remediation of Traffic Calming devices- There was an update on the status of the speed humps on Wood and South Streets. Because of the impact of these items on Fire Apparatus the Board is interested in having them removed. It was understood that both of these were to be removed a year or more ago. Facility Items: The IFD's training center which is located near the City Golf Course is on land that is currently designated as "park land" under New York State regulations. This designation creates issues with having the training center located on this land. Further discussions will be held to determine the various issues involved and to provide additional information about the situation. Station 9 in College Town- The Cornell Police, currently located in Barton Hall, are beginning preliminary planning to relocate to a location off campus. They have initiated some exploratory discussions with the City and Fire Department regarding the possibility of including relocating Station 9 as part of their planning considerations. City of Ithaca Board of Fire Commissioners Report to Common Council- 3 March 2010 Thomas D. Hoard, Commissioner I would like to say that the Board was pleased to have Alderperson Clairborne attending our meeting. I have been on the Board for a little over a year, and this is a first. We did do some grumbling at the February meeting about what our authority is as a citizen board, and I hope we didn't make a bad first impression. We hope to have a continuing dialog in subsequent meetings about ways to improve the usefulness of the Board I have some personnel matters to report: 1. Firefighter Exam this Saturday morning. 350 applications have been received, but I have no information on how many applicants meet the minimum requirements. Nor do I know how many members of minorities and /or women have applied. 2. The open firefighter position has been filled. Tom Pirko has joined the Department. 3. The Chief position remains open, and is the only remaining vacancy in the Department. 4. The Assistant Chief Promotional Exam was held on January 9, 2010. 5. Training for Fire Police was held in January. All 9 members participated, and all were recertified in CPR. Deputy Chief Parsons reported at our meeting that the Fire Prevention Bureau will be inspecting hotels and motels- and possibly bed and breakfast inns. These facilities were not included in the Building Department's scope for housing inspections, In my era with the City, hotels and motels were inspected by the Health Department. I presume that is still the case, but with the fire safety inspections being the responsibility of the Fire Prevention Bureau. Fire Police Report: 12/8/2009 TO: Board of Fire Commissioners. A Fire Police meeting / training was held on 2/17/2010. The following members attended: Dave Cornelius 3883, Jack Gould 4301, Rob Longo 4153, Jack Bordoni 3584, Dick Wilbur 4212, Lyman Baker 3258 and Jim Rogers 3793. We discussed the activity requirements and I will attach a copy of the revised edition we decided on. We also reviewed the location of equipment carried on the engines, ladder truck and other specialized units. We have still not received two -way radios, new ID badges (photos taken) or our CPR certification cards. We are trying to schedule our next training session for March 24 or 315t. A couple of things that needed attention, Jack Bordoni's badge number did not come up in the Departments computer, per AC LeBouff, and on the activity report Jim Rogers name is spelled incorrectly. His last name is ROGERS not Rodgers. The items needing attention have been resolved. An updated copy of the Fire Police Unit spreadsheet showing equipment, courses completed and physicals passed was forwarded to Dan Tier and John Powers. Lyman Baker had me ask Dan Tier if he knew anything about a NYS Fire Police course or seminar that is suppose to be held at the State Fire Academy in March. He would like to attend.
